TOPIC 1: POLICY MEMORANDUM

TITTLE: Employee Drug Testing

FROM: Human Resources Management Department

Our company has a long standing commitment to make sure that a drug free environment

is maintained. The mental and physical well-being of our employees is very important to enable

them carry out their activities and responsibility

In accordance with the Florida state laws on drug testing, the requirements of drug testing

shall be adhered at any point during the test performance. The state law requires that a notice

should be given to the employees 60 days prior to the test activity. Regarding the testing it will

be a random test where employees shall be picked randomly on the day of testing.

The testing shall be authorized on reasonable suspicion of substance abuse by the human

resource management. If the human resource observes, notices some change in behaviors of

employees or has been handed a report of substance use by employees the drug test can be set

and a notice given prior to the testing.

The test shall also be done as a routine fitness for duty examination of the company. This

type of test will be done to confirm a follow up of employees who participated in mandatory

rehabilitation. Those employees that went to rehabilitation by themselves will not be submitted

to testing unless they consent. In addition those employees who have returned from holidays

shall be required to undergo drug testing.

Purpose

Establishing policies and procedure that are related to drug testing of employees in our

company in accordance with the laws of Florida State

Scope of Testing

This policies and procedures memo has an effect to all the individuals that are employed

in our company

Pre-Employment

The company may require employees who work in the sensitive areas to pass a drug test

prior to employment. A company may decide to terminate or send the employee to rehabilitation

before the employment.

Drugs to Be Tested

Illegal drugs shall be tested including narcotics, hallucinogens, depressants, stimulants,

look a-like drugs, marijuana and any other drugs that can temper with the working capabilities of

the employees.

Consequences for Refusing Test, Violating Drug Policy and What Will Happen If an

Employee Tests Positive

An employee who refuses to take the test shall face disciplinary actions including being

discharge from work. In case of the violation of the policy the state law and the company will

take disciplinary actions like paying of fines. If an employee tests positive they shall be

submitted to a mandatory rehabilitation failure to that will call for disciplinary action from the

company.

Employee Retest Request

If an employee fails a drug test they shall not be able to retake the test again and they will

be sent to rehabilitation or not considered for employment by the company.

As we are willing to commit in a working environment free of substance use we require

total cooperation from our employees. In case of any questions regarding the policy the

employees are free to ask the HR manager. All the requirements shall be adhered to as the law

statue suggests.

TOPIC 2: Methods of Measuring Performances

Management of performances in an organization is an important aspect as it provides a

platform for human resource managers to measure the performances of employees and

determining whether the employees are meeting the objectives of the company. The software

developers working in teams can use different alternatives that are most effective in employee’s

development. Some of the approaches include;

Combined-Manager Employee Appraisal

This method is a combination of employee self-evaluation and the feedbacks from the

managers to come up with a balanced performance appraisal. The evaluation will set up a

platform for a discussion between the employees and the mangers. The employees in the teams

will have an opportunity to work together with the mangers to identify the goals for the coming

days.

Advantage

 Employees are able to share the accomplishments that the managers have overlooked

which makes it a more comprehensive performance appraisal.

Disadvantage

 It can easily damage the relationship of the employee and the manager incase the

evaluations don’t match the feedbacks from the managers

Performance Rankings

This method requires the manager to evaluate employees against each other in the teams.

The employee’s performances are measured against each other rather than how well they

perform regarding the goals of the company.

Advantage

 It fuels the competitive work environment within the employees themselves

Disadvantages

 When there are a lot of employees working ranking becomes a difficult task

 There is no systematic procedure for ranking individuals

 The method only speaks about the position of the employ in the group and not how good

or how worse the employee is compared to another

Graphic Rating Scales

It is a typical graphic scale of numbers that is used to measure the performances of the

employees in specific areas. The scales measures the behaviors roles like how an employee

understands their job tasks and how they participate in decision making in team work.

Advantage

 The method is easy to understand and its user friendly

Disadvantages

 Some evaluators can be so strict even with adequate training

To develop a new appraisal system in the company it is important to gather information

that will be helpful in evaluation. The experience of the workers, previous appraisals and the

skills that the employees have are the best information to gather during the new appraisals. The

appraisal must be done within the regulation of the company and should not violate any rights of

the employees. Finally, in case of an error the appraisal can be repeated with more vigilance to

make sure it error free. Also the methods can be changed in case the current methods are not

appropriate. Everyone in the group will be rated averagely to avoid any inconveniences
