MANAGEMENT
PLAN

1. INTRODUCTION
1.1 PURPOSE OF STAKEHOLDER MANAGEMENT PLAN

The Stakeholder Management includes the processes required to identify the


people, groups and organizations that could a ect or be a ected by the Barangay Saint
Peter Pedestrian Environment Improvement Project, to analyze stakeholder expectations
and their impact on said project, and to develop appropriate strategies and tactics for
e ectively engaging stakeholders in a manner appropriate to the stakeholders’ interest
and involvement in the project. The Stakeholder Management Plan helps ensure that
stakeholders would have be informed and have an e ect n project decisions and
execution throughout the lifecycle of the project. The Stakeholder Management Plan
includes several sections:

2. STAKEHOLDER ANALYSIS
2.1 RESIDENTS/MEMBERS OF BARANGAY SAINT PETER

The Barangay Saint Peter residents/members are one of the stakeholders in the
project due to them being directly a ected since the construction project bene iting the
sidewalk would be in the proximity of their houses/properties. The following portions
provide more details and information on the e ects and in luence of the said stakeholder
to the project and the e ects the project would have in them.

2.1.1 IMPACT AND EFFECTS FROM THE PROJECT

The project would have a medium to high level of impact on the residents and
members of Barangay Saint Peter depending on their usage of it. As stated, many of the
residents in the area venture to stores and establishments close by for their needs or
work and would then be a ected positively by the improvement of the pedestrian
environment. As this aims to promote the use of non-motorized transportation as well,
this aims to leave a positive impact to the community by allowing the progression of
sustainability.

The project would have a minor e ect on the secondary aspect of noise and
environmental pollution. The goal of this project may lead to a lessening of vehicular
travel in the area which would then bene it the residents by minimize the air pollution
produced by said vehicles and the noise pollution caused by them passing by. Although
this is a residential area and vehicles are few, this may still have an e ect depending on
the degree of use this initiates.

The project with have a high impact and great e ect on those who are disabled or
those who have any physical disabilities that would make it di icult for them to traverse
around the area using non-motorized means. This would also enable them to travel
without needing to use the roadways, lessening their likelihood of accidents with cars
and motorized vehicles. The promotion of outdoor activities due to the creation proper
pedestrian structures and repairs done on those existing ones may also improve the
quality of life of the residents including those with disabilities.

2.2 PEDESTRIANS FREQUENTING BARANGAY SAINT PETER

The pedestrians frequenting Barangay Saint Peter are the other stakeholders of the
project that may intersect with the residents but also include people who reside outside
the barangay and travel into the area for various reasons. They would be directly a ected
and would see majority of the bene its since the construction project improving the
sidewalk structures and pedestrian environment in general would be utilized by them.
The following portions provide more details and information on the e ects and in luence
of the said stakeholder to the project and the e ects the project would have in them.

2.2.1 IMPACT AND EFFECTS FROM THE PROJECT

The project would have a high level of impact on the high impact on the
pedestrians frequenting of Barangay Saint Peter due to their usage of it pedestrian areas.
The environmental would be made more usable due to the improvements and repairs to
be done and would lessen the likelihood of injury from the damages and problems the
pedestrian environment currently holds. As this aims to promote the use of non-
motorized transportation as well, this aims to leave a positive impact to the community
by allowing the progression of sustainability.

A large positive e ect may also come about in the aspect of safety and the
lessening of vehicle to pedestrian accidents. Improving of structures such as pedestrian
crossing may make these structures more visible to drivers and would allow safer passage
using this, lessening the likelihood of accidents. The addition of more pedestrian crossing
at the standard distance from each other may also decrease the chance of jaywalking and
would in turn decrease the chance of vehicle to pedestrian accidents.

3. STAKEHOLDER CLASSIFICATION
2.1 SPECIFYING STAKEHOLDERS

The main stakeholders of the project, as stated in the previous portion of the
paper, would be the residents/members of the area and the pedestrians frequenting the
area. The residents/members shall be split into two portions:

A) the average residents - Those who live in the area and may not usually venture
outside their homes using non-motorized transportation either due to the
problematic pedestrian environment or the lack of necessity to do so.

B) the residents with disabilities - Those who live in the area and who are stricken
with physical disability, limiting their capability to travel or move on their own. Like
the previous stakeholder type, they may not usually venture outside their homes
using non motorized transportation either due to the problematic pedestrian
environment or the lack of necessity to do so.

The pedestrians is the other group that the project aims to bene it and like the previous
stakeholder group, this will also be divided into two types to specify the positions they
would have on the power/interest classi ication. The types are as followed

C) the resident pedestrians - Those who live in the area and may usually ventures
outside their homes by means the sidewalks and other pedestrian structures for
whatever reason. These groups would need to be using the pedestrian structures
and travel with it at least on one occasion per week in order to classify for this role.

D) the non-resident pedestrians - Those who do not live in the area but ventures
from and to the area by means the sidewalks and other pedestrian structures for
whatever reason. These groups would need to be using the pedestrian structures
and travel with it at least on one occasion per week in order to classify for this role.

2.2 POWER/INTEREST CLASSIFICATION

The average residents (A) type would be of the least interest and hold the least
power in the project, with the main task of monitoring these people and answering their
inquiries being done along with the bene its of the project. It is an important note that the
project members do not bore them with excessive communication. The residents with
disabilities (B) will be of considerable interest and will hold some power in the project
since numerous aspects aim to cater to them. This is also true for the resident
pedestrians (C) and both would be monitored and managed with greater emphasis in
order to appeal to them and match their expectations if possible. The non-resident
pedestrians shall be of considerable interest but the lowest power and the main task of
the project members shall be to keep these people adequately informed, and talk to them
to ensure that no major issues are arising

4. STAKEHOLDER ENGAGEMENT
Stakeholder Engagement Management is the process of communicating and
working with stakeholders to meet their needs and expectations, and to address issues as
they occur. Stakeholder Engagement Management is the process to systematically foster
appropriate stakeholder engagement in project activities throughout the life of the
project. The key bene it of this process is that it allows the Project Manager/Head/
Engineers to increase support and minimize resistance from stakeholders, signi icantly
increasing the chances to achieve the desired results of the project and convey the
e ectiveness of the project, justifying its creation.

To e ectively manage stakeholder engagement, the Barangay Saint Peter


Pedestrian Improvement Project will utilize the Communication Plan and strategies
identi ied in the Communication Management Plan Section. Leveraging the information
provided in the plan (i.e., stakeholder groups, communication items, purpose, method of
communication, and frequency), the project will have the ability to increase support and
minimize stakeholder resistance throughout the life of the project. Managing stakeholder
engagement helps to increase the probability of project success by ensuring that
stakeholders clearly understand the project goals, objectives, bene its, and risks.

In line with the analysis above, the project team will also be actively listening and
soliciting input and feedback to make sure communications are being received and
understood, and also to capture important information to help make adjustments and to
respond to problem areas.

5. CONFLICT MANAGEMENT
The con lict management would primarily be between the stakeholder and the
project head. Any issues shall be sent via email which may be obtained from the
barangay hall or from the project engineers or members as stated in the communication
plan. The issues what be compiled and assessed by the project head in terms of it’s
viability, importance/bene its, and cost. The project head will then deliver the decision via
a written email back to the stakeholder informing them on the decision. If the project
head were to make changes accordingly on the requests of the stakeholder as this
request would prove to be essential and bene icial for the improvement of the project,
the guidelines on the budget use and quality of improvement are seen in the cost
management and quality management plans respectively. If the requested changes/
imprisonments were not to be done, the head shall write an email stating the reasoning
behind this, highlighted the limited bene it this may have compared to the cost.

In terms of con lict where non essential structures owned by property owners such
as plant boxes would be removed due to them going beyond said property and causing
interference with the sidewalks path, the owners shall be informed and would be
presented with several options that would include the demolition the structure and the
concreting and redesigning of the area, the moving of the structure to a better less
disruptive location, or other solutions that would not cause incur signi icant cost in
addition to the construction work already being done.
