on Security Concern at AI
Nigeria Office

Background
The security committee was set up to review the security concern submitted by Damian Ugwu on
Wednesday January 29, 2020. The interim report on reviews carried out by the programme’s manager
was submitted to the committee alongside the official compliant sent by Damian that necessitated the
setting up of this committee. Based on the report(s) received, the committee set out its terms of
reference which was approved for the committee to commence investigation.

Scope
This report will investigate the security compliant raised by Damian Ugwu and allegation of

eavesdropping and peeping raised against a colleague Jubril Martins (Front Office and Admin

Assistant). The committee will carry out the following tasks;

 Conduct virtual/physical interviews to review the allegations raised with Damian and other

collaborators to the allegation

 Official notify Jubril Martins of the allegations brought against him, request an official

response and invite Jubril Martins for a virtual interview to seek his verbal response based on

the response received from Damian and other collaborators.

 Based on responses received, carry out investigation and check physically all possibilities to

ascertain or refute allegations submitted

Procedural History:
On 29 January 2020 at 16:49:45 WAT Damian wrote a mail to Seun Bakare, stating that he has
consistently noticed the suspicious activities of Jubril Matins, the front desk officer especially his
penchant to eave drop on the discussions of the programme staff. Damian stated that he caught Jubril
peeping at the keyhole to the program office and eve dropping on the conversations going on in the
programme office especially whenever there is any AIS staff in the Nigerian office, a practice which
started shortly after his employment in 2018.

Damian stated that several programme staff has witnessed these suspicious activities several times
and could testify that these actions are worrisome. He explained that he has verbally reported these

suspicious activities by Jubril to the former Finance and Office Manager Ms Elizabeth Iyogun, who
promised to investigate but never got back to him.

Investigation Timeline/Table of Interviews:

Alleged Violations:
 The first allegation is the suspicious activities of Jubril Matins, the front desk officer who
consistently eavesdrops on the discussions of program staff which started shortly after his
employment in 2018. On several occasions, Damian saw Jubril peeping at the keyhole to the
program’s office and eve dropping on conversations especial when Amnesty International (AI)
from the International Secretariat are in AI Nigeria’s office for official assignment.
 The second allegation states that several colleagues in the program unit as well as from the IS
staff who have come to work in the Nigerian office has also told Damian that they saw him on
several occasions peeping at program office door key hole door.
 The third allegation which was received September 26, 2020 as additional information states
that AI Nigeria staff are at risk as Information on Staff itinerary and travel schedule are leaked
out of the office by Jubril. This information he received from a driver who works with the
office on a need basis and pleaded that he could only speak on the condition of anonymity.
Damian explained that the driver told him that Jubril constantly request that should tell him
where he drove staff to and it bothered him why Jubril require that information.
 The fourth allegation states that Jubril is a mole who he suspects is providing information to
the Department of State Services (DSS)
 The fifth allegation is that a senior member of AI Nigeria Management is secretly in touch with
the DSS and that he has confirmed sources whose identity he cannot reveal to avoid putting
them in harm’s way. However he only feels comfortable disclosing their identity to the board.

A Notice of Inquiry (NOI) was sent to Reporting Party on September 2, 2020 via official email of the
security committee that the inquiry on the concerns raised about security of the office. The reporting
party was notified that inquiry was expected to start at 12pm on Thursday September 3, 2020 and it
would be conducted virtually as the team was working from home. The link for the meeting was sent
and Benedicta Ofili, a member of member of the security committee put a call across to the reporting
Party by phone to confirm receipt of NOI and availability for the selected date.

Interview with Reporting Party:

The interview with members of the security committee scheduled for Thursday September 3, 2020
started at 12pm. The committee members logged on for this interview on team were as follows;

Detailed Notes of Interview

 The security concern is largely the security of the office and it is just a coincidence to anchor
these concerns on Jubril. The reporting party stated that when a staff begins to nose around
people’s office or discussions, he is either acting on behalf of an internal or external person.
Given that AI Nigeria’s report is of great concern to the security forces and the government.

 Another security concern is the non-functional CCTV given that the security team visited
Nigeria and carried out robust training on security and installed security gadgets in the office.
It is then difficult for him to understand why the CCTV is not functional given the huge
amount of money spent on installing the CCTV and expose the AI Nigeria office to other
dangers

 The reporting party also finds it disturbing that Jubril walks around the office of the
programme’s manager especially whenever a staff from the IS comes to AI Nigeria’s office. He
stated that Jubril comes to make copies on the first floor close to the programme’s office not

because of convenience but uses the opportunity to eavesdrop on the programme manager’s
office.

 This lack of security has led to the loss of important work tools like the G-drive with great
capacity in size which was inherited from IS. The G-drive is an external drive that contains
sensitive letters, addresses of contacts, every report published by AI Nigeria since 1980 and all
major documents useful to a spy agency.

 Another missing work tool is the personal external drive of the reporting party which has a lot
of contacts and mails.

 The reporting party explained that he cannot categorically state the exact date when the G-
drive was declared missing.

 The reporting party explained that when a case that has been on for a long time is concluded,
AI Nigeria cannot conclude the case because AIN cannot track past information on cases
investigated.

 There is no report submitted stating that the G-drive for AIN is missing.

 The reporting party stated that he spoke to Jubril on his activities of peeping into the program
office and he showed remorse. But later continued peeping and eavesdrops on programme’s
office.

 The reporting party stated that during a retreat in 2019, Isa Sanusi a staff of AI Nigeria stated
that he saw Jubril peeping at him. Also another staff from the IS Makmeed Kamara the head of
the Research team at the IS who raised alarm that he saw Jubril peeping and eavesdropping to
hear what was discussed at the program’s office.

 The initial suspicion was that Jubril was spying for the former Finance and Office manager
(FOM) but when the FOM resigned he still continued the act of peeping which lead to the
thinking that he might be working for the security agencies.

 The reporting party also stated that Jubril always uses the printer on the first floor when the
printer downstairs was working very well

 There should be adequate background check on intending staff. Most security companies in
Abuja are owned by ex-military personnel. This explains why it is evident the recruitment of
Jubril who was a former staff of a security company who works for AI Nigeria is a security
threat.

 The reporting party also stated that he has no confidence giving up his official laptop for patch
update since he has lost confidence.

Interview with Responding Party:

On Thursday September 3, 2020, the security committee sent a mail to the responding party
requesting his response to the allegations submitted against him by reporting party. His response
was received on Monday September 7, 2020 by mail to the committee and the virtual interview via
TEAMS was scheduled for 4pm Tuesday September 8, 2020 with a meeting link sent an hour before
the scheduled time.

The interview with members of the security committee scheduled for Tuesday September 8, 2020
started at 4pm. The committee members logged on to this interview on team were as follows;

Detailed Notes of Interview

 The responding party insists he has never had any reason to secretly listen to personal or
official conversation among staff. He explained that most times he is invited by team members
having difficult with the printer to fix paper jam beside the programme’s office.

 The responding party stated that he has an eye defect which makes it impossible to peep at a
key hole and clearly has no need to eavesdrop on conversations.

 When he was still in the employment of his previous employer Deepcover guards Ltd working
AI Nigeria office as a security Guard, some staff members request his assistance in making
copies of document and check minor printer problems which he provided assistance but the
reporting party has always treated him poorly and has walked him out of the programme’s
office when he came to fix paper jam on the office printer.

 Given the treatment he receives from the reporting party, he just avoids him because he was
just a security guard. This ill treatment did not abate even when he became a staff of AI
Nigeria which makes it difficult for them to engage in personal or official discussion and this
explains why he has never spoken to Damian for more than three minutes.

 The responding party stated when you see a colleague in a compromising position you would
react immediately and not keep quiet.

 Jubril, the responding party is an administration staff setting up new staff up with their work
tools and this is why he was always around the utility equipment on the first floor.

 There has been no time the reporting party and the responding party met in the office in the
course of setting up Marsha Nwanne and has never spoken to him on any form of allegation of
peeping or eavesdrop on the programme’s team.

 The responding party stated that no staff of the programme’s team has ever spoken to him on
any awkward behavior they observed about his movement around the programme’s office
and that makes it difficult for him to understand where these accusations are coming from.

 The responding party stated that he has cut off all communications lines with Deep cover
Guard his former employer and speaks with them only for official purpose to clarify security
issues.

 The responding party clarified that since he joined 2017 he has never had any form of
discussion with the Damian, reporting party other than the day of his induction when Damian
was speaking to him about his job.

 The reporting party stated that he neither knows any management staff of Deepcover Guard
nor the CEO. He has no communication line with anyone in Deepcover Guard Ltd

 The only reason anyone will level any allegation of this magnitude will be a deliberate attempt
to malign his reputation.

 Access to the DVR is restricted and the keys to this point is kept by Lukman the Finance
assistant which makes entrance to the DVR without Lukman impossible.

Responses from Witness (es):

Damian Ugwu, the reporting party in the course of his interview mentioned the name of a staff of AI
Nigeria and two staff of the IS who visited the Nigerian office.

Given that Damian Ugwu share the same programme’s office with Uloma Obike, Marsha Nwanne
and Esther Ikubaje, the committee sent a mail to them requesting their observed position if any on the
allegation submitted by the reporting party. Details of the mails sent on their position are included in
the appendices 6, 8 and 10.

Findings of Fact and Analysis

For the entrance to the programme’s office


o Given the security concern reported is centered on peeping through the key hole of the
programme’ office door and eavesdropping on the door(s) of the programme’s manager
and the programme’s office, a review of the key hole of this door was carried out. A
picture of these doors was taken which clearly shows that it is impossible to see through
the key holes of the programme’s manager’s office and that of the programme’s office.
This make the first allegation of peeping completely impossible. (appendix 11)

o The programme’s office door has a thickness of 900mm which permits very faint voice
sound through making it impossible to eavesdrop on conversations conveniently from
the position the responding party is accused of standing. Once the programme office
door is shut, anyone standing by the utilities are will hear faintly conversations going

on inside. You can only hear clear when standing close to the door which was not the
accusation of the reporting party.(appendix 12)

o The space where the utilities are and the entrance door to the programme’s office is
very close (appendix 13) which explains why if anyone is standing in front of this door
will attract the attention of someone who walks-in. This explains why the collaborators
all take the positions they put up.

Analysis of the Interviews with the Reporting Party


o The reporting party stated in his submission that it is a coincidence that he has
anchored this security concern on Jubril-the responding party but his concern
bothers on general safety of staff in the office given that there is no working CCTV. It
is not only about Jubril but the lack of security in the office. This explains that the
anxiety of insecurity prompted this security concern reported which then puts Jubril
the administrative officer in charge of the maintenance of the printer and other office
utilities as first suspect.

o There is no security because the G-drive of the office and Damian’s personal external
drive which can potentially put the lives of staff in danger is missing and this did not
spark any worry in the office. “I am not particular about Jubril but the fact that there is
no security in the office, I merely used the case of Jubril as a case in point.” This the
signals that the responding party was singled out as a case study to bring to the
attention of management that there is no security in the office.

o The reporting party was asked during his first interview “what was the exact response
of Jubril to your question what are you always doing around the programme office?
The reporting party stated that it was not a question he asked but he just told him to
stop doing what he is doing and Jubril did not respond but just left with remorse on his
face. This explains the responding party was never told specifically what the suspicion
or concern of the reporting party was, so the assumption was that he understood what
was intended.

Analysis of the Additional Information with the Reporting Party


o The reporting party stated that his concern on information leaks in the office. He stated
that a driver spoke to him on the condition of anonymity that Jubril asked him
questions on the destination where he took a staff to. A committee member then
provided some perspective on finance process of reconfirming destination approved for
a staff and destination actually visited. The reporting party then explained that he was
not aware of that reconfirmation process and would be like to know how that applies in
AI Nigeria.

o The reporting party stated that he had concrete proof that a member of the management
team was speaking to the some persons at the Department of State Security (DSS) but
will not disclose the identity of his sources or the management staff involved to the

security committee because of the magnitude of the confidentiality of the statement. The
committee then agreed that a mail will be sent to Head of security for the region
(Thomas de Lacoste) to speak personally to reporting party and send his finding to the
board.

o Given that the reporting line does allow any report to be sent directly to the board of AI
Nigeria unless through the Country director and the reporting party had earlier
declined to option of the security committee having access to the information, it was
agreed that it will be included in the report that the country director reports to the
board to decide how they will hear the information he has.

o The reporting party stated that a driver informed him that the responding party asked
him where he drove a team member to. This action the reporting party perceives as a
means to extract information on the itinerary of team members. To ascertain this
allegation a meeting was held by the Finance and Office manager with the Finance
Assistant and the Administrative assistant-responding party to confirm the how they
work with drivers, the response obtained explained that all drivers are asked where
they took a team member to confirm the locations for which the request was approved.
This helps them manage destinations covered by drivers and avoid excess billing.

Analysis of the interview with the Responding Party


o The responding party stated that he has never been close to the utilities close to the
programme’s office or the programme’s manager’s office. He explained that anytime a
colleague need help with the printer on the first floor, they place a call across to him
requesting that he help them fix printer paper jam. Given the ethics of the office he
cannot just go on to eavesdrops on conversations knowing fully well that the space has
three offices whose door can open anytime.

o The responding part was asked if any staff has ever asked him why he was always
standing around the space leading to the programme office. He stated that he never
goes to the printer on the first floor without been invited. He explained that it is
completely not possible for different staff to see a person constantly in a compromising
position and not make a report or even ask you on the spot what are you doing in that
place.

o The responding party explained that since he joined AI Nigeria, the reporting party has
never liked him and cited an incidence that happened earlier when he(Jubril) was still
working for Deepcover security Ltd when a staff requested that he helps him fix the
printer in the programme office, as he was about to approach the printer Damian
walked him out of the office.

Conclusion

After a detailed review of all positions presented by the reporting party, the collaborators and
responding party, the committee has come to the following conclusion.

 The allegation against Jubril were based on the reporting party’s concern on general safety of
staff in the office given that there is no working CCTV and the responding party who is the
Admin staff checking out work tools in the office merely became the culprit to bring to
management’s knowledge the need to improve security at the office.

 The collaborators who claimed to have seen responding party eavesdrop on their
conversations never made an official report to any one which makes it very difficult to accept
the position that they ever saw anything. It is expected that everyone who observes anything
unusual should speak out.

 Given the pictorial description of eavesdropping, as shown below, no one not even the
reporting party reported seeing the responding party in this position. Also, there is another
desk of team member sitting directly opposite the utilities place close to the programme’s
office and this staff never raised any allegation all through this time.

 The committee can conclude that most of the allegations could not be tangibly proved as there
was no concrete evidence to prove the allegations against Jubril Martins.

Recommendation
 Jubril Martins the reporting party is free of all allegations as the positions of the reporting
party and collaborators could not prove anything. Importantly all positions presented were
tested and our analysis shows that they were completely incoherent and clearly unlikely.

 Team members should work harmoniously, ask clear and direct questions when in doubt but
never place allegations that will be detrimental to any colleague without confirmation and
prove.

 It is important to clarify on operational modality before bringing assumptions to operational


procedures, this will help team member understand processes and request clarification where
needed. Management must organize training for team members on operational modalities of
Administration and Finance teams.

 AI Nigeria must ensure that CCTV and other security instruments needed to strengthen the
office security are functioning fully. If the CCTV was functioning, it will have provided video
footage on all movement within and outside the office which would have guided the review of
all allegations.

 The loss of the G-Drive for AI Nigeria must be officially reported to the security team to
launch a comprehensive search bringing in all users and custodian to explain their roles in the
handling process. It is absolutely dangerous for this G-Drive to be missing given the level of
information it contains.

 Given the intensity of reviews, interviews required and security risk associated with human
right research and missions, some team members might build up fears and develop anxiety.
Management should encourage team members to go thorough psychometric test to ascertain
their mental, psychological and behavioral well-being. This will separate assumptions from
facts and helps them speak to effectively without building animosity.

 The management team must speak to Damian Ugwu on the report of the committee and
address his security concerns by confirming the measures put in place for security at the office
and admonish him on ways to effectively communicate observations he considers absurd for
comprehensive review and investigation.

 The management team must speak to Jubril Martins to explain the findings of the security
committee and address the need to build trust again among team members.

Dear Seun,

I am writing to bring to formally notify you of a serious security concern in the office.

In the last one year, I have consistently noticed the suspicious activities of Jubril Matins, the front desk
officer especially his penchant to eave drop on our the discussions of program staff. This practice started
shortly after his employment in 2018.

On several occasions, I have caught him peeping at the keyhole to our office or eve dropping on our
conversation. This always happen when we have someone from the IS in the office.

I am not the only one who have caught him on this practice. Several other program staff have also seen
him and can testify to this.

On about two occasion, I verbally brought this to the notice of the former FOM , Elizabeth Iyogun, who
promised to investigate but never got back to me.

I have also raised this with you on several ovations in the last six months.

I am not the only one who have seen him in this act. Several colleagues in the program unit as well as
from the IS has also told me that they saw him on several occasions peeping at our door as well as the
door of your office.

I am really scared of our security as it appears that he may be spying for someone. Recall that we have
experienced several incidents in the office that suggested the presence of a mole in the office. This
includes the disappearance of my external drive in early 2019 as well as the loss of the office external
drive which contained very sensitive information.

I suggest that the management review the CCTV which directly face the office of program staff to confirm
my allegation.

I went through Damian Ugwu (Researcher) complaint against me and see my respond below.

I, Jubril Martins (Front Office & Administrative Assistant) with all sincerity and honesty debunk all Damian
Ugwu's claims of being a spy and eavesdropping or peeping at the program staff as being FALSE and
UNTRUE. There have never been any time or day in my entire life that I've eavesdrop on any Staff
conversation in the office or elsewhere, NEVER.

Also, i know nothing about any missing external hard drive as alleged by Damian Ugwu. My question Ma, if his
allegation that he caught in the act while eavesdropping or peeping through the keyhole of their office, why
didn't he or anyone else he claims caught me in the act confronted me at the spot and raised alarm
immediately without any hesitation? I understand Damian Ugwu has never liked me long before i joined
Amnesty International because of his unpleasant behavior towards me, and ever since i joined the team, i
have tried to avoid him because he alone can tell why he acts the way he does. It will interest you to know
that i'm visually impared and can bearly see clearly which connotes i can not peep through any keyhole as i
will only do more harm than good to my eyes i'm managing

Taking us down memory lane when i was working as a security personnel for Deepcover guards Limited
stationed at Amnesty International Nigeria office from March 2017-April 2018. At the gate then, we faced lots
of challenges and threats from some intruders and protesters that never gained access to Amnesty
International Nigeria without genuine reasons or appointment with any Staff and all these incidents were
reported to the appropriate Staff to either Kunle (former Admin. Officer) or Elizabeth Ogbeche (former Fin. &
Office Assistant) or Elizabeth Iyogun (former FOM)

While I was a security, I have assisted Uloma on several occasion to scan documents such as pictures of victims
of herder/farmers clashes from the printer to her computer, victims of IPOB brutality and boko haram killings
in the Northeast. Whenever Amnesty launch a report then, I was called by Uloma several times to help with
photocopies and stapling of bulk documents like the press release a night before the launch with my
colleague. I usually assist with replacing and clearing paper jam in printer whenever i was making photocopies.
I always assist Uloma with cutting of any cases of human rights violations like death penalty, rape, forced
evictions etc that were published in newspaper. I have dispatched letters at Ministry of Justice, Office of the
Secretary to the Government of the Federation etc for Uloma and all these were done while working as a

security personnel and None of the documents were reported to be seen, heard or exposed to anyone, agency
or organization. I have always been very confidential and discrete in all my endeavors and never disclosed any
of these to any soul.

However, if I was a spy for any organization, intruders would have gained access to the office premises while I
was at the main entrance, and Amnesty International Nigeria and it's entire Staff would have been attacked
but NO. This is because I am not and can never be a spy. I work diligently to protect and secure the main
entrance of Amnesty International Office. Staff wellbeing and security was our watch word and top prior.
None of the staff was reported to be attacked throughout the time I served as a security personnel and up on
till now, I have strived to work effectively and efficiently at the office. I confidently say, Damian Ugwu never
liked me right from when i was a security personnel till I joined the team and i can't tell the reasons behind his
unpleasant actions or behavior towards me

As the Front Office & Administrative Assistant at Amnesty International Nigeria, my Job description
includes; Assisting in maintenance of office infrastructures including facility management, power
management, equipment management and asset management. I often times monitor and report faulty
equipment such as printers, bulbs, water system malfunctioning, intercoms, furnitures etc for repair. I have
assisted the Programmes Manager, Seun Bakare with fixing his printer and if the fault persist, i help him
connect his laptop to the coloured printer outside his office. I have also helped the program staff with request
and getting approval for replacement of their AC. The program staff have also reported faulty bulbs which we
invited electrician to fix many times. I have also provided support for IT systems and user support including
connecting to printers and ensured IT set up for new Staff. For instance, when Marsha Nwanne joined the
team, I facilitate the set up of her work space and ensured her FCT-IRS tax identification number (TIN),
National Housing Fund(NHF) contribution number and Pension RSA number were generated for her statutory
deductions to be remitted. I have assisted in maintaining office procedures and security protocols. I also,
provided front line security monitoring for the AIN premises to ensure that policies and procedures are
relating to security are observed at all times when the AIN reception is open

It was agreed by the entire team that repairs or maintenance should not be carried out when staff are in the
office but before their arrival in the morning or after close of business because the presence of artisans
distracts the program staff except if the situation needs urgent attention and these was adhere to by the
Admin. team

All the above i carried out diligently in a professional manner. I have contributed to the office being run
efficiently and effectively and supporting staff working in a safe and secure environment. Damian Ugwu
misunderstood my hard work in the office for suspicion and unethical. He has a different misconception about
my efficiency as been suspicious and unethical. I have on several occasion greeted him and sometimes
pretends not to hear and walk away but i kept on greeting him even though i know he answers when he wills
which i verbally reported to the former FOM, Elizabeth Iyogun and she said I should keep on greeting him even
if he dont answer
Late last year, when Damian and Seun came back from Patrick's burial in PortHarcourt, he gave each staff a
shirt that was produced with Patrick's picture and never gave me because he didn't consider me a colleague.

In the planning meeting held in January 2020, Uloma confidently confirmed the external hard drive was in the
security safe beside the kitchen which she only know and had access to the password and key. She later

disclosed the key to the safe has been misplaced and the Programme Manager suggested we invite an expert
to get the safe opened by all means. The technician came, in the presence of the Programme Manager it was
opened and nothing was found in the safe (the safe was empty). How can i be held responsible for their
carelessness? I know nothing about any hard drive, they should take responsibility please.

I am innocent of all Damian Ugwu's allegations regarding the subject matter. I exercise highest level of
discretion through managing the exchange of confidential, sensitive or contentious information both internally
and external with Managers/staff/external persons in a professional manner and i consent to the security
committee to investigate the CCTV camera in the office

peep or view a person whose inside the office. This is because the keyholes of the doors are not like those ones used
in the olden days with the L like shape keys. The security doors came with flat keys that does not allow one to peep
or view people that are inside an office.

Also, aside the locking features of an efficient security door, they are installed to provide adequate protection
against intruders that tries to eavesdrop on conversations like what Damian claimed I did, and I still say with all
sincerity and honesty that his allegations are totally FALSE and UNTRUE about me.

I have witnessed two awkward situations that may match Damian Ugwu’s concerns. I do not have specific dates to
reference in this email because I did not envision a formal investigation on this matter. On the first occasion, I was in
the office when I decided to step out. I opened the door and Jubril Martins was right in front of me. I dismissed the
awkwardness because he immediately walked into the office and said something to Uloma.

The second occasion was during my induction days. The programmes Manager had invited me to his office for a
meeting. He was taking me through a list of HRE coordinators across the movement. In the middle of our conversation,
he received a phone call and I assumed it was private. I got up and signaled to him that I would return at a later time. As
soon as I opened the door, I was startled to see Mr. Martins again, right in front of me. This time, he did not walk into
Mr. Bakare’s office. He went straight to the water dispenser. I remember mentioning this to Mr. Bakare when I came
back to his office.

A few months ago, the management team conscripted I and Uloma Obike to watch the CCTV clips and report. We
discovered that the CCTV had no capacity to retain footages beyond 4 hours hence there were no footages to examine
movements within six months. We were unable to find anything.

Let me state that I do not claim to know the intentions of Mr. Jubril Martins. This is my submission on this matter.

I have no information about the disappearance of Damian's G-drive. Regarding the office G-Drive, I had access to it in
2016 during my early days at AI when I needed appropriate templates for preparing work documents. As far as I know,
access to the office G-Drive was strictly controlled. It was always locked up in the office safe and only released to staff
members with the authorization of the country director (former).
Also, I am not aware of the issue of eavesdropping by Jubril. I have not observed or witnessed any such incident at the
office.

Just to clarify dear Esther, there was no allegationthat you were the last custodian of the G-drive. There was however an

You are therefore requested to provide some information on the whereabouts of the G-drive (if you have that

Apologies for missing the deadline.
I agree with Damian and any other colleague that shares same concern, Jubril has a habit of eavesdropping on the
programs staff conversations rather than coming into the office to discuss with us.
It was really embarrassing when a colleague came visiting from IS and while discussing with us, he opened the
programs office door and caught Jubril leaning towards the door. He quickly ran downstairs and the colleague asked
us “why was the gentleman he met at the front desk leaning on our door and listening to our conversation instead
of joining us”?
Personally I have seen him at least twice but never really thought much about it like reporting him to management
or documenting the incident, until the day I caught him leaning towards the programs managers door and listening
intently as he conversed with a colleague. I had spoken to Damian and our former colleague Malik to talk to him,
man on man and encourage him to always feel free to come in and talk to us rather than eavesdropping on our
conversation.
Earlier this year, a colleague was having an online meeting when my phone rang, so I quickly went downstairs to
receive the call without putting on my shoes. On my way back to the office, I saw Jubril leaning towards the
programs staff door, when he saw me he quickly went ahead to photocopy some document he was holding.
The day I saw him listening on the programs manager conversation, he just turned and went towards the account
office.
