MEMORANDUM

FOR: COLLEGE OF LAW STUDENTS

FROM: OFFICE OF THE DEAN

RE: SECOND SEMESTER ENROLLMENT FOR ACADEMIC YEAR 2021-2022

DATE: JANUARY 30, 2022

-----------------------------------------------------------------------------------------------------------------

We write in response to the queries which we received from the Law Student
Government in relation to the second semester enrollment for Academic Year 2021-2022.
We set out below the questions and our replies thereto:

1. What higher civil law subjects can a first year retained student who passed
Obligations and Contracts can take this Second Semester? We were allowed to take
higher civil law subjects last first semester except for Property and Transportation
Law.

[Dean’s Office: They are allowed to enroll in: (i) Agency, Trust, and Partnership; (ii)
Credit Transactions; and (iii) Insurance Law. They can also enroll in other second year
subjects, namely: (i) Agrarian Law and Social Legislation; (ii) Labor Standards; and (iii)
Public International Law.

However, they are NOT allowed to enroll in more than 18 units for the second semester
of the Academic Year 2021-2022 as this will result in an indirect violation of the “No
Overload Policy” under Section 1, Article 4, Part II of the Student Handbook. This is also
without prejudice to the availability of slots.]

2. Can we also take subjects without pre-requisites aside from our first year back
subjects?

[Dean’s Office: Yes. As mentioned in item (1) above, you are allowed to enroll in other
second year subjects like: (i) Agrarian Law and Social Legislation; (ii) Labor Standards;
and (iii) Public International Law together with your first year back subjects. However,
your total units enrolled should NOT exceed 18.]
3. Will the retained students have the same enrollment procedure this coming 2nd
semester? (Pre-registered first year subject then we only add subjects during late
enrollment)

[Dean’s Office: We are going to use a new system for this enrollment. It will all depend
on the system to be prescribed by our IT department. Please wait for the official
announcement on or before your scheduled date of enrollment.]

4. Can we still use the Certificate of Employment which we submitted during the
first semester of Academic Year 2021 to 2022 enrollment?

[Dean’s Office: As previously announced to the class beadles, you need to submit a new
Certificate of Employment on or before February 2, 2022. No Certificate of Employment,
no transfer. Please note that all working sections were given schedules that do not
coincide with the usual office hours (i.e., 8:30 to 5:30 P.M.).]

5. As a second year retained student, what third year subject/s can I enroll next
semester?

[Dean’s Office: You can enroll: (i) Corporation Law; (ii) Problem Areas in Legal Ethics;
and (iii) Legal Forms.

If you are enrolling Legal Forms as an advanced subject, please enroll it in 3i. Kindly
prioritize this block in plotting your schedule as this is a special class for those taking up
advanced Legal Forms.

For other subjects which you intend to take as an advanced subject, please find a suitable
third year section that would match your second year schedule.

However, you are NOT allowed to enroll in more than 22 units for the second semester
of the Academic Year 2021-2022 as this will result in an indirect violation of the “No
Overload Policy” under Section 1, Article 4, Part II of the Student Handbook. This is also
without prejudice to the availability of slots.]

6. How do I file for Leave of Absence for second semester?

[Dean’s Office: Just send a formal email request addressed to the Dean via this email:
lawcentraloffice@sanbeda.edu.ph detailing the reason for the leave of absence.]

7. Amount of tuition fee

[Dean’s Office: Already sent to the beadles last January 21, 2022.]
8. Are we (reg or irreg) allowed to transfer to different block this 2nd sem? (because
of work; started working this January 2022; provided na makapag bigay COE). If
allowed, can we choose our own block based on the schedule?

[Dean’s Office: It depends on the circumstances, such as justifiable grounds, availability

of slots, etc. The student concerned should write a letter to the Dean including the
proposed section/s to be transferred to, together with justifiable reasons and proof (e.g.,
Certificate of Employment). Such request should be coursed through the Student Affairs
Society. It will be evaluated on a case-to-case basis.]

9. Let’s say the student needs to work and has to do several errands on 2nd semester,
are we allowed to enroll a specific subjects only ? What are the exceptions?

[Dean’s Office: A student must take at least sixty percent (60%) of the total number of
units prescribed per year level per semester. If you cannot comply with this rule, file a
leave of absence. Please see item 6.]

10. What happens if we cannot enroll? Can we continue our enrollment next school
year?

[Dean’s Office: File a leave of absence. Please see item (6).]

11. Overload process

[Dean’s Office: Only fourth year students are allowed to overload. Considering the
substantial number of fourth year students who would take up Corporation Law and
Special Proceedings as an undertaking, they would be required to enroll in a specific
fourth year block (i.e., 4E, 4D, or 4F) and a specific third year block to ensure that there is
no conflict on schedule.

For those taking up Corporation Law as an undertaking, they must enroll either in 3G or
3H.

For those taking up Special Proceedings as an undertaking, they must enroll either in 3G
or 3H.

Those with other subjects as undertaking (i.e., Legal Forms, Tax 2, Evidence etc.) must
enroll in one (1) section in the fourth year and must find suitable third year section/s for
their back subjects.]

12. I plan on waiting for my schedule for my block after enrolling in the 2nd semester
before sending my COE to check if there is a conflict with my work schedule. If
there is a conflict with my work schedule, am I allowed to send my COE after the
deadline?

[Dean’s Office: No. Submit your certificate of employment before the deadline. This is for
everyone’s strict compliance. Also, the class schedules were released prior to the
deadline.]

13. Payment Concerns such as: (a) Are the payment options the same as last year's
enrollment? (b) My concern is that none of my family can go outside to pay for the
enrollment because we are all under quarantine and/or tested positive for Covid.
(c) Payment made online is either lacking or has too much of a high fee such as
6%. And for paying full price for the whole semester, that's approximately (60,000
x 6%) Php3,600 or more. (d) Could there be any more options for payment? Maybe
a direct bank transfer to San Beda's Account? Or just not using the third-party
payment? (e) What if you haven’t payed the first sem balance yet because you’re
not financially stable what’s gonna happen; (f) Deadline for payment and possible
extensions for payment; and (g) Receipt of last two payments.

[Dean’s Office: All accounting-related concerns such as but not limited to fees and
payment, should be addressed to the Accounting Office. Please send an email to:
ggesmundo@sanbeda.edu.ph and sbufinance@sanbeda.edu.ph.]

14. Can we take up Legal Forms and Insurance Law at the same time and take an
undertaking that if we fail Insurance Law, we also fail Legal Forms?

[Dean’s Office: No. You can take Legal Forms later on in the Fourth Year as you are
allowed to overload during such level.]

15. I hope the schedule of classes are released promptly.

[Dean’s Office: All class schedules were released last January 29, 2022.]

16. A concern of mine and a few other friends that has been consistent since our 2nd
year in law school is when a working student has to request to change section in
view of the incompatibility between his/her class and work schedule, and those
in charge during the enrollment takes about two (2) weeks to respond whether or
not the request to change section would be granted. Some of the classes would, by
then, be already starting and the student who requested to change his/her section
still does not know if s/he should attend her classes in her original section (which
s/he might not be able to do since such class might be scheduled during office
hours) or if s/he should wait for her/his request to change sections to be granted.
[Dean’s Office: Once you receive the approval from the Dean’s Office regarding your
request for a change of schedule, you can already attend the new section/block/class.
Just present the approval from the Dean’s Office to the concerned professor. This would
be enough in the meantime, while we are waiting for approval from the Registrar and
Accounting Office.]
