WHEREAS, Art. XIV, Section 1 of the Philippine Constitution states that the State shall
protect and promote the right of all citizens to quality education at all levels, and shall take
appropriate steps to make such education accessible to all;
WHEREAS, Section 2(3) of the same Article states that the State shall maintain a system
of scholarship grants, student loan programs, subsidies, and other incentives which shall be
available to deserving students in both public and private schools, especially to the
underprivileged,
WHEREAS, corollary to the foregoing, the Municipal Government of Igbaras has been
extending educational assistance to Igbarasnon College Students from poor families or those
who are in crisis situations, which has benefited a good number of students, hence, the same
should be continued and institutionalized:
Section 1. Title. This local legislation shall be known as “An Ordinance Institutionalizing
the Grant of Educational Assistance to College Students in the Municipality of Igbaras, Iloilo”.
Section 2. Definition of Terms. The following terms when used in this ordinance shall
be construed as follows:
The same shall be released to the students if already eighteen (18) years old or to their
parents in case of minority of the students.
(d)Only one (1) student per family can avail of this assistance.
Section 6. Role of Municipal Social Welfare and Development Office. The Municipal
Social Welfare and Development Office shall evaluate the qualification and the eligibility of the
student applicants for entitlement to Educational Assistance under this Ordinance.
Section 7. Budget. An initial budget of Four Hundred Thousand Pesos (PHP 400,000.00)
is hereby appropriated in the immediate budget year. The budget maybe increased in the
subsequent annual budgets. In the meantime, funding under this ordinance shall be taken from
available sources from the Office of the Mayor including but not limited to Gender and
Development Funds.
Section 9. Repealing Clause. All previous Ordinances inconsistent with this Ordinance
are deemed amended, repealed, or modified accordingly.
Section 10. Effectivity. This Ordinance takes effect immediately upon approval.
