1. Project Business Case

Project Overview

 The project envisages the opening of a textile factory in a disadvantaged area, by accessing
European funds.
 The total estimated budget is approximately $ 80,500.
 The place where the activity will take place is in Tg. Carbunesti, Gorj County.
 The project development period is from 01.04.2021 to 31.12.2021.

Business Issue/Opportunity

 Textile production is one of the most important branches of the national economy, both in terms
of contribution to Romanian exports and in terms of employment.
 As consumer incomes increased, their clothing preferences diversified, with increasing attention
being paid tor quality products with a modern design. Therefore, the establishment of a textile
factory is one of the business ideas with great potential in 2019.
 Currently, in Târgu-Cărbunești, in Gorj County, there was no factory opened during communism
to operate. A large part of the younger population migrated to the big cities, with labor, because
the homeland cannot offer them a good future. Those who remain in the area do not have the
opportunity to find jobs, many of them choosing to live on social assistance or end up commuting
daily in Târgu-Jiu or in other small but less developed cities.
 The former halls where the former factories used to operate still exist, but they are abandoned
for over a decade.
 Talking to former employees of factories in the textile industry living in the area, we found out
how much production was done in the past in this area, textiles being exported to all corners of
Europe. They used to work in these factories, being seamstresses, confectioners, or unskilled
workers. Some of them kept this profession, making suits, dresses, and other clothing items
from home.

Project Business Goal

 With the help of the Start-Up Nation program, the project aims to open a new company in one
of those halls, thus contributing to the Romanian economy, but also by creating new jobs in this
area the risk of depopulation of the area will be reduced.

it, compared to the construction of an entire factory.
 Potential future employees are already familiar with the work in the field, compared to
opening a factory in an area with no history from this point of view.
 Reducing the risk of depopulation of the area by creating new jobs.
 Contribution to the Romanian economy by increasing exports.

7. Project boundaries

IN Scope

 This project will affect EU. operations only.


 Contracts will be concluded only with legal entities.
 Only the building in which the production activity will take place will be rehabilitated.
 The building will provide an adequate employees base.
 Implement a Customer Relationship Management (CRM) to manage contacts for sales.
 Create basic products and a business pipeline which is the flow of information or actual
products, like a 'flow' of goods from manufacturing, generated by supply and demand -
this connection between factory and customer.
OUT OF Scope

 All other locations outside the EU. are out of scope.


 Natural persons are out of scope.
 The rest of the buildings are out of scope.
 This project will not include an email campaign.

 All the required resources will be received.


 All the deadlines will be respected.
 The supplier will deliver the consumables on time.
 All the paperwork will be approved and received on time.
 The City Hall will collaborate in order to develop the area.
 All machines will operate in optimal parameters.

9. Project Constraints

Project Constraints

 The rehabilitation process of the building must respect the deadlines established in order
to not delay the start of the following activities.
 Respecting the budget.
 The activities must be performed without exceeding the established budget.
 The amount of resources initially established will be sufficient throughout the project. Thus,
no additional costs will occur.
