PREAMBLE (cont'd) PREAMBLE 1.0 INTRODUCTION This General Criteria document includes three main parts: . the Preamble which forms the first part of overall General Criteria and contains some matters pertaining to both the other parts, . Part A, relating mainly to operational aspects of transport services, particularly railway services; . Part B, relating mainly to engineering design and construction. The definitions adopted in this document are given in Section 2 of the Preamble 14 Preliminary Criteria This document primarily indicates criteria which any Potential Developer shall take into account when preparing and submitting a proposal for development at a railway location, and which will apply to actual development. 12 ‘Subsequent Further Documentation and Requirements This document also includes an indication of further documentation which will be required from a Selected Developer and associated consultants, contractors, personnel and subsequent development occupancy management in the event of a development proceeding These criteria will be incorporated in tendering or negotiating processes and subsequently in any contract for development. The rights of both the development party (or parties) and the railway party (or parties) shall be covered by General Conditions of Tendering and Contract and such General Conditions shall cover interaction of criteria, determinations and Settlement of Disputes. 13 Anticipation of Detailed Requirements Detailed requirements arising from these criteria in relation to any specified development shall be anticipated by the Potential Developer and costs of compliance allowed for in the commercial aspects of the development proposal, 14 General Application The requirements pertain to those matters relating to and potentially affecting railway assets, safe and efficient operations and the comfort, convenience and safety of users, operators and maintainers of services and facilities provided at or adjacent to Railway Locations aT Ear Te Paes PUBLIC TRANSPORT CORPORATION. | ENG-AD-STD-0001 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS : PREAMBLE (cont'd) 15 Railway Infrastructure on Non-railway Land This document also applies to development on non-railways land or strata which are adjacent to railway, contain railway infrastructure, or could impact on railway assets or operations. 1.6 Development Agreements and Management Arrangements Where appropriate, the parties shall enter into a life time management plan alter signing a development agreement. 47 Provision for Betterment and/or Expansion of Transport Services If in the review of a development proposal the Railways Strata Controller chooses to upgrade or expand relevant facilities or services, it may do so at its own expense and the Developer shall incorporate such betterment and/or expansion within the development concept. marr Ta Pa PUBLIC TRANSPORT CORPORATION | ENG-AD-S1D-0001 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PREAMBLE (cont'd) 2.0 DEFINITIONS Notwithstanding likely situations where any one or more parties may each have single or multiple roles associated with any proposals for developments, or actual developments the following are used in this document. 24 Railway Locations Railway locations shall mean any areas occupied for or set aside for railway tracks, sidings, operating facilities, stations and associated transport and transport interchange facilities. 22 Air-Rights Air-rights shall mean rights to develop any stratum over, under or adjacent to railway locations. 23 Potential Developer Potential Developer shall mean any party submitting or intending to submit a proposal for development on defined air rights. 24 Selected Developer Selected Developer shall mean any party selected by tender or negotiation to proceed towards formal agreement to develop any strata purchased or leased. 25 Developer Developer shall mean any party which proceeds to implement an agreed development (the development). 26 Specified Strata Control Party Specified strata control party shall mean any nominated party that controls, purchases, leases or acquires any interest in any strata at any nominated railway location(s). 27 Railways Strata Controller Railways Strata Controller shall mean any party nominated by the PTC to act on behalf of the PTC for matters relating to development at Railway Locations. 28 PTC PTC shall mean the Public Transport Corporation or its successors. Various PTC functions, assets and documents shall continue to be referred to as such unless and until they are assigned, re-named or superseded. aa a Poe PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-0001 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PREAMBLE (cont'd) 29 MET Met shall mean the operator of metropolitan public transport including trains, trams and buses in Melbourne. Various Met functions, assets and documents shall continue to be referred to as such unless and until they are assigned, re-named or superseded. 2.10 ViLine ViLine shall mean the operator of rural public transport services including trains, trams and buses in Victoria. Various V/Line functions, assets and documents shall continue to be referred to as such unless and until they are assigned, re-named or superseded. 244 Transport Services transport services” means services provided in or towards satisfaction of the objects of the Department of Transport outlined in Section 4(1) of the Transport Act 1983 as amended and includes, without limitation, services provided for by way of facilities for: (2) _public and private rail, bus and taxi transport; (6) customer waiting, refreshment amenities, platforms and luggage handling; (c) country and interstate terminals; (2) train fuelling maintenance and stabling; (e) _ staff office amenities; 0 customer carpark; and @) bus parking." 2.12 Superintendent Where used in PTC documents associated with this document, Superintendent shall be taken to mean Railways Strata Controller. ian Tay Te Pree PUBLIC TRANSPORT CORPORATION |_ENG-AD-STD-t008 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS. PREAMBLE (cont'd) 3.0 APPROVALS PROCESSES 34 Tendering Processes Not Included ‘The process for tendering for or negotiating for development rights is not covered by this document. 3.2 Approvals Process for Selected Development Phases After becoming a Selected Developer it shall be the responsibility of such Selected Developer to obtain all necessary approvals from all parties associated with the proposal for each phase of development. During the design and construction phases of the development, the Developer shall allow in general, 20 working days from the date of lodgement of the submission for review by the Railways Strata Controller. Submissions and their timings shall be discussed with the Rallways Strata Controller and agreement shall be obtained by the Developer from the Railways Strata Controller for the packaging of submissions and ‘their jings to arrive at manageable portions for review ‘and alignment with hold points called for by the Railway Strata Controller. Such agreement shall not be unreasonably withheld. 3.3 Development Proposal Clarification After receipt of submission(s) from potential developer(s) for proposed development(s) and review by the Railways Strata Controller, potential developers may be required to submit further conceptual data to demonstrate practicality of achieving the proposed development and particularly the compliance with the relevant regulatory requirements and the General Criteria and any Specific Criteria issued in conjunction with the General Criteria. 34 Detailed Design Approval Before any construction may be commenced the selected developer (or preferred developer at an intermediate phase) shall submit for approval such general arrangement drawings and calculations to demonstrate the functionality, serviceability, strength, durability and overall adequacy of the design for approval by the Railways Strata Controller before a development agreement may be completed. 35 Construction Approvals Before any construction of a development commences, the Developer shall ensure that all contracts or agreements require all contractors or other parties concerned to comply with all of the General Criteria and Specific Criteria for the relevant aspects and obtain all necessary approvals and permits from external parties and provide proof of such approvals to the satisfaction of the Railways Strata Controller. arr Tay Tae PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-0001 INFRASTRUCTURE DIVISION EREIONES GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PREAMBLE (cont'd) 4.0 TRACKS AND FACILITIES 4a Railways4nitiated Realignments/Relocations In the event of the relevant Railways Strata Controller initiating or having knowledge of the planning for or provision for trackwork, platform or structures realignments or relocations, whether they are associated with or not associated with making area(s) available for development purposes, an outline of railway requirements shall, on request, be made available to potential developers and the time and the cost to each party for integrating such activities with each competitive development proposal shall be taken into consideration in choosing a selected developer. . 42 Developer-initiated Realignments/Relocations of Rail Services Any potential developer who proposes a development which requires realignmentrelocation of major features such as tracks and platforms shall inform himself and anticipate from initial documents the nature and extent of detailed railway requirements if and when a specific development proposal is approved, and provide for compliance with such requirements in the technical and commercial aspects of the development proposal. In the event of the development proposal being accepted the selected developer shall be responsible for compliance with the detailed requirements relating to the approved development and shall be responsible for all costs relating thereto. 43 Developer-initiated Relocations of Associated Facilities The limitations of and criteria for relocation of associated transport facilities from a railway or adjacent site to other specific or unspecified sites are beyond the scope of this document. Nevertheless any potential developer who proposes such relocations must meet the costs involved if the development proposal is accepted, and therefore should allow for such in the commercial aspects of any development proposal submitted nar ToS TO Pee PART A - RAILWAY OPERATIONS PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-S001 INFRASTRUCTURE DIVISION VERSION 20 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY. LOCATIONS: PART A- RAILWAY OPERATIONS 1.0 CUSTOMER AND STAFF REQUIREMENTS 14 Customer Access Potential developers shall ensure that development proposals include, within or adjacent to the development, appropriate unimpeded access ways for customers from adjacent street(s) through to the platform areas. These must be at least equal to existing access ways in relation to widths, gradients, convenience, safety and security, with adequate lighting, ventilation, non-slip surfaces and signage and be in accordance with current Australian Standards. Access from street level through to ticket vending levels and platforms shall be provided for disabled persons, whether or not such access is provided currently, ‘Additional multi-purpose access ways through any new development for development patronage and transport customer use may be permitted subject to them not ‘endangering the safety and security of transport customers and assets. Development design proposals for station entrances shall take into consideration the need for ease of interchange between railway, tram and road services including taxi and ‘Kiss & Ride’ facilities. 12 Access to Station Platforms If the proposed development requires any relocation or variation of existing access to station platforms then the selected developer shall consult with any relevant Specified Strata Control Party and Railways Strata Controller to determine the needs of customers and staff. Any proposed modifications shall form part of the development. and be executed at no cost to the PTC. Full details of all modifications must be specified and approved by the Railways Strata Controller prior to the commencement of any works. 43 Station Fa 1s General [All station facilities incorporated in the development shall fully cater for the type and volume of business to be conducted within the development. All railway staff areas within the development shall be air conditioned at the Developer's expense. The design of the development shall allow the area occupied by railway staff to be operated independently of the development, with separate security and access arrangements. nar a Fase iF PUBLIC TRANSPORT CORPORATION |_ENG-AD-STD-000t INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY. LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) 14 Shared Areas of the Development In the event that the selected development includes certain areas which are used by both transport services customers and development customers, the common area shall remain open and be fully serviced during all hours of operation of the transport services. Unless agreed otherwise, the selected developer will be responsible for opening, closing and fully servicing the common areas to the satisfaction of the Railways Strata Controller. Servicing shall include, inter alla, ighting heating, cleaning, maintenance and repair, security surveillance. 15 Ticket Vending, Validating and Gate Control in the event of the proposed development interfering with the functionality or details of current or foreseeable future ticketing arrangements, the selected developer shall provide the space, building and architectural fitting-out and building services capacity Fequired at its expense, with the exception of extra equipment and associated cabling required and specifically requested by the Railways Strata Controller as improvements. 16 Security of Facilities and Contents In the event of the proposed development obscuring presently unobscured views of facilities such as ticket vending machines the Developer shall provide for and meet the cost of the security monitoring of such facilities, and ensure that the security for retrieving money from the facilities is not compromised by the obscurity and changes to access. 17 Temporary Station Facilities Railway operations will be maintained by the Railways Strata Controller throughout the period of construction. If the railway facilities need to be demolished or relocated, then the Developer shall provide and maintain at the Developer's cost, temporary facilities equal in area to the existing facilities i.e. booking office, tollets, parcels office, efc. The design of these temporary facilities shall be submitted to the Railways Strata Controller for review. The temporary facilities shall then be built in accordance with the approved drawings. Safe access to and between the platform areas and other customer access reas identned elsewhere fa this document shall’ be provided from the temporary facilities. 18 ‘Communication Information Systems All existing communications and Transport Information Systems (including intercoms, public address system, provided for customers and staff shall be retained and be ‘operational at all times during the construction phase and shall be incorporated in the final development. rar Toa To Poa PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-0004 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY. LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) The design, erection and removal of any temporary support structures for communications and transport information systems shall be at the expense of and be the responsibility of the selected developer. The selected developer shall provide and install temporary and permanent signage (conforming with the latest Railway Signage Manual and Australian Standards) in all public areas to direct customers towards the facilties and services, entrances and exits of the station, platforms, modal interchange, tram stops, taxi ranks etc. A signage scheme will be prepared by the selected developer and presented to the Railways Strata Controller during the detailed design stage. s The Railways Strata Controller will retain the right to erect additional signs anywhere in the development after commissioning of the development at a cost to be negotiated at the time of detailed design. The Developer shall be asked to consent to such signage and consent shall not be unreasonably withheld. 19 Noticeboards Provision shall be made in the development design for noticeboards, of a size to be advised by the Railways Strata Controller, to be located in accordance with current standards. The boards are to display a range of customer information and will be supplied by the PTC for installation by the selected developer at the Developer's cost, except when otherwise agreed, 1.10 Passenger Information Display Provision shall be made for displaying public transport information on platforms, in the booking lobby, around the modal interchange, adjacent to station entrances and in the main concourse areas where they can be readily seen by customers. Some of this information will be provided by electronic equipment supplied, installed, operated and maintained by the Railways Strata Controller, Other information will display train, tram and bus timetables on posters, bill boards etc. 44 Interchange to Trams (Light Rail) Where applicable, suitable access to existing tram or light rail services from the development site shall be maintained at all times. If the proposed development requires any relocation of existing Safely Zones or variation to any tram stops then the selected developer shall consult with the Railways Strata Controller to determine the needs of tram customers. Any such modifications shall form part of the development and be executed at no cost to the PTC. 1.12 Traffic Management in Vicinity of Tram Tracks Carpark or bus interchange entry/exit points for the proposed development should be located and designed to minimise conflict with any tram and/or light rail operations. a Tay Te Pa PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-0001 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) To avoid the disruption and delays to tram services which can occur when right turing vehicles cross tram tracks, it is preferable that vehicle entrance/exit points to the development are designed with a left turn inlleft turn out arrangement. For large scale developments with large capacity carparks, it may be more appropriate to signalise the vehicle entrylexit point and provide suitable traffic signal phasing to adequately cater for peak parking tuming movements. 4.13 Access to Bus Services (If applicable) Suitable access to existing bus services shall be maintained at all times. 444 ‘Temporary Modal Interchange If the proposed development requires any temporary facilities for modal interchange during construction then the selected developer shall consult with the RaiWways Strata Controller to determine the needs of bus customers. The cost of a temporary interchange including additional travel if applicable shall be bome by the selected developer. 4.45 Traffic Management to and from Road Network Designs for vehicular and pedestrian access to and from the site to the adjacent road network shall be in accordance with the responsible road and planning authorities’ requirements and shall be at the selected developer's expense. Unless otherwise approved access shall be provided at two or more locations in order to adequately provide for all required directional movements. Where separate access points are provided for buses, then exit from the bus terminal into the road system shall be located to the right of the other access points. The width of the access roadway and the kerb retums shall be such that buses and trucks can tum out of or into the full width of the kerb-side traffic lane. Road speed restriction humps shall not be constructed on bus roadways where access is required for the passage of buses. Pavement design must be upgraded if sub-standard to suit these requirements, throughout the area used by the buses. Regulatory, information, waming and advisory signs and pavement markings shall be in accordance with the responsible authorities’ requirements. Pavement markings of an advisory nature for BUSES ONLY or passenger walkways shall be painted in yellow colour to prevent confusion with regulatory requirements. Depending on the nature of the development and the road network surrounding it, buses may have difficulty in gaining access to and departing from the development. In such instances where extensive delays may result, it may be appropriate to signalise the entry/exit point and provide a priority movemnent to permit buses to safely and efficiently enter and exit the development. The Railways Strata Controller shall determine such facilities and all work shall be at the selected developer's expense. An intermal/extemnal telephone shall be installed within the staff amenities room. Alternatively for minor terminals, a track type telephone in a lockable steel cabinet shall be provided for security and operations purposes. ‘At major bus terminals, both male and female toilets shall be required with public access prevented by means of a lockable door. Drivers shall each be issued with an access key by the Railways Strata Controller. . A suitable storage cupboard shall be provided in the staff toilet room to hold cleaning equipment and supplies. 147 Permanent Access Outside of bus service operational times, the public amenities facilities at modal interchanges shall be locked by the selected developer, unless otherwise agreed by the Railway Strata Controller. During the hours of operation of bus services, customers shall require direct access to all transport services including to rail platforms, tram services and taxi ranks. 1.18 Bus Bays Each bus bay shall be signposted with the route number(s) of services operating from that location. Lighting in public areas shall be sufficient to enable timetables and route maps to be read and to provide for security of the area. 4.19 Access for Railway Personnel and Services Contractors 1.19.1 General The right of access for the railway operations personnel to areas used by them shall be guaranteed 24 hours a day. This is to enable cleaning, regular maintenance, emergency or other works to be carried out in relation to railways and associated assets. ‘Subject to appropriate consultation with relevant Unions and any industrial outcome, the Railways Strata Controller may be prepared to consider any proposal by the selected developer for platform cleaning operations to be combined with cleaning of the development on the rest of the premises. 1.19.2 Servicing of Train Platform Areas The PTC will have an on-going need to provide the platform areas with cleaning and rubbish disposal services and a 24 hour access to platform areas must be maintained for these services. war aay rare PUBLIC TRANSPORT CORPORATION |_ENG-AD-STD-0004| INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) 1.19.3 Servicing of Modal Interchange Areas The PTC will have an on-going need to clean and remove rubbish from modal interchanges and a 24 hour access to these areas must be retained for these services. 1.19.4 Servicing of Track Drainage, Signals and Overhead Wire Access for ser these assets will generally be via the railway corridor leading into the development zone, provided that all prescribed clearances are maintained. PART A - RAILWAY OPERATIONS (cont'd) 2.0 SAFETY AND SECURITY 24 Construction Phase 244 General Requirements Any works carried out by the Developer adjacent to running tracks shall comply with the safety requirements as set out in the Appendix A. 24.2 ‘Site Works : The Developer shall bear the cost of railway approved personnel who are employed to provide protection to railway assets and services and shall carry out such'work when so directed by the Railways Strata Controller and to the satisfaction of the Railways Strata Controller. 243 Customers and Staff Trains ‘Where work is being performed either at platform level or over the tracks, the provision of barriers, lights and any other measures necessary for the protection of train customers and railway assets shall be provided at the expense of the Developer and carried out to the satisfaction of the Railways Strata Controller. Trams or Buses Where work is being performed adjacent to, or in the proximity of, existing tram or bus services associated with or interconnected with railways, the provision of barriers, lights and any other measures necessary for the protection of customers, railway staff and railway assets shall be provided at the expense of the Developer and carried out to the satisfaction of the Railways Strata Controller. 244 Protection of Infrastructure Protection of the railway infrastructure at the Developer's expense will be carried out by approved personnel during construction activity involving alteration to or work adjacent to railway infrastructure. The Developer shall not assume specific or regular times of availability. 22 Final Features 224 Access for Emergency Services Providers The PTC will be responsible for safety and security of its customers and assets within railway operations areas. Provision will be made for emergency services providers to ‘access the raiway operations areas. The selected developer will be required to coordinate its plans to complement and extend the access for emergency services providers through the development to the railway operations areas. 222 DISPLAN Arrangements The selected developer will have to consult with emergency services providers to ensure that the development and railway operations areas provide facilities for an agreed DISPLAN. The selected developer shall submit a documented DISPLAN signed off by all emergency services providers. 223 Jurisdiction of Victoria Police and Security Officers The PTC may utilise its own security personnel within railway areas and has an established relationship with the Victoria Police. The selected developer will coordinate and cooperate with the Railway Strata Controller to establish a working relationship between its security staff, the railway security staff and the Victoria Police. ‘In the event that the Railways Strata Controller is dissatisfied with the performance of the selected developer's security staff, the Developer shall after receiving due notice, restore satisfactory performance within 24 hours. 2.24 Security Surveillance and Patrol The Developer shall be responsible for security surveillance and patrol in the Developer's own area, and common areas, to a standard as determined by the Railways Strata Controller . Flagmen and other measures necessary for the protection of railway operations and all personnel on site during the construction period shall be arranged by the Developer in accordance with Appendix A. Taam ay 88 Poee a INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS -|| PUBLIC TRANSPORT CORPORATION |_ENG-AD-STD-0001 PART A - RAILWAY OPERATIONS (cont'd) 3.0 OPERATIONAL BASED CONSTRAINTS DURING CONSTRUCTION a4 General The execution of any construction work above or near the train or tram tracks will be restricted to approved occupation periods. The construction activities will then only be permitted when an absolute occupation of track has been approved and a certificate of occupation issued to the railways’ supervisor nominated by the Railways Strata Controller, and overhead power lines have been isolated and earthed and a permit to work has been issued 3.2 Absolute Occupations ‘An absolute occupation is defined as the approval by the Railways Strata Controller for the Developer to utilise a predefined area which is either on or near the train or tram track under the protection of an authorised Flagman or Supervisor. ‘An Absolute Occupation can be either the occupation of multiple tracks or one track only. The developer may also require an overhead permit. An overhead permit is issued when the Railways Strata Controller arranges to isolate and earth the overhead power supply. The PTC may also have to provide substitute services for the duration of the occupation. If the Absolute Occupation restricts railways services then substitute services eg. buses may need to be provided, the costs of which shall be bome by the Developer. ‘At the end of the period for which the Absolute Occupation is issued and the track is safe for traffic, the railway supervisor will retum the Absolute Occupation certificate to Train Operations and the overhead permit will be cancelled. 3.3 Construction Programme The Developer shall discuss the proposed construction programme with the Railways ‘Strata Controller to develop and obtain mutual agreement on proposed dates, areas and power off arrangements for the occupations. The Developer shall then submit to the Railways Strata Controller, as part of the development proposal, a detailed construction programme indicating when: . Rail track occupations and/or overhead permits are required (if applicable) . Tram track occupations and/or overhead permits or adjacent road closures are required (if applicable) . Bus lane occupations and/or road closures are required (if applicable) The programme shall include four calendar weeks advance notice in writing from the Developer to the Railways Strata Controller for each Absolute Occupation and/or overhead permit and/or road closure, and when proposed construction work necessitate nar aay ae Page PUBLIC TRANSPORT CORPORATION | _ENG-AD-STD-0001 INFRASTRUCTURE DIVISION VERSION 2.0) GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) provision by the Railways Strata Controller of alternative service arrangements, 34 Restrictions General In order to execute construction over any train or tram track (within 3.0 metres of the centreline of track) it will be necessary to be given an absolute occupation of the track. ‘Absolute Occupations are restricted and for example, will not be granted at the following times: y . Any weekends in December, £ . During the four week period commencing one week prior to Christmas Day, . Australia Day; . Grand Prix weekend; . Moomba Period including Labour Day weekend; . Easter period; . ‘Anzac Day; . Queen's Birthday weekend; . Duration of the Royal Melbourne Show; . All weekends during September and the Grand Final weekend; . Melbourne Cup Week including the four days on which races are held at Flemington; . ‘Any other periods of high density traffic or particular operational requirements such as at school holidays. On other days, Absolute Occupations will only be granted between 9.00 pm and 4.00 am Weekdays and on weekends an Absolute Occupation will only be granted between 7.00 pm Saturday and 4.00 am Monday, provided Railways Strata Controller gives written approval, which shall not be assumed to be available but will not unreasonably be withheld. The costs of flagmen, de-energising of overhead supply, altemative services, and all other costs associated with the provision of occupations shall be bome by the Developer. Indicative costs of occupation, overhead permits, road closures and altemative services are available on application to the Railways Strata Controller. arr Te ay PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-0001 INFRASTRUCTURE DIVISION GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) Construction activity throughout the site shall be restricted to defined areas at defined times. This is necessary to maintain rail services and for separation of rail passenger movements from construction activity. These restrictions shall be subject to negotiation between the Railways Strata Controller and the Developer. Permanent or temporary alterations to rail tracks resulting in lowering of train speeds will be not permitted. Trams (Where applicable) Substitute services when required by construction activities may only be ‘onsidered between 7.30 pm and 5.30 am weekdays, and between 1.30 pm Saturday and 5.30 am Monday for weekends. These restrictions shall be subject to negotiation between the Railways Strata Controller and the Developer. Any restrictions on bus services shall be subject to negotiation between the Railways Strata Controller and the Developer. This cost shall include not only the cost of buses, but also the costs associated with timetable change including the documentation of timetable char idditional staff for customer service, possible additional train drivers, any publicity hand out material (temporary timetable) and advertising in newspapers and stations by way of posters. TA General Throughout the construction of any portion of the work over or adjacent to any train or tram tracks, or bus circulatory roadway or standing area, the Developer shall be responsible for taking all possible measures to ensure the safety of workmen against risk of falling onto such tracks or pavement or of being struck by railway vehicles, and likewise to protect the travelling public on the property of the Railways Strata Controller against damage or injury owing to materials or equipment falling or projecting from any portion of the Works site. The Developer shall indemnify the PTC accordingly for an amount of A$20,000,000 or such greater amount as may be specified in relation to a Particular development. 7.2 Track Clearances The development shall be subject to the clearance requirements as described in Appendix A and Figure E1 attached. 73 Safety Awareness Training All Contractors, their employees and subcontractors in providing services which may involve working on or beside railway track infrastructure shall be required to complete the PTC's safety awareness training course - "Safety in Field - Rall Track”. All contractors, their employees and subcontractors in providing services which may involve working on or beside tram track infrastructure shall be required to complete the PTC's safety awareness training course - “Safety in Field - Tram Track". 74 Safety Precautions During Construction The Developer shall be subject to the safety precautions described in Appendix A. nar Toa ae PUBLIC TRANSPORT CORPORATION | ENG-AD-STO-0001] INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAY LOCATIONS PART A - RAILWAY OPERATIONS (cont'd) 8.0 FACILITIES AND ACCESS FOR THE DISABLED Design development proposals shall make allowance for facilities and access for the disabled, both during construction and in the final arrangements. PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS 1.0 GENERAL 1 Development Proposals All development proposals submitted by potential developers must show sufficient general arrangement and detailed drawings and engineering analysis to demonstrate the practicality of the proposal, to the satisfaction of the Railways Strata Controller in addition to any other parties involved in the selection and approval process. 12 ‘Submissions and Approvals Before Construction Before any construction work may commence on any approved development, all relevant specifications, calculations and detailed drawings of all temporary and pefmanent works shall be submitted by the Developer to the Railways Strata Controller for review. The drawings must show the relationship between the railway strata and the propo: development and must have been approved by the local Council and any other Authority from whom approval is required. Geotechnical reports from specialist soil testing laboratories shall be submitted by the Developer for review. All calculations for the proposed development shall be carried out by a qualified engineer and checked independently by a Corporate Member of The Institution of Engineers, Australia ‘Compliance with the independent verification of AS 9001 is necessary. Each page of all submitted calculations shall be signed by the designer and independent checker and a Principal of the Consultants shall issue a certificate of adequacy of the design and specifications for the structure and all services and assume responsibilty for same. Specialist Engineers shall design all relevant parts of the development, ie. Structural Engineers must design structural work, Signalling Engineers must design signalling works, Electrical Engineers must design electrical work, Mechanical Engineers must design mechanical work. Similarly the independent check must be done by the relevant specialist Engineers. It shall be the responsibility of the Developer to ensure that the total sufficiency of all works is in accordance with the standards specified by the Railways Strata Controller and all other relevant authorities. No temporary or permanent works of any description shall commence without written approval from the Railways Strata Controller. The inspectors nominajed by the Railways Strata Controller shall be permitted access at all reasonable times to all places where the work is being carried out and shall be afforded all the necessary facilities required by them for inspection of all materials and workmanship. Review of potential development proposals and/or approved Developer submissions, by the Railways Strata Controller in no way relieves the developer, the designer, the checker, the development principal or the consultants of liability for completeness and accuracy of all aspects of designs prepared for the development. Where no Australian Standard or Code of Practice exists the appropriate British, ‘American or Intemational Standard shall be adopted, subject to the written consent of the Railways Strata Controller. a Where no relevant Australian Standard or code exists, the Developer shall prepare a written report containing full details of the Standard(s) or Code(s) to be adopted and shall submit it to the Railways Strata Controller for review. This report shall include:- . the proposed Standard(s) or Code(s); . previous examples of where the proposed Standard(s) or code(s) has been successfully applied and found by post construction measurement to be acceptable; . two written opinions from Engineers with qualifications and experience in the matter under consideration deemed to be satisfactory in the opinion of the Railways Strata Controller, supporting the adoption of the proposed Standard(s) ‘or Code(s). This report is to be prepared and submitted at the Developer's cost. arr aay TE oe PUBLIC TRANSPORT CORPORATION INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) 3.0 DESIGN STANDARDS a4 General Design Loads Structures shall be of steel/concrete construction. Structures over the platforms and train or tram tracks shall be designed for Code requirements for the planned usage and in any case for a minimum live load of 5 kPa. Where motor vehicles have access to the deck (or any other part of the development) then all structural elements shall be designed in accordance with the current AUSTROADS Bridge Design Code. Passenger and parcel platforms shall be designed for a minimum live load of 7.5 kPa. Where loading vehicles are used on platforms, the maximum static axle loadings of the vehicles plus 10% impact loading shall also be taken into account in the design. Where building and wind loads are applicable, the structure shall be designed to the strength and serviceability requirements of the current Standards Association of Australia codes applicable to the form of construction proposed by the Developer. The Developer shall state which codes are used. 3.2 Train 3.24 Design Loads ‘Structures subject to railway vehicle loadings shall comply with all the requirements of the Austroads Bridge Design Code incorporating Railway Supplements except for pier design/protection as defined in this General Criteria PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS. 3.2.2 ‘Standard Trackwork Construction - Trains Standard details for new track construction for trains are shown in Figure E3. PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) 3.24 Impact on Train Signalling Systems The Developer shall seek advice from the Railways Strata Controller relating to the possible impact the new development may have on the existing or proposed signalling system. In the event that the new development requires modification of trackwork, modification of train operating pattems or will obstruct the drivers view of existing or proposed signals, then the Developer shall be responsible for any costs associated with the modifications or relocation of any signals or the provision of additional signals. Signalling designs, drawings and specifications shall be submitted to the Railways Strata Controller for review and approval. : Commissioning and cut-over of site works must be carried out under the overall supervision of the Railways Strata Controller. 33 ‘Trams (Where applicable) Design Loads The structural design of proposed developments shall allow for tram live loading of 9 tonne per axle. Tram axles are spaced 1.8 metres apart on each bogie and are arranged 2 No. axles per bogie, and bogies are spaced 8.5 metres apart. Standard Trackwork Construction - Trams. Standard trackwork construction for trams is shown in Figure E4 attached. PTC Dwg. No. P16246 - Track Design, Concrete to Surface, 3.353 centres with 42kg rail. 3.4 Buses 341 Design Loads Loading shall be in accordance with the Austroads Bridge Design Code. B42 Bus Terminal Area The PTC prefers bus terminals to be located ‘at grade’. Procedures for structural maintenance and improvements to circulatory roadways and standing areas shall cause imal disruption to bus operations and shall be subject to the approval of the Railways ita Controller. st If the proposed bus terminal is elevated, then allowance shall be made in the structural design for the future surface wear and polishing of roadway surfaces, and the application of an epoxy based or other approved proprietary anti skid treatment of the roadway ‘surfaces to a total combined thickness of 25 mm. Pedestrian ramps, where used, shall comply with AS1428.1 Design for Access and Mobility - Part 1. arr Ta Foner PUBLIC TRANSPORT CORPORATION INFRASTRUCTURE DIVISION GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) Bus ramps and other variations in grade shall provide for a bus angle of approach and departure not exceeding 8% (ie. 1 in 12). 3.4.3 Pavement Design Bus standing areas and structural circulatory roadways shall be constructed of teinforced concrete. Where the terminal is at grade then the PTC would prefer a conventional asphalt pavement for the circulatory roadway. Minimum width of bus lane 3.7 metres or 7.4 metres (two way). Desirable ‘crossfall of circulatory roadway 1 in 40. Desirable minimum slope for drainage of terminal area 1 in 100. : Concrete barrier kerbs (B2 or B3) shall be used for all bus loading areas and adjacent to passenger and pedestrian walkways and footpaths. marr Tana Te Pane PUBLIC TRANSPORT CORPORATION | _ENG-AD-STD-0001 INFRASTRUCTURE DIVISION GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) 40 CLEARANCES 44 General Whilst the clearance figures shown throughout generally apply, they may not necessarily be relevant in every case as clearances are location specific. Approval of clearances will be needed specifically from the Railways Strata Controller for each development. 42 Trains 4.24 Vertical Clearances The minimum preferred vertical clearance from rail level to the underside of any structural support 6.825 metres. However those locations where the overhead wiring does not have provision for air gaps or anchor structures and where signals and associated access walkways are neither provided nor anticipated, this dimension may be reduced subject to the Railways Strata Controller's written approval but in no instance may it be reduced to less than 5.75 metres. Refer to Drawing No 132/95 Rev B attached. Special consideration may be needed where: (2) _ There is a public level crossing within 600 metres of the development site. (©) There is a concentration of points and crossings andlor rail sidings in close proximity to the site. In all cases the Railways Strata Controller's requirements in regard to the particular location and protection of equipment and signal sighting and signal access considerations shall be obtained and incorporated in the design of the proposed development. ‘Supports for traction, lighting and power, signals and communications cables and fittings shall be provided as and where specified by the Railways Strata Controller. 4.22 Horizontal Clearances The development shall be subject to the clearance requirements as described in Appendix A and shown in Drawing No. 132/95 Rev B attached. On platforms a minimum horizontal clearance of 3.5 metres is required from the face of any wall, column or pier to the coping of the platform. At particular locations specified by the Railways Strata Controller greater clearances shall be required, The minimum horizontal distance from the face of walls, columns, piers, etc., to any entrances to platforms, ramps, bridges, etc., shall be 5.5 metres from the centreline of track, nar Tay Ta Pa PUBLIC TRANSPORT CORPORATION INFRASTRUCTURE DIVISION GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS. PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) ‘Temporary works shall meet the requirements of Diagram D on Drawing No. 132/95 Rev B. A temporary fence of suitable material 2.0 metres high shall be created in accordance with this Diagram to ensure that all construction is kept outside this fence. ‘Adopting a 3.0 metre of clearance from centreline of track to fence, railway flagmen should not be required. Where lights on any roadway cause dazzle and confusion with sighting of signals during construction and/or afterwards the Developer shall take such action as the Railways Strata Controller may require to overcome the problem. 43, Trams 4.3.1 General Refer to Minimum Clearances to Structures for Tramways drawing P.15556 at Figure E2. 44 Buses 444 General These requirements shall apply in general but the Developer shall, in developing a concept proposal confirm with the Railways Strata Controller specific requirements for the types of buses operating out of each location which may vary from these general requirements. 442 Turning Movements ‘The maximum length of buses permitted by regulation is 12.2 metres for a rigid or single unit bus and 17.5 metres for an articulated bus. While rigid buses which have been operated by the PTC within the metropolitan area are normally less than the maximum length there are a number of older buses in service of up to 12.2 metres and even 12.5 metres under permit. Articulated buses are 18 metre length under permit Bus turning movements within the terminal and on the circulatory roadway shall have @ desirable minimum radius of 15 metres (to outer face of tyres). Where space is testrictive and with the agreement of the Railways Strata Controller in writing an absolute minimum tuming radius of 12.5 metres shall be used with additional clearance width of 0.6 metres to the face of kerbs. A swept path of 2.1 metres from the face of tyre shall be kept clear of all columns, posts, signs, public lighting poles and traffic signal pedestals. Passengers shall not be permitted to stand within the dimensions of the swept path. These dimensions are critical for the operation of buses to cope with the various types and models of buses, the differing types of steering, the age of the bus and the location and spacing of columns and other structural elements. xo aay Pena PUBLIC TRANSPORT CORPORATION | ENG-AD-STD-0001 INFRASTRUCTURE DIVISION GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) Refer to Figure E6 - Minimum Clearances to Structures for Buses at Interchanges or Terminals, attached. 443 Clearances Buses which have been operated by the PTC within the Metropolitan area have height clearance of 3.3 metres and 3.4 metres. Buses used by charter companies can exceed this height by the use of stepped or high deck coaches. Buses of this type occasionally use Met terminals or other parts of shopping centres, conference centres, etc. Coaches which have been used by ViLine have height clearances in excess of 3.3 metres and double decker coaches up to 4.5 metres under permit. 7 The maximum permitted height for buses in Victoria is 4.0 metres with permits on approved routes of 4.3 metres. Buses in excess of 4.3 metres require over dimensional permits. The clearance height for buses shall be 4.75 metres to the lowest portion of the ‘overhead roof (or floor structure) including fire sprinklers, pipe and sewer runs, floor beams, signs, power and lighting and other suspension fixtures. 444 Bus Bays All bus operations must be of the drive in/drive out type and reversing will not be permitted. Parallel bus bays will be permitted for minor bus terminals. Typical layouts for sawtooth arrangements are shown on Figure ES Design of sawtooth bus bays at terminals. nar Thay Poni PUBLIC TRANSPORT CORPORATION | _ENG-AD-STD-0001 INFRASTRUCTURE DIVISION VERSION 2.0 GENERAL CRITERIA FOR DEVELOPMENT AT RAILWAYS LOCATIONS PART B - ENGINEERING DESIGN AND CONSTRUCTION ASPECTS (cont'd) 5.0 BUILDING CONSTRUCTION ‘The deck or structure over train or tram tracks or bus terminals shall be of either steel, reinforced concrete or prestressed concrete construction and shall have a fire resistance period of at least 4 hours in accordance with AS 1530.4, Fire resistance test of structures. ‘The PTC prefers that there be no penetration through the deck over railway assets. However should penetrations be unavoidable, they shall be sufficiently strengthened to produce no ill effects in the way of concrete cracking etc, and shall meet, the above design standards. Such penetrations shall be so placed as not to interfere with any aspect of operations or maintenance and shall on no condition be located over tracks or any portion of the traction overhead wiring system, except where “openings are specifically required and designed to have a walled chimney effect over tracks used by steam locomotives or diesel locomotives which may be required to stand for periods with boilers or engines operating. The locations and details of all such penetrations in the deck shall be submitted by the developer to the Railways Strata Controller for review. Neither physical nor electrical contact shall be made between the deck or structure and any part of any bridge which carries rails for electric trains or trams unless written permission to do so has been sought and obtained by the Developer from the Railways Strata Controller. The Developer shall obtain written requirements for the maintenance of physical and electrical clearances between the deck or structure and each bridge from the Railways Strata Controller. The deck shall have a flush soft. The design documentation of all building works that fall within the jurisdiction of the Building Control Act is to be certified by a registered Building Surveyor. All design engineers and architects involved with those works are required to be registered Building Practitioners, and must provide signed-off copies of Form 13 of the Building Regulations to the Building Surveyor. ‘The Developer shall engage the Building Surveyor and provide documents necessary to achieve certification of the building works. Two stamped approved copies to the documents are to be supplied to the Railways Strata Controller for record purposes, and one stamped approved copy is to be forwarded to the appropriate Local Govemment Authority. Proof of this lodgement is to be provided to the Superintendent prior to construction of the portion of the works concemed. arr Tay Faas ae
