Guidelines in Administering the Proficiency

Levels for Numeracy
This numeracy test is an adapted tool from the standardized assessment tool from the Program for
the International Assessment of Adult Competencies. The assessment tool was localized to make it
appropriate for Filipino learners. Teachers need to follow the general rules before conducting the
numeracy test.

1) Two sets of Numeracy Test will be given to students – one for online and others are for offline.

2) Numeracy test has two parts.

a) Part 1 has the following topics: Counting & Sorting, Arithmetic operations (whole number & currency),
Percentage, and Fractions.
b) Part 2. Patterns and Proportions; Data analyzation in statistical text, tables and graphs; statistics and
probability and mathematical arguments.

3) Online & offline will answer part 1 and part 2 for 100 minutes only.

4) Online: results will be forwarded immediately through email.

Offline: results will be posted after checking.

5) To avoid using applications including calculators, student must submit their computation
notebook/paper to their math teachers.

6) Parents/guardians need to document while the learners are answering their assessment ꟷ
recording video or taking pictures is allowed.

7-10)
Analysis and interpretation of Scores

Below level 1 – students who scored below 15%.

 Learners can carry out simple process such as counting and sorting. They also understand
simple mathematical symbols, graphics, numerical and written forms. Other mathematical
content is clear with little or no text.
Level 1 – students who scored 16% – 35%.
 At this level learners might be able to carry out simple, one-step mathematical processes
where mathematical content is clear with little text such as counting and sorting, perform
basic operations, understanding simple percentages, and identifying simple, common
graphical representations.
Level 2 – students who scored 36% – 55%.
 Learners on this level can identify an act mathematical information embedded in a range of common
contexts where the mathematical content is fairly clear or visual. Tasks tend to require the
application of two or more steps. For example, the process involving calculation with whole numbers
and common decimals; percentages and fractions; simple measurement and spatial representation;
estimation; interpretation of relatively simple data and statistics in texts, tables, and graphs.
Level 3 – students who scored 56% – 75%.
 This level the learners must be able to understand mathematical information that may be less clear,
embedded in contexts that are not always familiar and represented in more complex ways. Tasks
require several steps and may involve the choice of problem-solving strategies like for example the
application of number sense, recognizing and working with mathematical relationships, patterns and
proportions expressed in verbal or numerical form, and interpretation and basic analysis of data and
statistics in texts, tables and graphs.
Level 4 – students who scored 76% – 90%.
 At this level, learners must be able to understand a broad range of mathematical information that
may be complex, abstract or embedded in unfamiliar contexts. These tasks involve undertaking
multiple steps and choosing relevant problem-solving strategies, such as: analysis and more
complex reasoning with quantities of data; statistics and probability; spatial relationships; change,
proportions and formulas; understanding arguments and communicating explanations for answers.
Level 5 – students who scored 91% – 100%.
 Learners on this level can understand complex representations, abstract and formal mathematical
and statistical ideas, possibly embedded in more complex forms. This includes the following:
integrating multiple types of information where considerable interpretation is required; come to well-
reasoned conclusions; work with mathematical arguments and models; justify, evaluate and critically
reflect on answers.
