Introduction
ABSTRACT

To provide awareness of the practicing Mechanical Engineers in different


industries for the implementation of
RA9003 its Solid Waste Engineering Approach, its schematic design, its
equipment and system innovation, process technology and safety
consideration on address the existing challenges, we are facing now in the
industry and LGU . This paper will describe on how the “no more open
dumpsites” concept which are totally ban in other countries.

Salient Features of Ecological Waste
Management Act of 2000, RA 9003,
otherwise known as
‘Solid Waste Management Act’
What is RA 9003 and its Salient Features?
RA 9003 is an Act providing for an ecological solid waste management program, creating
the necessary institutional mechanism, declaring certain prohibitive acts.

Salient Features of RA 9003:


1. Creation of the National Solid Waste Management Commisssion, National Ecological
Center and LGU Solid Waste Management Boards.
2. Creation of Multi-Purpose Environmental Cooperatives or Associations in every LGU.
3. Waste Segregation, Waste Reduction and Recycling Program.
4. Construction of Material Recovery Facilities / System.
5. Conversion of open dumpsites to sanitary landfills.
6. Integration of Ecological Waste Management Concepts in academic curricula for formal
and non-formal education.

Solid Waste Conditions - Describing the solid waste conditions in the country involves
understanding the composition and sources of solid wastes, waste generation rates and
waste projection

Sources and Composition of Municipal Solid Waste (MSW):


1. MSW comes from residential, commercial, institutional and industrial sources.
Residential waste constitutes the bulk (56.7%) of MSW and includes kitchen scraps,
yard waste, paper and cardboards, glass bottles, plastic containers and sando bags,
foils, soiled tissues and diapers, and special wastes such as containers of household
cleaning agents, batteries and waste electrical and electronic equipment (WEEE).
2. Commercial sources which include commercial establishments and public or private
markets contribute 27.1% of which, in some regions, about two- thirds of commercial
wastes come from the latter. Institutional sources such as government offices,
educational and medical institutions account for about 12.1% while the remaining 4.1%
are waste coming from the industrial or manufacturing sector.

Gasification Power Generation Process
Gasification is a process that converts organic or fossil
based carbonaceous materials into carbon monoxide,
hydrogen and carbon dioxide.

This is achieved by reacting the material at high


temperatures, without combustion, with a controlled
amount of oxygen and/or steam.

The resulting gas mixture is called syngas (from


synthesis gas or synthetic gas).
