EXEMPTION FOR CERTAIN DISCHARGES FOR 2019 ALASKA

SEASON
This exemption applies to ships operating on Alaskan itineraries starting from 08 May 2019 in lieu of the
requirements to discharge certain waste streams at a distance greater than 12 nautical miles from the
baseline as set by Corporate IN EN/05/2019.
Taking into consideration that certain ship itineraries may not practically allow for compliance with these
>12NM discharge limits due to extended period of operations in Alaskan and Canadian internal water and
limited tank holding capacity / stability considerations the following exemptions are granted throughout the
Alaskan season.

This exception ends and is no longer applicable when the ships start repositioning from the last Alaskan
or Western Canada port to different geographical location in 2019(end of AK season).

Every effort should be made to discharge in accordance with the requirements and limits as set by
ENV/05/19. The below exemptions are to be used only when not operationally feasible to operate in
line with ENV/05/19.

When discharging in line with this exemption, the most current ECR manning requirements must be
adhered to.

1) While operating in AK State Waters

The following ships are authorized to discharge AWWTS effluent directly overboard in AK State waters:

These ships should conduct discharges in accordance with their ship specific ADEC & USCG
Authorization to Discharge and State approved VSSP for the 2019 season. This exception does not
authorize less stringent discharges than the ship specific discharge requirements as approved by ADEC and
USCG. Any limitations or special discharge conditions/ restrictions implied by these documents must be
adhered to.

For ships authorized to discharge in Alaska under the Alaska Large Commercial Passenger Vessel
Wastewater Discharge General Permit and approved to discharge into water of the State by USCG under
33 CFR 159, Subpart E, the following effluent limits should be met to meet the requirements of this
exemption:
· <40/100mL fecal daily and <14/100mL monthly geometric mean,
· <45 mg/L TSS daily maximum and <30 mg/L monthly average, &
· <60 mg/L BOD daily max and <30 mg/L monthly average,
· TRC non-detect
· 6.0 ≤ pH ≤ 9.0

Previously treated AWWTS effluent stored on board can only be discharged in AK State waters in line
with this exception if treated again and directly discharged overboard and only if specifically authorized
as per the ship’s VSSP.

No discharge of AWWTS effluent is allowed in:


· Glacier Bay,
· College Fjord, and
· the Skagway Ore & Broadway Docks.

Discharge is permitted at Skagway Railroad Dock only if the vessel specific ADEC Authorization and
VSSP allow for such.

When exiting Alexander Archipelago and not in internal Western Canada or AK State waters,
previously treated AWWTS or stored untreated Grey Water can be discharged at a distance greater
than 4 nautical miles from the baseline and speed greater than 6 knots only when operationally
necessary and no sufficient holding capacity is available to discharge outside 12 nautical miles from
the baseline.

Recreational water facilities may be discharged overboard in AK State waters underway at a speed
greater than 6 knots to meet US CDC USPH program requirements only if the discharge is added to grey
water/ sewage treatment systems and discharged where those systems are authorized or the discharge must
be dechlorinated and/or debrominated. To be considered dechlorinated, the total residual chlorine in the
pool or spa effluent must be less than 100 μg/l (or 0.1 ppm) if the pool or spa water is discharged without
going through an Advanced Wastewater Treatment System (AWWTS). To be considered debrominated,
the total residual oxidant in the pool or spa effluent must be below 25 μg/l (or 0.05 ppm) if the pool or spa
water is discharged without going through an AWWTS.
No discharges of RWF at a distance less than 1 nautical miles from Glacier Bay or College Fjord
regardless if they are dechlorinate and/or debrominated.

Boiler Blow Down Water. Permitted in AK State waters only when necessary for safety purposes, or
when vessel remains within waters subject to this permit for a longer period than the necessary duration
between blowdown cycles. Record should be made when done for safety purposes.

No discharge of Boiler Blow Down water is allowed in:


· Glacier Bay,
· College Fjord, and
· the Skagway Ore & Broadway Docks.

2) While operating in internal waters in Western Canada


Grey water is allowed to be discharged at a distance greater than 4 nautical miles from shore and speed
greater than 6 knots for all ships operating in internal Western Canada waters during the 2019 season.

The following ships are authorized to discharge AWWTS effluent continuously and previously treated
AWWTS effluent in internal Western Canada waters:

- EURODAM
- NIEUW AMSTERDAM
- NOORDAM
- VOLENDAM
- WESTERDAM
- MAASDAM
- OOSTERDAM – Discharge of AWWTS effluent once AWWTS is installed and certified*
- SEABOURN SOJOURN
- RUBY PRINCESS
- STAR PRINCESS
- GOLDEN PRINCESS
- ROYAL PRINCESS
- GRAND PRINCESS
- ISLAND PRINCESS
- CORAL PRINCESS
- SUN PRINCESS

Effluent shall not produce visible floating solids or cause discoloration of the surrounding water and meet
the following: ≤14/100mL fecal.

*OOSTERDAM is authorized to discharge sewage that has been stored in holding tanks and shall not be
discharged instantaneously but at a moderate rate in internal Western Canada waters at a distance greater
than 12 nautical miles from shore and speed greater than 6 knots until AWWTS installed and certified
under the ship’s International Sewage Pollution Certificate. The ship must not discharge sewage in
designated sewage areas. Waters that are identified as designated sewage areas are listed in Schedule 2 of
the Vessel Pollution and Dangerous Chemical Regulations (SOR/2012-69). Please refer to https://laws-

AMSTERDAM is authorized to discharge MSD treated sewage in internal Western Canada waters at a
distance greater than 12 nautical miles from shore and speed greater than 6 knots, except in designated
sewage areas. Waters that are identified as designated sewage areas are listed in Schedule 2 of the Vessel
Pollution and Dangerous Chemical Regulations (SOR/2012-69). Please refer to https://laws-

Comminuted food waste may be discharged in internal Western Canada waters only when operationally
necessary at a distance greater than 12 nautical miles from shore and speed greater than 6 knots.
Recreational water facilities may be discharged overboard in internal Western Canada waters only when
operationally necessary at a distance greater than 1 nautical mile from shore and speed greater than 6
knots.

Boiler Blow Down Water may be discharged overboard in internal Western Canada waters only when
operationally necessary at a distance greater than 4 nautical mile from shore and speed greater than 6
knots.

This exception approval must be maintained onboard for a period of five years from the
date of issuance; it may be maintained in an electronic format.

Every effort should be made to discharge in accordance with the requirements


and limits as set by ENV/05/19. Above exemptions are authorized only when
not operationally feasible to comply with ENV/05/19.
