1. ABOUT US

DESIGN Consultants (P) Ltd. is a consulting firm established to deal with modern practices in
Architectural and Engineering project works. The firm is a team of professionals of various
disciplines united to take up any tasks ahead. In addition, the firm also has specialized consulting
firms working as Associates from time to time whenever need be, to assist in their respective
fields pertaining to the project works.
The firm believes in providing strong consulting services in the related fields to uplift the quality
of the projects and to restore the country’s traditional Architecture keeping the scenario of the
modern times to get along with the rapid urbanization growth currently observed. The
Organization is set up with the objective of bringing further exquisite and practical solutions to
the Architectural and Engineering picture in Nepal.
The firm is a cohesive discipline of consulting Architects, Engineers, Interior designers, and
Planners committed to excel in their specific fields.
Though the firm was officially established in the year 2055, all professionals involved have been
in practice for the last ten years either associated with various firms or in individual capacity.
They come from various backgrounds, from different walks of life to integrate the firm with
mutual common interest and dedication.
Design Consultants intends to provide its extensive services to all private individuals or parties,
government sectors, business enterprises and non-governmental organizations, national or
International.

2. PROJECT SUMMARY

Cricket stadium (Fapla International Cricket Ground) is located in Dhangadhi, Kailali, Nepal.
Total land area proposed for this International Cricket Stadium is nearly about 155000 sq.m
(23.25 Bigha ) which includes Fapla ground and the forest nearby.
It was part of a forest and was used by the local people as a free space to graze their cattle
limiting its identity to a wasted pasture.
Last year Dhangadhi Cricket Academy in its very first year of establishment set eye on starting a
cricket league. It faced the same problem as many Cricket tournaments face in Dhangadhi.
Unavailability of Cricket Ground. Dipak Bahadur Singh ( Sadasya Sachiv of Sudurpaschim
Province Sport Council ) then put forward an idea as developing New Fapla as a Cricket Venue
and in future upgrade with facilities of International Standard. New Fapla was approved for the
first edition of Dhangadhi Cricket League.

The consultancy service will be completed within the 12 weeks from the date of signing of the

4. METHODOLOGY
The methodology will be applied for the study of this project needs different techniques. First,
concerned stakeholders will be consulted to convey them the project and its multiple benefits in
the long term.

Second, the SPSC being the main stakeholder, will be taken in confidence, not only for getting
various required information and documents but also connecting with other public agencies, if
required. It can work as a catalyst to develop and implement this project.

Third, the consultant as an expert will visit the site and collects different information, besides
analyzing the site potential and its linkages with the vicinity and access road and envisage
modern amenities to be including in the proposed cricket stadium.

Fourth, the design and planning will be based on the cadastral map overlaid with the detailed
topographic survey in the field of the project area.

This study requires combination of different techniques, topographic survey of the site,
indigenous knowledge, local material, and craftsmanship and construction techniques will be
explored. Survey related to provision of modern amenities within the proposed cricket stadium
for possible revenue generation will be explored with consideration of growing number of
commuters and passengers travelling.
4.1 GENERAL APPROACH

The Consultant intends to embark upon the services with the following general approaches:
 Selection of those methods and techniques, which have been tested and proven to be
optimum in past studies of similar nature;

 Application of an optimal combination of the methods and technologies based on


practicality, Client's requirements, site-specific requirements, strategic importance and
sound professional judgment;

 Team composed for the assignment will engage in the field full-fledged form as per the
work schedule and supervision and monitoring by team leader

 Clear definition of tasks and assignment of task to team members. Progress monitoring at
regular intervals and revision of work schedule by mobilizing additional resources to
complete the works in given time frame.

 System analysis for appropriate data structures, database tables, output formats etc.
Allocation of sufficient operating hard disk spaces on main server and regular backup and
checking of data.

 Regular updating of the progress to the client and notification of change in methodology
if any Briefing of the procedures and methods to the client’s personnel and arrangement
of regular meeting with the client.

 Preparation of documentation for the digital data including Technical and Training
manuals for operation of software using the data

 Regular briefing to the Client and concerned personnel and authorities on the progress of
the works and problems connected thereto;

 Strict adherence to the applicable standards, guidelines, schedule etc.;

 The Consultant's general management approach will comprise: clearly defined roles and
responsibilities for each member of the proposed Team of the Consultant; strict
adherence to the work schedule; and systematic monitoring of both processes and
performance.

 Participation will be assured by consulting the stakeholder and concerned authorities.


They will be informed about each development during the study period and in the field,
they will be consulted to gather information and relevant incidents in the study area.

 Economy will be assured by developing the future scenarios.

 Environment will be least disturbed by careful treatment of each environmental


component.

 Efficiency will be achieved through the design and appropriate selection of concept.
Communication and Coordination

As the proposed services area is challenging logistically and is of scattered nature, the Consultant
realize that this demands a well-coordinated and interdisciplinary approach to address some of
the issues that may arise. The Consultant's approach will be to integrate all into one team, where
everybody is fully aware of their duties and required quality of outputs. To achieve this, the
Consultant will organize a workshop at the beginning with participation of the entire member for
orientation.

Effective communication and coordination with and between all concerned Stakeholders of the
Project is an essential ingredient to success. The Consultant will develop appropriate
communication strategy and tools to ensure that the team members will have as close to “real-
time” knowledge of project status as possible.

Professional Standards and Timely Completion

As stated above, the thrust of the approach of Consultant will be to carry out the proposed
services, in such a way as to complete them
 In accordance with accepted professional standards utilizing sound engineering
practices , and

 Within the stipulated time and budget.

The Consultant will, therefore, be well organized to manage the project effectively, even under
adverse conditions, so as to meet the deadline and quality of work for which the approach of the
Consultant is:
 Identification of objective and tasks related to the Study

 Preparation of detailed work program based on the overall time-frame. This work
program will be constantly monitored.

 Assessment, at regular intervals, the output (including quality) of the individual member
of the group by the Team Leader.

 Task-appropriate and timely action to eliminate any situation which might negatively
affect the quality and schedule of works in order to complete the quality work on time
without any cost overrun.

 If necessary, work at night (particularly for office-based works).


Interface and Coordination

This is a highly important Study, in which precision and accuracy of the output data will be of
utmost importance. Thus, the Consultant understands the paramount importance of proper and
timely coordination between team members, close liaison with the Client in order to foresee
problems and bottlenecks that may happen in future. This will assist to timely and effectively
undertake mitigate measures and efficiently synchronize inputs of different experts to deliver
right solutions to the problem, which will be always vital to keep the project on right track.

Such interfaces will be maintained through regular and periodic progress meetings, progress
reports, formal and informal discussions and organization of mini-workshops, presentations, etc.
Creative Thinking

The Consultant's approach will be to encourage the team members to be creative in thinking by
using a systematic and analytical process to overcome obstacles so that the services progress
smoothly. The creative thinking thus, will be procedural and may follow following activities:

4.2 MANAGEMENT APPROACH

The Consultant's services will be in consonance with the client and its general philosophies and
policies particularly as defined in the project documents. The Consultants' first approach will be
to establish a clear project management structure, including setting out of the responsibilities of
all participants and lines of communication towards facilitating comprehensiveness and totalities
of all actions. A very careful consideration has been made in the selection of experts and
supporting personnel. This is based not only on the proven capabilities of each individual in their
respective field of expertise, but also on the enthusiasm shown by these experts and supporting
personnel to be a part of the "building of national knowledge and expertise" in this field. Hence,
the Consultant approaches this job with special considerations in order to achieve the best
possible output and helps achieve the client’s in particular goals and objectives.

The following management approaches are pertinent and will be adopted by the Consultant
during the service period:

The overall management of risk is seen as an area, where the Consultant’s expertise can reduce
cost through the introduction of innovative management practices. The Consultant will establish
and implement a risk management process for the Project involving the identification, analysis
and assessment of risks; identification of risk mitigation measures; and ongoing monitoring of
risks. The process will be guided by the Australian Standard AS/NZS4360: Risk Management.
By adopting a proactive approach to the management of risk, response to threats may be planned
and opportunities may be enhanced to contribute to a successful Project outcome.
General Management Approach

The general management approaches pertinent and to be adopted by the Consultant during the
service period includes the following:
 Selection of those methods and technologies for overall project management which have
been tested and proven to be optimum,

 Selection and mobilization of appropriate project personnel,

 Close contact and effective co-ordination with the Client and with all concerned
authorities at all time with regular briefing on the progress of the Project and problems
connected there to,

 Transfer of technology and skill,

 Full use of available and applicable reports, standards, maps/drawings, specification, and
other information,

 Execution and completion of the proposed services in accordance with accepted


professional standards and sound engineering and economic practices,

 Clearly defined roles and responsibilities for each member of the proposed Team,

 Strict adherence to the work schedule,

 Sufficient flexibility to respond to desired changes and directions,

 Systematic procedures for quality control,

 Systematic monitoring of both process and performance,

 Completion of the proposed services within the stipulated time and budget,

 Design based on the optimum combination of technical possibilities, considering costs,


environmental and social protection and priority use of local materials,

Project Management Structure

The Consultants' first approach will be to establish a clear project management structure,
including setting out of the responsibilities of all participants and lines of communication
towards facilitating comprehensiveness and totalities of all actions. A very careful consideration
has been made in the selection of experts and supporting personnel. This is based not only on the
proven capabilities of each individual in their respective field of expertise, but also on the
enthusiasm shown by these experts and supporting personnel to be a part of the "building of
national knowledge and expertise" in this field. Hence, the Consultant approaches this job with
special considerations in order to achieve the best possible output and helps achieve the SPSC in
particular goals and objectives.

The Consultants' first approach will be the selection and mobilization of all project personnel,
establish a clear project management structure, including setting out of the responsibilities of all
the team members, and establish clear lines of communication. A Quality Assurance System will
also be established to formalize this structure and ensure a consistent approach.

The Consultant will organize an internal workshop immediately after the commencement of
services with the participation of all team members for integrating all members of the Project
team, and making them fully aware of the duties, goals of the Project and the required outputs
from them as well as of the overall team.

4.3 LITERATURE REVIEW- REVIEW OF RELEVANT DOCUMENTS & DESIGN


STANDARDS

During the project period we will review following national and international documents,
literatures, papers and reports, which better concept and quality output with sustainable planning.
A. NEPAL NATIONAL BUILDING CODES

In addition to the International Standard, the other major reference reviewed for the design of the
building will be NNBC, 2060, which has been prepared to mitigate the effect of earthquake.
NNBC provides the specification, standards, norms, and consideration etc. for design of the
buildings. We will review the following codes.
NBC 101: Material Specifications
NBC 102: Unit Weight of Materials
NBC 103: Occupancy Load
NBC 104: Wind Load
NBC 105: Seismic Design of Buildings in Nepal
NBC 107: Provisional Recommendation on Fire Safety
NBC 108: Site Consideration for Seismic Hazards
NBC 207: Electrical Design Requirement for public buildings
NBC 208: Sanitary and Plumbing Design Requirement
NBC 110: Plain and Reinforced Concrete
B. INTERNATIONAL CODES

For the design of the building the International Standards will also be referred. Among the
International Standards, International Building Code (IBC) which is considered as the model
building code developed by the International Code Council (ICC) will be reviewed. These ICC
codes mostly details out for the benefit of public safety and support.

In addition to above specified codes, for road works, the Consultant will follow the Nepal Roads
Standards (NRS), Indian Road Congress (IRC) and Overseas Roads Notes (ORN).

C. IS 13920 (CODE FOR DUCTILE DETAILING)

The consultant will refer this code to comply the ductile detailing of the structure to the standard
code of practice. This is the code for ductile detailing of reinforced concrete structures subjected
to seismic forces. This standard covers the requirements for designing and detailing of
monolithic reinforced concrete buildings so as to give them adequate toughness and ductility to
resist severe earthquake shocks without collapse. The provisions for reinforced concrete
construction given herein apply specifically to monolithic reinforced concrete construction.
Precast and/or prestressed concrete members may be used only if they can provide the same level
of ductility as that of a monolithic reinforced concrete construction during or after an earthquake.
D. ARCHITECT DATA

One of the main criteria for the design of the building space is the functional requirement and its
spatial needs for the user. The spatial need varies with measurement of human body and its
movement in space. These detail study of the functional anatomy concept of required workspace
has been developed in human proportion within Ernst Neuferts Architects Data. So, these
referred books are considered as the main reference for the spatial design of the building spaces
for master planning of proposed site.

E. TIME-SAVER STANDARDS FOR LANDSCAPE ARCHITECTURE

Time-Saver Standards for Landscape Architecture Design and Construction Data has been
expanded and re-designed to offer easier access to more information on landscape design and
construction processes. Time-Saver Standards for Landscape Architecture have striven to create
a common technical framework for the professions of landscape architecture, architecture,
engineering, and planning, by expanding and emphasizing the core construction content of the
profession. Site Construction Operations has been added to describe the procedures and
equipment required to build on the land from the contractor's perspective; Spatial Standards has
been revised to emphasize human-scale dimensions in the landscape, with provisions for small,
medium, and large-scale cultural settings ; A new section on Energy and Resource Conservation
focuses on both site planning and design approaches which promote appropriate bioclimatic
responses ; Site Drainage has been folded into Stormwater Management with emphasis on best
management practices and water quality ; Plants and Planting now includes expanded coverage
of xeriscape principles, native plant associations, and urban street tree detail advances.
F. BUILDING BYLAWS, MTMP and IUDP

In addition to the NNBC code for the earthquake safety during construction, other major
consideration to be made will be the bylaws of the site area. The main objective of the building
bylaws is to ensure safety as well as hygienic living condition of the area. So, the existing bylaws
of the project site will be reviewed during the design phase. Moreover, the MTMP and IUDP, if
prepared, will be reviewed thoroughly and the plans in those documents will be incorporated in
the designs and master planning.
G. REVIEW OF TOPOGRAPHICAL MAP

Topographic map is a type of map characterized by large-scale detail and quantitative


representation of relief, usually using contour lines in modem mapping, but historically using a
variety of methods. Traditional definitions require a topographic map to show both natural and
man-made features. A topographic map is typically published as a map series, made up of two or
more map sheets that combine from the whole map. A contour line is a combination of two line
segments that connect but do not intersect; these represent elevation on a topographic map. Thus
it is a detailed and accurate graphic representation of cultural and natural features on the ground.
H. REVIEW OF GEOLOGICAL MAPS

Geological map is a special purpose made to shows the geological features of the that area. The
Different soil strata of the area likes Rocks, soil units or geologic strata are shown by color or
symbols to indicate where they are exposed at the surface. Bedding planes and structural features

such as faults, folds, foliations, and line actions are shown with strike and dip or trend and
plunge symbols which give these feature’s three-dimensional orientations.

Contour lines may be used to illustrate the surface of a selected stratum illustrating the
subsurface topographic trends of the strata; maps detail the variations in thickness of
stratigraphic units. It is not always possible to properly show this when the strata are extremely
fractured, mixed, in some discontinuities, or where they are otherwise disturbed.
I. ENVIRONMENT ACT

The methodology will be adopted in accordance with the National environmental existing
National Environmental Impact Assessment (EIA) Guidelines 1993, Forest Sector Guideline
1996, and Forest sector policy 1997. At the same time Land Acquisition Act 2034, Soil and
water Conservation Act 1982 and National Parks and Wildlife Conservation Act 1973 will be

Environment-related Citys such as City on Biological Diversity (CBD), City on International


Trade in Endangered Species of Wild Fauna and Flora (CITES) will also be referred. All

J. NORMS FOR RATE ANALYSIS

Norms for Rate Analysis has been revised from time to time to accommodate various
deficiencies. Still there are some shortcomings in the Norms:
 As a lot of works are done using various mechanical equipment the Norms for
construction and maintenance work using machine power should cover different types of
widely used machine considering the type of earthwork and the soil condition.

 Specific head and appropriate subhead for different activities

 Item of transportation by truck by should be modified and breakdown in head / subhead


should be clear (e.g. for Ist 1 km & for more than 1 km & for per km & considering speed
of truck corresponding to road surface and its category; and idle hour should be
correlated to the working hour (WH) (see activity no. 21-1 & 2).

 Weight of different building materials like aggregates, standard steel products should be
considered in norms.

 It is found that several activities of work are repeated in different heads. Such repetitions
should be avoided as far as possible, because it could create unnecessary confusion.
K. PUBLIC WORKS DIRECTIVES

The public procurement directives prescribe as the standard procedure the preparation of detailed
tender documents, on the basis of which the bidders submit a priced offer. This procedure is
suitable for standard products, standard services or smaller works, but it is not optimal for more
complex works projects. We will be review the PWD for making the bidding documents.
L. PUBLIC PROCUREMENT ACT 2063, PUBLIC PROCUREMENT
REGULATION 2064

An Act Made to Provide for Public Procurement. It is expedient to make legal provisions in
order to make the procedures, processes and decisions relating to public procurement much more
open, transparent, objective and reliable, obtain the maximum returns of public expenditures in
an economical and rational manner by promoting competition, fairness, honesty, accountability
and reliability in public procurement processes, and; ensure good governance by enhancing the
managerial capacity of procurement of public entities in procuring, or causing to be procured,
construction work and procuring goods, consultancy services and other services by such entities
and by ensuring the equal opportunity for producers, sellers, suppliers, construction
entrepreneurs or service providers to participate in public procurement processes without any
discrimination. We will be review the Public Procurement Act 2063, Public procurement
Regulation 2064 for making the bidding documents.

from the design and modelling of structural systems to structural analysis and construction
documentation
AutoCAD Land Development

AutoCAD Land Development Software can be used for generating the contour from the survey
data.
Digital Terrain Modeling (DTM) Software

This Program has interactive module with easy to use menu system for the plotting of survey
points, triangulation and plotting of contours at any contour interval as specified by the user. The
Program can extract data and draw profile / cross-section for any number of sections.

The Program reads the points data from the Excel sheet and plots them in AutoCAD with point
and attributed block with attributed text for Point no., Remarks and Elevation. Feature line can
also be added in AutoCAD then, a final contour can be generated with contour interval as
specified by the user. The same program can also cut profile and cross-section for any number of
sections, which can be plotted in AutoCAD for any scale specified by the user and the data
extracted, can be used for any purpose.

This Program reads the data from Excel and plots it in AutoCAD in the scale specified by the
user. The program has features like user specified text size for labelling and sheet planning for
cross section with no of rows, row/column distance as specified by the user.

This general-purpose program can plot any no of profile cross sections for single level with
proper labeling (with interpolation where required). This program will eliminate the need of
using various programs as well as reduces the time for training. It will provide the clients a
highest standard of professional output and complete satisfaction. This software is best for
Nepalese context.

4.5 STUDY METHODS, STEPS AND ANALYSIS

The consultant after critical review of the objectives and the scope specified in the TOR, has
evolved a scientific study methodology to accomplish the project in the stipulated time frame.
The study method of the project has been described in the following phases. The method has
been described in flow chart.

Mobilization of consultant will start immediately after signing the contract and will involve
setting of the office and arrangement of office facilities.
4.5.1 TASK I: PRELIMINARY PREPAREDNESS
4.5.1.1 Start-up meeting and interaction with Client personnel

Immediately after the signing the contract, a start-up meeting with SPSC, Client officials will be
held in order to discuss and finalize the Project team. The meeting will come up and finalize the
way in which the tasks to be performed as well as for establishing a cohesive and effective
functioning group and securing the full cooperation and support of all concerned including
various levels of stakeholders. The discussions will cover the following
 Review on the proposed methodology if necessary

 Collection of data and information from the concerned officials and clearance of the
assistance required during the project from client.

This activity will further help for more clarification about the objective and design requirements.
The Consultant has understood the importance of the involvement of the Client staff involved in
strengthening their capability in planning and documentation. Hence, the Team Leader’s first
task during the mobilization time will be to discuss in detail with the Client staff and to confirm
the project management structure and implementation procedure along with clear-cut setting out
of the responsibilities of all staff members including Client staff.
4.5.1.2 Orientation Sessions/Trainings and Team Formation

An orientation sessions will be organized which will be attended by all team members. The focus
of the orientation will be to ensure that all members understand the process of works including
field surveys as well as the specific study goals.

The orientation meeting will also be a forum to build rapport and trust among team members.
Sharing personal experiences related to the study goal helps create an environment of trust, and
ice-breaker exercises that have team members working together can initiate relationship building.

Terms of Reference of each member will be elaborated in the meetings. The tasks to be
accomplished by each member, methodology, time frame, etc. will be discussed in the meeting. In

particular, Technical Team will be given orientation on the methods and techniques to be adopted
during field surveys works. The Team Leader will provide the orientation. This will be an
important task to be accomplished as the field teams must be trained to ensure successful and
meaningful completion of the field works.

Our approach will be to establish site offices in study area at the start of the works with the
arrangement of all logistics including transportation facilities like vehicles and motor-bikes. The
task of the team mobilization and startup meetings will be allotted for 1 week from the date of
work order.
4.5.1.3 Preparation of Detailed Works Plan

The consultant will prepare detailed work plan updating the existing work schedule submitting
during the proposal. The work plan will comprise of changes made from previous assumption. This
will also evaluate the critical activities and tasks and the linkages between the activities and time
frame. The work plan will present the priority of activities and tasks.
4.5.1.4 Preparation of Quality Control Plan

During the desk study the Consultant will prepare a Quality Control Plan (QCP). The QCP will
contain activities and procedure to be used for verifying, checking and reviewing of design,
drawing, specification, cost estimate and other related documents. The QCP will be submitted to
SPSC for its approval.

The QCP will contain the following information:


 Task allocated for each member of the Consultant team

 Design standard, criteria and procedure to be adopted

 Verification and checking procedures

 Name of quality control engineer

 Updated work activities with time for each activity

 System of communication and coordination with the clients and stakeholders

The QCP will be updated with the progress of the project.


4.5.1.5 Desk study and Secondary Data Collection

Availability of data will be thoroughly explored and all relevant data including topographic
maps, land use maps will be gathered. Besides inventory of possible development sites and
relevant past reports will be collected before carrying out field-appraisal. In addition the field

data, the prevailing by-laws of corresponding Municipality if exist, Climatic and topographical
condition of the study area etc. will also be collected from related officials.

Except the documents and data related to the study area, the design data for the architectural and
planning design of the building will also be considered from TIME SAVER STANDARDs. This
deals with the planning of the building with the provision of minimum required space data.

A study will be carried out, collecting all data, maps and information relevant to building design.
The inception report will be submitted within two weeks in two set hard copies.
4.5.2 TASK II: PRIMARY DATA COLLECTION, FIELD STUDY AND VERIFICATION
4.5.2.1 Assessment on Existing Situation of Project Site

The existing condition in the study area will be observed in detail.


 Identifying suitable electric supply point (constant supply of electricity is must in the case
of public building)

 Identifying the economical, suitable and adequate water supply point (water demand will
be more)

 Existing sewerage system in the site and identifying the proper outlet sewer
( Environment hazard will be less)

 Inventory of bio-diversity, existing amenities etc. and level of requirement for their
conservation will be done.

 On-site capacities of present and future utilities

 Existing site utilities and function of existing buildings in the site (temporary or
permanent)

 Provision for storm water run-off, waste water discharge in the existing condition in site

 Existing traffic patterns and vehicles, including emergency and service vehicles

 Availability and proximity of public transportation

 Need for an environmental and social impact statement

 Prevailing wind and its velocity, climatic condition

4.5.2.2 Market Survey

The Team will conduct Market Survey near the site for determining the availability of required
construction material and their market rate (Rate analysis), determining the availability of local
construction material and their suitability for project (Promoting locally available construction
material and accessories), determining the labor cost, land revenue cost, transportation cost,
determining the market survey for the assessment of requirement of the function that can be used
in the site area.

District rate will collected for standard rate using in rate analysis. Detail investigation of
construction material deposits will be carried out mainly on river terraces and on quarry sites.
Material sites investigated will be evaluated by combining the results of field investigation.
Potentiality of the reserve and quality of materials in the deposit will be the main considerations
in the evaluation of investigated material sight.
4.5.2.3 Seismological Study

The consultants will collect and refer to the available data regarding the seismic records of the
area. Seismic Forces: According to the Indian Standard Criteria for Earthquake Resistant Design
of Structures, IRC: 6, Nepal National Building Code (NBC-1994), Municipality norms, Rue and
regulation may be followed.

All other tasks as specified in scope of works will be carried out.


4.5.3 TASK III: DETAIL ANALYSIS AND PLANNING
4.5.3.1 Field Study

A preliminary site visit consisting of the Team Leader, Engineers and architect will be carried
out by the design team with a view of enabling team members to observe and document firsthand
information regarding the existing condition of proposed area and the area around the proposed
building site as well as the local community of the proposed site. This will further help the team
to assess the data obtained and in planning the details of the tasks to be undertaken. The
observation will be supplemented by photographs or sketches to show the functional and spatial
planning of proposed area, existing transportation network to the proposed area, the built
environment (man-made and natural) around the proposed site, the existing situation of
neighborhood residents, schools, communities, and private land parcels within the specified
zone, different facilities area including state of the site and other infrastructure facilities.

The team will conduct Engineering Survey at the site for determining the topography of the
building site. Topographical survey will be conducted with Total Station for the greater accuracy
which is modern electronic survey equipment and technology used to perform horizontal and
vertical measurements in reference to a grid system. Total stations are ideally suited for this type
of work, especially when connected to data recorders which can export the results into software

that can later be incorporated into design and presentation. Digital design data from CAD
programs can be uploaded to data collector. Total stations use a modulated near infrared light
emitting diode which sends a beam from the instrument to a prism. The prism reflects this beam
back to the instrument. The portion of the wavelength that leaves the instrument and returns is
assessed and calculated. Distance measurements can be related to this measurement. GPS will be
used for getting the accurate position of the site.

The survey will be performed to produce the map of finalized scale during project planning
phase and 0.1m contour interval. All features of the land will be detailed out in the field. The
Consultant will use the digital terrain modeling or Land Development software, which includes
the generation of the cross sections from the survey data.

Engineering survey for the proposed Site will consist of the following:
 Establishment and Monumentation of Bench Marks and Control Points

 Bench Mark Survey

 Traverse Survey

 Topographical Survey and prepare detailed topographical map of the proposed Site in
1:1000 scale.
Establishment and Monumentation of Bench Marks and Control Points

Existing benchmarks (BMs), as available from previous survey will be incorporated in the
present survey. Permanent BMs will be established in proposed site at secured and easily visible
area. The size of bench mark will be 15cm X 15cm X 50cm long nails embedded flushed with
top surface and made of 1:2:4 cement concrete. The upper surface of the monuments will be 5cm
above natural ground surface. Apart from this supplementary control points will be established at
intermediate inter visible locations. Additional offset survey point will be established as required
to get the detail topographic features of the proposed area. Reference points for BMs will be
located.

The BMs will provide vertical control points for the survey and also serve as baseline stations
and traverse points for horizontal ground control. The position of BMs will be marked by three
permanent reference points. Moreover, auxiliary points will be provided between these
monuments, as required. Description cards (D-cards) will be prepared for all permanent
monuments for easy retrieval during construction.

All permanent benchmarks and survey control points will be surveyed and tolerable error will
not exceed 10 X Square root of distance in Km.
Bench Mark Survey

Benchmark survey will be carried out by running a double run second order split-level circuits.
All closing errors will be kept within the acceptable limits of second order accuracy. Reduced
levels will be connected to bacon points of the national survey grids, if available in the near
vicinity.
Baseline/Traverse Survey

A closed traverse survey of baseline stations and traverse points will be carried out starting from
accepted primary control points using TOTAL STATION. Reciprocal linear measurements and
two sets of angular measurements will be taken between two consecutive baseline
stations/traverse points. The traverse survey will also provide horizontal control for surveys. In
order to enable a single coordinate system the baseline stations and traverse points will be
connected with national survey grid, if available in the area.
Detail Topographical Survey

Topographical survey will be carried out around the proposed site to show necessary details for
design and to prepare plans. The density of survey points will be at least 1 point per 25 square
meters. The survey will be carried out by tachometric method. It will provide topographic details
as well as the reduce levels. It will produce the data for preparing topographic map. The
topographical map/ digital map preparation will be done using computer aided drawing packages
like SW_DTM or land development software. The Topographic map will show the following:
 Contours at 0.1m intervals.

 Govt. and/or public establishments

 Traverse lines, benchmarks reference lines and/or points with respect to which the
present topographic map is prepared.

 Other information relevant to design and construction


4.5.3.2 Site Analysis

All the relevant data related to site will be analyzed in terms of size, shape & contour; approach
access, other public utility available in the area, climate etc. The data collected from the
secondary source, primary source and field investigation regarding the surrounding environment
of the study area will also be used in this work in order to develop plan. During the site analysis
following points, but not limited to this, will be taken into consideration.
 On-site capacities of present and future utilities

 Existing site utilities and function of existing buildings in the site (temporary or
permanent)

4.5.3.3 Environmental Studies

The basic intention of environmental consideration is to develop the best possible building type
in the given environmental settings. Environmental consideration basically addresses two
aspects: risks or threats, which are the likely damages to the environmental quality, services and
natural wealth; and opportunity or potential in the given natural setting for building works to
harness the same. Environmental considerations will, therefore, focus on avoiding or minimizing
damages and, at the same time, promoting sensible use of opportunities to improve the natural
environment.

Expert team will also assess the possible impact on ecology, environment and geo-system, forest
area, possible encroachment by human and cattle and any other factors which will affect the
quality of life and positive and negative impact in the influenced area due to the project. Expert
team will also review of existing environment examination reports if exist. The expert team also
study about the location on which waste/ spoil disposal works.

The consultant will carry out environmental assessment to predict damages of the building
construction to the environmental and attempt first to avoid and then to minimize the risks or
damage through appropriate layout and design features.
4.5.3.4 Conceptual Master Planning

Space Requirement Calculation and Master Planning

Master plan will establish a framework and key elements of construction activities such as Road
and circulation network, Zoning, Scope for future expansion, Layout of the building blocks as
per zoning indicating the existing blocks to be retained or dismantled and Plan for management

of sewerage, electrical and other building services. The space requirements for the master plan
and design will be calculated through various activities: meetings and study of norms. The team
will have interaction with policy level personnel, Client personnel and supporting staff, directly
or indirectly affecting the Client. The team will ascertain clients requirements, prepare schedules
of space area requirement, examine site constrains and potential in planning phase.

questionnaires, open group discussion, brainstorming and other standards tools may be used to
screen out issues and interests and ultimately sort out the information. These space requirement
needs to be functionally connected. So, functional flow diagram of building needs to be clearly
designed for the users. Functional flow of the public within the building needs to be connected in
the built form through architectural design. Architectural design will be finalized through the
discussions with the client.

The study of norms includes the study of Nepal National Building Code, local bylaws, design
standards, reports/ published articles for building.
Based on the outcomes of above activities, the space requirement for the proposed building will
be prepared. A master plan will be prepared with the space allocations. The cost estimation
based on the floor area or per unit will be provided. It will be based on government norms, rate
analysis and the approved rate for construction materials of the district.
4.5.3.5 Conceptual Design

Before undertaking the preparation of master plan various steps have to be followed. The project
has to be carried out in three parts. The first part will deal with the understanding of the project;
where the site is located, its land use program and the main aims and objectives of the project.
This part will also deal with the literature review to form the analytical framework for a good
and efficient building block. By reviewing various literatures regarding the planning, designing
of building, framework for a resourceful and user responsive plan can be designed.

The second part of the project, the case study analysis, will deal with the comparative study of
the selected case studies. The strengths and weaknesses of the case studies will be analyzed with
the help of the theoretical framework. In this section the related existing laws and legislation are
also discussed and the site analysis along with the local climatic analysis will also be carried out.
Climatic conditions, particularly solar access, will guide the placement of building and site
features in energy-conserving design.

The final part of the conceptual phase includes design concept and planning of the propose site.
The Nepalese cultural architecture will be incorporated for adding beauty in the design. In other
words, the following points will be borne in mind while making the plan. They are:
 The study of context based on available data and site visit
 The formulation of the requirements on the basis of the available data
 Determine the appropriate design criteria used for the proposed development
 Formation of the concept and its transformation to a concrete architectural reality
 Development of design and drawing following the last step
 Materialization of concept and technical design drawings and detailing
 Alternatives will be prepared with plan and elevation with different type of design and
facilities

Environmental consideration should start early-on. Layout plan of the building will be guided by
environmental and climatic factors, and alternative layouts will be compared on environmental
and climatic grounds. The design of the buildings will incorporate environmental concepts such
as avoiding/minimizing adverse environmental impacts, recycling or reusing and proper handling
of wastes, making optimal use of natural systems (such as solar energy and natural lights), health
& safety as well as accident/emergency management measures. Contributing to positive
environmental aspects (such as recharging groundwater) etc. The proposed layout and designs
will be screened for any environmental risks.
The three conceptual design will be discussed with the client and one of the best alternatives
will be selected after the discussion for the further process.
4.5.3.6 Detailed Assessment of Cricket Stadium with Report

The survey form for assessment of Stadium, which includes assessment of the Cricket Stadium,
Football Ground, Cricket practice area etc. detailed showing all necessary details required for
accurate. The consultancy firm should provide technical advice to the as per required.

The consultant shall develop a structural model for the purpose of analysis of the structure, using
any of the international standard finite element software. Real and accidental tensional effects
should be considered for all structures. Structural system proposed by the consultant shall be able
to resist effectively the gravity as well as lateral loading induced by both earthquake and wind.
Consultant is free to choose any international building codes however; the minimum criteria of
NBCs including NBC105 and shall strictly be incorporated.

The consultant shall perform detailed structural design and prepare working drawings showing
all necessary details required for construction and shall follow the requirements for the ductile
detailing. The detailing shall comply with the requirements of IS13920 or any other relevant
ductile detailing code with special precautions to construction practices in Nepal. The consultant

shall submit soft copy of analytical model and both hard copy and soft copy of structural design
and detailing.
4.5.3.7 Specifications, Bill of Quantity & Cost Estimates

The consultant shall prepare a specifications for all the designed works to be carried out, the bill
of quantities for each items of work and their cost-estimates based on most recent approved
district rates. Consultant shall submit these document in both soft and hard copy.
4.5.4 TASK V: EPC DOCUMENTATION
4.5.4.1 Preparation of EPC Contract Document

Procurement of works under projects will be developed in corset with the client. Public
Procurement Act 2063, public procurement Regulation 2064 and Public Works Directives will
be followed to develop conditions of Contract. Bid documents prepared will respond to the
specific technical requirements to ensure materials quality and integrity of works for, the

Legal or contractual obligations of involved parties will be enumerated in the general and special
conditions of contract reflecting the general and particular requirements of the project.

Tender drawings will enable the bidders of assess the volume, scope and detailing of the works
requirements and the cost implications thereof

4.5.4.2 Draft Report

The Draft report will contain topography map of land provided for this project with 0.5m interval
contour and location of existing Infrastructures in the ground area with boundaries line.
Geological report with site condition of the field area with verification of soil strata by digging of
at least 3 trenches of 1.5 m depth within the Premises. Photographs and Minutes as available.
GAP analysis report. Complete site specific Master Plan and Preliminary Architectural and
Engineering Design with report Preparation.
4.5.4.3 The Final Report

This report will be submitted within 12 weeks from the date of agreement to the school. All the
comments provided in the draft report should be incorporated in the final report Two- 2_ hard
copy and one-1_ digital copy of the final report should be submitted in the stipulated time.

5 DELIVERABLES
The consultant shall submit following report in three stages.
Inception Report: The Consultant will submit two hard copies of Inception Report. The inception report
will be submitted within 2 Weeks from the date of agreement.

Draft Report: The Consultant will submit two hard copies of Draft Report. The draft report will be
submitted within 10 Weeks from the date of agreement.

Final Report: The Consultant will submit Two Hard copies of Final Report along with one soft copy
within 12 Weeks from the date of agreement
