INTRODUCTION

Local Agenda 21 (LA21) is a voluntary community engagement process with the

goal of developing local policies and activities that promote sustainable development.

Awareness-raising, capacity-building, community participation, and the establishment

of partnerships are all elements of Local Agenda 21. Local Agenda 21 is a

programme and action plan for long-term and environmental sustainability. It was

inspired by the Earth Declaration Conference in Rio de Janeiro in 1992. Local Agenda

21 provides opportunities for communities to participate in programmes aimed at

accomplishing sustainable development and increases knowledge about them. Agenda

Programs connected to LA21, on the other hand, have been implemented by the

implementation of Selangor's Agenda 21. Local Agenda 21 is a programme that

emphasises the collaboration of three parties which are the Klang Municipal Council,

the community, and the private sector which includes construction, manufacturing,

services, and trade firms in order to plan and manage the environment in order to

achieve sustainable development and a greater quality of life. They are one of the

parties participating, each with a different role to play in ensuring the success of Local

Agenda 21.
CONCLUSION

To sum up, Local Agenda 21 is a program and action plan aimed at achieving long-

term and sustainable development. Local Agenda 21 provides opportunities and raises

awareness for communities and stakeholders to participate in programmes aimed at

achieving sustainable development. Because LA21 is marketed as a sustainable

development programme, the program's characteristics must indicate the concept of

sustainable development. The role of local government in LA21 is crucial in order to

maximize participation at the local level. They have an international identity and a

global network, but they are driven and implemented locally. The consultation

process is intended to raise awareness and promote the formation of business

partnerships as well as information and technical exchange programmes. There are

several activities that have been carried out by the Klang Municipal Council with the

aim of coordination and implementation of the Local Agenda 21 program of the State

of Selangor. 3.1. Sukan Rakyat Sempena Kemahkotaan DYMM Sultan Selangor di

Kompleks Sukan Pandamaran. This program is a sports organization program that is

an annual event that often receives a very encouraging response from both the city

and the community. The sports events that are competed are not just about winning,

but more about "social networking" for all parties involved. 3.2. Majlis Gotong-

Royong Perdana Klang di Seluruh Daerah Klang Mengikut Zon. This activity has

involved from three parties Pajlis Perbandaran Klang, the private sector, and residents

around the entire district of Klang. LA21 is in the form of Sustainable Development,

which is development that meets current needs without compromising the needs of

future generations. 3.3. Program Membasmi Jenayah dan Dadah Habis-Habisan

Peringkat Negeri Selangor di Kompleks Sukan Pandamaran. One of these health

programs is the crime and drug eradication program which consists of the
involvement of several parties. In general, LA21 is a micro-policy aimed at achieving

sustainable development or development that is sustainable. The Selangor State

Council has already launched the Selangor State Agenda 21 initiative, which is linked

to LA21. Early on, there were issues with a lack of cooperation among Klang

Municipal Council staff. Responsibilities as an executive body can be seen as a

burden on top of the job that the team is already doing. Obtaining cooperation from

the local community and the private sector has proven difficult. With such a big

number of scales, obtaining their cooperation in the programmes being held is much

more difficult. It is challenging since the specific allocation for LA21 (Local Agenda

21) implementation is insufficient to pay the LA21 implementation budget. As a

result, MPK had to establish its own allocation in order for the programme to succeed

under LA21.
