Senate Opportunity Fund is pleased to share the results of a national survey of N=800 likely voters, with
an oversample of N=408 likely voters in contested Senate race states. The survey was fielded January 7-
9, 2022 and has a margin of error of +/- 3.5%.

Data shows 1) a majority support the filibuster; 2) a majority believe it protects our country from radical
partisan ideas; and 3) two-thirds agree “The possibility of one-party rule, with no rights for the minority
party, is anti-democratic and should be rejected out of hand.”

As conservatives seem poised to take control of policy on the Hill in less than a year, liberals (who are
+12 more likely to support the filibuster compared to June) seem nervous about removing guardrails
they have relied on in the past.

Political Environment Update:


• Mood of the Country: 40% Right Direction / 54% Wrong Track (-14)
• The Generic Ballot remains tied:43% GOP / 44% DEM (-1)
• Biden’s Support/Oppose remains upside down, but was right side up as recently as August
o January 2022: 44% Support / 51% Oppose (was 47%/46% in August 2021)

Key Findings:
• Filibuster Support has risen to a majority since June 2021.
o January 2022: 53% Support / 27% Oppose (+26)
o June 2021: 47% Support / 30% Oppose (+17)
• In a head-to-head test of filibuster positions, a majority say the filibuster protects our country.
o 50% say “the filibuster protects our country from radical partisan ideas, and point out
the Bipartisan Infrastructure Package which passed earlier this year as proof big things
can still be accomplished if they are reasonable and earn consensus.”
o 31% say “the filibuster is a relic which is unfairly preventing Democrats from passing
major priorities”
• 66% Agree “The possibility of one-party rule, with no rights for the minority party, is anti-
democratic and should be rejected out of hand.”
• 61% Agree “The focus on Senate procedural fights, like the filibuster, is a distraction from the
real work the Senate should be doing … It is time for Democrats to move on from this pipe
dream and start doing the hard work which will actually help Americans.”
• 61% Agree “The filibuster is a valuable tool in the Senate because it forces both parties to come
to the table and compromise on any legislation that may become the law of the land.”
• 60% Agree “The filibuster must be preserved to protect America from radical agendas from
EITHER Republicans or Democrats. Any proposed law, from either party, that cannot get at
least 60 votes should not become law.”
