The New York State Depart-
ment of Environmental Conser-
vation (DEC) is pursuing a
Department Initiated Modifica-
tion (DIM) to the State Pollutant
Discharge Elimination System
(SPDES) Permit (NY0002097),
pursuant to 6 NYCRR Part 750-
1.18, and 750-1.19, the Priority
Ranking System known as New
York State’s Environmental
Benefit Permit Strategy (EBPS).
This modification also includes
a permittee initiated modification
to add two parameters to Outfall
001.
The Ferro Electronic Materi-
als-Penn Yan Facility currently
produces inorganic materials for
the surface finishing of glass,
plastic, and memory discs as
well as electronic ceramic mate-
rials used in the production of
ceramic capacitors and varis-
tors. The facility is expanding to
produce inorganic material. The
facility has surface discharge to
Seneca Lake, a class B(T)
water.
The following changes to the
permit are proposed: - Adminis-
trative changes have been
made to the permit updating the
first and last pages. - Outfall
001: Weekly Monitoring and the
reporting of monthly average
and daily maximum for parame-
ters have been added; Based
on the maximum process
wastewater flow rate, the daily
maximum effluent limits for pa-
rameters have been changed. -
Outfall 002: Based on the cur-
rent sanitary wastewater flow
rate, the daily maximum effluent
limits for parameters have been
changed; Added bimonthly
monitoring and reporting of the
monthly average for parame-
ters; Added the reporting of the
daily average for parameters. -
The Discharge Notification Re-
quirements page has been up-
dated. - The Industry Best
Management Practices Special
Conditions have been updated.
- A Water Treatment Chemical
page has been added to the
permit. - Two compliance
schedule items have been
added, both requiring a short
term high intensity monitoring
program for parameters. The
monitoring program will aid in
developing appropriate effluent
limits for the parameters of con-
cern brought about by the per-
mittee-initiated modification.
