II. PROBLEM PRESENTED

Mrs. Maria Solvero, the mother of the aforementioned client (Jermie), sought the assistance
of CSWDO –Binan City, upon the advice of the Local Inter-Agency Committee (LIAC) to secure a
social case study report as a requirement. The said client is one among the potential beneficiaries of
a housing program of the national government in partnership with the local government unit being
an informal settler along the stretch of the railroad particularly located within the locality of Binan
City.

IV. BACKGROUND INFORMATION

The client is 26 years of age, born in Tacloban City but later decided to move in Binan City
with his mother leaving behind his father in their province. Client and his mother had been living
along the railroad in Barangay Platero for more than ten years now.

Jermie met his live in partner named Jesamae and had two children. They lived under one
roof with Jesamae’s family in Platero in Brgy. Platero. His main source of income comes from being a
pedicab driver, which is owned by certain Allona who is from St. Francis Subdivision. A daily
boundary fee of 100/day has to be paid every end of the day. A net income of php.150/day is usually
left to provide for his family. During his free time, he works as an environmental army in Brgy.
Platero where he receives a minimal allowance.

Based on the interview with the mother, (Jesamae & Maria) did not get along well with each
other. The mother shared that she really had no chance to establish a positive interpersonal
relationship with her son’s live-in partner. The client and Jesamae separated one month after the
client’s detention. She further claimed that she is in now in a new relationship. According to Maria
Solvera, Jeramae’s parents are also identified potential recipients of the housing program.
Currently, the client is detained for an alleged violation of Sec.5 of RA 9165 and is still
undergoing trial. While in detention, he had his chance to think of his children’s future. He wants to
take custody of his children once he is released. The eldest child is under the care of his mother
while the younger one is living with his live-in partner who now engage in a new partner.
Meanwhile, Nanay Maria (mother of the client)also has a live-in partner who works as a welder and
is the one who provides for the needs of the family while the client is still detained.

The mother shared that, they live in a shanty made up of light materials along the railroad in
Brgy. Platero. They have no power supply and their source of water is from a community deepwell.
The community is congested as described by the mother.

V. Assessment

According to the mother, the client has been thinking of his children’s welfare while still in
detention. She shared that client wants his children be placed under his mother’s care, since
accordingly, the exposure of the children with the activities undertaken by the family of Jesamae
puts the children at risk. The mother likewise shared that the client wants to take care of his
children once released and wants the children to grow in a better place unlike in the current place
where they presently stay. As shared by the mother, the community is not conducive for his growing
children.

The mother’s partner is the sole bread winner of the family and is willing to support the
needs of the family until the client is released and able to get a job. With the current economic
condition, the family has no capacity to acquire a property on their own.

VI. Recommendation

Upon assessment of the socio-economic condition of the client and if he passes the
eligibility criteria that were set forth by the housing program implementers, he is recommended to
be allowed to pursue the application process and avail of the socialized housing.
