1. Introduction اﻟﻤﻘﺪﻣﺔ.۱
• According to the Telecommunications Act ﺗﻘﻮم ھﯿﺌﺔ اﻻﺗﺼﺎﻻت,(• ﺑﻤﻮﺟﺐ ﻧﻈﺎم اﻻﺗﺼﺎﻻت )اﻟﻨﻈﺎم

Infrastructure Provision and Deployment in :اﻟﺘﻄﻮﯾﺮ اﻟﺠﺪﯾﺪة )ھﺬه اﻟﻘﻮاﻋﺪ( ﻋﻠﻰ اﻟﻤﺘﻄﻠﺒﺎت اﻟﺘﺎﻟﯿﺔ
New Developments (these rules) stipulate
the requirements for:
o Provision of ICT networks infrastructure ﺗﻮﻓﯿﺮ اﻟﺒﻨﻰ اﻟﺘﺤﺘﯿﺔ ﻟﺸﺒﻜﺎت وﺧﺪﻣﺎت اﻻﺗﺼﺎﻻت وﺗﻘﻨﯿﺔo
and services. .اﻟﻤﻌﻠﻮﻣﺎت
o Access by an ICT service provider to وﺻﻮل ﻣﻘﺪم ﺧﺪﻣﺎت اﻻﺗﺼﺎﻻت وﺗﻘﻨﯿﺔ اﻟﻤﻌﻠﻮﻣﺎت )ﻣﻘﺪمo

2. Definitions اﻟﺘﻌﺮﯾﻔﺎت.۲
The words and expressions defined in CITC ﯾﻜﻮن ﻟﻠﻤﺼﻄﻠﺤﺎت واﻟﺘﻌﺎﺑﯿﺮ اﻟﻤﻌﺮﻓﺔ ﻓﻲ ﻧﻈﺎم اﻻﺗﺼﺎﻻت
statutes shall have the same meaning when وﻻﺋﺤﺘﮫ اﻟﺘﻨﻔﯿﺬﯾﺔ وأﻧﻈﻤﺔ اﻟﮭﯿﺌﺔ اﻷﺧﺮى اﻟﻤﻌﺎﻧﻲ ﻧﻔﺴﮭﺎ ﻋﻨﺪ
used in these rules. The following words and ﻛﻤﺎ ﯾﻜﻮن ﻟﻠﻜﻠﻤﺎت واﻟﺘﻌﺎﺑﯿﺮ اﻟﺘﺎﻟﯿﺔ,اﺳﺘﺨﺪاﻣﮭﺎ ﻓﻲ ھﺬه اﻟﻘﻮاﻋﺪ

be developed by land and building developers, وﺗﺸﻤﻞ ﺗﺨﻄﯿﻂ وﺗﮭﯿﺌﺔ,ﻗﺒﻞ ﻣﻄﻮري اﻷراﺿﻲ واﻟﻤﺒﺎﻧﻲ
including land planning and preparation and , واﻟﺘﺠﺎرﯾﺔ,اﻷراﺿﻲ وإﻧﺸﺎء اﻟﻤﺒﺎﻧﻲ ﻟﻼﺳﺘﺨﺪاﻣﺎت اﻟﺴﻜﻨﯿﺔ
buildings construction for residential, . أو ﻷي ﻏﺮض آﺧﺮ, واﻟﺤﻜﻮﻣﯿﺔ,واﻟﺼﻨﺎﻋﯿﺔ
commercial, industrial, governmental or any
other purpose.
Large Scale New Developments: means a ھﻲ ﻣﻨﺎطﻖ اﻟﺘﻄﻮﯾﺮ اﻟﺠﺪﯾﺪة:ﻣﻨﺎطﻖ اﻟﺘﻄﻮﯾﺮ اﻟﺠﺪﯾﺪة اﻟﻀﺨﻤﺔ
New Developments satisfying any of the :اﻟﺘﻲ ﺗﺤﻘﻖ أي ﻣﻦ اﻟﺘﺎﻟﻲ
followings: .( ﻣﺘﺮ ﻣﺮﺑﻊ٥۰۰٫۰۰۰) • ﻣﺴﺎﺣﺔ أرض إﺟﻤﺎﻟﯿﺔ ﺗﺘﺠﺎوز
• A total area of more than (500,000) m². .( ﻣﺘﺮ ﻣﺮﺑﻊ۱۰۰٫۰۰۰) • ﻣﺴﺎﺣﺔ ﻣﺴﻄﺤﺎت ﺑﻨﺎء ﺗﺘﺠﺎوز

stations and tracks, economic or
entertainment cities, stadiums, etc.

Public lands: real property in which a ھﻲ اﻟﻌﻘﺎرات اﻟﺘﻲ ﺗُﻘﺘ َﻄﻊ ﻧﺴﺒﺔ ﻣﻦ ﻣﺴﺎﺣﺎﺗﮭﺎ؛:اﻷراﺿﻲ اﻟﻌﺎﻣﺔ

Passive Network Components: include all ﺗﺘﻀﻤﻦ ﺟﻤﯿﻊ ﻋﻨﺎﺻﺮ اﻟﺸﺒﻜﺔ:ﻣﻜﻮﻧﺎت اﻟﺸﺒﻜﺎت ﻏﯿﺮ اﻟﻔﻌﺎﻟﺔ
the non-electric physical elements, such as اﻟﻤﺎدﯾﺔ ﻏﯿﺮ اﻟﻜﮭﺮﺑﺎﺋﯿﺔ اﻟﻼزﻣﺔ ﻟﺘﻮﻓﯿﺮ اﻟﺸﺒﻜﺎت اﻟﺨﺎرﺟﯿﺔ
buildings, sites, ducts, towers and masts, , ﻣﺒﺎﻧﻲ اﻻﺗﺼﺎﻻت,واﻟﺒﻨﻰ اﻟﺘﺤﺘﯿﺔ داﺧﻞ اﻟﻤﺒﺎﻧﻲ ﻣﺜﻞ اﻟﺒﺮاﺑﺦ

Outside Plant and In-building
telecommunications networks.
Outside Plant (OSP): Any ICT network أي ﺷﺒﻜﺔ اﺗﺼﺎﻻت ﯾﺘﻢ ﺗﻨﻔﯿﺬھﺎ:(OSP) اﻟﺸﺒﻜﺔ اﻟﺨﺎرﺟﯿﺔ
implemented with the aim of connecting it, or ,ﺑﮭﺪف رﺑﻄﮭﺎ أو اﺳﺘﺨﺪاﻣﮭﺎ ﻟﻠﺮﺑﻂ ﺑﺸﺒﻜﺎت اﻻﺗﺼﺎﻻت اﻟﻌﺎﻣﺔ
using it to connect, with the public وﺗﺘﻀﻤﻦ اﻟﻤﻜﻮﻧﺎت ﻏﯿﺮ اﻟﻔﻌﺎﻟﺔ ﻟﺸﺒﻜﺎت اﻻﺗﺼﺎﻻت وﺗﻘﻨﯿﺔ

means passive ICT networks components in a اﻻﺗﺼﺎﻻت وﺗﻘﻨﯿﺔ اﻟﻤﻌﻠﻮﻣﺎت ﻏﯿﺮ اﻟﻔﻌﺎﻟﺔ ﻓﻲ اﻟﻤﺒﻨﻰ اﻟﺘﻲ ﺗﺮﺑﻂ
building connecting the Access Point with the ﻧﻘﻄﺔ اﻟﻮﺻﻮل ﺑﻨﻘﺎط إﻧﮭﺎء ﺷﺒﻜﺎت اﻻﺗﺼﺎﻻت ﻓﻲ وﺣﺪات

Network Termination Point (NT): is the ھﻲ ﻧﻘﻄﺔ ﻓﻲ وﺣﺪة اﻟﻤﺒﻨﻰ:(NT) ﻧﻘﻄﺔ إﻧﮭﺎء ﺷﺒﻜﺎت اﻻﺗﺼﺎﻻت
point at which the In-building Physical وﻗﺪ ﯾﻜﻮن.(IPI) ﺗﻨﺘﮭﻲ ﻋﻨﺪھﺎ اﻟﺒﻨﯿﺔ اﻟﺘﺤﺘﯿﺔ اﻟﻤﺎدﯾﺔ داﺧﻞ اﻟﻤﺒﻨﻰ
