INTRODUCTION

This report contains all planning guidelines and regulations that have been
formulated. Approved by the Selangor State and Federal Territory MPS,
management MPS (Majlis Perbandaran Selayang) approved planning
approval submission). This assignment is to help us form a preliminary concept
and understand the basic knowledge of law and ethics in professional
architectural practice.

The report is to know the exact planning approval submission and its
procedures. At the same time, tackles manage the functions of administrative
and personnel affairs, leave, arrival and discipline of department employees,
management/secretarial department meetings, department equipment
supply, and demand, preparation of annual work target reports, budget and
other reports, management training applications, courses, seminars Meeting
and office work visits, providing performance reports, task lists, desktop files,
and client charters, departmental vehicle scheduling, departmental
documents, records and storage, and performing other duties assigned by the
director of the planning department, the director of the planning department,
and the director of the planning department And side panel designer.

According to the guidelines of the authorities, architects should follow the


standards and regulations of the site and land when designing the market in
the area. Therefore, this assignment will help us to recognize and better
understand the responsibilities of architects throughout the process.

Background
Selayang Municipal Council is located in Gombak district which is the gateway to
the State of Selangor on the northeast. It is bordered by Kuala Lumpur City Hall
(DBKL) and Kuala Selangor District (MDKS) on the west, Hulu Selangor District
Council (MDHS) on the west. north and Petaling Jaya City Council (MBPJ) in the
southwest.

The total administrative area of the MPS is 545 square kilometers which covers three
mukims, namely Mukim Rawang (263 square kilometers), Mukim Batu (154 square
kilometers) and Mukim Setapak (128 square kilometers).Its population is 560,630
people with Mukim Batu recording the highest percentage of 60.9 percent (285,288
people), Mukim Rawang 29.5 percent (199,095 people), and part of Mukim
Setapak at 9.6 percent (76,247 people). Economic activities in the SAC area are
the industrial, enterprise and agricultural sectors.

A total of 33 percent of the MPS area is a forest reserve and recreation area and
here is located the Forest Research Institute of Malaysia (FRIM), Batu Dam and
forest recreational parks, rain catchment areas and Environmentally Sensitive Areas
(KSAS).The MPS administrative area has its own attractions with the presence of
attractive nature tourism destinations such as Batu Caves Cave, Selayang Hot
Spring, Kanching Amusement Forest, Commonwealth Forest Park, Ulu Yam
Amusement Forest and Kundang Blue Lake.

There are 9 main towns in the MPS administration, namely Bandar Baru Selayang,
Bandar Baru Rawang, Batu Arang, Taman Seri Gombak, Bandar Tasik Puteri, Bandar
Baru Kundang, Batu Caves and Bandar Country Homes. The growth of these new
towns is seen as a positive development for the SAC. Development efforts will
continue to be implemented by the SAC without compromising the quality of the
environment.

The SAC Town Planning Department is responsible in controlling and planning


development referring to Act 172, National Physical Plan, Selangor State Structure
Plan 2035, SAC Local Plan 2020, Special Area Plan and in accordance with
government policies / circulars and guidelines applicable in in ensuring sustainable,
progressive and prosperous urban development.
MPS Timeline

Objectives of the Local Plan


RT MPS 2020 is prepared to achieve the following eight objectives:-
i. Translate the policies outlined in the National Physical Plan (NPP) and the
Selangor RSN into physical form and evaluate the success of the implementation
of those policies;

ii. To formulate appropriate development strategies for the SAC area;

iii. Form a land use development framework to develop and use land and
develop the SAC area based on issues and potentials;

iv. Provide measures to protect and beautify the environment, preserve


topography, preserve trees and preserve sites and historic buildings of aesthetic
value that may exist within the SAC area;

v. To plan the provision of open space/recreation as well as beautification and


landscaping measures;

vi. To plan the development of a network of traffic and communication


communication systems;

vii. Provide guidelines-development control guidelines cover aspects of urban


design, housing, industry, business, provision of infrastructure and utility facilities,
community facilities and other related; and

viii Provide guidelines and frameworks on aspects of agriculture, conservation,


conservation and environmental management.

DEFINITION

WHAT IS PLANNING PERMISSION?


(bahasa melayu: Kebenaran Merancang)

Planning permission is the written permission of the Local Planning Authority (LPA).
Planning permission is required after approval of land conversion approval is
obtained, where it was before the building plans to continue. There are no limits of
land to be exempt from planning permission, although the land is less than 1 acre.

Akta Perancangan Bandar dan Desa 1976 (Akta 172)

Subsection 2(1) of the Town and Country Planning Act 1976 (Act 172) Decoding
planning permission be given, with or without conditions for carrying out the
development.

Subsection 19(1) provides that no person, other than a local authority (LA), can
start, operate, or carry out any development unless planning permission in respect
of the development has been granted to him under section 22 or extended under
subsection 24 (3).

PROHIBITION ON DEVELOPMENT WITHOUT
PLANNING PERMISSION

Requirement to obtain planning permission is required under Section 19 (1), Act 172,
namely:

"No person, other than a local authority, shall commence, undertake or


carry out any development unless planning permission in respect of the
development has been granted to him under Section 22 or extended
under section 24 (3)".

All development shall obtain the approval of planning permission from the Local
Planning Authority. If the development is carried out without planning permission or
development carried out contrary to planning permission, the owner can be
convicted under Section 27 and Section 28 of Act 172. Penalties that may be
imposed is in accordance with Subsection 26 (1), which is a fine not exceeding five
hundred thousand ringgit or to imprisonment for a term not exceeding two years or
both.

involve projects such as housing schemes, business schemes, enterprise schemes,
land boundary subdivisions, and lot mergers. These applications typically involve
internal technical agencies and external technical agencies and are submitted by
town planners. The charter period for this application is 40 days.

Referring to the Circular of the Selangor State Secretary (Local Authority Section)
PBT: No. 1/2014- Improving the Issuance of Construction Permits through the New

PLANNING PERMISSION OF THE
BUILDING ERECTION PLAN
(Permohonan kebenaran merancang pelan pendirian bangunan)

This application usually involves free standing building such as condominiums,


apartments, petrol stations, factories and businesses as well as applications with
strata status. These applications typically involve internal technical agencies and
external technical agencies and are submitted by town planners. The charter
period for this application is 40 days.

DEFINITION OF REQUIREMENTS AND TERMS

DEFINITION
1. Plot Ratio

The plot ratio is an important part of a building’s development plan. It sets out the
maximum area of developable space which can be constructed on a specific plot
of land. The higher the plot ratio cap, the more properties that can be built on the
same plot of land. A lower plot ratio cap limits the number of units which are
permitted to be constructed on that land.

Plot Ratio - Gross Floor Area / Area of the site

2. Population Density

Population density is a measurement of population per unit area or unit volume. It is


the quantity of type number density. Itis a frequently applied to living organisms and
most of the time to humans.

Population Density = Number of people / Land Area

3. Plinth Ratio

By the Act Planning Act 1982, Act 267, plinth area is a lot of regions covered by
building. Control the plinth allow more public ue planning areas such as green
areas and children’s play area which can be used together. The plinth area of the
building is small compared to the vastness of the site provide a harmonious
environment with more room to the ground floor in a building.

4. Open Space

Open space is any open piece of land that is undeveloped and is accessible to the
public. Open space can include to green space, schoolyards, playgrounds, public
seating areas, public plazas, and vacant lots.

5. Building Setback

Seacks area needed as ruled sets by Urban Planning department of Malaysia and
the local Authorities/ Council for planning and building approval. It means the
minimum distance between any portion of any building and a right-way boundary
or centerline as hereinafter described. The purpose for the setbacks is to promote
the safety, health, welfare, comfort and well being. Besides, that, it also provide for
notice to prospective builders along country road rights-of-way of appropriate
setbacks.
Type of Land use of the client’s Land Title

According to the guidelines and standard regulations, the following project is


located under class Institutions and community facilities. Thus, the minimum site
area must be less than or equivalent to 1.1 hectare. the total project site is 0.6502
hectar. Below picture show the land title information which will be implemented
on the existing project site. From the RT MPSelayang 2020 the primary land used is
allocated according to class order of Government Use.

Based on the project site, it has a plot ratio of 0.33 which is within the ratio

On the existing site, there is two types of roads serving different purposes. The
main road had a width of 9 meters which services one way direction. And
the road aimed for ingress and egress on the project site had a width of 6
meter for main access and 4 meter for firefighting access. In total the width
of the ingress and egress roads is 10 meters.

The parking requirement for the building premises is 1 car park lot for every
40m2 and 1 motorcycle lot for every 84m2.Moreover, 2% of total number
for disable parking lot has to locate near to lift with ramp and railing

To fulfill the requirement to fire safety , two hydrants were located at the site
each cover a distance of radius 45m radius.

Loading and Unloading Area
For loading area, there are 2 type of entrance permissible for two goods.
One is for lorry to unload food ingredients into the kitchen without having to
go through main access exhibition hall, and this can be access at small back
door. The other entrance is to allow unload heavy museum artifacts which
can be access by back entrance to allow flexible working distance.

Refuse Collection Centre


The refuse collection center is located at the main access point of the project in
order now to cause disturbance for building users when being used.

WHAT IS LCP?
(Definition of development Proposal Report)

The LCP is the main document attached to the planning permission application as
provided in subsection 21 (1) of Act 172. It shall contain the items -

a. The concept and justification of development

b. Location map and site plan

c. Details of land titles and restrictions, if any

d. The following that may come into contact with the said development plan:

i. Land descriptions include the physical environment, topography,


landscape, geology, contours, drainage, water and water catchment
and the natural forms thereon

ii. a survey of trees and all kinds of plants, and

iii. Building details

e. Land use analysis and its impact on adjoining land

f. Layout plan containing the particulars specified in section 21 B, and

g. Any other matters prescribed by the local planning authority

EXEMPTION FROM LCP


In principle, every planning permission application submitted to the local planning
authority (PBPT) must be accompanied by an LCP. However, the provisions of
subsection 21A (2) of the 1972 Act empowers PBN to exempt any development
from submitting LCP through rules. As long as no exemptions are granted, all
planning permission applications for a development proposal must be
accompanied by an LCP.
PURPOSE AND FUNCTION OF LCP

The LCP is a document specifically referred to under the provisions of subsection 22


(2) of the 1972 Act as one of the matters that need to be referred to and
considered in managing planning permission.

LCP must be prepared to meet the following requirements:

a. Explain the development proposal by explaining the justification including the


alignment of the development proposal with the stipulations in the development
plan and existing policies at the national, state, and local levels

b. Enable PBPT to expedite the review process and make a decision on an


application for planning permission.

c. Enable the authority responsible for a development activity or physical planning


to make an appropriate assessment of the development proposal based on the
detailed information submitted in order to comply with the principles of sustainable
development.

d. Ensure that each planning permission application takes into account the
physical, socio-economic, traffic, environmental and policies related to planning
and development

e. Provide a coordination framework and delivery system between the developer


and the authorities as well as all implementing agencies so that all requirements or
technical requirements and conditions are fully taken into account.

f. Facilitate mitigation and monitoring measures by the authorities.

g. Used as a reference for enforcement and prosecution actions as well as appeal


consideration at the Appeal Board level.

KEBENARAN MERANCANG
LCP 1 is provided for each application for
planning permission for building work as KERJA BANGUNAN
defined under subsection 2 (1) of Act 172 (Building works planning permission)
which includes demolition, erection, re -
erection and expansion of a building or
part thereof.

This building work includes:


a. Making any additions to the height or floor area of a building
b. Making a roof or re -making the roof of a building or part thereof
c. Making any addition or alteration to a building which affects the arrangement of
drainage or its cleanliness or soundness.
d. Making any addition or alteration to a building, whether made before or after the
completion of the building, which deviates in any way from any plan or determination in
respect of the building, approved at any time by any- which authority is authorized under
any written law to approve the plan or determination.
e. Doing any other work normally done by a person carrying on the business of building
construction.

For building works involving the use of underground space, it falls under category
LCP 1A and its contents shall take into account geological and geotechnical
analysis.

1.0 PENDAHULUAN
1.1 Pengenalan

Laporan cadangan ini adalah untuk permohonan kebenaran merancang bagi


projek baru untuk muzium wayang kulit di atas Lot 139, Persiaran 1, Baru Selayang,
68100 Batu Caves, Selangor Darul Ehsan . Perlaksanaan projek ini adalah untuk
menyediakan muzium untuk penggunaan Institusi Pendidikan.

Laporan Cadangan Pemajuan ini mengandungi penerangan ringkas terhadap


latar belakang tapak cadangan ,hakmilik dan sekatan-sekatannya,dasar-dasar
kerajaan negeri berkaitan dengan pembangunan tanah, analisa fizikal tapak
persekitarannya,potensi projek dan cadangan pembangunan.

1.2 Tujuan Laporan Cadangan Pemajuan

Tujuan laporan ini disediakan bagi mencapai beberapa matlamat seperti berikut:

i. Menerangkan cadangan pembangunan yang akan dimajukan secara rasional;

ii. Menyediakan asas perancangan bagi membolehkan pihak berkuasa membuat


pertimbangan dan penilaian terhadap cadangan membina sebuah bangunan
untuk kegunaan muzium;

iii. Membuat analisis terhadap aspek-aspek fizikal tapak,potensi dan halangan


serta dasar-dasar pembangunan yang berkaitan;

iv. Menerangkan kesesuaian kemudahan pembangunan yang dicadangkan


berbanding keadaan sediada dan persekitaran pembangunan tapak cadangan;

v. Sebagai rujukan kepada Jabatan-Jabatan Teknikal dan perunding yang terlibat


dalam merangka aspek pembangunan yang akan didasarkan dari perancangan
yang telah digariskan ;

vi. Mendapatkan kelulusan terhadap permohonan Kebenaran Merancang bagi


membina sebuah bangunan dua tingkat kepada sekolah sedia ada

KEMAJUAN
2.1 Latar Belakang Pembangunan

Laporan ini disediakan bagi pemilik Mandy Lai Ping Jie dan Lai Zhi Zhen yang
bertujuan untuk mendapatkan kelulusan terhadap Permohonan Kebenaran
Merancang Bagi Projek baru untuk Muzium Wayang Kulit di atas Lot 139, Persiaran
1, Baru Selayang, 68100 Batu Caves, Selangor Darul Ehsan .

Laporan ini merupakan maklumat sokongan bagi memastikan prinsip prinsip


perancangan dan faktor-faktor pembangunan diambilkira di dalam menghasilkan
pembangunan yang teratur, terkawal dan terancang yang akhirnya akan
menghasilkan pembangunan yang selesa serta mematuhi keperluan
sebagaimana yang ditetapkan oleh pemilik .

Pemilik-pemilik tanah berharap membina muzium wayang kulit ini untuk


penggunaan Institusi Pendidikan dan menjadi mercu tanda di daerah Selayang.

3.0 PERIHAL TANAH
3.1 Perihal Hartanah

Keluasan tanah lot cadangan adalah 6507 meter persegi di atas no Lot 139
yang terletak di dalam Jalan Taiping, Kampung Baru Sungai Buloh, Section U9,
bawah pentadbiran Majlis Perbandaran Selayang (MPS). Perihal terperinci bagi
hakmilik dan pemilikan tanah ini adalah seperti berikut:-

terletak di persimpangan Jalan Taiping yang sedia ada.
● Aras tanah adalah sama aras dengan aras jalan ( Persiaran 1, Baru
Selayang,) pada sebelah kanan tapak manakala aras tanah adalah lebih
kurang 2m dibawah paras jalan di sebelah kiri tapak. Keadaan tanah bagi
jiran-jiran sebelah juga adalah sama seperti sedia ada.

3.2 Lokasi Tapak

Tapak cadangan ini berada di dalam kawasan pembangunan Bandaraya


Selayang yang secara langsung akan menyokong pembangunan sekitarnya.
Secara keseluruhannya, tapak ini berada di alamat Lot 139, Persiaran 1, Baru
Selayang, 68100 Batu Caves, Selangor Darul Ehsan.

Kedudukan tapak cadangan yang strategik serta mempunyai kemudahan


sampaian yang baik ini merupakan salah satu faktor yang menyebabkan pemilik
berhasrat untuk membina muzium satu tingkat ini. Kawasan sekitar tapak
cadangan adalah terdiri daripada kawasan institusi pendidikan dan kediaman
seperti mana yang telah ditetapkan oleh Pihak Berkuasa Tempatan sebagai
kawasan kediaman.

Jarak tapak cadangan dengan beberapa pusat pertumbuhan sedia ada dalam
konteks setempat dan sekitar adalah seperti berikut:-

4.1 Zon Guna Tanah
Berdasarkan kepada Draft Selayang 2021 City Plan, tapak cadangan dan
persekitarannya adalah di zonkan untuk pembangunan Institusi. Dengan ini,
kawasan sekitarnya terdiri daripada pembangunan pejabat, kolej kediaman, flat
dan kondominium.

4.2 Pembangunan Guna Tanah Semasa


Sekarang, tapak cadangan adalah merupakan tapak kosong untuk
pembangunan masa depan.

Untuk perkembangan budaya dan pendidikan, pemilik berhasrat untuk


membangunkan tapak ini dan menubuhkan muzium wayang kulit untuk menjadi
mercu tanda untuk mengembangkan ekonomi daerah ini di samping
mengambilkira segala aspek yang ditetapkan oleh Pihak Berkuasa Tempatan
Majlis Perbandaran Selayang (MPS).

4.3 Sistem Perhubungan dan Jalan Masuk

Kawasan tapak berdekatan dengan dua jalan raya utama iaitu Jalan Taiping
yang dapat meningkatkan lagi aspek akses di kawasan tapak cadangan.
Kedudukan tapak pula mempunyai kemudahan yang baik kerana berada di
dalam kawasan pentadbiran Majlis Perbandaran Selayang (MPS). Berdasarkan
kedudukan tersebut pembangunan yang dicadangkan akan tertakluk kepada
kehendak kehendak pihak MPS. Di samping itu, tapak pembangunan akan
menerima kemudahan perkhidmatan Bandar secara langsung daripada Pihak
Berkuasa Tempatan.

4.4 Topografi dan Kecerunan


Keseluruhan tapak cadangan adalah rata. Keadaan ini adalah sesuai bagi
sebarang jenis pembangunan dan ini memberi kelebihan kepada tapak
cadangan untuk dibangunkan semula sebagaimana yang dirancangkan . Jadi,
pembangunan ini tidak melibatkan threshold cost yang tinggi terutamanya bagi
kerja-kerja pertapakan dan penyediaan infrastruktur.

4.5 Sistem Saliran Sedia Ada
Sistem perparitan yang tersusun telah disediakan di mana ianya terdapat di
sepanjang sempadan tapak cadangan yang terdiri dari longkang konkrit dan
storm water drainage yang disalurkan ke simpanan parit (lebar 3.55m) yang sedia
ada di sebelah kiri bahagian tapak dan ianya akan menjadi saliran keluar
kumbahan dan limpahan air (run off) secara langsung dari tapak cadangan dan
kawasan sekitarnya. Sistem perparitan yang sedia ada adalah tersusun
disebabkan tapak terletak dalam pembangunan keseluruhan yang telah siap
dibina yang secara tidak langsung telah menyediakan sistem peparitan yang
baik.

4.6 Gunatanah Sekitar

Oleh kerana tapak cadangan berada di dalam kawasan pembangunan institusi


dan bangunan perniagaan, bangunan-bangunan yang sedia ada terdiri
daripada bangunan pejabat, kolej kediaman, flat dan kondominium. Antara
bangunan-bangunan yang terdapat di persekitaraan tapak adalah:

4.7 Kemudahan Awam dan Asas Di Kawasan Sekitar

Secara umumnya, persekitaran tapak cadangan ini mempunyai kemudahan


awam dan asas yang telah disediakan. Ini kerana persekitaran tapak
cadangan merupakan kawasan perdagangan dan kediaman yang sedia
ada dan bekalan air, elektrik, sistem perparitan dan jalan akses telah pun
disediakan.

Kemudahan bekalan air, elektrik dan telekomunikasi tapak cadangan telah


dilengkapkan dan dijangkakan tidak akan memberi sebarang masalah
kepada tapak cadangan untuk diimplementasikan kelak. Bagi sistem
pembetungan, kawasan pembangunan kawasan ini telah mempunyai pelan
pembetungan yang tersusun dan disambungkan dengan kemudahan
berpusat dari kawasan-kawasan sekitarnya.

5.0 POTENSI DAN HALANGAN
PERANCANGAN

5.1 Ciri-ciri Fizikal


Analisis dan penyelidikan di lokasi yang dicadangkan dan keadaan persekitaran
pembangunan di tempat akan memungkinkan cadangan pembangunan
berpotensi dikembangkan seperti yang dirancang. Faktor-faktor berikut yang
menyokong perkembangan ini termasuk:

i. Tapak yang dicadangkan adalah bangunan yang sudah ada dan tidak akan
melibatkan biaya pembangunan "ambang" yang tinggi, terutama untuk
penyediaan projek pengasingan dan infrastruktur.

ii. Projek pembangunan yang akan dikembangkan mematuhi peraturan


perencanaan tempatan (MPS) dari segi penempatan semula bangunan, nisbah
luas lantai, tinggi dan kelajuan.

iii. Ia dapat meningkatkan taraf persekitaran tempat untuk menjadikannya lebih


selesa, cantik dan selamat.

5.2 Pembangunan Ekonomi


Tapak yang dicadangkan terletak di Batu Caves yang sedang berkembang
pesat di Selayang. Secara tidak langsung, selagi pembangunan institusi dan
kemudahan masyarakat tidak bertentangan dengan penggunaan
persekitaran, mereka dapat terus mempromosikan pembangunan urbanisasi di
masa depan. Perkembangan ini akan meningkatkan lagi taraf hidup mengikut
kehendak pemaju, terutama peningkatan selayang oleh taraf hidup penduduk
tempatan.

5.3 Justifikasi Pembangunan
Rasional rintangan, potensi tapak dan arah pembangunan kawasan sekitar
menunjukkan bagaimana laman web ini。

Cadangan ini mempunyai halangan fizikal atau sosial dan berpotensi tinggi.
Sebagai kota yang berkembang pesat, cadangan aplikasi ini mempunyai
beberapa alasan untuk perkembangan yang telah digariskan, termasuk:

a) Kedudukan strategik
Laman web ini terletak di komuniti pemukiman "dewasa", memberikan kelebihan
kepada laman web yang dicadangkan dari segi kesinambungan kegiatan lain di
lingkungan kawasan. Di samping itu, laluan yang ada ke dan dari tempat dan
destinasi lain menunjukkan bahawa tempat yang dicadangkan mempunyai akses
dan peredaran yang baik. Aktiviti penggunaan tanah yang dicadangkan tidak
bertentangan dengan kandungan yang dinyatakan dalam pengezonan dan
tajuk gambaran keseluruhan.

b) Meningkatkan kualiti pembangunan


Projek pembangunan yang dicadangkan akan memberi peluang pekerjaan
semasa pembinaan dan setelah selesai berdasarkan aspek operasi. Di samping
itu, rancangan pembangunan ini dapat mewujudkan pembangunan yang cekap
dan komprehensif yang sesuai dengan urbanisasi moden.

c) Pembangunan yang seimbang


Menetapkan keseimbangan kota selayang di antara kabupaten-kabupaten, dan
pembangunan kawasan lain ketinggalan dari trend pembangunan, tidak hanya
tertumpu di selayang. Ini juga memenuhi hasrat Agensi Perancangan Tempatan
(MPA) untuk mewujudkan sebuah kota yang luar biasa yang merangkumi semua
kawasan di bawah bidangnya untuk memastikan pembangunan yang harmoni
dan seimbang.

6.0 DASAR DAN CADANGAN
6.1 Garis Panduan Perancangan Transit Zon

Ini adalah keutamaan penggunaan tanah yang dirancang di kawasan


perencanaan transit dan kegiatannya, untuk mewujudkan pembangunan bandar
yang baik. Semua rancangan pengangkutan wilayah harus dikembangkan sesuai
dengan panduan berikut:

i. Aktiviti guna tanah harus disokong dengan pengangkutan

ii. Mendorong penggunaan campuran di kawasan perencanaan pengangkutan,


iaitu menjadikan aktiviti meningkatkan keberkesanan, estetika dan keselamatan
kawasan perencanaan pengangkutan wilayah.

iii. Pembangunan berintensiti tinggi menyokong sistem pengangkutan.

iv. Reka bentuk bandar yang baik harus mengutamakan sistem berjalan kaki dan
pengangkutan awam

WHAT IS RENOVATION?

Owners who intend to apply for additional residential house amendments for 1 -
storey and 2 -storey terrace houses of the intermediate lot type who have obtained
a Building Occupancy Certificate or Certificate of Completion and Compliance
(CCC) can use the Equivalent Plan Book. issue approval within 1 hour after the
process fee is cleared.

The equivalent plan provided in this guideline is used in lieu of the plan to be
submitted by the owner to the Shah Alam City Council without the need for a
consultant to be approved as contained in the provisions of Section 18, Uniform
Building By-Laws 1984 (UKBS) . Therefore, the owner is fully responsible for the
additions /amendments made in terms of the stability and strength of the structures
built. The owner only needs to select the type of additions / amendments they
want to make and sign each copy that has been selected. It is reminded that the
Shah Alam City Council will not be responsible for any claims, allegations or actions
resulting from the construction of additional works / amendments.

These Equivalent Plan Guidelines are available at the Building Department Counter,
8th Floor, Wisma MBSA, Persiaran Perbandaran, Shah Alam for RM50.00.

Fill in the application form and complete the equivalent plan.
For more information, please go to the Seremban City Council Office, Wisma MBS.

1. Complete the plans with:


• Owner's name ; according to the name on the copy of the Sales & Purchase
Agreement
• Address
• No. identity card

2. Identify the type of house, the part to be made additional amendments, lot size,
distance of the existing building from the boundary line.

3. Select the sketch that suits the proposed additional amendments to be made
(Double Storey Terrace House) or Upper Front Additional Plan (Double Storey
Terrace House) and so on.

4. Signature of owner / tenant on each form and sketch plan.

5. The owner must submit an application for a permit to place building materials
together with the application.

6. Owners are required to apply for services using RORO (Roll On Roll Off) bins for
construction waste disposal. Payment for this service must be paid together with
the additional amendment process bill at Counter G, Wisma MBS.

7. Submit the Clear Receipts to the Building Department Counter as Proof of


Payment on the same day.
