Every government is concerned about the need for equal-treatment legislation. Simple values
that react globally rather than individually include approaches, impediments, and judging
processes. The development of an inclusive culture necessitates cultural and structural change at
policy and practice levels. In Pakistani circumstances, rural poverty has always been higher than
urban poverty. Pakistan has made great progress in lowering poverty across the board during the
previous two decades. However, as the World Bank and the Ministry of Finance's 2015-16
Economic Survey both point out, much of the population remains impoverished or might become
impoverished if economic conditions deteriorate. Inequality measures have grown at the same
time. Furthermore, Pakistan has undergone structural changes, resulting in a significant increase
in the percentage of services in total GDP. Between 2003-04 and 2017-18, agriculture's
contribution to GDP fell from 22.9 percent to 18.9 percent 2. Despite this, agriculture employs a
sizable portion of the workforce, with its percentage of total employment falling from 43.1
percent in 2003-04 to 42.3 percent in 2004-05.
