1. Explain various phases of Panchayati Raj Institution from independence till
date. Indicate major reasons for stagnation and decline of PRI during those periods. 2. Distinguish major differences between recommendations of Balwant Rai Mehta Committee and Ashok Mehta Committee on Panchayati Raj Institution in context of structural and various provisions on PRI. 3. In salient features of constitutional amendment (73rd) Act 1992 on PRI, what are additional features which were not the parts of recommendation of both Balwant Rai and Ashok Mehta committees. 4. Explain the terms “Delegation” and “Devolution” in context of decentralization what are potential benefits and risks in process of decentralization. 5. In context of PESA Act (Panchayati Raj extended to Scheduled Area), what are important provisions on which many state govt have reservations incorporating those provisions in their respective State Acts. 6. How right based approach differs from need-based approach, explain. Define responsibilities of right holders and duty bearers. How you can incorporate/integrate right based approach in development programme/projects. 7.
