TECHNICAL CRITERIA:

The bidder must have Bidder shall submit the following documents in support of

at vendor premises after completion of work/supply in all aspect. The completion
for Chemical/ Certificate must contain the reference number of work order,
Petrochemical / actual date of completion of work, executed/completion value etc.
Hydrocarbon
1 Processing Industry / In case the bidder is executing a rate contract/maintenance
Fertilizer / Power contract which is still running and the contract value/quantity
Plant in the preceding executed till one day prior to the due date of submission is equal
seven (07) years prior to or more than the minimum prescribed value/quantity as
to final due date of mentioned in the BEC, such experience will also be taken into
bid opening. consideration provided that the bidder has submitted satisfactory
work execution certificate to this effect issued by the End
user/Owner (or their consultant who has been duly authorized by
them to issue such certificate)having the Reference number of
work order, actual date of completion of work,
executed/completion value etc.

Note:1. A Job executed by a bidder for its own plant/projects cannot be considered as experience
for the purpose of meeting BEC of the tender. However, jobs executed for subsidiary/Fellow
subsidiary/ Holding company will be considered as experience for the purpose of meeting BEC
subject to submission of tax paid invoice (s) duly certified by Statutory Auditor of the bidder
towards payments of statutory tax in support of the job executed for Subsidiary/Fellow
subsidiary/ Holding company. Such bidders to submit these documents in addition to the
documents specified to meet BEC.

Note:2. Experience of bidder acquired as a subcontractor can be accepted against submission of

certificate from end user by such bidder along with other specified documents.

Note: 3. Relaxation of prior turnover and prior experience for manufacturer start-ups (as defined
in Gazette Notification no. D.L-33004/99 dated 18.02.2016 and 23.05.2017 of ministry of
commerce and industry), as amended from time to time – Not Applicable.

2.2.1 FINANCIAL CRITERIA (As per GeM):

Financial BEC Criteria

annual financial turnover
of the bidder during the last
three years, ending on 31st
March of the previous
financial year shall be Rs.
6 lakhs.
Eligibility Criteria
Documentary evidence in the form of certified Audited
Balance Sheets of relevant periods or a certificate from the
Chartered Accountant / Cost Accountant indicating the
turnover details for the relevant period shall be uploaded with
the bid. In case the date of constitution / incorporation of the
bidder is less than 3 year old, the average turnover in respect of
the completed financial years after the date of constitution shall
be taken into account for this criteria.

Note: Non-compliance of above BEC shall lead to rejection of bid.
