Proposed Greenfield project of Synthetic Organic Chemicals at Plot
M/s. Clean Science Private Limited No.: D-25/1/1 MIDC, Kurkumbh, Tehsil Daund, District Pune, Maharashtra. Pre-Feasibility Report

Proposed project is a greenfield project to manufacture Mono Methyl Ether of Hydroquinone (MEHQ),
Guaiacol, 4-Methoxy Acetophenone (4-MAP), Anisole and Butylated Hydroxy Anisole (BHA) having total
production capacity of 22400 MT/A & byproducts having capacity of 3700 MT/A.
Company is mainly focusing on three different chemistries, namely hydroxylation, acylation & alkylation
using Zeolite catalyst systems on commercial scale. The company produces its own catalyst for captive
consumption. The products like MEHQ and Guaiacol are manufactured first time in the world using this
technology. They produced using a novel & eco-friendly process. Butylated Hydroxy Anisole (BHA) is
produced using MEHQ as a raw material & the process generates only water as an effluent. All the
above products are import substitute and have very good export potential.

1.4 Need for the project and its importance to the country and or region

Fragmented nature of industry makes it difficult for the companies to optimize operational costs, realize
economics of scale and adopt latest technologies, making them uncompetitive globally. The industry
should actively move towards investing in new capacities with scale and size matching global standards
to achieve world scale of plants and reap economies of scale and adopting cutting edge technologies.
Product innovations for meeting local needs rely heavily on the chemical industry for inputs and
support. The areas for strengthening are R & D activities in chemical industry for the improvements in
catalysis, manufacturing process, reduction in cost of production, development and design of new
products relevant to the Indian market needs. In the Indian sub-continent` population growth is more
than that of developed countries. Strong end use industry demand is expected to boost growth for the
Indian chemical companies, both domestic & multinational. To meet the needs and comforts of ever-
growing population industrialization became inevitable. The project is envisaged to meet the demand
supply gap in both domestic and export market. The project meets to reduce imports in some of the
intermediate products and also enhance the foreign exchange reserves in view of the exports of few
products.

1.5 Demands-Supply Gap

Chemical Industry is one of the oldest industries in India, which contributes significantly towards
industrial and economic growth of the nation. It is highly scientific type of industry and provides
valuable raw material/chemicals for various types of industries such as textiles, paper, paints and
varnishes, leather, pharmaceuticals etc., which are required in almost all walks of life. The Indian

Chemical Industry forms the backbone of the industrial and agricultural development of India and
provides building blocks for downstream industries.

India’s chemical industry is one of the largest and most diversified industries in the country and it
consists of several small industries that cover hundreds of segments. Chemicals are generally used to
make a wide variety of consumer goods and are also used in agriculture, manufacturing, construction,
and service industries. The chemical industry itself consumes 26% of its own output. Major industrial
customers include rubber and plastic products, textiles, apparel, petroleum refining, pulp and paper,
and primary metals. With the chemical industry contributing indirectly to almost every sector of the
economy, it plays a vital role in a country’s economic growth. The domestic chemical industry
contributes 3-4 % in India’s GDP while India accounts for 8.3 % of the Asia-Pacific chemicals market's
value. India’s chemical industry’s size in 2010-11 is estimated to be around $ 83 billion and is expected
to reach $ 120 billion by 2013. India sales are projected to reach $ 250 billion by 2020.

The total investment in Indian Chemical Sector is approx. US $ 60 billion and total employment
generated is about 1 million. The Indian Chemical sector accounts for 13-14 % of total exports and 8-9 %
of total imports of the country. In terms of volume, it is 12th largest in the world and 3rd largest in Asia.
Currently, per capita consumption of products of chemical industry in India is about 1/10th of the world
average. Over the last decade, the Indian Chemical industry has evolved from being a basic chemical
producer to becoming an innovative industry. With investments in R & D, the industry is registering
significant growth in the knowledge sector comprising of Synthetic Organic Chemicals, fine chemicals
and pharmaceuticals.

Companies in this industry manufacture basic, intermediate and Synthetic Organic Chemicals. Major
companies include Dow and DuPont (both based in the US), BASF (Germany), INEOS Group (UK),
Lyondell Basel (The Netherlands), Mitsubishi Chemical (Japan), and Roche (Switzerland).

Per capita chemical consumption in India is low as compared to world standards (estimated to be one
tenth of world average). Increasing consumption level in the domestic market would ignite the
prevailing latent demand. To achieve global standards the industry needs to put efforts in critical areas
so as to adopt aggressive growth and focus on exports, R & D, co-marketing alliances, up-gradation of
manufacturing facility, contract manufacturing with companies having established markets,
identification of areas of core competence, consolidation, collaboration by cluster development,
outsourcing, environmental consciousness, cost reduction etc.

1.6 Imports vs. Indigenous Production

The proposed products having high demand in the export market. Also their demand is increasing in the
domestic market. Production of these products are domestically reduces the need to import these in
future along with significant scope for export in these products.

1.7 Domestic /Export Markets

The finished goods will be sold in domestic market and would be largely exported to the Regulated
International Market as per demand all over the world.

1.8 Employment Generation due to the project

The project for manufacturing of Synthetic Organic Chemicals requires substantial handling of raw
materials, chemicals in process and finished products. Project creates direct & indirect employment
opportunities to people living in the surrounding region. The Management of the Company has always
preferred to engage (employment) local people from the nearby villages depending upon skilled & un-
skilled man-power available and train them in the required field. Total direct employment is around 400
people. Apart from direct employment, there is substantial indirect employment to the people giving
support services in various fields. It enhances the earnings due to various direct or indirect businesses in
the areas.

Proposed Treatment Scheme for Trade Effluent and Domestic Effluent

Primary treatment - I:
The system will be designed to treat 20 m3/day of waste water. Effluent will be sending to screen
chamber, where coarse screen is placed to prevent coarse solids and debris from entering the tank.
From Screen chamber effluent will overflow to Oil & Grease trap where floating oil & grease is removed
from surface manually. The overflow from Oil and Grease trap enters the Collection cum Equalization
Tank - I. The equalization tank is provided with acid & alkali dosing arrangement for pH neutralization &
coarse bubble diffusers will be provided to mix the wastewater. This effluent will be pumped to Flash
mixer where alum is dosed for coagulation. Flash mixer effluent will overflow to Flocculator where poly
is dosed for better flocculation. Flocculator overflow to primary settling tank with hopper bottom tank
provided. Suspended solids get settled at the bottom of settling tank & chemical sludge which is
pumped to sludge collection tank and clear supernatant will overflow to Anaerobic Sludge blanket /
Stirred Reactor (UASBR).

Secondary (Anaerobic) treatment (UASBR):

The system will be designed to treat 20 m3/day of waste water. Primary treated effluent shall enter the
buffer tank. The effluent shall be overflow from the buffer tank for anaerobic treatment in the UASBR
reactor. UASBR reactor consists of mainly feed distribution network at the bottom, sludge blanket at
approx. mid height of reactor and the gas, liquid, solid separator at the top of the reactor. In UASBR
process the bacteria responsible for digestion process are present in the form of sludge blanket. The
bacteria grow and reside as bacterial flocs suspended in the Up flow effluent stream. The bacteria take
upon organic content of wastewater to metabolize it and produce biogas and biomass. UASBR operates
in the mesophillic range of temperature, i.e. 360C – 400C. The pH inside the reactor is usually kept
around 7.2 while proper ratio of volatile acid and alkalinity is maintained.

Biogas is collected at the top of the reactor and burnt in flare stack. The anaerobically digested effluent
is collected to holding tank and sent to (Aerobic) Bioreactor Tank for further treatment.

 Primary Treatment – II:

The system will be designed to treat 83.5 m3/day of waste water. Low COD and TDS streams from
utilities and domestic effluent will be send to screen chamber, where coarse screen is placed to prevent
coarse solids and debris from entering the tank. From Screen chamber effluent will overflow to Oil &
Grease trap where floating oil & grease is removed from surface manually. Collected in the equalization

tank - II and air stripped. This effluent will then be pumped to the Flash Mixer where it will be dosed
with alum for coagulation. This effluent will overflow into the settling tank where the solids will settle
down and will be removed. Overflow of the settling tank will be mix with anaerobic treated effluent and
it will be send to further treatment.

 Secondary (Aerobic) Treatment:

The neutralized effluent will enter the bioreactor @ 103.5 (83.5 + 20) m3 / day. In the bio reactor,
dissolved organic material is degraded by the micro–organisms present in the bio reactor. Oxygen
required for the oxidation of organic matter will be provided by means of proposed diffuser aeration
system which will mix the contents of the bioreactor also. The mixed liquor will overflow into Secondary
Settling Tank (SST). In the secondary settling tank, solid-liquid separation takes place and solids i.e.
biomass will settle at the bottom of the tank. Settled biomass will be recycled to the bio reactor for
maintaining the MLVSS concentration by using proposed sludge recycle pumps and excess biomass will
be wasted periodically to the sludge sump. Two stage treatments are proposed where the overflow
from the 1st stage clarifier will enter the 2nd stage bioreactor where the non-degraded organics from
the 1st stage bioreactor will be treated. The clear overflow from the 2nd stage Secondary Settling Tank
will be collected in the intermediate tank.

 Tertiary Treatment:
The clear effluent from the intermediate tank will be pumped by tertiary Feed pumps through the
pressure sand filter (PSF) & activated carbon filters. The final treated effluent will be feed to Reverse
Osmosis (RO).

 RO System
Reverse Osmosis is at present a proven technology used to recover good quality water for process use.
The outlet from ETP will be passed through RO where the dissolved solids are separated in the form of
Reject & treated water free from dissolved solids (Permeate – 77 CMD) is utilized for cooling tower and
boiler feed. Reject of RO (26.5 CMD) shall be feed to the MEE to achieve Zero Liquid Discharge (ZLD)
scheme. MEE salts generated (146 kg/day) will be send to CHWTSDF for disposal.

 Sludge Handling:
Primary sludge and excess biomass from the secondary treatment will be collected in the sludge drying
bed (SBD). The solid cake from the SDB will be sent for disposal to Hazardous waste disposal site. The
filtrate from the SDB will be drained to the equalization tank.

4.0 PLANNING IN BRIEF

4.1 Planning Concept

Proposed plant activities will be started after getting statutory clearance from related authorities. The
project will be completed within Six months. Further proposed project activities will take care of all the
rules and regulation of statutory authority and provide the control measure and devices to achieve the
standard norms.
Kurkumbh MIDC provides many basic facilities like uninterrupted water supply, power and road network
etc. the entire infrastructure, communication and manufacturing network will be manufactured after
getting prior environmental clearance. This site is inside the campus of the MIDC and means safe
transportation, less need of Utilities, less constructing buildings and roads, less fuel, less water with
optimization of infrastructure.
Government MIDC has provided all infrastructures like assured electrical power, continuous water
supply with purification from water works like disinfection, the internal road network, external approach
road, and networking with CHWSTDF (Common Hazardous Waste Storage Treatment and Disposal
Facility), at Ranjangaon in vicinity established with support of MIDC and MPCB.

4.2 Land Use Planning

The proposed project is in notified MIDC Industrial area, this is not a prime Agricultural Land. The land
use is already as “industrial”. Thus there is no change in the status. This is flat land whereby cutting-
filling balances and there will be No/Low borrowing from nature. There will be no demolition works so
debris will not be generated. The structure to be constructed is on a flat land. The total plot area is
30000m2.

4.3 Assessment of Infrastructure Demand (Physical & Social)

CSPL is proposing a Greenfield project for manufacturing of Mono Methyl Ether of Hydroquinone
