1.0 PURPOSE

This procedure describes the establishment of plans and procedures to identify the potential for, and
responses to, incidents and emergency situations, and for preventing and mitigating the likely pollution,
illness and injury that may be associated with them.

2.0 SCOPE

This procedure is applicable to SEB HQ and Project sites activities.

4.1 DEFINITIONS & ABBREVIATION

4.2 DEFINITION

a. Emergency
Any unwanted (anticipated/identified) incident, that may pose danger to life, property and
environmental.

b. Assembly Area
Safe location identified within or outside the workplace where personnel on the scene of
emergency will assemble

c. SHE Manual
Specification for the SHE management system of SEB.

d. General procedure
Document describing specified way to carry out an activity or a process that is applicable
to all within SEB SHE-MS.

5.1 PROCEDURE

5.2 Planning for Emergency Response Plan (ERP)

In planning of ERP, SEB shall take into account: -


 establishing a planned response to emergency situations, including the provision of first
aid;
 providing training for the planned response;
 periodically testing and exercising the planned response capability;
 evaluating performance and, as necessary, revising the planned response, including
after testing and, in particular, after the occurrence of emergency situations;
 communicating and providing relevant information to all workers on their
duties and responsibilities;
 communicating relevant information to contractors, visitors, emergency response
services, government authorities and, as appropriate, the local community;
 taking into account the needs and capabilities of all relevant interested parties and
ensuring their involvement, as appropriate, in the development of the planned response.
 SEB maintain and retain documented information on the process(es) and on the
plans for responding to potential emergency situations.

5.4 Providing training for the planned response;


 The plan should be tested at least once a year and where practicable to
involve external parties i.e emergency services and neighbours.
 Person in charge with assistant from ERT shall periodically review and
where necessary revise its ERP after periodically testing or after the
occurrence of emergency situation at site.

5.5 SEB shall communicate and provide relevant information to all workers on their
duties and responsibilities;
TASK ROLES & RESPONSIBILITIES
Workers Before
a. Get to know your ERT

Emergency a. To take charge of directing and managing the emergency situation.


Commander b. To ensure that the ERT members are activated during the emergency situation.
c. To ensure that emergency equipment are adequately provided and tested where
and when necessary.
d. To declare on the start and end after evaluating the safety of the emergency
condition.
e. To review ERP annually or when deem necessary to ensure its suitability
throughout the year.
f. To coordinate in conducting drills or appropriate training for the ERT members.
g. To liaise with Emergency Response Agencies (BOMBA, Police department,
Medical service provider, etc.) and other related local authority (DOSH, DOE, JKR,
JPA, Local Council, etc.) during the emergency.

Evacuation Before Evacuation


Leader a. Identify the placard location
b. To get approval from COO or rep to evacuate.

During Evacuation

a. To lead the team to the assembly area


b. To carry and hold the placard at assembly area
c. To carry out roll calls and inform to Fire Marshall on total team and missing person

After Evacuation
a. To lead the team back to workstation

Evacuation To provide initial information to the Emergency Coordinator on the numbers of


Team personnel assemble, numbers of personnel injured during the emergency / evacuation,
and numbers of personnel missing / trapped inside the emergency area.

Fire Fighting a. To supervise the firefighting team


Leader b. To update Bomba chief commander on the fire incident

Fire Fighting a. To extinguish fire and prevent it from spreading


Team b. To receive and carry out instruction by the leader

First aid leader a. To ensure SEB continually replenish first aid boxes and properly log the used
items in first aid log book
b. To update ERT Commander on latest situation and information
c. To supervise the first aiders on the emergency day
d. To ensure SEB set up and maintain their first aid facility and it is
adequately equipped
e. To ensure that adequate numbers of first aid box are available at project site and
place at appropriate location
f. To provide first aid treatment to the injures personnel before attended by proper
Medical Service Personnel
g. To inform ERT Commander on the injured and treated personnel

First aid Team To carry out task as instructed by the First Aid Leader
Liasion Officer He shall liaise with external party regarding any inquiry pertaining to the incident

Historian a. He shall write down all sequence of event of the incident


b. Prepare Emergency Drill Report
Floor marshall a. The floor marshall shall inspect all designated area are no longer with people.
b. To assist in the evacuation process and directly involve in the fire-fighting rescue.
c. To assemble personnel accordingly by sections, sub-contractors or visitors in an
orderly manner for easy identification at the Assembly Area.
d. To liaise with First Aider to provide immediate treatment to any injured personnel.
e. To provide a clear passage for emergency response vehicle to enter the site.
f. To rectify / improve the ERP base on the recommendation stated in the Emergency
Drills Report.
g. To organize and collect feedback from ERT members.
h. To update Emergency Commander on latest situation and information.

5.7 SEB take into account the needs and capabilities of all relevant interested parties and

5.8 There are two types of drills:


a. Table Top Drills
b. Mock Drills

5.9 SEB maintain and retain documented information on the process(es) and on the plans for

5.10 Emergency Response Team


a. An Emergency Response Team (ERT) shall be set up at every workplace for an effective
and efficient communication when reporting and controlling an emergency situation.
b. The size of the emergency team shall depend on the size of the workplace and its
scope of work.

5.11 Provision of Emergency Equipment and Facilities

a. The Emergency Response Team (ERT) and Person in Charge shall ensure all
the emergency equipment and facilities are provided and available at all times.
b. Among the examples of equipment and facilities are: HQ vs Site
