Alternative route is the best available option.

As seen in the figures that a connecting stretch is there

between highway and city road.

Both city traffic and Highway traffic goes through the same
connecting stretch. At junction there's high
probability and risk
of accident.

To avoid that we can propose a alternative route sketched by

dotted line.
 By this route , Highway traffic ie trucks buses will use this
route , and there won't be any need of heavy
vehicles entering
city.

By doing so junctions won't be much busy and traffic will move

easily without collisions.
