POLICY PROPOSAL ON REGULATION OF SCRAP METAL TRADE

INTRODUCTION

The introduction of metal business business which began….. Was meant to create
employment at the same time save the environment from unused metal. Though
any good thing always has its own disadvantage and this is what has been
experienced.However,the business has brought in big impact to our society
positively.The issue of unemployment at some percentage has been solved
through people working hard to collect this metals and at the end of the day earn
a living. Looking at our environment we realize that a metal does not decompose
therefore becomes dangerous while in the ground, henceforth causes injuries and
thereby increasing health issues in the society. It can also affect our agricultural
activities. In a midst of this some creative people sat down and critically resolved
that to cap this challenges there was need to come up with ways of re-using the
unused metals. Whereby these unused metals are taken back to the factory and
are used to produce other relavant materials. Which has saved the industries
from the expenses of importing same metals which can be secured internally and
in an abudance.All this as we can see has brought some positive impact making
our society a better place to be? However, we know through the booming of this
business and bringing in more income to the concern participants of this business,
this has made people to be more aggressive to a point whereby any metal both
used and unused they don’t take any precaution bringing in issues of fraud. This is
what was experienced in the country recently. And through all this we realize that
some regulation policies were not clear on governing of this business. And to
make this sector orderly there was need to have policy which can regulate the
operation of this business so that in future the issues of theft cases arising from
this business will not be an issue again. I understand that there were some
measures that were being followed but there is need to improve in the previous
ones and yet still inject new ones. This is because in any business sector where
governing policies are not clear there is an expectation of issues of fraud .
DESCRIPTION OF THE PROBLEM

Destruction of public infrastructure while sourcing the materials. This has been
seen in vandalism of road furniture and power transmission lines. Alongside
destruction of people’s properties that is gates, vehicles and any metallic
property.

During a search of the above properties which was later traced to warehouse
belonging to scrap metal dealers.

Which means that the government and other individuals have made losses of
resources due to the destruction of their properties. The worst of all is that the
issue has not been dealt with. Due to all this there was a recent ban by his H.E
the President of the republic of Kenya the scrap metal business.Indicating that
the policies governing the business needs to be reviewed in this sector.

In transport sector, research was done and the finding was that the vehicles that
were taken to a garage were manipulated in that you find that some parts of the
vehicles were missing as a result of this scrap metal business.

STATEMENT OF PROPOSED POLICY

 Inspection of warehouse of scrap metal dealers periodically by the concern

ministries.
 The operating license of this business needs to be reviewed
 In a given area there should be a maximum of atleast three scrap metal
business
 Anyone who expresses interest in collecting of this scrap metal should be
given a licensed by NEMA and security department
 Anybody who is found guilty of possessing a vandalized property there
should be a given fined and business license taken back
EFFECTS OF PROPOSED POLICY
1) EFFECTS How will the inspection of warehouse of scrap metal
dealers help reduce cases of vandalism?
This will help the government to know if the business is still
periodically operating legally
Any property stolen and taken to scrap metal dealers can be
traced early
The business will always operating taking precaution
