Emergency Preparedness & Response

1.0 Purpose

To deal with situations arising out if Emergency & Accidents and connected environmental
issues and to return the business back into normal operation.

2.0 Scope

This procedure applies to tackle emergencies like Fire and accidents on accounts of operation
& maintenance of machines. Loose earthing at the time of handling of work or equipments,
Electric Shocks etc.

Responsibilities

 Security In-charge or HR Manager is responsible for tackling situations arising out of Fire &
Accidents.
 Emergency Management Team (EMT) is responsible for bringing the business back into
normal operation. (As per responsibilities defined in the EHS Manual- Annexure-06)

EMT

Emergency Management Team comprises of following: -

Head of EMT & FFT Team

Members:

 EMT & Fire Fighting Team Head is responsible to MR for:

1. Team In charge shall wear RED safety helmet for easy identification.
2. Team In charge is responsible for all occupants’ safety during evacuation and to
ensure the safety of the building before re-entering after drill.
3. Cooperate with Team members during evacuation.
4. To advise emergency service units if needed.
5. Ensure first-aid is given to evacuees if needed.
6. Inform the assistance to take over his duties in his absence

 ROLES AND RESPONSIBILITIES OF TEAM MEMBERS

EMT & Fire Fighting Team is responsible to EMT & FFT In charge for:

1. Team Members wear Orange safety helmet for easy identification.


2. Keep an updated list of occupant’s name list or no. of total employees and carry the
name list or total numbers of employees with them during evacuation.
3. Inform the floor assistant to take over in the absence of the Team members.
4. Ensure all occupants have evacuated the respective floors, including people in the
toilet, resting / meeting rooms, etc, during evacuations.
5. Survey their respective floors to identify disabled occupants, etc, and inform
6. Report to EMT & FFT In charge after complete evacuations
7. Ensure evacuees use the correct evacuation route to leave the floor / building.

To ensure that all the above responsibilities and effectively carried out

EMT & FFT is assembled under charge of RAZIM.

EMT will meet at least once in every quarter or in the event of an emergency .

Handling Fire Situations

Fire situation may arise in the company in storage areas, scrap yards and plant that could be
of Minor or Major nature. Minor fire situation involves individual item/ machine or a small local
storage area whereas Major Fire spread to larger items/ machines/ larger area. This fire may
be involving packing material, polyethylene / Acid and electric short circuits.

Action in case of Major Fire

 The person who observes the fire first, Shouts “FIRE-FIRE” and draws attention of people
around.
 He himself Informs/ tells someone else to inform the Shift In-charge/Security In-charge /
Site Manager/ Site Supervisors/ Maintenance In charge.
 In case the person, who has observed fire, knows usage of Fire Fighting Equipment, he
should organize fire fighting & extinguish the fire immediately instead of waiting for security
staff to arrive.
 Security In-charge / Shift I/C take following action:

Advises one of his staff to: -

 Switch on the HOOTER and give three consecutive long sirens.

 Report the incidence to Project Manager/Site Manager.


 Call fire brigade.
 Deploy one or two security person for traffic management.
 Rushes to the site of accident and organizes fire fighting.
 Calls for assembly of EMT in Control Room.
 EMT shall manage the Control Room.
 EMT shall co-ordinate with Fire Brigade, Police/ Hospitals/ dispensary and with Security In-
charge.

 EMT takes care of personnel, equipment and important records

In case of any Casualty, following action are taken by Security In-charge:

 Remove casualty to Dispensary / Hospital ()


 Send advance intimation to Listed Hospitals for preparedness.
 EMT shall assemble and take stock of damage.
 Organize rehabilitation

Actions in case of Diesel Tank Bursting

Diesel tank bursting may result into:


1) Fire
2) Spillage resulting into land contamination.

In case of Fire, inform Security In-charge/ Shift I/C.

For containment actions refer 4.3.1/4.3.2.

In case of spillage report the incidence to PM/MR who shall call assembly of EMT.

EMT shall recover spilled oil and stop further leakage/ spillage.

Recovered oil if found to be unusable, may be disposed off to recycling agency.

Providing First Aid

First aid is provided to the affected personnel. First Aid Box is located in prominent location in
the plant and notified to all company personnel through internal communications.

Impact Minimization

The preceding impact minimization steps are done before the emergency, to reduce recovery
actions required after the emergency comes up. For impact minimization, mock drills, training
in fire fighting, preparing backup of data and operations at other locations, containment
actions, adequate fire suppression systems (fire extinguishers and fire trolley) are provided.

Mock Drills: Every Quarterly or as per legal regulation compliance

Recovery Actions

1) In case the site is destroying, EMT shall assess extent of damage.


2) During the emergency some of the utilities may have shut down by accident or by
design. The EMT should work with the gas, electric, water and sewer utilities to restore
service.
3) The insurance representative should be called and visit the site immediately.
4) Closely work with P&T dept. to re-establish phone lines. In the interim it may be
necessary to use cellular phones.
5) If a fire has occurred, the fire suppression system probably left everything wet. Moist
equipment and supplies should be removed or dried promptly to prevent rust and
health problems. Heat-damaged equipment and insulation should be repaired or
replaced.

Dealing with the Media

All contacts to the media will be directed through Top management. No other employees
should make statements. Hopefully any media releases will help gain support and assistance
for those impacted by the disaster. Sometimes, however, the media coverage just adds chaos
and emotional distress
