pioneering products for small to large applications, at home and industry, which have forged strong
bonds with people from all walks of life.

Pidilite Industries Ltd (PIL) is a leading manufacturer of Adhesives, sealants, construction chemicals and
household consumer products. PIL has firmly established itself in the household consumer market with its
reputed brands such as Fevicol and Feviquick etc. PIL is also a pioneer in manufacture of Dyes, Pigments,
industrial resins, emulsions and industrial solvents. Almost all of Pidilite Products developed through In-
house Research & Technology.

402309, Maharashtra. The proposed project falls under classification 5(f) & 1(d) of schedules listed in

EIA notification SO1533 dated 14/09/2006.As per notification S.O. 1598 (E) dated 25th June 2014,
environmental clearance is not applicable for the activity of 1(d) as the power generation is below 5 MW.
Project is appraisal category is B-1 and public hearing is exempted.

1.0 INTRODUCTION OF THE PROJECT

1.1 Introduction of the Project


Pidilite Industries Ltd. (Hereafter being referred as PIL for brevity in this text) proposed project for
expansion in existing products with deletion of some of the existing products & addition of new
products for manufacturing of synthetic organic chemicals and Thermal power plant (Coal/Gas
based) at Plot No.: A-21, Mahad MIDC, Raigad 402309, Maharashtra.

Pidilite Industries Ltd (PIL) is a leading manufacturer of Adhesives, sealants, construction chemicals and
household consumer products. PIL has firmly established itself in the household consumer market with its
reputed brands such as Fevicol and Feviquick etc. PIL is also a pioneer in manufacture of Dyes, Pigments,
industrial resins, emulsions and industrial solvents. Almost all of Pidilite Products are developed through
Inhouse Research & Technology. In the year 2012, PIL developed inhouse process Technology for
production of Isopropyl acetate (IPAc), directly from Propylene and acetic acid and commercialized this
process by converting Vinyl Acetate Monomer (VAM) plant for Production of IPAc. This process received,”
Process Innovator of the year Award “from M/s FICCI in 2013 and Green Chemistry award from Green
Chemistry Foundation in the year 2015. PIL has now established itself as the only manufacturer of IPAc in
India and also an Exporter of IPAc. The company now proposes to diversify into other products based on
propylene namely Isopropyl Alcohol, Diisopropyl Ether, Propylene Trimer, Propylene Tetramer, Nonyl
Phenol and Dodecyl phenol etc.

Pidilite has already developed key Process Technology required for Production of Isopropyl Alcohol and
Diisopropyl ether and have set up IPA/DIPE plant of 5000 TPA capacity at Plot A21 ,MIDC Mahad. PIL
now, intends to expand this capacity in order to meet the Domestic demand.

As per the EIA Notification S.O. 1533 dated 14th September 2006 proposed activity is covered under
Synthetic Organic Chemical Industry 5 (f) which needs prior environmental clearance for expansion. The
project is also proposing generation of 4.95 MW Thermal power generations (Coal/Gas based), which is,
cover under the activity of Thermal Power Plants (1d). However, as per notification S.O. 1598 (E) dated
25th June 2014, environmental clearance is not applicable for the said activity as the power generation is
less than 5 MW. The proposed industry covered under category B 1 and public hearing exempted, as it is
located in MIDC area.

1.3 Brief description of nature of the project

1 Isopropyl alcohol (IPA) Project:

The Expansion project is proposed at existing site at Plot A21 MIDC Mahad. This site has Existing
Plants for Production of VAM (Vinyl Acetate Monomer) OR Allyl alcohol and Oxygen/Nitrogen plant.
It is Proposed to discontinue production of VAM, Allyl alcohol, Oxygen and Nitrogen as the same is
not economical. VAM/Allyl alcohol plant will be modified and converted to IPAC/IPA plant. VAM
Plant Equipments not required for IPAc/IPA production will be dismantled. Oxygen/Nitrogen plant
and Ethylene Sphere will be dismantled and disposed to make space for expansion project.

PIL has developed IPA process Technology by following two different process routes.

IPA by Direct Hydration Process:

In this process Propylene is directly reacted with water at pressure of around 100 barg to produce
IPA in a single step. In this process about 5 to 10 % DIPE is produced as by product. This process uses
Solid acid catalysts in fixed bed reactor.

IPA by IPAc hydrolysis Process:

This is a two-step process. In the first step, Propylene is reacted with acetic acid to produce
Isopropyl acetate, which is reacted with water in the second step to produce IPA and Acetic acid.
The advantage of this process is that the selectivity’s to IPA is > 99 % and there is no byproduct DIPE
formation. Also both the reaction steps occur at pressure of around 10 barg only.

PIL plans to commercialize both the above processes to give total capacity of around 100,000 TPA of
IPA.

2. Di-isopropyl ether (DIPE) Project:

DIPE is produced as byproduct of IPA process. In addition PIL has developed single step process for
Production of Only DIPE from Propylene and water.

3. Propylene Trimer/Tetramer and alkyl phenols project:

Propylene trimmers and Tetramers are made from Propylene by single step Oligomerisation process.
Propylene is passed over fixed bed solid acid catalyst at around 50 barg Pressure. Reaction products
are fractionated to get desired product cuts.

In the second step Propylene Trimer or tetramer is reacted with Phenol over solid acid catalyst in
the alkylation process and reaction products are purified by distillation.

4. Infrastructure:

It is proposed to set up coal based cogen plant for production of steam and power and also
supplement power generation through solar generation. Other facilities such as ETP, cooling towers,
DM water plants etc. will be augmented to meet requirements of expansion project.

Pidilite proposes to install the new plants /facilities in its existing site at Plot A21, MIDC Mahad.

The proposed expansion will be carried out on Plot No. A-21 at Mahad MIDC, Raigad, with land
admeasuring 169166.00 Sq. m to manufacture of polymers having existing capacity of products

92616 TPA and after expansion having capacity of 155840 TPA & by-product capacity 16145 TPA &
the capacity of Thermal power plant (coal/Gas based) will be 4.95 MW.

1.4 Need for the project and its importance to the country and or region

The Proposed project is for Manufacturer of Isopropyl alcohol, Diisopropyl Ether; Propylene Trimer
/Tetramer and their derivatives such as Nonyl Phenol and Dodecyl Phenol.

Pidilite Industries established and commercialized plant for Production of Isopropyl alcohol and
Diisopropyl ether of 5000 TPA capacity each in the year 2015. Their being substantial imports of IPA
(around 60000 TPA) and steady growth of over 10 % per year, there is an immediate need for IPA
project. Also IPA being a very versatile product, the demand will continue to rise with the growing
Economy.

PIL is the only manufacture of Di-isopropyl Ether in India and produces DIPE based on its own
developed process Technology. The Technology has been further improved and made more
competitive.

There is no production of propylene Trimer and Tetramer in India, whereas there is only one
manufacturer of Nonyl and Dodecyl phenol namely SI group and the gap in Demand and production
is met through imports. PIL Plans to set up plant for production of Nonyl and Dodecyl phenol based
on its own propylene trimer and tetramer.

1.5 Demands-Supply Gap

IPA: In India DFPCL is the only manufacturer of IPA with installed capacity of 70000 TPA, whereas
current market is around 130000 TPA. With average annual growth rate of around 10 %, the
Domestic market is expected to touch 225000 TPA in just 5 years and 300000 TPA in about 7 years.
Global capacity for IPA is around 25 lakh TPA, with typical plant size of about 70,000 to 150,000 TPA.

Propylene Trimer /Tetramer: Domestic imports of Propylene trimer and tetramer are around 15000
TPA and whereas that of Nonyl and Dodecyl phenols is around 10000 TPA. SI group is the only
manufacturer of Alkyl phenols with capacity of around 25000 TPA based on imported
trimer/tetramer. PIL wished to meet the current gap with plant capacity of around 20000 TPA of
Trimer/tetramer and alkyl phenols.

1.6 Imports vs. Indigenous Production

In India, Deepak Fertilizers is the only manufacturer of IPA with manufacturing capacity of 70000
TPA. Domestic Consumption is around 130,000 TPA; hence there are imports of around 60000 TPA
of IPA. IPA is used in variety of applications namely API synthesis, coatings, cosmetics, chemicals etc.
and is growing at around 10 % per annum. Without additional domestic production, the Imports will
continue to rise and there will be foreign currency outgo. Demand supply gap is expected to widen
to almost 150000 TPA in next 5 years. Hence in order to reduce dependence on Imports, there is
pressing need for Indigeneous Production of IPA. Since the Technology for IPA is closely held and is
not easily available for licensing, PIL has made Pioneering efforts in development of Indigeneous
Technology for IPA production and commercializing the same.

1.7 Domestic /Export Markets

PIL is already exporting IPAc and DIPE and plans to consolidate in export market of IPAc and DIPE.
Export Possibility of IPA, Trimer /tetramer and Alkyl phenols will be considered in select regions
where there is import of these products.

Domestic Market for IPA is well established with applications in wide variety of segments such as
pharmaceuticals, paints, coatings, inks, industrial chemicals, personnel care, cosmetics etc. Market
is expected to see robust growth and double in about 7 to 8 yrs. time.

Domestic market for IPAc is mainly for solvent in API synthesis. New application such as Acrylic acid
purification is expected to add volume of around 1000 MT/year to domestic market.

Domestic market for DIPE is mainly as solvent for API synthesis and phenol recovery in coal
gasification plants. Domestic market for Propylene trimer and tetramer is for Production of
antioxidants such as Nonylated diphenyl amine and alkylated diphenyl oxide and production of
alkylated phenols.

1.8 Employment Generation due to the project

Existing manpower is 206 & for proposed expansion 93 additional persons would be required.

2.0 PROJECT DESCRIPTION

2.1 Type of Project

Proposed project is an expansion project to manufacture of synthetic organic chemicals falling in


category B, under the activities of 5(f) & 1(d) of EIA notification 2006. The existing capacity of
products 92616 TPA and after expansion & addition of new products capacity will be 155840 TPA
with by product capacity 16145 TPA & the capacity of thermal power plant (Coal/gas based) will be
4.95 MW.

2.2 Project Location

Pidilite has a manufacturing unit at Plot A-21, Mahad MIDC, Raigad which is at the end of the MIDC
area. Major factories adjacent to the manufacturing unit are Ashok Alochem, Laxmi Organics on
south, Pidilite A-22/1 unit on west side & open land on North & East Side. The proposed site is well
connected by road to Mumbai- Goa National Highway (NH 66) at distance of 1.5 Km. Nearest railway
station is at Veer which is 17 km away from site. The nearest airport is Mumbai at 180 km.

The project site is situated in Mahad MIDC. It is a notified industrial area where the land is owned by
Maharashtra Industrial Development Corporation (MIDC) and leased to the Company. The land is
meant for industrial activity.

Land Ownership: Land is owned by Maharashtra Industrial Development Corporation (MIDC) and
leased to the Company for 99 years.

2.3 Details of alternate sites considered and the basis of selecting the proposed site.

The proposal is for expansion in existing products with deletion of some of the existing products &
addition of new products at same location only hence consideration of alternate site is not done.

2.5 PROCESS DESCRIPTION:

1. Isopropanol (IPA) via direct hydration.

Isopropanol is manufactured by direct hydration of Propylene in presence of solid acid catalyst.


Reaction takes place in accordance with the following reaction equation:

The reaction product mix is cooled and flashed in two steps. Flash gases, mainly unreacted
propylene are compressed and recycled back to reactor.

As the feed propylene contains some propane, purge stream is removed from the compressor
discharge and send to IPAc plant for further recovery of propylene . The liquid phase consisting of
water, Isopropanol and some light ends like di-isopropyl ether is fed to purification section. In first
distillation column, water is separated from column bottom and recycled back to Reactor. Top
distillate is azeotrope of Isopropanol and water along with co-product Di-isopropyl ether, is pumped
to next column where Isopropanol is dehydrated by using DIPE as entrainer. Decanted water is
recycled back to Reactor and DIPE stream is purged to DIPE purification section. Bottom product is
dehydrated Isopropanol, is pumped to storage via polishing column.In DIPE purification section,
Purge stream which mainly contains di-isopropyl ether, water and IPA is fed to extraction column
where IPA is extracted in water phase. Raffinate collected from extraction column top which is free

Isopropanol (IPA) via IPAc hydrolysis

In the first step propylene is reacted with recycle acetic acid to produce isopropyl acetate (IPAc) in
presence of solid acid catalyst . The reactor outlet goes to gas liquid separator from where
unreacted propylene is recovered and recycled back to first reactor. Propane coming with the
feedstock Propylene is purged out from recycle gases , is recovered by condensation and is
pumped to Propane storage for sale or captive use as fuel . The liquid phase is pumped to
distillation column where excess acetic acid is recovered from bottom and recycled back to first
reactor. Column top containing mainly Isopropyl acetate is pumped to second reactor where it
reacts with recycled water to produce Isopropanol and acetic acid in presence of solid acid catalyst.
The crude mixture from second reactor is pumped to purification section.

In the purification section first acetic acid is separated in a distillation column which is recycled back
to first reactor to produce IPAc. In subsequent columns, unreacted IPAc is also recovered and
recycled back to second reactor to produce Isopropanol. IPA containing some water is dehydrated in
dehydration column using entrainer and the dehydrated isopropanol is pumped to final product
column from where it is taken out as distillate product and pumped to storage.

2. Isopropyl acetate (IPAc)

Isopropyl acetate is produced by reacting propylene with acetic acid over solid acid catalyst in a
fixed bed reactor .

The reaction product is flashed in a gas–liquid separator where unreacted propylene is separated
and recycled back to reactor with the help of recycle gas compressor. The liquid phase from the
separator is fed to purification section where in first column acetic acid is separated from bottom
and recycled back to reactor. Isopropyl acetate with some light ends collected from top of the
column is fed to second distillation column where water and light ends are separated from top.
Water is decanted and send to IPA plant. Light ends stream is recycled back to Reactor which finally
get converted to IPAc. Dehydrated Isopropyl acetate from column bottom is pumped to third
distillation column (Polishing column) from where the product IPAc is collected from top and send
to storage.

Propane coming in with the propylene feedstock is purged out from recycle gases .

The purge gas normally contains Inerts like propane,ethane,& some propylene which recovered
further in propylene recovery section. The exit gas rich in propane is liquefied and pumped to
storage for sale or captive use as fuel.

3. DI-ISOPROPYL ETHER (DIPE)


Di-isopropyl ether is manufactured by reaction of Isopropanol with Propylene in presence of acidic
ion exchange resin as a catalyst. In our process, required Isopropanol is produced in situ in the same
reactor by reaction of Propylene and water .

Reaction takes place at a temperature of 130 0C to 150 0C and at a pressure of 50 - 100 bar in
accordance with the following reaction equation:

4. Oligomers

The process for manufacturing of propylene Trimer (Nonene) and Tetramer (Dodecene) consists of
Reaction section and purification section.

In Reaction section, Reactor is a fixed bed catalytic reactor which consists of solid acid catalyst bed.
Reactor is provided with multiple temperature indicators and pressure indicators as the reaction is
exothermic and is carried out at elevated temperature and pressure.

The feed stream, mainly Propylene along with recycle stream from purification section is preheated
to reaction temperature and fed to the reactor. Reactor outlet stream is flashed in a flasher where
unreacted propylene gas is separated from the liquid phase. The gas phase is condensed and
pumped back to Reactor. Inerts (mainly propane) level in the reaction loop is maintained by purging
propane gas from the recycle loop.

Liquid stream from flasher is pumped to first distillation column where light polymer stream ( less
than C7 ) is collected from column top and recycled back to Reactor for further polymerization and
to improve yield. Column bottom stream, mainly Nonene, Dodecene along with some heavy
hydrocarbons is pumped to next column. In second column Nonene is collected from top and
pumped to storage. Bottoms from second column is pumped to third column where tetramer is
collected from top which is pumped to product storage. Bottoms stream containing heavy
hydrocarbons is collected as residue and pumped to storage for disposal / further treatment.

5. Alkyl Phenols (Nonyl Phenol & Dodecyl Phenol)


The process for manufacturing of Alkyl phenols (Nonyl Phenol and Dodecyl Phenol) consists of
Reaction section and purification section.

In Reaction section, Reactor is a fixed bed catalytic reactor which consists of solid acid catalyst bed.
The feed stream, mainly Oligomer (Nonene OR Dodecene) and Phenol along with recycle stream
from purification section is preheated to reaction temperature in a preheater and fed to the reactor.
Alkylation reaction takes place over the catalyst bed to get respective alkyl phenol. Small quantity of
dinonyl phenol also gets generated during alkylation reaction of Nonene and Phenol.

Reactor outlet stream is pumped to first distillation column where unreacted oligomer and phenol is
collected from column top and recycled back to Reactor for further reaction to improve yield.
Column bottom stream, mainly Alkyl phenol along with heavy components is pumped to next
column. In second column Alkyl phenol is collected from top and pumped to storage. Bottoms
stream from second column is pumped back to Reactor and partially removed as heavy
hydrocarbons (residue) and pumped to storage for disposal / further treatment. Small side stream
of Dinonyl phenol is removed from second column and pumped to storage tank.

2.7 Resource optimization/recycling and reuse envisaged in the project

Most energy efficient technology is selected. In proposed expansion project, domestic wastewater
will treat in proposed STP of capacity 30 CMD and this treated water will be recycle and reuse for
gardening.

2.8 Availability of water its source, energy/power requirement and source

2.8.1 Water Requirement and Source

Total fresh water requirement after expansion of the project for domestic and industrial activity
during operation phase will be 2267 CMD. The water supply is from MIDC.

2.8.2 Power Requirement

Power requirement for project made available through State Electricity Board.
Existing power (Connected load): 4977 KW
Existing power (Demand): 1200 KW
Additional power required (connected): 10398 KW
Additional power required (Demand): 5962 KW
4.95 MW power from Thermal power plant and 1.2 MW from solar panel will be used & remaining
requirement of electricity will be mate from MSEDL.
As a part of proposed expansion, Pidilite is planning to install a back pressure steam turbine to fulfill
energy requirement for plant operation after expansion. The Generation will be 6.6/11 KV and same
will be step up to 22 KV and further will be step down to 0.433 KV. Turbine will run in inland mode
not being sync. with main grid. Outlet steam will be utilized for process as a heating media.

The specification is as given below.

Capacity: 4.95 MW Inlet steam pressure: 60 kg/cm2 Outlet steam pressure: 6 kg/cm2 Fuel: Coal

Pidilite already installed 1.202 MWP ground mounted solar PV, in two groups one group consists
capacity 702 kwP and other group consists capacity 500 kwP. Ground mounted solar PV is covering
around 10791 M2 areas. The generated power is utilized for plant operation along with MSEDCL
power. The total cost is 5.48 Crore.

2.8.2.1 Emergency power

Existing 3 no. of D.G set of capacity 750 KVA each will be only used during the power failure.

Proposed Treatment Scheme for Trade Effluent

Industrial effluent 545.7 CMD including cooling tower & Boiler blow downs will be treated in
primary treatment. Primary treated waste water will be pumped to Pressure Sand Filter (PSF)
followed by Activated Carbon Filter (ACF). Then tertiary treated water will pumped to RO. RO
permeate will be reused/recycled to utilities. RO reject will be evaporated in Multi effect evaporator
to achieve zero liquid discharge. Salts from MEE will be disposed to CHWTSDF while condensate will
be recycled to utilities.

Existing capacity of ETP is 400 CMD after proposed expansion it will be upgraded to 650 CMD to
treat industrial effluent of 545.7 CMD. Presently the unit is running as zero liquid discharge unit
after proposed expansion also unit will remain as zero liquid discharge unit.

Treatment Scheme for Domestic Wastewater

The sewage generated due to domestic activities will be treated in proposed STP of capacity 30
CMD.

3.0 SITE ANALYSIS

3.1 Connectivity

 Proposed unit is planned at Plot No. A-21, Mahad MIDC, Raigad, Maharashtra.
 The nearest city from the site is Mahad at a distance of 6.5 Km.
 The nearest railway station is Veer at 17 Km
 The nearest airport is at Mumbai at 180 km.
 Site is well connected to Mumbai Goa national highway (NH 66).

3.2 Land Form, Land use and Land ownership

The proposed land is situated in approved chemical zone of MIDC where land use is industrial. Land
is owned by MIDC and is leased for 99 years.

3.3 Topography

The industry is located at Latitude – 18° 6'35.02"N and Longitude- 73°28'27.61"E. Toposheet of the
site is shown below. The study area (10 km radius) around the project site exhibits flat terrain.

3.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area
under CRZ), shortest distances from the periphery of the project to periphery of the forests, national
park, wild life sanctuary, eco sensitive areas, water bodies (distance from HFL of the river), CRZ.

Proposed site falls under the Industrial MIDC. The land is reserved for Industrial use. Savitri river at
2.2 km and Kaal River is at 2.4 Km from the project site.

3.5 Soil classification

Soil is the product of parent rocks. Climate, rainfall, humidity and vegetation affect the soil
formation in the Konkan region. The soil of the district is essentially derived from the Deccan trap
which is the predominant rock formation of the district. The main types of soil found in the district
are black soil, khar or salt soil, coastal alluvium and literate soils. The district is has course soil,
medium black soil, deep black soil and lateritic soil in 0.91 lakh hectares 1.43 lakh hectares, 0.80 lakh
and 0.25 lakh hectares respectively.

3.6 Climatic data from secondary sources

The climate of Raigad district is typical hot and humid that of the west coast of India characterized
with plentiful and regular monsoon rainfall. The weather is oppressive in hot months and highly
humid throughout the year. The summer season is from March to May followed by the south west
monsoon season from June to September. The period from December to February is of winter
season. Region receives the rainfall from the south-west monsoon. The average annual rainfall in the
district is 2484.32 mm.

4.0 Planning In Brief

4.1 Planning Concept

MIDC Industrial area, provides many basic facilities like uninterrupted water supply, power and road
network & solids disposal facility if feasible. When various sites were seen, this site appeared to be
environmentally best as also from the business angle and therefore this option was finally adopted.
This site is inside the campus of the MIDC and means safe transportation, less need of Utilities, less
constructing buildings and roads, less fuel, less water with optimization of infrastructure.

4.2 Land Use Planning

Existing land is already developed and located in a designated industrial area. The total plot area is
169166.00 sq.m.

4.4 Amenities/Facilities

In proposed site many basic facilities like uninterrupted water supply, Power and Road Network &
solids disposal facility if feasible are available. This site is inside the campus of the MIDC and means
safe transportation, less need of utilities, less constructing buildings and roads, less fuel, less water
with optimization of infrastructure and networking with CHWSTDF (Common Hazardous Waste
Storage Treatment and Disposal facility), Taloja, in vicinity established with support of MIDC and
MPCB.

All nearby villages are provided with drinking water from wells or Government Water Supply
Schemes RWS. Hence we do not encroach upon their supply.

4.5 Population Projection

Population plays a key role in the development of the agriculture of the region. Like other districts of
Maharashtra, Raigad is essentially a district of villages. The total population of the district as per
census 2001 was 2207929 of which 75.78 per cent is rural and 24.22 per cent is urban population.
Out of this population 50.63 per cent are male and 49.38 per cent are female population. There are
altogether 1919 inhabited places in the district of which 1893 are villages and 26 municipal towns.

In 2011, Raigad had population of 2,634,200 of which male and female were 1,344,345 and 1,289,855
respectively. In 2001 census, Raigad had a population of 2,207,929 of which males were 1,117,628
and remaining 1,090,301 were females. Raigad District population constituted 2.34 percent of total
Maharashtra population. In 2001 census, this figure for Raigad District was at 2.28 percent of
Maharashtra population.

The project is built on an MIDC plot with plot area of 169166.0 Sq.m and existing green belt area is
55839 Sq.m. There are around 3500 nos. of trees and shrubs already planted at the site.

5.4 Social Infrastructure

The basic amenities within the study area include primary schools, dispensaries, water supply,
electric supply, public telephones, hotels, banks, post offices, petrol pumps, bus services, technical
training institute and entertainment etc.

5.5 Connectivity

 Proposed unit is planned at Plot No. A-21, Mahad MIDC, Raigad, Maharashtra.
 The nearest city from the site is Mahad at a distance of 6.5 Km.
 The nearest railway station is Veer at 17 Km
 The nearest airport is at Mumbai at 180 km.
 Site is well connected to Mumbai Goa National Highway (NH 66).

5.6 Drinking Water Management

The source of water supply is from MIDC.

5.7 Sewage System

Domestic sewage will be treated in proposed STP of 30 CMD. Treated water will be reused for
gardening.

5.8 Industrial Water Management

Industrial effluent 545.7 CMD including cooling tower & Boiler blow downs will be treated in primary
treatment. Primary treated waste water will be pumped to Pressure Sand Filter (PSF) followed by
Activated Carbon Filter (ACF). Then tertiary treated water will pumped to RO. RO permeate will be
reused/recycled to utilities. RO reject will be evaporated in Multi effect evaporator to achieve zero
liquid discharge. Salts from MEE will be disposed to CHWTSDF while condensate will be recycled to
utilities

5.9 Solid Waste Management

Hazardous solid waste generated from the process and from ETP will be collected, stored, transported
and sent to MWML, Taloja as per Hazardous waste (Management, Handling and Transboundry
Movement) Rules 2008.

5.10 Power Requirement & Supply / source

Power requirement for project made available through State Electricity Board.

Additional power required (connected): 10398 KW

4.95 MW power from Thermal power plant and 1.2 MW from solar panel will be used & remaining
requirement of electricity will be mate from MSEDL.

As a part of proposed expansion, Pidilite is planning to install a back pressure steam turbine to fulfill
energy requirement for plant operation after expansion. The Generation will be 6.6/11 KV and same
will be step up to 22 KV and further will be step down to 0.433 KV. Turbine will run in inland mode not
being sync. with main grid. Outlet steam will be utilized for process as a heating media.

The specification is as given below.

Capacity: 4.95 MW Inlet steam pressure: 60 kg/cm2 Outlet steam pressure: 6 kg/cm2 Fuel: Coal

Pidilite already installed 1.202 MWP ground mounted solar PV, in two groups one group consists
capacity 702 kwP. and other group consists capacity 500 kwP. Ground mounted solar PV is covering
around 10791 M2 area. The generated power is utilized for plant operation along with MSEDCL
power. The total cost is 5.48 Crore.

6.0 Rehabilitation and Resettlement (R & R) Plan

6.1 Policy to be adopted (Central/State) in respect of the project affected persons including home

oustees, land oustees and landless.

This project does not require acquisition of land and the infrastructure. Hence, there is no any
kind of activity of Rehabilitation and resettlement carried out over it.

7.0 PROJECT SCHEDULE & COST ESTIMATES

7.1 Likely date of start of construction and likely date of completion

The expansion activity is likely to start after getting Environmental Clearance and NOC/CTE from the
authorized committee.

7.2 Estimated project cost along with analysis in terms of economic viability of the project

The total investment envisaged is Rs. 49826 Lacs (498.26 Cr.) with the break-up as given below

7.3 Economic Viability

The project has been conceived assuming that there will be a growth in demand for the proposed
products, leading to a reasonable rate of return in the medium term. The project is considered
‘bankable’.

8.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

 Proposed expansion activity will provide benefits to the local people in terms of financial and social
welfare.
 Some of the product will be exported, which will fetch foreign exchange to the Nation.
 Local people will get direct financial benefit by way of employment.
 Local people will get some contract of supply and services to get indirect income.
 Company will contribute in improving education and health facilities in nearby area.
 As the company is observing treatment of all emissions as per norm, No impact on the environment
after all mitigation measures.
