Mission Statement
Through positive on-going action, to assist and encourage the
youth of Namibia to commit themselves to their future, and to
the future of Namibia; to accept accountability for their
actions; to achieve all they are capable of achieving; and in
doing so, to help prepare future generations of Namibians for
success.

Vision Statement
We are committed to the youth of Namibia, improving their
quality of life by encouraging them to recognize opportunities
and to unlock their limitless potential by realizing their dreams
and thereby inspiring them to be the positive change in the

1. CORE VALUES & RESPONSIBILITIES
Guided by the Horizon College motto, “To educate the intelligence is to expand
the horizon of its wants and desires.” we strive to integrate Character-forming
values into our learning centre ethos:

1.1. We value VIRTUE and honour the development of traditions in our


learning centre.
1.2. We value CLEAR GOALS for facilitator and learner achievement.
1.3. We value INTEGRITY and a firm attachment to moral principles.
1.4. We value CHARACTER and will not compromise what is right.
1.5. We value RESPECT for self and for others.
1.6. We accept RESPONSIBILITY for our education, decisions and
actions.
1.7. We value nurturing a POSITIVE ATTITUDE towards teaching,
learning and life

2. THE ROLE OF...

2.1. Parents

2.1.1. As parents we take it upon ourselves to get acquainted with all


the Learning Centre rules as set out in the Code of Conduct and to
discuss the importance of these rules with our children and to
encourage them to obey these rules. We commit ourselves to give
our fullest co-operation.

2.1.2. We acknowledge that our children are privileged to attend


Horizon College and that their behavior should never bring the
Learning Centre in disrepute. As responsible parents, we should be
role models.

2.1.3. We have the highest respect and admiration for the facilitators
who despite difficult working circumstances, continue to do their
utmost to prepare our children for life. We will continue to
encourage our children to appreciate their efforts, amongst others
by exemplary behavior and showing respect.

2.1.4. We understand the importance of discipline in the day to day


running of the learning centre and that transgressions should be
held responsible for their misconduct. We are, however, in
agreement that Horizon College is acting proactively by moving in
the directing not being value driven rather than rule driven.

2.1.5. As critical thinkers, we may sometimes disagree on the


methodology used to indicate these values, but such criticism will
be shared in a positive spirit of partnership and dialogue.

2.2. Learners

2.2.1. As learners of Horizon College, we realize that to ensure an


optimum, equitable and participative learning environment is
created and sustained at Horizon College, we must abide by the
rules contained in the Code of Conduct. We appreciate that we are
not denied the right to question the validity of rules and are in fact
encouraged to participate through proper channels in drafting of
changes to the code of conduct. Once a rule has however been
made, we obey such rules and accept that transgressions will be
dealt within the prescribed manner.

2.2.2. We respect the authority of our facilitators and therefore, always


behave in a civilized way, thus giving credit to our facilitators for
their commitment to guiding us for a better future.

2.2.3. We are ambassadors of the Learning Centre, the virtues we stand


for and, therefore, apply the same standards of civilized and
exemplary behavior after hours when we represent our Learning
Centre or when we are in the care of our parents or guardians.
2.3. Facilitators

2.3.1. As educators with religious and moral standards we strive to


inculcate character forming values in learners. We have the right to
expect parents to do the same.

2.3.2. Facilitators have the right to fulfill their facilitating


responsibilities in a professional manner. We may, therefore,
expect good behavior, respect, dedication, and a positive attitude
towards learning from every learner.

2.3.3. Facilitators are under the obligation to enforce the learning


centre rules to create an orderly learning environment. Enforcing
these rules is a responsibility that facilitators often have to do on
behalf of parents who are reluctant to discipline their own children.
However frustrating this may be facilitators always try to deal with
transgressions in the prescribed manner, being fair and consistent.

2.3.4. As Facilitators we believe that positive reinforcement of good


behavior is a powerful measure to establish a culture of self-
discipline in the learning centre.

Alumnae

As alumnae of Horizon College, we fully support the vision,


mission, values, and code of conduct of our Alma Mater and
pledge to help the Horizon College learning community by word and
deed to achieve high ideals and standards set and maintained over
the years.
3. CODE OF CONDUCT FOR LEARNERS
3.1. RESPONSIBLE BEHAVIOUR AND ATTITUDES:
Learners take pride in their Learning Centre and respect the values of the
Learning Centre as implemented through the Code of Conduct, which is an
accepted guide for typical Horizon College attitudes and behaviour.
Learners at Horizon College are polite and respectful towards their fellow
learners, teachers, parents and visitors to the Learning Centre. They act as
ambassadors of their centre in all circumstances, realizing that the image of
the centre rests on their good behaviour.
Horizon College learners accept the structures of authority and discipline, such
as the disciplinary code, the Learning Centre Management, the Learner
representative council and the legitimate structures of the Ministry of
Education.

3.2. ATTENDANCE, ABSENCE AND PUNCTUALITY:


3.2.1. Horizon College learners accept the duty and privilege of
attending the Learning Centre regularly and arriving at the centre
and classes punctually (08:00-13:00) – Fridays (12:00).
3.2.2. Horizon College Learners take full responsibility:
3.2.2.1. To be in class
3.2.2.2. To be on time
3.2.2.3. To be ready with proper done homework
3.2.2.4. To keep quiet in class
3.2.2.5. To obey the instructions of the facilitator
3.2.2.6. To pass every test and all assignments (English 60 %)
3.2.2.7. To respect the facilitator and other learners in class
3.2.3. Horizon College Learners follow the correct procedures in classes
of legitimate absence:
3.2.3.1. Parents to phone the centre or contact facilitator
3.2.3.2. A medical certificate will be required by the centre if learner
is absent for longer than two days
3.2.4. Horizon College learners may not leave the centre grounds at
any time during the day without written permission from the
principal or assigned facilitator
3.2.5. Horizon College learners who are sick at school must obtain
permission to leave the centre from the class facilitator.
3.3. LEARNING CENTRE PROPERTY
3.3.1. Horizon College Learners take pride in the neat appearance of
their Learning Centre. They respect and protect Learning Centre
property of any other institution, at all times. Learners accept co
responsibility for the neatness of classrooms and the Learning
Centre grounds. Writing on desks, littering, or any damages to
centre property, is punishable. Toilet facilities are to be kept clean,
tidy and hygienic at all times. Flocking together in toilets is to be
avoided.
3.3.2. Horizon College learners accept responsibility for the care of their
books, according to the following guidelines:
3.3.2.1.1. Each book must be covered by suitable paper and/or
plastic material;
3.3.2.1.2. Pages may not be torn out;
3.3.2.1.3. Writing in textbooks is prohibited (unless agreed on
otherwise)
3.3.3. Wi-Fi may only be used for educational purposes. Not for games,
random googling, social media or inappropriate YouTube videos.
No downloading / streaming any games, series or movies.
3.3.3.1.1. Wi-Fi may only be used for Cambrilearn/ISWB Digital,
appropriate YouTube videos suggested by
Cambrilearn/ISWB Digital or the Facilitator. Learner
may only google anything work related with
permission granted by the facilitator.
3.3.3.1.2. Parents will be immediately contacted if learner does
not comply with the rules of the usage of the Wi-Fi
and serious consequences may arise thereof which
will be a fine of N$200 for each transgression.

3.4. MISCONDUCT, UNDESIRABLE PRACTICES AND


DISCIPLINARY CODE
Horizon College learners avoid undesirable practices and misconduct as
a matter of self-respect and loyalty to the Learning centre rules. In case
of misconduct, disciplinary action (which can include suspension and
expulsion) will be taken in accordance with the Disciplinary Code.

Serious disciplinary action can be expected in cases where learners are


found guilty of:
3.4.1.1. Any form of vandalism
3.4.1.2. Immoral conduct
3.4.1.3. Use of mobile phones during class hours (will be
confiscated)
3.4.1.4. Misuse of Wi-Fi
3.4.1.5. The habitual use of foul language
3.4.1.6. Undesirable literature
3.4.1.7. The possession of dangerous weapons or instruments
3.4.1.8. Drugs or anything associated therewith
3.4.1.9. Possession or use of alcohol
3.4.1.10. Disrespectful conduct towards facilitators, learners
3.4.1.11. Damage to property
3.4.1.12. Violence
3.4.1.13. Fighting
3.4.1.14. Unauthorized access to the possessions of others
3.4.1.15. Or any other action or practice that may influence other
learners detrimentally or harm Horizon College in any way.
3.4.1.16. No pets are allowed on learning centre property.
3.4.1.17. No chewing gum.
Will be penalized for any misconduct

4. HORIZON COLLEGE UNIFORMS

4.1. Students at Horizon College should take pride in their appearance


and be well-groomed.
4.1.1. Students must ensure that their hair is neat and clean and does not
obstruct their sight.
4.1.2. Students must be mindful of their hygiene at all times
4.1.3. Inappropriate clothing is not permitted i.e. spaghetti tops, short
skirts, dresses and shorts.
4.2. Students must wear their school shirt on the following days
assigned;
4.2.1. Compulsory for all grades on Wednesdays, school functions and
outings.
If learners do not wear their school shirts on the following days assigned
corrective measures will be taken.
5. DISCIPLINARY PROCEDURES
5.1. Procedures to be followed for transgressions:
5.2. Should there be any violation of the rules by the learner, the
facilitator must give a verbal warning.
5.3. Should there be a serious repeated violation of the rules the
facilitator will reprimand learner and complete a transgression
form.
5.4. If the learner received three transgression forms, the facilitator will
report to the assigned usher. The facilitator and usher will therefor
deal with the learner on the proceeding problem.
5.5. If the learner repeats the violation after step 5.4, the learner will be
sent to the principal to convey an investigation on the seriousness
of the transgressions of the learner.
5.6. The principal will notify the parent/s of the transgressions of the
learner.
5.7. If the learner continues to violate the rules, the principal will take
further procedures of suspension and expulsion as seen fit.

6.2.11. Smoking when attending an event under the authority of
the school

6.3. VERY SERIOUS TRANSGRESSIONS:

6.3.4. Work not own
6.3.5. Misuse of Wi-Fi (regular search history checks will be done)
6.3.6. Continuous misbehavior and disruption
6.3.7. Unacceptable behaviour towards principal and facilitators
6.3.8. Showing disrespect
6.3.9. Dishonesty in tests and examination
6.3.10. Use of assisting electronic devices
6.3.11. Fighting / assaulting on centre property
6.3.12. Possession of and / or consumption of alcohol
6.3.13. Possession of pornographic material on centre premises
/centre events
6.3.14. Possession of and / or consumption of drugs on centre
premises / centre events
6.3.15. Possession of dangerous weapons on school premises / at
centre events
6.3.16. Pregnancy, mothers and fathers. Circular 5/2001
7. DRUG POLICY FOR HORIZON COLLEGE
Drug and alcohol addiction has become a frightening reality in Namibia. It
knows no barriers of class, race or religion and teenagers are particularly
vulnerable to the drug culture. Horizon College is committed to providing its
learners with a holistic education, one meaningful to the broader community.
We believe that the abuse of drugs and alcohol is a danger to the physical and
spiritual well-being of our learners and is counter-productive to the values,
aims and activities of the whole community.
Our drug policy is designed to provide learners, parents, facilitators and others
associated with the school with a clear guide as to the principles and
procedures which state our approach to the problem of drug and alcohol
abuse.
Substance abuse is defined as the unauthorized use of drugs (whether legal or
illegal). The Centre, in association with accredited professionals and
organizations, with professional ethics and codes of conduct, which honors the
dignity and rights of the child, which appeals to parental obligation and
responsibility, and which serves the best interests of the centre as a whole, will
assist learners with abuse and dependency problems.
Agreement to abide by the spirit and terms of this policy as part of the general
Code of Conduct of this centre is a fundamental condition for acceptance into
the school and for participation in all its programmes and activities.
7.1. Substance abuse is defined as the use of intoxicating liquor or
narcotic substances by any learner, on or off centre premises, unless
prescribed by a registered medical practitioner.
7.2. The parents, principal, facilitators and LRC will bear joint
responsibility to ensure that Horizon College remains a drug free
zone, in agreement with the stipulations of the document: Circular:
Form Ed 1/2000 of the MEC.
7.3. All instances of substance abuse will be investigated and actions
taken consistent with the policy.
7.4. When there is reason to believe that a learner is abusing drugs or
alcohol, or is suffering at the hands of others who are doing so, the
matter will be referred to the centre staff. Referrals can be made by
fellow learners, friends, family, members of the community and
members of staff.
7.5. In every case parents / legal guardians will immediately be informed
of the children’s involvement and actions taken.
7.6. Disciplinary actions will be taken immediately against learners, who
abuse drugs, who come to the centre under the influence of drugs and /
or alcohol. This includes the possession of, the provision of or causing to
be provided at the centre of illegal drugs or alcohol. This also applies to
any organized centre outing or events at the centre. This also applies to
learners using drugs and / or alcohol in public places outside the centre.
Learners behaving like this come back to the centre, and, therefore, this
behaviour will influence other learners detrimentally and will harm
Horizon College as educational institution.
7.7. DISCIPLINARY ACTION MAY TAKE THE FORM OF:
7.7.1. Impositions
7.7.2. Regular monitoring
7.7.3. Written warning
7.7.4. Withdrawal
7.7.5. Final warming
7.7.6. Suspension / Expulsion
7.8. Where a learner is distributing and / or selling and / or is in
possession of illegal drugs or alcohol at school, that learner will be liable
for immediate suspension or expulsion. In such cases the centre will
contact the parents / legal guardians and refer the matter to the police
for further investigation. The school will assist the police in their
investigation at the centre and will also initiate appropriate disciplinary
actions of its own.
7.9. The centre will provide the parents with contact persons of outside
agencies such as DAG, doctors, Drug Wise pharmacies and Nova Vita,
who will take our counseling, monitoring and / or other means of
support deemed necessary at any time. Parents / legal guardians will be
liable for all costs involved.
7.10. Confidentiality of the child and the family will be safe guarded at all
times throughout any procedures contemplated in this policy. the
centre cannot, however, accept responsibility for breaches of
confidentiality over which they have no control such as those made by
parents and learners themselves and information leaked regarding
police matters and court cases or any other related issues.
7.11. If a learner repetitively gives grounds for concern, the centre has the
right to send the child for testing.
7.12. Alterations and / or additions to this policy may take place from time
to time as the centre may deem necessary.
