INTRODUCTION

Community Architecture is built upon the principle that is involving the people and/or
end users in the planning, design, and building process. Community Architecture is the
architecture that promotes the active involvement of the people in the community in
the building projects. The practice of Community Architecture took many names and
forms around the world but with the same goals and objectives.

Community architecture is a scheme, mainly for housing, that involves a study of the
prevailing social conditions and consultation with the people who are going to use them.
The movement enables the people to work directly with architects in the design and
building of their own homes and neighborhoods.

The City of Talisay is a fourth class city in the province of Negros Occidental, Philippines.
According to the 2015 census, it has a total population of 102,214 people. It is part of
the metropolitan area called Metro Bacolod, which includes its neighbors Silay to the
north and Bacolod to the south. It has a total land area of 20,118 hectares (49,710
acres).
DEMOGRAPHIC INFORMATION

Based on 2007 census of National Statistics Office, the population of City is 96,444. It
gives the City an average of 7.15 persons per hectare. In 2000, NSO data shows that
there are 18,307 households in the whole City. Hiligaynon (or Ilonggo) is the spoken
language in the City although English and Filipino are also spoken and understood.

LOCATION

The City is geographically located between the cities of Silay and Bacolod. Around seven
kilometers away from the Provincial Capitol, it lies 122º 62’ longitude and 10º 44’ 65”
latitude and its reference point is the new city hall. As the first city going north of
Bacolod, Talisay City can be reached in 10-15 minutes by private car and about the same
time by public utility vehicles.
PHYSICAL CHARACTERISTICS

Talisay City has a total land area of 20,118 hectares or 201.18 sq. km. Among its 27
barangays, Brgy. San Fernando is the biggest barangay with its total land area of 4,240
hectares. The smallest barangays are Brgy. Zone 8 and Brgy. Zone 9 having total land
area of only 3 hectares. The topography of the City ranges from generally flat terrain to
moderately sloping with mountainous areas located at Brgy. Katilingban, Brgy. San
Fernando and Brgy. Cabatangan. The soil in the City is primarily composed of fine sandy
loam with a small portion of Guimbala-on clay. There are two pronounced seasons in
the City: wet season from June to December and dry season from January to May.

LAND CLASSIFICATION

Of the City’s total land area of 20,118 hectares, the agricultural land comprises the
biggest part with 12,092.55 hectares or 60.11% of the total land area. Forest land covers
6,628 hectares or 32.95% of the total land area. The remaining 1,397.45 hectares or
6.95% of the total land area are built-up areas, which is composed of industrial (209.46
has or 1.04%), commercial (214.67 has or 1.07%), residential (919.49 has or 4.57%) and
institutional (53.83 ha or 0.27%) areas.

Vista Alegre Homes is located in Barangay Dos Hermanas, Talisay City, Negros
Occidental. AFP-PNP Housing Program intends to provide decent and affordable housing
to low-salaried personnel of the AFP, PNP, the Bureau of Jail Management and
Penology, the Bureau of Fire and Protection, and the Bureau of Corrections. “The PNP-
AFP housing project is a generous gesture in recognition of the hard work, dedication,
and sacrifices [made] by the men and women in law enforcement. According to NHA
General Manager Marcelino Escalada, Jr., aside from AFP and PNP personnel, 10 percent
of the project will be reserved for members of the Bureau of Fire Protection, Bureau of
Corrections, and Bureau of Jail Management and Penology.
METHOD

According to Sunstar Bacolod RESIDENT Rodrigo Duterte led the groundbreaking and laying of
the time capsule of the P1 billion worth of housing project for the members of the Armed
Forces of the Philippines (AFP) and the Philippine National Police (PNP) at Vista Alegre Homes in
Barangay Dos Hermanas, Talisay City, Negros Occidental on May 20,2018

Duterte said 1,000 soldiers and police officers will have their homes under the project.

"To the brave men of the AFP and PNP, I assure you that this administration will remain
resolute in promoting your welfare. We will continue to pursue our modernization program to
further enhance your capabilities," Duterte said.

In his speech, the president emphasized that having a house that one can call his own is more
than just an achievement that uplift the person's pride and moral. It is also an assurance of a
stable life and a promising future especially to the children who will leave early.

By 2020 this 15-hectare community will become the home of our 1,000 soldiers and police
officers. These shelters are not just physical structures that will protect the beneficiaries from
the outside world. These are homes where families can share memories, nurture values and
hope for a brighter future for their loved ones. This is the commitment of the government to
answer the housing needs of our people particularly those who risk their lives to save our
country with utmost courage and integrity,” Duterte said.

But you know, first things first, I would like the families of those who have fallen ahead of us,
also be provided with housing projects. And with that also, I would like to declare my policy, of
this government that I will pursue vis-à-vis with the housing and the houses also of those who
would like to surrender. May this launching of this project inspire all of you to continue to
advocate supporting government’s campaign and advocacies in uplifting the lives of our citizens
and creating a safer and more secure nation for all Filipinos," Duterte said.

NHA General Manager Marcelino Escalada, for his part, said that the project is a humble token
to the personnel of the PNP and AFP.
He said that in the past, it used to be 22 square meter floor area over 40 lot area. But by virtue
of the order of the president to NHA, they have increased the lot size from 40 square meter to
80 square meter and the floor size from 22 square meter to 60 square meter with two
bedrooms complete unit to be given to the PNP, AFP personnel.

Duterte instructed Escalada that of the total price that they will pay for the package of this
project, for the private this is P1.7 million to P2 million, but in NHA this is priced from P800,000
to P1 million. By virtue of the instruction of the president, all beneficiaries will have a discount
of P100, 000 for a free charge to the Office of the President as his contribution to the people of
the country who fought and defended the nation.
RESULT AND DISCUSSION

Since it was limited units of 1,000 this housing project will be in a first come, first serve
basis and there are a number of AFP and PNP personnel in the province. They can’t
accommodate all the AFP and PNP that want to avail that project. The monthly
amortization of P4,900 to P5,100 and it can be through Pag-ibig.

It is not suitable for big family since it has only since it has only two room and 1 toilet
and bath. It suit for a small scale family of 4. The estimated time for this project to be
done is by 2020 but some of the unit is still under construction. There are only few PNP
and AFP wants to avail this opportunity/ project of NHA allotted for them the space are
so small. They don’t have water and electrical supply as of the moment, no vegetation
and the location is hot since it was agriculture land (sugarcane field) converted to a
housing project. Near the main road, but it’s not accessible for transportation. It’s far
from the city proper of talisay, the available transportation that passing by are jeepney
and motorcycle.
