1 Scope / Purpose
This document is to be used as a guide in the event of an incident involving working at heights within the
Kwinana Filtration Project construction area.
This procedure should be used in conjunction with Emergency Services Quick Cards and associated documents to
provide the sequence and requirements for response to working at heights rescue.
The procedure outlined in this document applies to working at heights rescue within the area of the C204 Civmec
Kwinana project. It outlines in sequential order the requirements and roles of all key personnel that may be
involved.
2 Definitions / Abbreviations
PPE – Personal Protective Equipment

RECEO & VS – Rescue, Exposures, Containment, Extinguishment, Overhaul & Ventilation, Salvage

HOT, WARM, COLD ZONE – Method of division of an incident scene to be able to coordinate personnel
involved in the incident. The least amount of people within the hot zone is the intention most often.
This is primarily utilised for HAZCHEM/HAZMAT incidents, however can be modified for use in many
First Responsescenarios.
EPCM - Engineering, Procurement, Construction & Maintenance (Sedgman)
SITREPS – Situation Reports, usually every 30-60 minutes

be taken in the event of a casualty being in a suspended position.

EMERGENCY ACTIONS TO BE TAKEN
OCCURRENCE
1. Immediately note time of fall and contact the Emergency Control Officer on Radio
Fall has occurred Channel by calling EMERGENCY, EMERGENCY, EMERGENCY. Advice the
location of the emergency, the nature of the emergency, the number of workers
involved and stay in radio and/or phone contact. Contact supervisor or manager with
the same information.
2. The closest observer is to initiate Verbal Contact with the fall victim as soon as
possible to assess the level of consciousness, reassure and ask whether the fallen
person can assist in the rescue or —Self Rescue providing appropriate equipment is
available and they have been trained to do so.
3. The observer is to decide whether self-rescue is possible considering other factors
such as, is the equipment visibly damaged.
4. Rescue if safe to do so using the available stand by rescue equipment.
5. If self-rescue or assisted rescue is not possible or not safe, do not put other lives
at risk and wait for Emergency Services to arrive.
6. The nearest person must brief emergency services on arrival. Types of things to
brief on are:
Gender - Male or female
Age - approximate Weight – approximate
Known problems from the fall (If any) - E.g. broken leg,
conscious/unconscious
Equipment damage
Amount of time suspended so far.
7. Assist where required when asked by emergency services.
Failure of upper control functions Where the normal upper control functions fail, the operator will use the auxiliary
while elevated controls from the platform to lower the boom safely to the ground.

Failure of lower ground controls Where the lower ground controls fail to allow the boom to be lowered safely to the
ground, the spotter will use the auxiliary ground controls to lower the boom safely to
the ground.
Failure of ALL normal and auxiliary Where all normal and auxiliary functions have failed, the spotter on the ground
lowering functions should bleed the valves of the hydraulic arms. Ensure that spill kit is available and
absorbent pads are utilised prior to bleeding valves
The condition known as suspension trauma or orthostatic intolerance can be fatal and should be
planned for. If a fallen person has been hanging for 5 minutes or longer then there is a good chance
that the person has suffered some degree of suspension trauma and therefore the rescuer most
take this into consideration for post rescue treatment.
Sometimes excessive toxins build up in the blood pooled in the legs of the fallen person. After
rescue, if the blood flow is restored too quickly the body could experience an overdose of toxins
caused by the release of the pressure.
As a precautionary measure, a gradual release of pressure is recommended.
NOTE: if the rescue is completed quickly and the person has been suspended for less than 5
minutes then the treatment above is not required.
If at any stage breathing stops, CPR should be commenced as this takes priority over
suspension trauma treatment.
