AN ORDER IMPLEMENTING THE COVID-19 ALERT LEVEL SYSTEM IN THE CITY OF


DAPITAN

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious
Diseases has decided to expand the pilot implementation of the Alert Level System in the
Philippines;

WHEREAS, under the Alert Level System, it is the Department of Health that has the
power to decide on the alert level of a local government unit based on its transmission rate and
COVID bed utilization rate;

WHEREAS, per National IATF, Dapitan City is recommended to be placed under


ALERT LEVEL 2;

WHEREAS, Section 5 of the Guidelines on the Implementation of Alert Levels System


for COVID-19 Response in Pilot Areas as of October 13, 2021, provides a set of guidelines for
areas under Alert Level 2;

NOW THEREFORE, by virtue of the powers vested in me by Law, I, ROSALINA G.


JALOSJOS, City Mayor of Dapitan City, do hereby order the establishment and
implementation of the ALERT LEVEL 2 Guidelines 1 in the City of Dapitan effective 1
December 2021 and shall remain in force unless that city is placed under a different alert level
system, to wit:

SECTION 1. The imposition of community quarantine in the City of Dapitan under the
new guidelines is implemented until 31 December 2021 under Alert Level 2 status.

ALERT LEVEL 2 – refers to areas wherein case transmission is low and decreasing,
healthcare utilization is low, or case counts are low but increasing, or case counts are low but
decreasing but total bed utilization rate and intensive care unit utilization rate in increasing.

SECTION 2. GUIDELINES FOR AREAS UNDER ALERT LEVEL 2 - The following


protocols shall be observed in areas placed under Alert Level 2, except for portions thereof
under granular lockdown:

A. Intrazonal and interzonal travel shall be allowed subject to the reasonable


restrictions based on age and comorbidities, as may be determined by the LGU’s
which should not be stricter as those prescribed under Alert Level 4 and subject to
the oversight, monitoring, and evaluation of their respective RIATF.

The abovementioned requirements shall not be applicable to minors below 18


years old accompanied by a Fully Vaccinated adult. In which case, they shall
only be required to present valid Identification Cards bearing their respective
photographs.

All persons travelling to the City of Dapitan shall fill-up the declaration form and
submit the same at the Quarantine Control Point in their point of entry. It shall be
the duty of the Philippine Ports Authority (PPA), Philippine Coastguard and the
PNP Maritime Group to collect the said declaration forms which shall be
submitted to the IATF.

Persons, vaccinated or not, who are travelling from places declared under Alert
Levels 4 and 5 shall be required to present Negative RT-PCR Test Result taken 5
days prior to boarding.

No quarantine shall be required for Intrazonal travel.

B. Individual outdoor exercise shall also be allowed for all ages regardless of
comorbidities or vaccination status;

C. Except those located in areas covered by granular lockdowns, all other


establishments, or activities not prohibited under each Alert Level may be allowed to
operate on-site provided they implement the minimum public health standards – 1-
meter physical distancing and wearing of face masks are mandatory, while the use of
face shields shall be voluntary. However, they are encouraged to operate with a
minimal on-site capacity, while applying work-from home and other flexible work
arrangements. For this purpose, the movement of workers of said establishments
residing in areas not covered by granular lockdowns shall remain unrestricted;

D. Establishments and activities allowed to operate at limited capacity during Alert


Level 2:

i. Venues for meetings, incentives, conferences, and exhibitions (MICE);


ii. Permitted venues for social events such as parties, wedding receptions,
engagement parties, wedding anniversaries, debut and birthday parties,
family reunions, and bridal or baby showers;
iii. Visitor or tourist attractions such as libraries, archives, museums,
galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or
overlooks, and the like;
iv. Amusement parks or theme parks;
v. Recreational venues such as internet cafés, billiard halls, amusement
arcades, bowling alleys, skating rinks, archery halls, swimming pools, and
similar venues;

vi. Cinemas and movie houses;


vii. Limited face-to-face or in-person classes for basic subject to prior approval
of the Office of the President;
viii. Limited face-to-face or in-person classes for higher education and for
technical-vocational education and training;
ix. In-person religious gatherings; gathering for necrological services, wakes,
inurnment, and funerals for those who died of causes other than COVID-
19 and for the cremains of the COVID-19 deceased;
x. Licensure or entrance/qualifying examinations administered by their
respective government agency, and specialty examinations authorized by
the IATF subject to the health and safety guidelines as approved by the
IATF;
xi. Dine-in services of food preparation establishments such as kiosks,
commissaries, restaurants, and eateries, subject to DTI-sector specific
protocols;
xii. Personal care establishments such as barbershops, hair spas, hair salons
and nail spas, and those offering aesthetic/cosmetic services or
procedures, make-up services, salons, spas, reflexology, and other similar
procedures including home services options, subject to sector-specific
protocols of DTI;
xiii. Fitness studios, gyms, and venues for individual non-contact exercises
and sports, subject to DTI sector-specific protocols. Provided that
patrons/clients and workers/employees wear face mask at all times and
that no group activities are conducted;
xiv. Film, music, and television production subject to the joint guidelines as
may be issued by the DTI, DOLE and DOH;
xv. Contact sports venues. For purely exercise purposes, no permission from
the LGU is necessary. Otherwise, sports that tend to draw crowds (i.e.
competitions, Liga’s, and the likes), approval from the LGU is required;
xvi. Fun fare/peryas or kid amusement industries such as playground,
playroom, and kiddie rides;
xvii. Venues with live voice or wind-instrument performers and audiences
such as in karaoke bars, clubs, concert halls, and theaters; and
xviii. Gatherings in residences with individual not belonging to the same
household.

The foregoing establishments shall adhere to the following maximum capacity:


50% indoor capacity and 75% outdoor capacity, provided that an additional 10% is
permitted if the establishment is awarded with Safety Seal Certification under the
Safety Seal Certification Program.

E. The establishments and activities specified above shall be allowed to operate


provided there is compliance with the following requirements:

i. All workers/employees of these establishments are fully vaccinated


against COVID-19;
ii. Minimum public health standards (MPHS), which refers to the national,
local, and sector-specific guidelines on mitigation measures for its

COVID-19 response across all settings by implementing non-


pharmaceutical interventions (NPIs), consistent with the Department of
Health (DOH) Administrative Order No. 2021-0043 or the Omnibus
Guidelines on the Minimum Public Health Standards for the Safe
Reopening of Institutions, shall be strictly maintained; and
iii. The establishment or activity organizer shall secure a letter of no objection
or special permit from the Dapitan City Government.

F. Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting
shops, and other gaming establishments shall not be allowed to operate, or be
undertaken in areas classified under Alert Level 2 except as may be authorized by the
NIATF or the Office of the President.

However, PAGCOR Operated Casinos and other Gaming Stations such as


E-bingo/E-games Gaming sites ad Operators shall be allowed to operate premised
upon the Memorandum issued by PAGCOR dated 28 June 2021, provided they
adhere to strict health protocols and strict social distancing protocols in place.

G. Liquor ban is suspended until further notice. Liquor may now be served in
public places, subject to the maximum capacity of indoor and outdoor, as specified in
item D;

H. Mandatory use of face shields is hereby suspended;

I. Curfew period – Minors: 10:00 PM – 6:00 AM


Adults: 2:00 AM – 4:00 AM

SECTION 3. GUIDELINES ON THE IMPLEMENTATION OF GRANULAR


LOCKDOWNS DURINF ALERT LEVEL 2

A. AUTHORITY TO DECLARE GRANULAR LOCKDOWN- Pursuant to the IATF


Guidelines on the implementation of Alert Levels System for COVID-19 Response in
Pilot Areas, the Mayor is authorized to impose granular lockdown in the following
areas:

i. Individual houses where one household member has been confirmed;


ii. Residential buildings, streets, blocks, puroks, subdivisions, and/or villages
within their jurisdiction; and
iii. Component barangays subject to the concurrence of the Regional Inter-Agency
Task Force (RIATF).

B. PARAMETERS FOR DECLARATION AND IMPLEMENTATION. The


epidemiological parameters in the declaration of a granular lockdown, including
specific interventions and activities to be conducted in such areas, shall comply with
the National Task Force COVID-19 Memorandum Circular No.2 dated 15 June 2020
or the Operational Guidelines on the Application of the Zoning Containment
Strategy in the Localization of the National Action Plan Against COVID-19 Response.

C. DURATION. Granular lockdowns shall be for a period of not less than fourteen
(14) days.

D. EFFECTIVITY. The declaration of granular lockdowns by the Mayor shall be


provisional effective immediately and shall include due notice to the RIATF. The
RIATF shall immediately act on the said declaration.

SECTION 4. GUIDELINES FOR CONTACT TRACING AND QUARANTINE FOR


CLOSE CONTACTS, SUSPECTED, AND CONFIRMED CASES.

i. All close contact of probable and confirmed cases shall be placed under
quarantine. In the event that they develop symptoms or test positive for
COVID-19, they shall be isolated and shall be admitted and treated in the
appropriate facility;
ii. All suspect, probable and confirmed cases shall be isolated in the proper
facility depending on the severity of symptoms;
iii. General contacts shall be advised to self-monitor, strictly adhere to the
minimum health standards and report for existence of sign and symptoms;
iv. Contacts of suspect cases shall be notified and advised to self-monitor and
adhere to stringent minimum public health standards. Should the suspect case
turns out to be probable or confirmed, contacts will be asked to undergo
quarantine or isolation whichever is appropriate.

SECTION 5. DISCHARGE CRITERIA FOR SUSPECT, PROBABLE AND


CONFIRMED COVID-19 CASES.

i. Patients with mild symptoms who have completed at least 10 days of isolation
from the onset of illness either at home or a temporary treatment and
monitoring facility inclusive of 3 days of being clinical recovered and
asymptomatic can be discharged;
ii. Patients with moderate, severe or critical symptoms who have completed at
least 21 days of isolation in a hospital from the onset of illness, inclusive of 3
days of being clinically recovered and asymptomatic can be discharged;
iii. Asymptomatic immunocompetent individuals who test PCR Positive (+) and
remains asymptomatic for at least 14 days from the date of specimen collection
can discharge after 14 days and be tagged as recovered;

SECTION 6. MODIFIED GENERAL GUIDELINES FOR CONTACT TRACING,


QUARANTINE AND ISOLATION.

a. Those who are asymptomatic or those with mild signs and symptoms shall undergo
mandatory quarantine either:
i. At the Ligtas COVID Center; or
ii. At their homes, subject to inspection and approval by the City Health Office.
b. Those with moderate sign and symptoms will be referred to Level I or Level II
Hospital;
c. Those with severe and critically ill COVID-19 patient that needs mechanical
ventilator must be referred to Level III hospital;
d. All suspect with mild manifestation will be isolated in the same manner as (a);
e. Suspect with moderate to severe manifestation will be admitted to Level I, II and III
respectively.

SECTION 7. DISCHARGE CRITERIA FOR SUSPECTED AND CONFIRMED

SECTION 9. PUBLIC AND PRIVATE OFFICES. Agencies and instrumentalities of the


government shall be fully operational and operate at a minimum of fifty percent (50%) up to
full on-site capacity as determined by the head of agency in accordance with the relevant rules
and regulations issued by the CSC or other applicable law.

Vaccination is not mandatory among the employees. However, should the employee
opt to not get vaccinated, they shall be required to submit a Negative Test Result of RT-PCR
once every 2 weeks, at their own expense.

SECTION 10. VACCINATION OF CHILDREN AGED 12-17 YEARS OLD. Parents


are encouraged to have their minor children within the age bracket of 12-17 years of age with
available and allowed COVID-19 vaccines for minors.

Furthermore, parents of minor children are encouraged to have said children


vaccinated with anti-flu and anti-pneumonia vaccines for additional protection.

SECTION 12. ACTS OF DISCRIMINATION. Acts of discrimination inflicted upon


healthcare workers, repatriated OFWs and non-OFWs, COVID-19 cases, whether confirmed,
recovered or undergoing treatment, as well as suspect and probable cases, and persons under
monitoring are denounced in the strongest of terms. Acts in furtherance of discrimination,
such as, but not limited to, coercion, libel, slander, physical injuries and the dishonor of
contractual obligations such as contracts of lease or employment, shall be dealt with
criminally, civilly, and/or administratively.

SECTION 13. SANCTIONS. Any violation of the foregoing prohibitions shall


constitute non-cooperation of the person or entities punishable under Section 9 par. (d) or (e),
as the case may be, or R.A. No. 11332, otherwise known as the Mandatory Reporting of
Notifiable Diseases and Health Events of Public Health Concern Act, and its Implementing
Rules and Regulations.

Further, any non-compliance and/or violation hereof shall be a ground for denial of
entry and/or shall be dealt with accordingly under existing criminal, civil, administrative
laws, and existing City Ordinances.

SECTION 14. INCORPORATION CLAUSE. All laws, legal orders, rules and
regulations that have been issued and/or will be issued by the duly constituted authorities of
the Republic of the Philippines, particularly the National Inter-Agency Task Force for the
Management of Emerging Infectious Disease, pertaining to public health and COVID-19 are
hereby incorporated herein and made integral part hereof. In case of conflict, such laws, legal
orders, rules and regulations shall take precedence over the provisions of this Executive Order.

SECTION 15. SEPARABILITY CLAUSE. Should any provision of this Executive Order
be declared by a court of competent jurisdiction as invalid or unconstitutional, the remaining
provisions not otherwise adversely affected thereby shall remain in full force and effect.

SECTION 16. REPEALING CLAUSE. Any and all executive orders, issuances, rules
and regulations of the City of Dapitan or any part thereof which are inconsistent with the
provisions of this Executive order are hereby repealed, amended or modified accordingly.

SECTION 17. EFFECTIVITY. This Executive Order shall take effect on immediately.
