OFWs, who have presumably earned income, are entitled to free RT – PCR testing and 7 – 14 day
quarantine accommodations, with more reason, departing OFWs who have yet to earn an income should
be accorded the same benefits.
Anyway, the pre – departure quarantine period for Taiwan - bound departing workers has been shortened
to just 2 days, as for the RT – PCR testing, the OWWA can choose the least expensive testing institution
among those accredited by or acceptable to TECO. The employers are required to pay for post – arrival
testing (2 times) and longer quarantine under Taiwan’s Conditional Foreign Worker Introduction
Program, plus commercial COVID – 19 Insurance and even the worker’s salaries during the quarantine
period even If he is not yet working.

Meantime, while waiting for the government’s action, we are going through hardship as we are out of a
job in the Philippines. If we can be gainfully employed in Taiwan, which is one of the best overseas
migrant worker markets, our beloved country, the Philippines, will also benefit in return from our
remittances. Would not this be a win – win for the Philippine government and the OFWs?
If we may equally add pointing out to the Honorable Secretary that this Initiative is done voluntary by us,
affected stranded workers, and has no participation by any of our sending agencies, their owners and/or
employees, nor any of the members of their association, The Pilipino Manpower Agencies Accredited to
Taiwan, or PILMAT. It is only through desperation that we thought of coming up with this signature
campaign with the end in mind that our government will heed our call.
