– Scope of Services --

Dear Sirs,

We thank you for your inquiry and would like to describe the required Scope of Services for
your esteemed project as follows.
We would be pleased to quote for the provision of Consulting and Project Management
Services to develop your project in Libya.

1. Background
CUSTOMER intends to construct a new integrated Greenfield cement plant with a capacity of
5000 tpd in Libya.
An experienced consulting firm shall be engaged to define the suitable process and to
provide procurement support and management services. In this regard, the entire workflow
starting from the design phase to the handover of the project shall be offered.
All tasks including but not limited to Project development, Project Management as well as
planning and engineering and Project execution shall be outsourced, as CUSTOMER does
not have own resources to provide these services.
Energy-efficient and modern technology is required which can produce a variety of different
products to fulfil high quality standards.
On this basis, CUSTOMER has asked SUSTAINED VISIONS to list the required Scope of
Services which are required to develop and execute the project in Libya.

2. Scope of Services “Expert Services”


The Scope of Services as described below covers all required planning and execution
services of your project from concept development to the commissioning stage and
handover.

The required services as per our experience with similar projects are divided into different
work packages. Each Work Package can be ordered separately.

Work package 1 (WP1): Collection of basic data


- Site visit in Lybia
- Assessment and verification of existing documentation and definition of outstanding
tasks
- Definition of outstanding information to be collected
- Basic data determination and definition of project objectives
- Set up of proposed consultants team
- Submission of travel report

Work package 2 (WP2): Technical Feasibility Study


- Overall assessment of raw material reserves and quality
- Technical concept development

Work package 3 (WP3): Project development


- Definition of Key Performance Indicators / Criteria (KPI)
- Concept development
- Assessment and evaluation of different options and technologies

- First draft of plant layout (if sufficient documentation is available)
- Development of mass flow diagrams and flowsheets
- Definition of project structure
- Suggestion of best option for selection of Process Technology
- Estimation / Rough Calculation of budget
- Kick off meeting with execution team

Work package 4 (WP4): Tender / RFQ


- Development of tender documents / RfQ
- Clarifications with potential suppliers on behalf of end customer.
- Assistance in negotiations
- Assistance in conclusion of supply contracts
- Development of project budget and time schedule

Work package 5 (WP5): Detailed Engineering


- Validated and approved civil and structural design of the plant
- Validated and approved final lay-out, flow diagrams of the main equipment and
fabrication drawings for ducting, supports, chutes, platforms, ladders.
- Validated and approved single line diagrams

- Validated and approved process control, instrumentation and automation systems for the
plant

Work package 6 (WP6): Approval planning / Obtainment of building permit (if required)
- Provision, support and monitoring of approval planning
- Creation and maintenance of the project structure plan
- Comparison of offers and evaluation of alternatives
- Support for procurement (commercial and technical)
- Regular documentation of project progress
- Progress monitoring of the approval planning
- Coordination of subprojects and work packages
- Project tracking with regular reporting of project status

Work package 7 (WP7): Project execution & Monitoring

own resources, your requirements and capabilities of your personnel.
