BLOOD DONATION PROGRAM IN THE MUNICIPALITY OF IGBARAS, ILOILO

WHEREAS, Republic Act 7719 known as the National Blood Services Act of 1994
was passed to promote and provide sufficient supply of safe blood;
WHEREAS, Republic Act 7160 also known as The Local Government Code of
1991, provides, among others, that the Local Government Unit shall exercise the powers
necessary, appropriate or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare;
WHEREAS, Voluntary Blood donation is a noble humanitarian act; serves as
means of preserving or extending human lives; provides health benefits also to donors;
and as such must be promoted and institutionalized in Igbaras and Igbarasnons should
all be made aware thereof;
WHEREAS, it is also of great importance to sustain blood donation. Incalculating
the same in the minds of youngsters/school children is a means towards this end;
NOW THEREFORE, be it enacted by the Sangguniang Bayan of the Municipality
of Igbaras that:
Section 1. Title. This Ordinance shall be known as the Blood Donation Program
of the Municipality of Igbaras, Iloilo.
Section 2. Definition of Terms.
a. Voluntary Blood Donor – one who donates blood on one’s own
volition or initiative and without monetary compensation;

b. Blood Collecting Unit - an institution or facility duly authorized by the


Department of Health to recruit, screen donors, and collect blood;

c. Blood Bank / Center – a laboratory or institution which has the


capability to recruit, screen blood donors, collect, process, store,

transport, and issue blood for transfusion and provide information


and/or education on blood transmissible diseases;

d. Blood Galloner – Blood donor who has successfully donated nine


(9) bags of blood;

Section 3. Institutionalization. A Blood Donation Program is hereby established


and institutionalized in the Municipality of Igbaras.
Section 4. Components and Participants. The program shall have for its main
grouping of participants the following:
a) Every Barangay of the Municipality of Igbaras
b) Department of Education - Elementary, to be divided into six units, as
follows:
Unit 1: Igpigus, Amorogtong and Tabiac Elementary Schools

Unit 2: Cale-Indaluyon, Barasan and Buga Elementary Schools

Unit 3: Igtalongon, Bagay, Igcabugao and Tigbanaba Elementary


Schools

Unit 4: Santa Barbara, Mulangan, Lumangan Elementary School and


Tano-ong Primary Schools

Unit 5: Jovellar, Calampitao, Balibagan, Cateringan and Lutungan


Elementary Schools

Unit 6: Igbaras Central Elementary School

c) All Secondary Schools, namely:

Igbaras National High School

Igtalongon National High School

Alameda National High School

All other Secondary Schools to be established hereinafter

d) Civil Society Organizations


e) Municipal Officials, Employees and Job Hires
f) National Government Agencies in Igbaras
Section 5. Lead Office. The Municipal Health Office is the lead office in
implementation of the program.
Section 6. Municipal Blood Donation Coordinator. The Municipal Health Officer
is designated as Municipal Blood Donation Coordinator and the Chief Implementer of the
program, who is authorized to utilize and mobilize personnel of the Health Office and or
request the assistance of personnel from other offices.
As such, among his tasks are the following:
a. arrange for schedules of blood collection with blood collecting units which shall
not be less than four times a year or once every quarter and inform the
participants in advance of such schedules;

b. coordinate and communicate with the Punong Barangays, District Supervisor,


School Heads, Civil Society Organizations and National Government Agencies
in Igbaras the schedule of collection and their participations;
c. keep records of blood donations that took place which include the donors’
relevant data;
d. keep records of patients who are blood recipients on account of endorsement
by the Municipal Government and follow up their replacement donors on
scheduled blood donation days; and
e. perform or cause the performance of other tasks that may be relevant and
necessary to carry out the program.
Section 7. Role of the Barangays. All barangays in the Municipality of Igbaras,
through their respective Barangay Councils and Health Committees, are likewise enjoined
to provide support to this program, particularly during the conduct of public education and
recruitment of donors.
The Punong Barangays or their authorized representatives shall be the Barangay
Blood Donation Coordinators.
Section 8. Role of the District Supervisor. The District Supervisor shall oversee
the participation in blood donation of all elementary schools under its jurisdiction, enlisting
for this purpose the help of elementary school principals, school heads, teachers, parents
and others.
The District Supervisor shall designate a Blood Donation Unit Coordinator in every
unit of elementary schools to coordinate the participation of the schools in their
respective units.
Section 9. Role of Secondary School Principals. Secondary school principals
shall oversee the participation of their secondary school in the blood donation program,
enlisting for this purpose the help and participation of teachers, qualified school learners,
parents, and others.
Section 10. Role of Elementary School Heads. Elementary School Heads shall
oversee the participation of their school in the blood donation program, enlisting for this
purpose the help and participation of teachers, parents, and others.
Section 11. Participation of Civil Society Organizations. Civil Society
Organizations are encouraged to participate in this Blood Donation Program.
Section 12. Participation of LGU-Igbaras. All Municipal Officials, employees,
job-hires are enjoined to participate by being donors themselves or recruit in their behalf
if personal donation is not possible at least once in every year.
All department heads shall oversee the participation of personnel and job hires of
their department, and the participation of regular be included in personnel rating and
rehiring, respectively.
Section 13. Participation of National Government Agencies/Entities. All other
national government agencies stationed in this Municipality are also strongly urged to
participate, including but not limited to the Philippine National Police, Bureau of Fire
Protection, Armed Forces of the Philippines and others. Their respective heads or
commanders shall oversee the participation of their respective units or agencies.
Section 14. Awards and Benefits. Citations and awards shall be, as follows:
a. Barangay Category – Barangays that have donated the most number of bags
of blood but not less than one percent (1%) of the population of their respective
barangays shall be given monetary rewards as follows:

First Place --- P 30,000.00


Second Place --- P 25,000.00
Third Place --- P 20,000.00
Fourth Place --- P 15,000.00
Fifth Place --- P 10,000.00
b. School Category - Elementary School Units and Secondary Schools that have
donated the most number of bags of blood but not less than one percent (1%)
of their parent population, wherein couples shall be counted as one shall be
given monetary reward as follows:

First Place --- P 30,000.00


Second Place --- P 25,000.00
Third Place --- P 20,000.00
Fourth Place --- P 15,000.00
Fifth Place -- P 10,000.00

c. Blood Galloner Award - Every Igbarasnon blood donor who attained the status
of blood galloner donor shall be given a citation/recognition by this Municipality
and a onetime cash award of three thousand pesos (P3,000.00)
The awarding ceremony and recognition shall be held during the yearly celebration
of the Foundation Day of the Municipality. The monetary award may be increased.
Other citations and awards relative to Blood Donation Program, other than those
stated in the foregoing maybe given out.
Section 15. Campaign and Promotion for Blood Donation. There shall be a
continued and sustained campaign and promotion for blood donation in the entire
Municipality through brochures campaign materials, and other means by the Municipal
Health Office.
In every school, there shall be a talk to all school learners during the flag ceremony
on the importance of blood donation at least once a year, preferably on the second
Monday of July. July is the Blood Donors Month. For this purpose, guests knowledgeable
on the matter may be invited or speakers within the schools designated by the school
heads and trained for this task, or the school heads themselves.
Aside from the foregoing, the schools may resort to other means to inculcate in the
minds of youngsters and school children the value and importance of voluntary blood
donation, even they are not yet of age to donate. This shall include the integration in the
lesson blood donation and its importance, at least once a year, preferably during the first
scheduled blood donation of the year, and announcements of all schedules of blood
donations in every schools.
Section 16. Separability Clause. If any part of this ordinance is declared as
unconstitutional or unlawful, such declaration shall not affect other parts or the sections
hereof that are not declared unlawful or unconstitutional.
Section 17. Repealing Clause. All previous Ordinances inconsistent with this
Ordinance are deemed amended, repealed or modified accordingly.

Section 18. Effectivity. This Ordinance takes effect immediately upon approval.
