Copyrighted material licensed to SYSTRA, for licensee's use only. ‘400198032 25 Sep 03, 130-18, FIXED GUIDEWAY TRANSIT 6.27.38 ‘Temporary standpipes, which might be used by con iractors to furnish water for construction purposes, shall be equipped with hose outlets and valves with 63.5 min (244 in.) hose thread conforming to NFPA 1963, 6.2.7.3 Reducers or adapters shall be provided and at tached for connection of the contractor's hose. 6.27.35 Reducers or adapters shall be readily removable through the use of a fire fighter’s hose spanner wrench. 6.2.76 Permanent standpipes or temporary standpipes in- stalled in tunnels during construction shall be provided with risers tothe grouind surface level 6.2.7.3.7 Risers shall be equipped with approved fire depart- iment connections, 6.2.7.38 Risers shall be identified with signs as outined in 6.27.25 of this standard. 6.2.7.3 Risers shall be readily accessible for fire department 6.2.7.3.10 Risers shall be protected from accidental damage. 6.2.7.3.11 There shall be a check valve and ball drip or a valved drain in the riser at the connection to the standpipe. 6.2.7.8.12 Permanent or temporary standpipes installed dur- ig the construction phase shall be supported and eapable of withstanding the pressure and thrust forces to which they might he subjected. 6.2.7.3.18 ‘Temporary standpipes shall remain in service until the permanent standpipe installation is in service and opera tional. 6.2.7.4 Portable Fire Extinguishers. Portable fire extinguish- ‘ers shall he provided in stich numbers, sizes, and gypes and at ‘such locations in tunnels as determined! by the authority hav ing jurisdiction. 6.2.8 Flammable and Combustible Liquids Intrusion. 6.2.8.1 General. Prevention of accidental intrusion of flamn- ‘mable and combustible liquids due to spills shall be proxided in accordance with 6.2.8.2 through 6.2.8.7 6.2.8.2 Vehicle Roadway Terminations. Vent or fan shalts uti- lized for ventilation oF asnnels shall not terminate at grade on any vehicle rondivay. 6.2.83 Median and Sidewalk Terminations. Vent and fan shafis shall be permitted to terminate in the median sttips of divided highways, on sidewalks designed to aceept such shafs, or in open space areas provided thatthe grade level ofthe median ‘rips, sidewalk, oF open space meets the following conditions: (1) Isata higher clevation than the surrounding grade level (2) Is separated from the roadway by a conerete eurb at least, 1524 mmm (Gin,) in height 6.2.84 Aboveground Atmospheric Storage Tanks. (b) Tanks shall be provided with an approved corrosion protection system, (©) Installation, maintenance, and inspection shall con- form to the requirements specified by the authority having jurisdiction, (2) For ranks insalled in a eastin-place reinforced conerete vault large enough to hold and retain the entire contents of the tank: a) The storage tank shall be completely encompassed by not less ian 610 min (24 in.) of welhtamped, noncor- rosive inert material within the vault (b) An approved method for the monitoring of, or test ing for, product ancl enclosure leakage shall he incor- porated into the enclosure design, (©) The vault lid shall be designed and constructed to withstand anticipated surface loadings and shall not be less than 152-4 mum (6 in.) of reinforced concrete, (@) Nault, tank, and piping shall be protected from 6.2.85. Copyrighted material licensed to SYSTRA, for licensee's use only. 400198032 25 Sep 03 [TRAINWAYS 62.864 No connection (such as venting or drainage) ofany storage tanks and related piping of Class I flammable liquids and Class Il and Class III combustible Tiguids to a subsurhace fixed guideway transit structure shall be permitted, 6.2.8.6.5 Dispensing pumps for Class 1 flammable liquids and (Chass I ane Class IT combustible liquids shall not be located less than 7.6m (25.0) from the face of such pump to the nearest side ‘Fa tunnel vent grating or subway entrance or exit 6.2.8.7 Existing Storage Tanks in or Under Buildings. 6.2.8.7.1 Existing storage tanks for Class I flammable liquids and Chass IL and Class 111 combustible liquids located in or under buildings, and located directly above a subsurface tra sit structure oF within 7.6 m (25 ft) (measured horizontally) from the ontside wall ofthe subsurface transit strueture, shall, be removed and relocated outside the prohibited area, 6.28.11 Where the top of the subsurface trainway or sta- tion is more than 15.2 m (50 fe) below the surface of the earth, an engineering analysis t» determine the need for the require. ‘ment of 6.2.8.7.1 shall be permitted to be conducted. 6.2.8.72 Where itis not possible to remove and relocate tanks for Class [flammable and Class Il combustible liquids due limited space, such tinclerground tanks shall be abancloned in accordance with the provisions of Annex Cof NFPA 30. 6.28.7.3 Where it is not possible to remove and relocate tanks for Class IIT combustible liquids located in buildings, such tanks shall be provided with leak detection and a second ary containment system of adequate capacity to contain the contents of the tank. 628.74 Tanks shall be abandoned in accordance with the provisions of Annex C of NFPA 30. 6.28.7.5 Where it is not possible to remove and relocate tanks for Class III combustible liquids located under a buile ing, such tanks shall be UL-listed double wall or installed in a castin-place reinforced conerete vault and shall be provided ‘with an approved leak detection system. 6.2.8.7.6 Tanks shall be abandoned in accordance with the provisions of Annex C of NFPA 30. 6.2.9 Combustible Components. 6.2.9.1 General. Combustible components not covered in 6.211 through 6.2.58 shall comply with 6.29. 6.2.9.2 Engineering Analysis. An engineering analysis shall be conducted on nonstructural combustible components that in chides, as a minimum, an examination of peak heat release rate for combustible clements, total heat released, ignition temperatures, radiant heating view factors, and behavior of the component during internal or external fire scenarios « determine that, if fire propagates beyond involving the c ponent of fire origin, level of fire safetys provided within an ‘enclosed trainway commensurate with this standard, 6.29.21 Computer modeling, material fire testing, oF full. scale fire testing shall be condcted to assess durability perfor: ‘mance in potential fire scenarios. 6.3 Surface Trainways. 6.3.1 General. Section 6.3 shall apply to any at-grade or un- roofed structure other than elevated structures. 6.3.2 Construction Materials. Construction materials shall be nat less than Type It (000) approved noncombustible material 130-19 1s defined in NEPA 220, as determined by an engineering. analysis of potential fire exposure hazards to the structure. 6.3.8" Traction Power. Subsection 6.3.9 sal apply oie safety and fire protection criteria for the traction power subsystern stalled in the tainway. 6.3.3.1 Traction power shall include the wayside pothead, the cable between the pothead and the contact (third) rail or overhead wire, the contact rail supports, and special warning, and identification devices 6.3.3.2. Life safety and fire protection criteria for the sub system installed in the trainway shall conform to the require- ments for underground trainways that are listed in 6.2.5.2. 6.3.4 Electrical Wiring and Cable Requirements. All wiring materials and installations other than those for traction power. shall conform to the requirements of NEPA 70, 6.3.5 Emergency Access. 6.3.5.1. If security fences are used along the trainway, access gates shall be provided in security fences, as deemed necessary by the authority having jurisdiction, 63.5.2 Access gates shall be a minimum of 1118 mm (44 in.) ‘wide and shall be of the hinged or sliding type. 6.8.5.3 Access gates shall be placed as close as practical to the portals to perinit easy access to tunnel, 6.3.54 Information that clearly entifies the route and loca tion of each gate shall be provided on the gates or adjacent thereto. 6.3.6 Egress for Passengers. 6.3.6.1 The system shall incorporate means for passengers to evacuate a train at any point along the trainway and reach a point of safety 6.8.6.2. System egress points shall be illuminated. GA Elevated Structures. GAL General. Elevated structures are all structures not de: fined in this standard as surface or underground structures. 6.4.2 Construction Materials. All structures necessary for line- vay support and all structures and enclosures on or under trainvays shall be of not less than Type I or Type I (000) or combinations of Type 1- or Type Iapproved noncombustible construction as defined in NFPA 290, as determined by an ‘engineering analysis of potential fire exposure hazards to the saree. 6.4.3" Traction Power. This subsection shall apply to life safety and fire protection criteria for the traction power subsystem installed in dhe trainway. 643.1 Traction power shall include the wayside pothead, the able between the pothead and the contact (third) rail or ‘overhead wire, the contact rail supports walkways, and special ‘warning and identification devices 64.8.2. In the event that an engineering analysis is not con- ducted, or does not support the use of a nonmechianical emer gency ventilation system, for the configurations described in 71.24, a mechanical emergency ventilation system shall be provided. 7.13. The engineering analysis of the ventilation system shall include a validated subway analytical simulation prograsn aug- ‘mented as appropriate by a quantitative analysis of airflow dy- namics produced in the ire scenario, such 28 would result from the application of validated computational fluid dynamics (CED) tectiniques, The results of the analjss shall include the no-fire (or cold) air velocities that can be measured during commission- ing to confirm thata mechanical ventilation system as built meets the requirements determined by the analysis TAA. The emergency ventilation system shall be designed to do the following: (1) Provide a tenable environment along the path of egress from a fire incident in enclosed stations and enclosed trainways (2) Produce airflow rates sufficient to prevent backlayering of smoke in the path of egress within enclosed trainways (3) Be capable of reaching full operational mode within 180 seconds (4) Address the maximum number of trains that could be between ventilation shafts during an emergency 7.2.2, The design shall encompass the followings (1) The heat release rate produced by the combustible load ‘ofa vehicle and any combustible materials that could eon- tribute tothe fire load at the incident site (2) The fire growth rate (3) Station and trainway geometries (4) Agystem of fans, shafts, and devices for directing airflow in stations and trainways (5) A program of predetermined emergency response proce: dures Capable of initiating prompt response from the cen- tual supervising station in the event of a fire emergency 7.2.8 The design and operation of the signaling system, trac- tion power blocks, and ventilation system shall be coordinated to match the toral number of trains that could be between ventilation shafts during an emergency. 7.3 Emergency Ventilation Fans. 7.3.1 The ventilation system fans that are designated for use in fire emergencies shall be capable of satisfying the emer- gency ventilation requirements in either the supply mode or fexhatst mode, 7.3.1.1 Individual emergency ventilation fan motors shall be designed (0 achieve their fll operating speed in no mote than 430 seeondls from a stopped position when started across the line ‘and in no more than 60 seconds for variablespeed motors. 73.2. Emergency ventilation fans, their motors, and all re- lated components exposed to the exhaust airflow shall be de- signed (o operate in an ambient atmosphere of 250°C (482"F) fora minimum of 1 hour.
