1. Scope
This operational safety procedure serves to ensure that, the selection of lifting equipment within
NOC onshore & offshore facilities are in compliance with Corporate Process CP-NOC-057 Lifting
and Handling Operations and QP-Reg-Q-001 – Corporate Lifting Equipment Regulation (Best
Practise).
This Standard outlines the requirements for the fabrication, testing, marking, colour-coding,
inspection and maintenance of lifting equipment.
This Standard applies to all NOC installations and to all units contracted by NOC. Contractors are
however entitled to use their own procedures provided they meet or exceed the requirements in
this Standard and approval has been given by NOC.
This Standard does not relieve the Contractor of any responsibilities related to Lifting Equipment.

Dynamic Lifting Factor The factor by which the maximum capacity of the Lifting
Equipment is reduced for lifting between floating and fixed
units and between floating units.
Fabricator Any company, person or entity fabricating Lifting Equipment
from components delivered by Manufacturer.
Lifting Accessories Used to connect the load to the Lifting Appliance such as
slings, shackles, chains etc.
Lifting Appliances Machine or appliance used for the purpose of lifting goods and
materials, or in special modes, personnel.
Lifting Equipment A generic term use to describe all types of Lifting Accessories
and Appliances
Load Test Is the load test of an item of Lifting Equipment, where the SWL
is exceeded by a factor as shown in Appendix C under
controlled conditions supervised by a competent person.
Manufacturer Any company, person or entity manufacturing any component
of Lifting Equipment.

Minimum Breaking Force MBF – Specified value, in kN, below which the measured
breaking force is not allowed to fall in a prescribed test and, for
ropes having a grade, obtained by calculation from the product
of the square of the nominal diameter, the rope grade and the
breaking force factor.
Minimum Breaking Load MBL – relates to the Lifting Equipment vendor published
[calculated] data relating to the minimum [breaking] strength of
the lifting equipment.
Not to exceed NTE – relates to a not to exceed weight during the design of a
lifted component.
Safety Factor A term describing the structural redundancy above the SWL as
a ration.
Sling Design Load SDL – relates to the sling design load including all design
factors, this is the sling load that shall NEVER be exceeded
during a non-standard designed lift. (SWL)=(WLL)
Static / On-board Lift A crane lifting a load from and to the deck of the
platform/vessel that the crane is mounted on or a lifting
operation onshore
Working Load Limit (WLL) The maximum, static load to which an item of Lifting
Equipment may be used.
Third Party Certifying (TPCA) An independent body approved for the examination

4. Maintenance
Lifting equipment maintenance, examination and testing shall be scheduled and recorded in SAP.

5. Requirements
5.1 Marking
All lifting equipment shall be marked according to the indications listed in Appendix A, below.

5.2 Colour-coding
A new colour code shall be introduced every 6 months and each colour shall be current for a
period of 7 months ( 14 days prior to start of period and 14 days after period). The one month
overlap is to ensure lifting equipment is available for use at all times. There are 3 main colours in
a Sequence and the cycle is repeated every 1.5 years. Any outdated colour code outwith this
period is NOT permitted.
TPCA shall carry out inspections and issue 6 month valid certificates for that duration and shall
include an additional comment in their certificates on the colour coding as - “Colour code valid
from ENTER DATE (14 days prior to start) to ENTER DATE (14 days after the period) for colour
code change purposes’.
During the 28 days’ additional period, items are allowed to be lifted exclusively for colour code
change-out activities including shipments’.

All Lifting Equipment shall be colour coded according to Appendix B, below.


Colour-coding shall apply for all Lifting Equipment on all NOC installations.
Contracting or project units temporarily in the field shall use NOC colour coding system with a
black band to indicate “temporary” lifting equipment.
Slings made for non-standard lifts should be marked with a Black ring only.

5.3 Equipment specification


All Lifting Equipment shall be designed, fabricated, maintained, tested and documented in line
with Appendix C and Appendix D below.

6. Exemptions
6.1 General reference provisions
Any reference in this regulation to a standard is a reference to the latest edition of that document,
issued by the applicable authority or organization.
Should a conflict arise, the most stringent requirements shall apply, unless specifically approved
by CPLO. Any structural issues shall be handled by NOC Engineering & Construction entity.
The standards detailed below specify the minimum design, manufacture, installation, operation
and inspection requirements acceptable to NOC against identified items of lifting equipment.
Approval / acceptance for the use of other standards may be submitted to CPLO for consideration
on a case by case basis provided a detailed comparison, highlighting all differences, between the
proposed and accepted standards is prepared and submitted.
In addition to the standards listed, the manufacturers’ technical literature applicable to the
equipment shall also be readily available.
NOC utilizes and operates the metric system and where lifting equipment is supplied with imperial
units; conversion calculations, charts and tables, shall be provided to present the metric
equivalent.
It is the responsibility of the concerned NOC Department and their Contractor to ensure that this
procedure and relevant standards detailed below are available.
Furthermore, it is the responsibility of the respective operations management to ensure that all
personnel involved with lifting equipment are aware of the requirements of the standards and any
amendments that may be issued from time to time.

6.2 Equipment exemptions


The following equipment shall not be colour coded but shall be managed in accordance with their
expiry date. Items can be re-certified 28 days prior to their expiry date but shall expire on the date
as stamped on the equipment:
• Personnel transfer baskets
• Cargo carrying units (CCU)

Note: Crane hoist and boom ropes shall be inspected every 6 months in service but
they don’t get color-coded. Crane wire ropes life service starts on the day they are
fitted onto the crane and this date of installation shall be written on the birth certificate
and signed by the crane technician.

Appendix A. Marking of lifting equipment

A-1. Marking of lifting equipment


NOC as a company looks on contractors / sites to purchase / hire lifting accessories & appliances
that are manufactured and designed to comply with the European Directives (“CE / Conformité
Européenne”).
Note: There are various standards for lifting equipment as mentioned in Appendix D –
ASME, ISO and API – that are accepted if they conform to this full Procedure.

A-1.1. Block and tackle, chain hoists, lever hoist and other loose lifting appliances.
This equipment shall have the following information available on the unit but not limited to:
• The name of the Manufacturer.
• ID number.
• SWL.
• HOL: If applicable.

A-1.2. Wire rope lifting equipment


Single leg wire rope Lifting Equipment shall be marked on the ferrule showing:
• ID number.
• SWL.
• Multiple leg slings shall in addition have Max Designed lifting angle.

A-1.3. Chain lifting equipment


Chain Lifting Equipment shall be provided with a securely attached tag for identification showing
the following minimum information:
• The name of the Manufacturer.
• ID number.
• SWL.
• Multiple leg chains shall in addition have Max Designed lifting angle.

Appendix B. Colour-coding of lifting equipment

The following procedure for colour-coding is to be used:


• Wire rope lifting accessories are to be painted on the thimbles / ferrules.
• Chain lifting accessories are to be painted at the master link only. There is no requirement
to coat the complete assembly.
• All other lifting equipment (except round slings and webbing slings) is to be marked with
the colour-code in an easily visible place.
• Round slings and webbing slings not to be painted onto the sling material itself but on the
back of the label, or use colour-coded tie-wrap, or secure colour-coded band.
Colour-coding in force is to be specified on sign boards displayed on-board each offshore
installation and various points, at the Warehouse and all onshore NOC facilities where lifting
operations are conducted.

Display boards shall be sent to all units minimum 1 month before expiry of the board shown
above and shall also be supplied to all new units by Logistics.
The colour codes shall be used on all NOC owned equipment.
For the colour codes valid at any time refer to the boards posted near the lifting appliance /
crane.
Temporary lifting equipment, project specific and contractors owned equipment shall be colour
coded as above and comply with the additional requirements of Section 5.2.

Note: Defective Equipment – Any equipment found to be unsuitable for further use due to
certification or damage shall be colour coded “RED”. This equipment shall be
quarantined and secured to prevent accidental use. (Refer to Appendix E for guidance
where to apply the colour-code paint).

Appendix C. Equipment specification

C-1. Design and fabrication

C-1.1. Safety factors


The safety factors to be used in connection with design and fabrication are:
• Chain hooks and fittings 4:1
• Master links 4:1
• Wire rope slings 5:1
• Shackles 5:1 or 6:1 depending on standard in Appendix D
• Snatch blocks 4:1
• Chain hoists, lever hoists etc. 4:1
• Webbing slings 7:1
• Round slings 7:1
• Plate clamps 3:1
• Jumbo bags 5:1
Note: Marine towing equipment may have different safety factors as per marine DNV, etc.

C-1.2. Wire rope lifting accessories – single or multiple legs


The strength of a wire rope sling is calculated by using EN 13414-1. Alternative calculations based
on strength given on Wire Rope Manufacturers’ Certificates of Conformance to be supplied.
Master link assembly shall be in accordance with EN-1677-4.
The maximum angle of divergence (angle between the legs) shall be 90°.
Design of Flemish-eye, Turn-back eye and Ferrule material and testing shall be in accordance
with EN-13411-3. Steel Conical ferrules shall be Crosby or similar.
If a wire sling is to be used in connection with shackles, a thimble must be mounted in the eyes
in accordance with EN 13411-1.
4-leg slings shall be used for baskets and 5-leg slings are preferred for Cargo Carrying Units
(CCU). In any case the master link for attaching to the crane pennant shall be below waist height
when on the deck.
Note: Wire rope slings with solid thimbles can only be used for a maximum of 4 years from the
initial date when they were put into service.

C-1.3. Chain lifting accessories


Chain used for lifting assemblies shall be Grade 8 or T in accordance with EN 818-2.
The strength of a chain sling shall be calculated by using EN 818-4.
Master link assembly and link connectors shall be in accordance with EN 1677-4.

C-1.4. Shackles
Shackles shall be bow shackle type; where practicable safety pin type shall be used. Shackles
shall be manufactured in accordance with RR-C27 1D type 1V EN 13889: 2003. Shackles with
capacity below 2 Ton shall not be used for lifting in any NOC operational area.

C-1.5. Chain hoists, lever hoists, blocks, hooks etc.


Standard equipment manufactured by Company-approved manufactures and delivered with a
Certificate of Conformance including test results and SWL.
Chain Hoists shall be fitted with Asbestos-free friction discs and hand chain; load chain to
calibrated Grade 80 or 100 shall be as a minimum “T” specification chain in accordance with
EN818-7 and fitted with latch spring return type hook. Twin pawls fitted with single heavy gauge
springs for chain / lever hoists for newly purchased units to phase out the existing single-pawl
units in service.

C-1.6.1 Plate clamps


Plate clamps are in two types, i.e. horizontal and universal (vertical). Horizontal clamps in pairs
shall be used for handling plates horizontal only; vertical clamps shall be used for handling plates
in vertical position in accordance with BS EN 13155.
C-1.6.2 Beam clamps
Beam Clamps Shall be universal super clamps going forward for NOC to replace Jaw type super
clamps in accordance with BS EN 13157 (If used as a lifting machine / appliance, beam trolley
criteria is used as there is no specific standard) BS EN 13155 (If used as a lifting accessory).
C-1.6.3 Snatch blocks
Snatch blocks have a side plate that can be opened, allowing the wire rope to be fitted. Both
snatch and sheave blocks also have many different head fittings options, such as the shackle /
hook / clevis / oval eye / etc. Snatch blocks shall be in accordance with BS EN 13157.
Testing:
• Proof loads shall comply with manufacturer’s instructions and / or applicable verification
criteria;
• Minimum static test guidance in line with BS EN 13157 / <20t x 1.5 and > 20t x 1.25, but
some manufacturers carry out higher proof test.

C-1.7. Lifeboat chains and mooring equipment


Lifeboat chains, hoists and hooks shall be in accordance with IMO and SOLAS regulations,
mooring equipment in accordance with DNV standards DNV-OS-E301, DNV-OS-E302, DNV-OS-
E303 & DNV-OS-E304.

C-1.8. Webbing slings & round slings


Webbing slings shall be in accordance with EN 1492-1; Round slings EN 1492-2-2000
Note: Web & Round slings are not to be used for dynamic lifting i.e. to or from a vessel.

C-1.9. Jumbo bags


All Jumbo bags (big bags) complete with lifting straps shall be rated for content weight and have
a minimum Safety Factor 5:1
• Jumbo bags shall not be re-used or re-circulated.
• Jumbo bags shall be designed and manufactured to EN/ISO 21898
• Jumbo bags shall have four lifting points from lifting straps that are completely encircling
the bag.
• Jumbo bags shall be inspected before transporting/ lifting, any bag with damage or
distortion shall not be used.
Jumbo Bags shall be certified per batch and marked with ID number and capacity.
Note: Jumbo bags are not to be used for dynamic lifting i.e. to or from a vessel.

C-1.10. Personnel transfer baskets


Personnel transfer Baskets shall be in accordance with requirements of SD-NOC-MAR-202
Transfer of Personnel at Offshore Facilities.
Certification of new baskets shall consist of:
• Type certificate from a recognised award body
• Load test certificate
• Certificate of Conformance

C-1.11. Documentation new items


Original Certificates of Conformance or Declaration of Conformity shall be kept with manufacture;
a copy shall be kept by the owner.
Certificates for new items shall as a minimum be the Certificates of Conformance or Declaration
of Conformity stating the standard of equipment and shall contain information on:
• ID Number and description of item
• Manufacturing standard
• Test results
• Test date
• Manufacture name and item origin
• SWL/WLL
• Factor of safety, when applicable

Note: Batch testing is acceptable of new manufactured items by the manufacturer

C-2. Testing / Inspection


It is the responsibility of the owner and/or user that all Lifting Equipment is inspected and tested
by qualified contractors and personnel.
TPCA Surveyors performing the certification activity shall meet the following minimum technical
qualifications:
• Certified by a recognised body such as LEEA
• Familiar with international lifting codes and standards.
A detailed list of inspection and testing requirements for different types of equipment is in
Appendix D (ref. also SD-NOC-INP-005 Lifting Equipment Inspection).
TPCA surveyors shall also be responsible for the marking of equipment with the new colour
code.
Note: The term (NDT) Non-destructive testing mentioned within this document covers (ECT)
eddy-current, (MPI) magnetic-particle, (DPI) dye penetrant inspection i.e. liquid penetrant, (UT)
ultrasonic testing and visual testing. Other commonly used terms to describe this technology is
NDE (non-destructive examination), NDI (non-destructive inspection), (NDE) non-destructive
evaluation.

C-2.1. New lifting equipment


Manufacturers testing and certification shall be used wherever possible; sling assemblies shall
be tested as per below.

C-2.1.1. Wire rope lifting accessories


Wire rope slings are to be tested before going in to service in accordance with Appendix D (ref.
also SD-NOC-INP-005 Lifting Equipment Inspection).
In addition PVC encapsulated wire rope slings shall be checked for ingress of water an corrosion.

C-2.1.2. Chain lifting accessories


New chain slings shall be tested by manufacturer and fabricator in accordance with EN-818-4
New chains shall be colour coded at the master link.

Note: There is no requirement to paint the complete assembly.

C-2.1.3. Shackles
New shackles shall have been proof-tested or batch-tested by manufacturer as detailed in SD-
NOC-INP-005.
Shackles shall be colour coded and have a unique ID number.
Shackles shall be supplied in accordance with Appendix D.

C-2.1.4. Chain hoists, lever hoists

New items shall be supplied with a test certificate in accordance with SD-NOC-INP-005, Appendix
D or an EC Certificate of Conformance or Declaration of Conformity including tests results and
items description.

C-2.1.5. Hook blocks


New items shall be tested by manufacturer in accordance with SD-NOC-INP-005 and Appendix
D. Test Certificate should include test results and items description.

C-2.1.6. Crane Hook blocks


Should be dismantled. Inspected and subject to non-destructive testing examinations followed by
overload (proof load) tested appropriate % above their SWL in accordance with SD-NOC-311 and
Appendix D, not exceeding 5 yearly for cranes manufactured to API 2C and 4 yearly for
Appliances inspected to BS 7121.
Note: After 4/5 yearly overhauled and load test with full NDT inspections carried out, if they are
put into stock under preservation awaiting call-off from stock the 4/5 yearly inspection period start
date will be the date the hook block is released from stock and a full visual inspection carried out
by a 3rd party inspection company to be put into service. From that date of inspection the hook
block 4/5 yearly inspection period will start as the inspection company will clearly indicate on the
inspection certification.
Crane hook blocks shall have positive locking latches.

C-2.2 Personnel transfer baskets


Personnel transfer basket thorough examination and load testing shall be carried based on the
next scheduled inspection date as opposed to adopting the colour code scheme.

The lifting assembly and personnel basket shall be maintained as a single item and frequencies
of examination and testing shall be in accordance with manufacturer’s recommendations and
Appendix D on a 6-monthly basis.
Wire rope sling / compensator assemblies shall be inspected and defective assemblies replaced
as per manufacturers recommendations after each 6m in service as part of the 6m / 12m PPMs.
6 monthly in-service periods shall start when basket received at offshore location. Serial number
has to be recorded in the Work order notification for traceability when received. Certificate to be
available offshore in case of inspector audit e.g. ASTF or TPCA inspection. The pre-dated cert
shall not be more than 28 days before going into service.

C-3. Used lifting equipment

C-3.1. Wire rope lifting accessories / mechanical connector links


To be inspected after maximum 6 months in service by a TPCA, the thorough examination is to
include:
• Visual inspection of deterioration, corrosion or reduction in diameter
• Kinks in wire

• Damage to terminations
• Broken wires
• If fitted with a master link the link is to be NDT’d in accordance with ASME VII Div I
Appendix 7. NDT is only required if the competent inspector considers it essential to
further assess component integrity. If NDT is performed, an NDT report shall be
produced.

Note: Encapsulated (PVC) wire rope for the transport of 13%Cr tubular are a single use item and
shall be discarded after use.
Note: Service life is not to exceed 4 years.
Note: Mechanical connector links not to be utilized for dynamic purposes.

C-3.2. Chain lifting accessories / mechanical connector links


To be inspected after maximum 6 months in service by a TPCA. It shall be visually inspected and
tested in accordance with EN 818-6. The inspection and test shall include but not be limited to:

Visual Inspection
• Inspection of chain for wear after.
• Measuring of wear - in accordance with EN 818-6 Art A.2.1.
• Visual examination - in accordance with EN 818-6 Art A.2.2.
• Measuring of elongation - in accordance with EN 818-6 Art A.2.1
• NDT to ASME V Art 7 of chain, Master link, oval rings, transition and connecting
links. NDT is only required if the competent inspector considers it essential to further
assess component integrity. If NDT is performed, an NDT report shall be produced.

Testing
• Each individual section of the chain sling shall be subject to proof load test as
detailed in Appendix D.
Rejection criteria shall be in accordance with EN 818-6 Art A2. Mechanical connector links not
to be utilized for dynamic lifting purposes.

C-3.3. Shackles
To be inspected by TPCA every 6 months. The inspection shall include but not be limited to:
• Visual inspection
• Check serial number for clarity and against original certificate

C-3.4. Webbing slings and round slings

To be inspected by TPCA every 6 months. The inspection and test shall include but not be limited
to:
• Check serial number for clarity and against original certificate.
Note: batch number shall not accepted as a unique number, tag must be readable and
colour code not to be painted onto the sling but on the back of the label, or use colour-
coded tie-wrap or secure colour-coded band.

• Visual inspection:
Visually examine web sling along its entire length and check for:
1. Cuts or tears
2. Burst stitching (especially around the eyes)
3. Chemical damage
4. Heat damage
5. Ingress of foreign bodies into fibres
6. Distortion / wear in metal eyes (where fitted).
When checking round slings, should any cuts be found in the outer protective cover, the sling
should be condemned i.e. do not use as the inner strength core could be damaged.

C-3.5. Block and tackle, chain hoists, lever hoists and other loose lifting appliances
These shall be visually inspected 6-monthly, shall be overhaul and load tested in line with
manufacturer’s standard and Appendix D and in line with SD-NOC-INP-005. Contractors
performing the inspection and re-certification shall have written procedures and personnel
competent in accordance with LEEA or another industry recognised body covering scope of each
item type. The inspection and test shall include but not be limited to:
• Overhaul & Load testing;
• Separation and cleaning;
• Visual examination for wear and distortion (6 Monthly);
• Replacement of brake discs, if needed;
• Change out spare parts, if needed;
• NDT of load bearing elements. NDT is only required if the competent inspector considers
it essential to further assess component integrity. If NDT is performed, an NDT report
shall be produced.
Note: if the equipment is overhauled a load test must be completed and a certificate
issued.

C-3.6. Personnel transfer baskets & other equipment used for man riding
These are to be visually inspected every 6 months and tested in line with manufacturer’s
recommendations. Contractors performing the inspection and re-certification shall have written
procedures covering scope of each item type and approved by NOC. The inspection and test
shall include but not be limited to:

• Separation and cleaning (as per manufacturer recommendations)


• Visual examination for wear and distortion (6 Monthly)
• Change out of all load bearing bolting (as per manufacturer’s recommendations)
• Load testing to 200% of SWL (as per manufacturer’s recommendations)
• 100% NDT of all load bearing elements (as per manufacturer’s recommendations)
• Replace sling assembly 6 monthly depending on the type of unit, in line with
manufacturer’s recommendations, in agreement with NOC.
• A two-yearly inspection shall be conducted by an approved manufacturer’s
representative; a new Certificate of Conformity must be issued at this time.

C-3.7. Documentation re-certified items


Original certificates shall be delivered with the item to the owner (COC - Certificate of
Conformance or Declaration of Conformity ).
Test-Certificates shall as a minimum contain information on:
• Name of certifying company
• Name of owner of the item
• Standard of inspection
• ID number or Serial number of the Lifting Equipment
• Item description and Type.
• WLL/SWL
• Test scope and results
• Date of test and date of next test.

Note: NOC procedures are not to be utilized as a standard of inspection mentioned on the
certification.
Note: LOLER isn’t a standard of inspection and is a regulation not to be utilized as a standard of
inspection.
Note: Some crane hoist wire ropes and marine towing ropes come with a MBL or MBF and not a
SWL/WLL. The factor of safety is then worked out as per the application and in line with the
Crane OEM specification or marine towing application under DNV. Crane wire ropes are normally
5-1 Factor of Safety with Marine towing ropes under DNV normally 3-1.

Appendix E. Location of colour-code on Lifting Equipment

Below are illustrations of Lifting Equipment to indicate the place where to apply the colour-code
to avoid painting the entire piece of equipment. Applying the colour-code at such unique indicated
location makes the inspection process more uniform for 3rd party inspection companies.
The areas in dark grey indicate the recommended colour code location.
Do not cover important information, such as ID numbers, SWL or any other stamped information.
Webbing and round slings
Common practice is to apply the colour code with a coloured tag, as painting combined with
environmental conditions are uncertain.
