WHEREAS, Republic Act 7719 known as the National Blood Services Act of 1994
was passed to promote and provide sufficient supply of safe blood;
WHEREAS, Republic Act 7160 also known as The Local Government Code of
1991, provides, among others, that the Local Government Unit shall exercise the powers
necessary, appropriate or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare;
WHEREAS, Voluntary Blood donation is a noble humanitarian act; serves as
means of preserving or extending human lives; provides health benefits also to donors;
and as such must be promoted and institutionalized in Igbaras and Igbarasnons should
all be made aware thereof;
WHEREAS, it is also of great importance to sustain blood donation. Incalculating
the same in the minds of youngsters/school children is a means towards this end;
NOW THEREFORE, be it enacted by the Sangguniang Bayan of the Municipality
of Igbaras that:
Section 1. Title. This Ordinance shall be known as the Blood Donation Program
of the Municipality of Igbaras, Iloilo.
Section 2. Definition of Terms.
a. Voluntary Blood Donor – one who donates blood on one’s own
volition or initiative and without monetary compensation;
c. Blood Galloner Award - Every Igbarasnon blood donor who attained the status
of blood galloner donor shall be given a citation/recognition by this Municipality
and a onetime cash award of three thousand pesos (P3,000.00)
The awarding ceremony and recognition shall be held during the yearly celebration
of the Foundation Day of the Municipality. The monetary award may be increased.
Other citations and awards relative to Blood Donation Program, other than those
stated in the foregoing maybe given out.
Section 15. Campaign and Promotion for Blood Donation. There shall be a
continued and sustained campaign and promotion for blood donation in the entire
Municipality through brochures campaign materials, and other means by the Municipal
Health Office.
In every school, there shall be a talk to all school learners during the flag ceremony
on the importance of blood donation at least once a year, preferably on the second
Monday of July. July is the Blood Donors Month. For this purpose, guests knowledgeable
on the matter may be invited or speakers within the schools designated by the school
heads and trained for this task, or the school heads themselves.
Aside from the foregoing, the schools may resort to other means to inculcate in the
minds of youngsters and school children the value and importance of voluntary blood
donation, even they are not yet of age to donate. This shall include the integration in the
lesson blood donation and its importance, at least once a year, preferably during the first
scheduled blood donation of the year, and announcements of all schedules of blood
donations in every schools.
Section 16. Separability Clause. If any part of this ordinance is declared as
unconstitutional or unlawful, such declaration shall not affect other parts or the sections
hereof that are not declared unlawful or unconstitutional.
Section 17. Repealing Clause. All previous Ordinances inconsistent with this
Ordinance are deemed amended, repealed or modified accordingly.
Section 18. Effectivity. This Ordinance takes effect immediately upon approval.
