DPR Scrutiny
DPR Scrutiny shall be thorough and detailed to ensure
geometric and physical design is appropriate and economic;
specifications are adequate and are based on site conditions;
estimation of quantities is accurate and reasonable.
 Ensure that time constraint is not there for proper scrutiny
 Each DPR should be made after thorough field
investigation, if necessary ask for additional data
 Traffic and CBR are properly estimated
 Design is appropriate, not an over design

 Investigate that all possible economies on use of materials

Alignment & Geometric Design
 Radius of the curves inadequate for design speed –
Provision of adequate land for roadway, informatory
signs, speed breakers U.K.Guruvittal

 Development of alternate routes (earth tracks) based on


traffic counts for parallel roads – PMGSY III Guidelines
 Drawings to be professional, Junction design drawings
Road Safety
 Drawings to show details of road safety measures / road
furniture, provision in estimates – RSA to be part of DPR
 Action taken report (ATR) for compliance to RSA findings
should be more specific – To be enclosed with DPR

Pavement Materials
 Material /Soil test reports incomplete, only few test results
reported – Implementing testing requirements in totality
 Providing at least two layers of base course, BM usage for
T9 category – Following IRC Design codes scrupulously
 Cement stabilisation to be encouraged, Mechanical or
Lime stabilisation do not yield high strength – Test reports
 GSB Specifications to include Clause 402 or 408 of

 Classification and reuse of excavated soil, rock, etc


 Masonry retaining wall instead of RCC – Less costly
options to be adopted, requirement to be rationalised

Pavement Design
 Even when blacktop is in good condition, removal of
black top proposed for entire length of road – Section wise
selection of strengthening measures, Upgradation of better
performing sections on a later date U.K.Guruvittal

 VDF values to be as per IRC SP:72 separately for loaded,


unloaded and overloaded vehicles – Identification of
overloaded vehicles during Traffic survey
 Overlay over existing cement concrete pavement to be
either ICBP or short panelled concrete or precast pre-
stressed pavement (PSP) – Problems of CC overlay –
Matching joints, No structural cracks in CC pavement
 Design of overlay incorporating existing pavement crust

 Road photographs for assessing pavement condition –
Photos not showing roadway, less number of photos, etc
 History of existing road pavement, crust details and
thickness – Upgradation after 10 years of service
 3rd Party Traffic survey using ATCC and Axle load survey
if projected traffic more than 1 MSA (2 MSA for axle load survey - DPR Template)

 Incorrect DPRs – Transect walk photos not included,
Dimensions shown in drawings and estimate not matching
 Rate analysis for some items to be reviewed – Cost of
GSB more than WBM, Very high barrow soil cost, etc

Topics for Studies by STA
 Soil properties determination district wise (Gradation,
Plasticity, Compaction and CBR). Can be extended to soil
stabilisation, locally available materials, etc U.K.Guruvittal

 Traffic count and composition, extent of overloading,


Traffic growth rate determination (6% cannot be assumed
all over India), Traffic variation between harvesting and
lean seasons
 Axle load studies, VDF for typical rural roads
 Development of model roads from road safety aspects
