What is the role of the executive department of the Philippine Government?

The role of the executive department of the Philippine Government is to put policies
and laws made by the legislative department into action and make sure that they
are implemented properly throughout the country. The 21 departments and several
minor offices of the executive branch also manage different aspects of the country
such as education, environment, infrastructures, military, etc.
Differentiate Head of the State from Head of the Government

As the Head of the State, the president is considered as “the first citizen” or the
embodiment of being a Filipino. While as the Head of the Government, the president
has the power of control over the 21 executive departments (e.g., DND, DENR,
DepEd, DPWH, etc.) and other minor offices (e.g., NCCA, MMDA, PhilSA, etc.).

In practice, how does the President involve the Vice President in governing the
Philippines?

The practice of some administrations is to appoint the vice president as the head of one of
the 21 executive departments. For example, President Duterte appointed Vice President Leni
Robredo as the chairman of the Housing and Urban Development Coordinating Council.
While former President Estrada appointed former V.P. Arroyo as the head of DSWD.
Why is the President's power over local government units limited to General
Supervision only? Explain using your own words.
The President’s power over local government units is limited to General Supervision only
because he/she cannot intervene in the affairs of the local government even if he/she does
not agree unless the officials do not follow the Philippine Constitution. Otherwise, the
president’s power of control is limited to the executive departments, not LGUs.
What is the biggest problem that we have right now regarding our executive
department?
One of the biggest problems that we have right now regarding our executive department is
the privilege of the president to be immune from suit. Although Duterte’s term is about to
come to an end, as of now, he will not face any of the cases filed against him related to the
drug war killings. Another problem is the alleged corruption in executive departments such as
DOH.
