Public Utility Vehicle Modernization Program (PUVMP) one of the flagship programs of President
Rodrigo Roa Duterte’s (PRRD) administration was launched by the Department of Transportation
(DoTr) of the Philippines in 2017. The program, according to DoTr and LTFRB has the following
goals/objectives: (1) Safe Trips and comfortable Transportation, (2) Improve the standard of living
of drivers, operators, and their families through income augmenting measures through
Cooperative (3) Reduce the negative impact on the environment and on public health (Clean Air
Act), and (4) Discipline and Competent Drivers.

According to the Department of Transportation (DoTr) Secretary Arthur P. Tugade, the PUVMP is
not “anti-poor” and in fact, this will strengthen and guarantee the profitability of the jeepney
business. Despite this, some cordilleran does not agree with the said program because they
believe that this will affect their livelihood. However, there are Traditional jeepney Operators who
agree because of their view and their understanding of this program. The aim of the research is to
know the impact of this in every Cordilleran’s life and also, to educate them about this Program.

PUBLIC UTILITY JEEPNEYS IN THE

CITY OF BAGUIO

Review of Related Literature

The Public Utility Vehicle Modernization Program (PUVMP) of the Duterte Administration
is a go for the safety, welfare, and convenience of the riding public and to the future generation -
Clean Air Act. Modernization is will also consolidate the individual franchise holders to a
Cooperative or a Corporation for easier access. This study is focused on the Modernization of the
Public Utility Vehicle in the City of Baguio.

Types and ways of modernization of these systems taking into account the choice of the
development model of society are presented. Process regularity of international modernization,

development of urban transport in recent years has become one of the most important issues related
to improving the quality of life in Polish cities. Excessive pollution in the form of greenhouse gases

Based on the existing methods of selecting vehicle models for an excavator and dump truck
fleet, it is proposed to use a generalized selection algorithm, taking into account, among other
things, factors that dynamically change in time and negatively affect the performance of the
production facilities in the Arctic. In order to test this algorithm as part of modernizing the
transport system of the Lomonosov Mining and Processing Plant (Arkhangelsk Region) to adapt it
to the increasing volume of extracted ore, we calculated the parameters lying in the optimal range
of values for excavator and dump truck models, and performed a theoretical experiment to establish

The Philippines is moving towards a more sustainable public transport system by

using polluting gas are the main reasons as to why Filipinos continue to demand a better transport

vehicles plays a vital role in the transition towards a more sustainable transport system. However,
the adoption of electric vehicles (EVs) encounters varying challenges ranging from financing
issues, government policies, and public acceptance. Using the Philippines as a case, this research
applies political, economic, social, technological, legal, and environmental (PESTLE) analysis to
determine how different drivers affect the adoption of EVs in the public transport system from
various transport stakeholders’ vantage points. Survey results identified economic and

Automatic fare collection (AFC) is a general term for public transport ticketing systems, where
fees are paid not directly, but through ticket machines, online services, or other methods. In fact,
AFC is the standard toll collection method for modern public transport systems. Nowadays we are
now using mobile phones in paying our bills and others. AFC is more efficient and friendly to the
transportation sectors group because it is now linked directly to their banks and it is safer. The
city of Baguio is one of the most visited places in the Philippines and Automatic fare collection
(AFC) is a must.

Improving the Automated Fare Collections Transport system in the City of Baguio will bring
exceptional feedback from tourists and locals. As of now, the Automated Fare Collections
Transport system in the City of Baguio is not being utilized they still use the traditional ways of
collecting fares from the commuters like cash basis. But, the question is, how will we implement
the Automated Fare Collections Transport system? Will the Automated Fare Collections Transport
system be a big help? The research aims to know the effectiveness of the Automated Fare

Review of Related Literature

The Modernization Program of the public utility vehicle requires that every modernized
vehicle must install automated fare collection system that is link to the banks of the Cooperative or
Corporation. This Will help the Cooperative and Corporation to avoid “Kupit” from the drivers.
Cashless transaction will also help prevent the spread of virus since all are now automated and no
passenger and driver interaction. The effectiveness also of the automated fare collections will help
the operator’s tract online the sales of the drivers automatically not like the manual collections they
have to compute the sales every day.

Smart cards and other automated fare collection (AFC) technologies are becoming
increasingly popular among transit operators across the world. Users are required to scan their
cards at the beginning of their journeys (i.e., entry-only system) or both at the beginning and
conclusion of their trips (DIAB, E. et al, 2021). Data quality is the foundation of data-driven
applications in transportation. Data problems such as missing and invalid data can severely
degrade the performance of the methods used in these applications. Although there are many
studies related to data quality issues, they only focus on data that is missing or invalid due to
infrastructure failure. (PENGFEI ZHANG, et al, 2021). The data generated in the public transport
system has proven to be of great importance in increasing knowledge about the public transport
system, which is very valuable in promoting the sustainability of the public transport system.

examines the impact of these projects on the goals of the PDP. Such an understanding is
envisioned to guide future public policy formulation regarding the acceleration of infrastructure

The paper presents the research results on the impacts arising from the introduction of the
contactless ticketing system on urban public transport, including technical, technological,
economic impacts, organization, management, environment, and synergies. Based on the selected
positive impacts, the possible economic benefits, and risks associated with one or another type of
impact, the method of evaluating the results of implementing an innovative pricing system has
been developed. (BUDRIN et al 2019). Jeepneys has been around the Philippines for several years
and is served as the most popular means of transport, but technology improvement is always on
the way to Jeepneys. Electronic payment is currently deployed on buses and trains, but not on
Jeepneys because of the design and payment methods that make it difficult to make e- payment.
With Jeepney's new design, promoters were able to make a specific electronic payment for
Jeepneys. This system has used RFID marking technology along with the database. Materials
include Arduino connecting all components such as RFID readers and activation meters. A local
computer is also used to manage incoming and outgoing data on the database. The software
includes a WAMP server. The system can track the distances traveled by passengers and uses
RFID tags to store passenger information from the database. The system can collect payments
seamlessly on a jeepney. (REGGIENALD I. INGCO et al, 2018. Public transport in urban areas of
the Philippines makes for many day trips, with the Philippines being the second-most populous
country in Southeast Asia. Buses and jeeps represent these trips, which people use for their work
and life. With the increasing demand for public transport, paying for fares can be very

The main objective of this study is to explore the potential of smart card system
implementation in the Philippines to improve the fare payment matrix in public transport services
and analyze its impact to address assuming the aggravation of traffic problems in urban areas, a
change in the implementation of the tariff matrix and the requirement of non-discrimination to

questionnaire used for data collection and purported snowball sampling was applied to involve
300 study participants from several demographic groups, including service passengers the public

deductive approach were used in this process to assess the validity of the results. Participant
observations were also made to understand the participants' satisfaction about the benefits that the
framework can provide to people as a result of qualitative research and to understand the
correlation of quantitative findings based on the survey. With the proposed framework, the
adoption of intuitive smart cards could lead to a highly sustainable transport payment system in
the country that could help promote a faster fare collection and payment matrix, convenient
and standardized, satisfied and peaceful passenger experience in the region, and actively
realizing a cost-effective means of transport for economic commuters. (CENDANA,

rebranding the company, improving commercial premises, adapting to modern technology, and
working with disaster and risk management consultants. These challenges and opportunities
provide the basis for recommendations and recommendations to improve future pandemic
