The state recognizes and promotes the rights of indigenous Cultural Communities With
the frame work of national unity and development.

Introduction
In this Section we will discuss Indigenous Cultural Communities and the importance
of the recognizing their frameworks, they must be treated equally as stated in the law
and they must be included in the development of the Philippines because they are the
builders of our culture in the country.

Through the indigenous people rights act (IPRA), Certificate of ancestral domain tiles
(CADTs) are issued to formally recognize the rights of possession of support to them in
the in the practice of their ritual and ceremonies whenever these are necessary held.
And the state recognize respect and protect the rights of indigenous people to preserve
and develop their cultures, traditions and institutions. It shall consider these right in the
formulation of the national law policies.

The purpose if this research is to focus on the rights of indigenous Cultural


Community by treating them equally like a normal citizen and by helping them to
improve their community and recognizing their framework and tradition.

Brief information of the Public Policy


ILO in Indigenous and Tribal Peoples in the Philippines, Despite the abundance of
natural resources around them, the indigenous peoples (IPs) in the Philippines, like their
global counterparts, are ranked among the poorest and most disadvantaged sector.
They are deprived of rights and opportunities to develop capacities to cope with the fast-
changing social, economic, and political environment. The ILO supports the
empowerment of indigenous women and men through a dual strategy of intervention,
promoting policies to protect their rights, including through the Indigenous and Tribal
Peoples Convention, 1989 (No.169) and supporting capacity-building initiatives through
technical cooperation projects for indigenous peoples in their ancestral domains. The
Convention is consistent with the framework established by a national law-
the Indigenous Peoples Rights Action (IPRA) and UN Declaration on the Rights of
Indigenous Peoples.

I want to Focus on the lives of the indigenous people because a lot of disaster
happening in our world like COVID, Volcanic eruption, earthquakes and Typhoon we the
Normal citizens of Philippine experiencing hard time to live in this situation what's more
on our indigenous people there more experiencing hard time because they don't have
enough supplies and resources and we most balance the benefits on what we get in our
Government to have a equality on everyone on of use and Give den a doctor or
professionals that will guide them and help them to improve there community

Counter argument
Categorizations of indigenous people in the Philippines are possible, but for
Purposes here a fairly conventional on employed by the Episcopal Commission on tribal
Filipino (ECTF) will serve, ECTF estates that there are approximately 6.5 million
indigenous people composing about 10 percent of total Philippines population, and
Indigenous people often find themselves involved in conflict with the dominant society
mostly relating to the lost of their land, territories and resources or to the deprivation of
their civil political, Cultural Social and economic rights and one of the most significant
threats faced by indigenous people arises from their displacement, eviction and
separation from their lands territories and resources, and the Philippines facing the most
difficult situation right now the Lack of Finance, Pandemic, natural Disasters and
corruption that’s why we cannot fully support our indigenous people l.

My Argument
As all we know we are facing hard time in our country but the Government have job
to support every people living in the country specially the indigenous Cultural
Community or indigenous people if we don’t give the support on them we should give
the land that what they want and base on my research all indigenous people really
wants is their lands they didn’t wish anything more than on that and respect their own
culture.

According to Rachel Mariano and Betty Belen, Indigenous women and human
rights advocates share their incarceration stories due to trumped-up charges and
evidence. The cause of their persecution is clear: they defend their ancestral lands.
Because of their activities, their families and communities also suffer the impacts of
prison. At present, both leaders have currently been released and continue to fight
against the development projects of transnational companies in the context of
escalating attacks against the Indigenous Peoples of the country.

Conclusion
It should be clear from these observation of more democratic political system in the
Philippines has not itself significant improved the human right circumstances of
indigenous Filipino such improvement as has occurred instead reflects the organization
efforts and plain hard work of indigenous Filipino and those who work on their behalf.

The Policy that I want in future is, the policy that will put indigenous people in a
highest peak of Their life, the government will Conduct a law that every Indigenous
people will easy find work even they don't have experience on it they will easily find
work on the city and every month they will receive a support from the Government like
giving them seeds for planting and Doctor for health medications
