This document uses chronology of press and actions to demonstrate that the reason
Culebra/Vieques ferry systems continue to fail the public, is because government has been
myopically focussed on method of management of this federally subsidized system, before
de ning the service needs of local islanders. It’s not unexpected that implementation of a
management system devoid of any meaningful planning regarding system responsibilities
continues to fail the people.
Part I provides an incomplete but fairly comprehensive chronology of events that includes the
dates of service failures, community meetings, appeals to lawmakers, pubic statements,
reports and quotes from agency functionaries over time. Part II is a link to relevant documents.
NOTES:
CoastGuard shuts down Fajardo pier before the date of the study supporting the
impacts due to impacts from Hurricane Earl.
Government comments in press the move to Ceiba was because of Hurricane Maria.
Government admits move was a mistake.
Chronic systemic failures of government, clearly the fault of planning and infrastructure
are relied upon by Governors to declare emergencies that allow contractor fast-tracking.
Both Ceiba dock and Aux lower dock camp were constructed without bene t of public
either local or federal on the island of Culebra, both docks were constructed on formerly used
defense site areas that involve contaminated lands, and whose shore border federally listed
critical habitat waters.
The lower camp aux dock built on Culebra that went through FONSI, was not the dock
constructed.
Culebra lower camp Public and Recreational zoning was amended in the Quit Claim
Deed without bene t of public noti cation or participation.
Ceiba dock continues to choke out the town of the Fajardo as it disproportionately
burdens low income community to get from Ceiba to Fajardo where services are located.
Town of Fajardo professional of ces collapsing as these of ces depend on clients from all three
islands.
TODAY:
Service providers predictably continue to fail the communities. The Lower Camp Auxiliary
dock as well as other unregulated development has industrialized this important historic area
and continues to signi cantly compromise the nature and character of this important cultural
zone most recently with continued deposits of toxic shredded pavements and other PFAS
chemicals. The lack of planning involved with the dock and subsequent operation has today
signi cantly compromised, if not irreparably harmed the coastal water quality of these once
bioluminescent and listed critical habitat waters, adjacent to the red mangroves of Caño Bruly,
designated a natural point of interest by the Culebra National Wildlife Refuge.
While Lower Camp Area has not been federally listed as an historic site, it may still be eligible
for listing with the intent on protecting the cultural integrity of what’s left of this area for future
generations.

It was due to these problems in the operation of the ATM boats that for the past year and
a half the service of the Puerto Rico Fast Ferries company was subcontracted. At the
beginning, the contract was for three boats, but last year it was reduced to two.

“Desde la entrada de Ricardo Rosselló Nevares a la gobernación en enero de 2017, los tres directores de
la ATM han "salido" en circunstancias problemáticas. Para junio de 2017, Melvin Cruz fue
despedido del puesto luego que una auditoría interna del Departamento de Transportación y Obras
Públicas (DTOP) destapara un esquema de fraude con la autorización de horas extras entre empleados de
la ATM. Luego que Cruz fuera sustituido por Luis Abreu Noble, este renunció en agosto de
2018 luego que se le vinculara con Carlos San josé Reyes, activista del partido Nuevo Progresista (PNP)
propietario del terreno donde fueron encontrado vagones con suministros para damni cados del huracán
María a casi un año del desastre. Poco después se supo que una compañía suya obtuvo contratos con
la Autoridad de Carreteras y Transportación (ACT). A horas de la renuncia de Maldonado, Fortaleza
divulgó un comunicado nombrando a Mara Pérez Torres como la nueva directora para
ATM. Actualmente, la Autoridad para las Alianzas Público Privadas (AAPP) evalúa cinco
proponentes para administrar el servicio de lanchas: Balearia Caribbean Inc., HMS Ferries Inc.,
Priority Roro Services, Inc., Puerto Rico Fast Ferries, LLC; y Seastreak, LLC. Sobre este particular, el
secretario de la Gobernación, Ricardo Llerandi, aseguró que "es la alternativa para resolver el asunto"
del transporte hacia las islas municipio y anticipó que al nal de 2019 debe estar con rmada la

three ATM directors have "left" in problematic circumstances. By June 2017, Melvin Cruz was
dismissed from the post after an internal audit of the Department of Transportation and Public Works
(DTOP) uncovered a fraud scheme with overtime authorization among ATM employees. After Cruz was
replaced by Luis Abreu Noble, he resigned in August 2018 after he was linked to Carlos San Jose Reyes,
an activist from the New Progressive Party (PNP) who owns the land where containers were found with
supplies for victims of Hurricane Maria to Almost a year from the disaster. Shortly afterwards, it became

"FEMA has conducted an evaluation of the area and potential effects APE) for the
San Ildefonso pier construction project see enclosure). The APE is located inside
an archaeological sensitive area. The totality the peninsula can be considered a historic

district that has the potential to present significant remains from at least three different
occupations: the Late Cedrosan Saladoid prehistoric occupation as documented in the
Lower Camp Site, with radio carbon date A.D. 642 13 50
years ago); the late Spanish Colonial occupation, represented by the town of
San Ildefonso 1880-1903); and the U.S.A. Navy occupation represented by Camp
Roosevelt 1903 to 1975). The historic district is
eligible for inclusion in the National Register of Historic Places NRHP).
There is the potential to encounter archaeological remains of
these occupations underneath the floor platforms, sidewalks, pavement areas and
roads. The actual configuration o the pier at San Ildefonso is the same as the one
depicted in the Map U.S. Naval Reservation in Culebra, dated
June 30, 1944. The Ensenada Honda Bay has been the scenario
navigation and trading activities for hundreds years and there is the potential to
encounter underwater archaeological resources.
FEMA finds that the scope of work for the construction the San Ildefonso cargo pier and
its related activities has the potential to affect historic properties and is initiating
consulting with PR-SHPO as required under 36CFR800. In order to resolve
this potential adverse effect, FEMA recommends that archeologic and historic
assessment be conducted for all the areas potential effects APE) on land and
underwater.
