ENERGY PELLET & ADVANCE RENEWABLE ENERGY POWER PLANT

1. INTRODUCTION
The Owner, Hi Essence Cable Sdn Bhd., desires to build a 50,000 MT/year Wood Pellet and 2.4 MW Power
Plant where the power will be used to power the Wood Pellet Plant. The Owner also desires that the project
to be designed and built on a turnkey basis by a qualified Engineering, Procurement, Construction
Commissioning (EPCC) contractor. A brief description of the plant operation/process is listed below:
1. Pelletizing Plant
2. Gasification Power Plant
MIE Industrial Sdn. Bhd. (hereinafter referred to as “CONTRACTOR”) is appointed by Hi-Essence Cable
Sdn. Bhd. (hereinafter referred to as “COMPANY”) as the EPCC contractor to provide Engineering,
Procurement, Construction and Commissioning scope of work for this new FACILITIES.

2. PURPOSE
The purpose of this document is to provide SUBCONTRACTOR’s scope of work with regards to
environmental regulatory approval related services that specified under Environmental Quality Act, 1974 with
the intention to obtain approval from Department of Environment Malaysia prior to operating. (hereinafter
referred to as WORK).

3. REFERENCE DOCUMENTS
Reference documents and drawings for the project are provided in email.

4. DEFINTION
The definitions and acronyms used in this document have the meaning defined below:

OWNER: means Hi-Essence Cable Sdn Bhd


CONTRACTOR: means MIE Industrial Sdn Bhd
PROJECT: 50,000 MT Energy Pellet & 2.4 MW Advance Renewable Energy
Power Plant
EPCC: Engineering, Procurement, Construction and Commissioning
PACKAGE: means each package of works or supplies forming part or parts of
the PROJECT
SUBCONTRACTOR/VENDOR: means any company which EPCC CONTRACTOR has engaged or
proposes to engage (as the context may require) to undertake any
part of the EPCC CONTRACTOR Services

6. SCOPE OF SERVICES
SUBCONTRACTOR is required to provide the following services as a minimum:

i. Consultation on compliance of facility emission with Clean Air Regulations. Potential emission of the
facility is expected from below equipment (but not limited to):
a. Pellet Package
• Stack for powder dryer
• Cyclones
• Dust removal system
b. Gasifier Package
• Stack for woodchip dryer
• Incinerator
• Gas generator exhaust
ii. Communications and liaison with equipment vendor and related authority/parties.
iii. Management and provision of all related written/verbal notification/ submission / permission to DOE
iv. Any other services required / stipulated under Environmental Quality Act, 1974.

7. PROPOSAL CONTENT
SUBCONTRACTOR shall provide the following information in proposal, but not limited to:

i. Execution plan inclusive of DOE air emission criteria for the pollution emission sources.
ii. Proposed schedule
iii. Company previous similar experiences.
iv. Third party shall list the proposed personnel to perform the above scope of work and provide CV’s
of them.
v. List of input document required from EPCC CONTRACTOR for the workshops or studies
vi. Any clarification / qualification/ exclusion by Third party shall be listed clearly and separately.
vii. Manhour charges (to include list of assessment report to be provided).
viii. In-direct work cost.
ix. Estimated duration of WORK.
x. Validity of quotation.
xi. Terms of Payment / Milestones, or Terms & Condition.
xii. Site survey requirement (if applicable)

8. MEETING
The venue for all studies and workshops will be at MIE Office in Puchong, Selangor or via online meeting.
SUBCONTRACTOR shall provide in proposal the list and agenda/procedure of foreseen meetings with the
number of attendees and estimated duration.

9. SCHEDULE
SUBCONTRACTOR shall provide a detailed preliminary work schedule. A detailed foreseen organization and
planning of team members working on the PROJECT will also be provided by SUBCONTRACTOR with
identification of specific tasks and time allocated (parallel or sequential works/sub-team, etc).

10. PRICE
SUBCONTRACTOR shall propose a FIXED LUMP SUMP PRICE for the workshops service, based on the
labour cost with man-hours and fixed man-hour rates, and any expenses for providing this service. Also, the
BREAKDOWN PRICE with work duration for each study shall be provided by SUBCONTRACTOR. Any
unclear issues shall be clarified with EPCC CONTRACTOR in bidding stage.
In case the scope of workshops may be added due to scope change, the cost from SUBCONTRACTOR will
be calculated as per fixed man-day rate basis, and also based on the per-diem rate when travelling for work
is necessary. Both the main-day rate and the per-diem rate shall be provided by SUBCONTRACTOR.

1.1 Project Description


The Owner, Hi Essence Cable Sdn Bhd., desires to build a 50,000 MT/year Wood Pellet and 2.4 MW Power
Plant where the power will be used to power the Wood Pellet Plant. The Owner also desires that the
project to be designed and built on a turnkey basis by a qualified Engineering, Procurement, Construction
Commissioning (EPCC) contractor. A brief description of the plant operation/process is listed below:

1.1.1 Chipping System


The Wood Logs Chipping System is designed with capacity of 20-30MT/h. The Wood Chipper is receiving
wood logs with maximum dimension of 200mm (D) x 3000mm (L) and moisture content of <60 wt% from
Wood Logs Storage Bay via conveyor and chipped into wood chips with typical dimension of 30-50mm.
The wood chips is then conveyed from Wood Chipper to Wood Crushing System via conveyor.

Major equipment involved in this process include the following: -


a. Inlet Belt Conveyor
b. Wood Chipper
c. Output Belt Conveyor

1.1.2 Crushing System


The Wood Chips Crushing System is designed with capacity of 20MT/h. The Wood Crusher is receiving
wood chips from Wood Logs Chipping System and crushed into wood powder with dimension of <8mm
by means of hammer milling action. The wood powder is then conveyed from Wood Crusher to Wood
Powder Drying System via conveyor.

d. Pneumatic Three-Ways Valve

1.1.3 Drying System


The Wood Powder Drying System is designed with capacity of 10MT/h. The Wood Dryer is receiving wood
powder from Wood Powder Crushing System and dried to <15 wt% of moisture content by hot air flow
generated from Hot Stove where dried wood powder is used as fuel for stove. The dried wood powder is
then conveyed from Wood Dryer to Wood Powder Pelletizing and Cooling System via conveyor.

1.1.4 Pelletizing and Cooling System


The Wood Powder Pelletizing and Cooling System is designed with capacity of 10MT/h. The Wood
Pelletizer is receiving dried wood powder from Wood Powder Drying System and pelletized into pellet
form with dimension of 6-8mm. The wood pellet is conveyed to Wood Pellet Cooling Unit and cooled by
circulation of ambient air. The cooled wood pellet is then conveyed from Wood Pellet Cooling Unit to
Wood Pellet Packaging System via conveyor.

1.1.5 Packaging System


The Wood Pellet Packaging System is designed with capacity of 10MT/h. The Wood Pellet Packaging Unit
is receiving cooled wood pellet from Wood Pellet Cooling Unit and packed into 800-1000kg Jumbo Bag
before sending to Wood Pellet Storage Warehouse for storage via forklift. The wood pellet in Jumbo Bag
is transferred to Cargo Truck and transported to Port for exporting.

Motor Control Centre and Mimic Control Panel are used for the operation and control for the equipment
of Wood Pellet Plant.

1.1.7 Utilities Requirements


Electricity is supplied from Power Plant and pneumatic air is supplied from Air Compressor.

2.1 Project Description


The Wood Chips Gasification and Power Generation Plant will be built to generate gross 2.4 MW of
electricity supply to Wood Pellet Plant. A brief description of the plant operation/process is listed below:

2.1.1 Wood Chips Drying System


The Wood Chips Drying System is designed with capacity of 2-3MT/h. The Wood Dryer is receiving wood
chips from Wood Chipper and dried to <20 wt% of moisture content by hot air flow generated from Hot
Stove of Wood Dryer or hot exhaust generated from Incinerator and Gas Engine Generator. The dried
wood chips is then conveyed from Wood Dryer to Gasification System via conveyor.

During plant start-up, hot air is generated from the Hot Stove of Wood Dryer by burning the wood chips
as fuel.
During plant normal operation, hot exhaust generated from the Incinerator and Gas Generator is used as
drying medium in order to save the fuel for Hot Stove of Wood Dryer.
The Wood Dryer exhaust is sent to Exhaust Stack.
The Exhaust Stack System is designed to release exhaust from Hot Stove of Wood Dryer, Incinerator
and/or Gas Engine Generator to atmosphere in order to meet Malaysia DOE Emission Standard.

Major equipment involved in this process include the following:

b. Wood Chips Storage Bin
c. Belt Feeder Magnetic Separator
d. Screening Machine
e. Rotary Drum Dryer with Hot Stove and Exhaust Stack

2.1.2 Gasification System


The Wood Chip Gasification System is designed to convert 1.2-1.3 MT/h of wood chips with <20 wt% of
moisture content into 3000 Nm3/h of syngas via thermochemical reactions in a Fixed-Bed Gasification
Reactor. Biochar generated from the gasifier as by-product can be sold as fertilizer to obtain extra income.

The Syngas Cooling and Cleaning System is designed to cool the syngas and remove all solid particulate
(biochar, ashes, etc) and liquid contaminants (tar, condensate, etc) from the syngas before feeding the
syngas to Gas Engine Generator Module for 2.4 MW of power generation.

d. Electrostatic Precipitator (ESP)

2.1.4 Waste Treatment System


The Waste Treatment System is designed to internally treat all solid and liquid waste such as syngas
condensate and tar by means of incineration in order to meet Malaysia DOE Emission Standard.

Major equipment involved in this process include the following:


a. Condensate Water Pool, Tank and Pump
b. Tar Pool, Tank and Pump
c. Incineration Module

2.1.5 Power Generation System


The Power Generation System is designed to generate gross 2.4 MW of electricity by using Gas Engine
Generator with syngas as combustion fuel.

Major equipment involved in this process include the following:


a. Gas Engine Generator
b. Air Blower
c. Cooling Tower and Cooling Water Pumps

2.1.6 Electronic Control System


Motor Control Centre and Desktop Control Panel are used for the operation and control for the equipment
of Gasification Power Plant.

2.1.7 Utilities Requirements


Electricity is supplied from current TNB during Power Plant startup and from Power Plant itself during
Power Plant normal operation, pneumatic air is supplied from Air Compressor, raw water is supplied
from PAIP and cooling water from Cooling Tower.
