1. INTRODUCTION TO THE ORGANIZATION

Asiabike Industrial Limited is a BOI (Board of Investment) approved organization


operating in Sri Lanka started the business operations in 1994 as a 100% local entity in the
business of manufacturing the foot bikes to the international market. The organizational
business portfolio includes high quality mountain, racing, city bikes, children’s, trekking
and all terrain bicycles which provide the higher choice to the customers. The main aspect
in which the organization creates the competitive advantage over the business operations is
that the Asiabike is one of the main production companies to enjoy preferential trade access
to the European Union, enjoying GSP status enabling tariff reductions in EU market entry.
This is being totally depending on the political and economic conditions in the country
where the organization have created the sustainable competitive advantage over the
competition in order to make sure the business is sustaining. The business owns main two
production facilities in Panadura and Horana which make the organization to have the
effective operational management practices which have the capacity of producing the 1000
bikes per day which is a competitive capacity in meeting the demand in the international
context the facilities are equipped with the modem technology and the human capital
required to meet the expected quality standards for the business. With the effective business
practices, the organization is using the organization has been recognized in the different
context by awarding business excellence awards and the quality awards by both local and
international bodies. And also the organization is a member of National Chamber of
Exporters Sri Lanka, International Chamber of Commerce, Board of Investments Sri Lanka
and European Bicycle Manufacturers Association and meet the ISO and the SLS
requirements in the business process which create the organization to meet the quality
accreditation requirements to prove the system excellence to the customers as a third part
certification (Asiabike Industrial Limited, 2018).

The main target of the organizational business operations is the international market, but
the manufacturing is totally based on the Sri Lankan context the where the business is
having the higher focus with the quality in the manufacturing in which the business
organization is having the competitive advantage in the market. Especially the international

market in the industry is highly competitive where the competitive advantage from the
home country for the international operations is minimum therefore the organization must
make the concentration on the advanced factors which is been developed by the
organization which is been used in the organization in achieving the competitive advantage
over the competition. This is being in line with the organizational strategic direction
(Manager, 2018).

The organizational vision is “to be a global player in the bicycle industry exporting high
quality bicycles to the world” in which the organization has been identified the mission of
“generate rewarding value to all our stakeholders, to reward empower and grow our human
capital, to serve Society with Eco-friendly transport and recreation”. Accordingly, the
organization is having the clear long-term direction which is been used by the organization
in setting the organization business strategies. On the other hand, the organization is having
the clearly defined business value system which make the business to be operated in the
sustainable business in meeting the above identified business direction for the business in
business successes. The business value system can be identified as “Our aim is to generate
value, emphasizing on fair-play and sustainable development and growth”. Therefore, the
organizational focus is with the sustainable development with the higher business
excellence (Asiabike Industrial Limited, 2018).

2. PROBLEM DESCRIPTION
Real competition depends on achievements of quality awards. Therefore, many
organizations have been attempted to win quality awards. Within the Total Quality
Management adoption path, “award winners” stage is a most competitive and successful
stage in local level. But previous stage of Improvers’ stage also identified as a successful
stage because organizations that staying in this stage consist with high quality management
system including supervisors as improvers. The reason for this gap between above two
stages is nature of employee involvement practices Crosby, P. B., (1979) Employee
involvement practices consists with four strategies such as information sharing, knowledge
development, reward and recognition and power sharing. The impact of those strategies
determines the success of Total Quality Management and its relevant stage. Therefore, the
impact of employee involvement practices is researchable facet.

In addition to that sometimes employees have not adequate awareness regarding Total
Quality Management practices and employee involvement practices. Total Quality
Management is a compulsory concept. Thus, entire work force should be confirmed about
Total Quality Management goals. Managers have a basic responsibility to establish that
awareness through the work force. Without clear awareness, organization can’t acquire
advance stages of Total Quality Management path. According to the discussion with
management, there are not permanent self-managing teams. Employees are working as
temporary teams in the production process.

Weak employee involvement practices have been restricted the company from
accomplishing higher stages of Total Quality Management path.

As per the identified overview of the organization and the organizational management
comments it has been identified that the organization is having the significant issue with
getting the required employees involvement to the quality management practices in the
organization mainly since the organization make continues decision in gaining the
technology from the foreign countries where the use the geocentric approach in recruitment

which is note effective is adaptation to the local conditions where the operational level
employees are not effectively involving with the organizational business process where
there is higher level of deviation from the experts and the operational level employees in
the organization.

Total Quality Management is a competitive factor. Organizations can survival with the
competition by using effective Total Quality Management practices. Implementing Total
Quality Management practices is a process. Based on effectiveness and efficiency of Total
Quality Management approaches organizations have been confronted with an adoption
path. There are six basic Total Quality Management approaches such as management
commitment, employee involvement, customer satisfaction, continuous improvement, and
performance measurement and supplier partnership. Among them employee involvement is
the most important approach because operational level employees have ultimate
responsibility regarding outputs.

Top level managers are work designers. They are using their theoretical knowledge and
executing planning, organizing, leading and controlling tasks. But operational employees
have most appropriate knowledge and experiences regarding consumer preferences and
product quality because their working life directly link with raw materials, machines and
products. Thus, organizations can’t execute Total Quality Management without the active
support of employees.

Accordingly, it has been identified that the business is having the issue of less employee
involvement in achieving the quality goals of the organization in which the organization is
having the objective of getting the employee involvement in getting the employee
involvement by which the organization is getting the ability of reaching to the business
excellence. The study has been identified the symptoms of the study settings which has to
be followed by the root cause analysis and based on the identified root cause and the
application of the different quality management techniques its providing recommendations
for the organization gaining the employee involvement in make sure the organizational
achievement or operational management excellence.

With the identified problem context, it has been focusing on analyzing the current quality
management practices used by the organization in achieving the business success

overcoming the identified issue with the operational process of the organization.
Accordingly, the next section of the study focused on identifying the current usage of
quality management tools in addressing the identified issue in the organizational context. In
which the organization can gain the better understanding on the business operational
capabilities and way of addressing the issue in the organization which make the
organization to gain the operational excellence.

3. ANALYSIS OF SEVEN QUALITY TOOLS
Quality is a very important concept for every production and service organizations in
retaining existing consumers and capturing potential customers by satisfying them. In
business context the concept of quality refers the perception of consumers about the
expected requirements of the products and services (Oluseun, 2008). Quality is a “magic
bullet” that provides better products under the lower cost with higher customer satisfaction
(Peters, 1999). Kondo, (1997) defined quality as employee’s empowerment and the aim of
the organizations to establish attractiveness for employees and customers while enhancing
profit.

This is the highest level of quality management. It is associated with the quality principles
in all the aspects of a business including customers and suppliers (Edford, 1995). Total
Quality Management is a systematic way of ensuring which organizational activities which
happen the way they have been planned according to production - oriented and employee
relations – oriented techniques with the ultimate purpose of providing an excellence
products and services (Wilkinson & Marchington, 1992). Total Quality Management is a
fundamental management technique that consists with both philosophy and set of guiding
principles that create the foundation of every continuous improving organizations for
exceed the consumer’s expectations by using quantitative and qualitative management tools
through the disciplined manner (Will, Guenther, & Guenther, 2007).

According to the (Wilkinson & Marchington, 1992) Total Quality Management is a


systematic managerial process that represents the ways in that organizations restructuring
working relations in “high trust” techniques for managers and operational level employees
as well as he stated Total Quality Management is conceptualized in the form of triangle that
consists with three elements such as “management commitment”, “statistical process
control” and “team working”. Total Quality Management is a continual method and
technique of sustaining the continuous improvement and exceeding the consumer quality
expectations by seeking to reduce the effect of products, services and processes to expand
the quality specifications and efficiency through the six basic approaches such as
management commitment, employee involvement, continuous improvement, suppliers
partnership, customer satisfaction and performance measurement (Bona & Mustafa, 2013).

Quality circles were considered as a major quality assurance technique in two decades ago.
But quality councils reflected various peripheral attributions and Total Quality
Management innovated as a revamped version of a quality circles (Wilkinson &
Marchington, 1992).

Accordingly, it has been made the attention on identifying the basic tools used in the
business as the quality management tools.

3.1 Cause and Effect Diagrams

According with the primary data collected from the organization it has been developed the
fish born diagram for the organization which is explaining the root cause for the
organizational quality issue which make the organization to have the difficulty in
maintaining the competitiveness in the business environment which the important for the
organization different perspectives.

According with the identified root cause analysis undertaken it has been identified that
there is a quality issue in the organization which is been caused by the different factors in
the organization the study has been make the attention on getting the employee
involvement to overcome the quality issues in the organization the business by overcoming
the quality issues can reach to the higher competitive level while ensuring the organization
to reach the business objectives. Furthermore study has been identified that the
organizational quality management practices as been alien to the one aspect in which the
organization is over focusing on the material quality where the other important aspects has
been simply neglected by the organization in achieving the quality goals of the organization
it has been identified there is significant issue with the other aspects than the material
quality since they are depend with the imported materials in the manufacturing process.

3.2 Check Sheets

Check sheet also a tools which can be used in determining the quality of the product
manufactured by the organization as per the data collected from the organization it has been
developed the following check sheet for the organization in collecting the number of
defects in the manufacturing process for the identified period of time which provide the
overall evaluation on the organizational operational efficiency as a whole which provide the
overview for the business.

Check sheets are simple forms with some models that can help the user systematically store
data permanently. The data in the checkbook has been added and tabulated during the data
collection period to report the frequency of specific events. A set of stable, productive and
economic approach is used to audit the quality assurance review and apply them to a
specific process. Also, the user can help set up data for later use. It is very easy to apply and
understand the key benefits of the check, and a clear picture of the status and status of the
organization can be obtained. They are often efficient and powerful tools for identifying
problems. But they do not have an effective ability to analyze the status of the problem in
the workplace. There are three major defect-location check sheets for checking several
checks; Review plates and; Brochure Browser leaflet that can be used to collect data during
the production process. According the organizations are commonly using the check sheet as

the tool in controlling the quality in the organization. The table below illustrates the check
made based on the data obtained from the organization.

The check sheet provides the overview of the defects that the production process has in
which it can be identified that organizational production efficiency which makes the
organization to improve the organizational operational capacity. As per the identified defect
rate it is significantly high compared to the standards that the organization is been
maintaining in the operational benchmarking which is a quality issue in the organization.
with the figure it has been identified in the demonstration on the check sheet it required
undertake further analysis on the organizational process of reducing the defect since with
this figures it has been identified that the organization is having the higher reworks and
wastes which increase the organizational product cost therefore organization have to take
actions to reduce the defects than detect the defects.

3.3 Histograms

Histogram is a very useful tool to describe the sense of the frequency distribution of the
numbers observed in the replacement. A bar schematic of the unique and varied data of a
product or process is helpful for users to display data in a process and disseminate data in a
process. It shows the differences in the central trend variation (mean, mode and average).
Workers must be properly planned for the operation. Similarly, the histogram can be used
to identify and identify the base distribution of the explicit variable in the operations flow
of the production flow to achieve the effective production operations. By using the
histograms it enable the organization to make the further distribution on the collected data
by using the check sheets which make the organization to identified the patterns in making
the defects in which the if the defects are having the systematic way it implies that the
organization is having the issue with the operational flow of with the employees since the
defects are not random and it is been systematically distributed among the period. The
flowing figure demonstrated the histogram based on the above developed check list which
is demonstrated in the above section on the report.

With the analysis it is identified that the Sunday there is a higher probability of having the
defects in the production as per the previously demonstrated fish born diagram it has been
identified that the organization is having the issue with the employee commitment since the
management and the employees are having the significant gap. Furthermore, the factor is
working for all seven days which make higher pressure for the employees that may be the
reason for the increasing defects in the Sunday which has to be further investigated and
make necessary actions which make the organization to have more productive results from
the production pertains. On the other hand, as per the demonstration it has been identified
that in all the days the defect rate is more than 10 which is again an issue which must
investigate more and take corrective actions to reduce the number of defects.

3.4 Pareto Chart

Italian economist Wilfredo Pareto, who worked with the income and other inequalities of
the 19th century, introduced it that 80% of the wealth belongs to about 20% of the
population. Later, in 1950, Pareto's principle was developed by Juran. Pareto chart is a type
of, especially a type of hyperomis, which can be identified and identified as the cause of
quality problems, conditions, or organization. On the other hand, it is a bar schematic
showing the relative significance of the charts, and the sequence shown in the left-to-right
order of the order in the sequence. The purpose of the Pareto chart is to identify
"inconsistencies" that do not change the data, maintenance data, and repair data. Spare parts
or other sources. Also, the PERRO chart can create a mean to investigate the quality of the
quality, efficiency, and "material waste, power conservation, safety issues and cost
reductions." With this origin it has been wildly used on the operational management
context which provide the effective demonstration on the situational productivity facts for
the organization based on which the organization is having the ability of taking the
effective decisions to address the issue in relating to the production operation in the
organization which is required for the organization in business survival.

The following diagram has been demonstrated the Pareto chart to present the different types
of defects and its frequency within a given week of the study which provide the insights on
the production efficiency factors of the business which provide the ways overcome the
quality issues in the production flow.

According with the demonstration it has been identified that type seven errors which is the
human errors in the flow the production operations is having the higher influence from the
human factor the organization have to make the attention on getting the employees total
commitment for the business operations there it has been identified that the organization is
having the human resource related issue which verify the previous identification of the
cause of the quality issue as the less employee involvement in the production which has to
be addressed by the organization.

3.5 Scatter Diagram

The Scatter Circuit is a powerful tool to identify and analyze relationship variables between
qualitative two-factor and qualitative-compliance variables (an independent variable and a
dependable variable). What is the relationship between them? (Poor or strong, positive or
negative). The number line form often indicates the size and direction of the relationship
between the variables, and a relationship can cause an issue. Radar analysis is very useful

in reactionary modeling. These two numbers can show that there is a connection between
the two variables: a) a positive correlation; b) Negative relationship, and c) No connection.
In which it can be identified the general pattern of the distribution of the identified defects
in the organization which can be used to make preventive decisions for the business
excellence especially in the operational management aspect. The following figure
demonstrate the scatter diagram for the above identified data which is been further
explained by using the scatter diagram which is been exhibit below.

Even the organization is having the higher issue in the quality which has to be identified
with the systematic trends that the operational flow is having the business operations is
having the trend of making the higher rate of human error which make the organization to
have continues quality issues as a result it has been concluded that the organizational
operational management aspect to improve the concern on the human factors but as per the
collected the data the organizational main concern is with the material quality which is

make the organization to have the defect free product but on the other hand it is also
important have the required quality human resource which provide the organization to have
the required quality output using the materials gathered by the organization for the purpose
of generating the output.

3.6 Flow Chart

A diagram depicting a symbolic set to describe the sequence of steps in the procedure or
process is documented. On the other hand, a picture is displayed, including outputs, inputs,
activities, decision points and outputs for the overall objective through the processes. A
problem-solving tool can be used as a troubleshooting tool and can "document" and
describe the operation to position it in the field or process, so finding and improving the
situation in the process is very useful in identifying and designing the work flow of the
operational flow. By the flow chart the organization can communicate the business process
for all the stakeholders of the organization. Especially the employees can be educated by
using the flow charts regarding the operational activities in the business. Therefore, the
flow chart can be utilized as the effective tool of communication as well as controlling
which enable the business organization to meet the productivity goals of the operations as
well.

Accordingly, the following flow diagram demonstrates the operational flow of the
organization which provides the understanding on the overall business operations simply a
blue print of the work flow of the operations.

According with the identified production flow it has been recognized that the organizational
focus on detecting the defects is higher than the reducing the defect which increase the cost
for the organization therefore it is important for the organization to make the attention on
defect reduction which make the organization to have higher productivity while ensuring
the competitiveness in the market.

3.7 Control Charts

The control chart or the Shewhart control note was introduced by Walter A. Shewhart in the
Bell Phone Laboratories in 1920, which is perhaps the most "technical complex" for quality
management (Montgomery, 2009). Control charts are a special type of "track record" that
shows the amount of changes in process, and the nature of the process over time. Also, it
can describe and describe what has happened in the process. Therefore, it is important to
apply the control chart. It consists of samples and samples between UCL and LCL and is
monitored and monitored by the "Quality Control" process. UCL) and Low Impact Limiter
(LCL). "Statistical control" is not between UCL and LCL. Therefore, the process is free
from control and can be found in quality control when it comes to quality control. In

It has been identified there are some occasions where the organization surpass the upper
limit of the defects which means that the organization is having the issue of keeping the
number of defects within the standard limit identified by the organization. Therefore, the

organization must take the action to keep the defect rate within the standard limit which
makes the efficiency in the production flow which is important for the organization.

4. RECOMMENDATIONS TO OVERCOME THE PROBLEM

Based on the analysis it has been made the following recommendations for the organization
in overcoming the quality issue in the organization in which the organization can reach the
operational management excellence for the organization which make the organization to be
competitive in the global business environment.

 To determine the relationship between information sharing and Total Quality


Management
o Expanding the group discussion opportunities
According to the average opinion of employees, there are not advance group
discussion procedures. Each team consists with 100, 50, 50, 50 and 100
operational employees respectively. Organization can reserve separate time for
group discussions for each group with the direction of experienced group leader.
And, organization should be documented the group discussion process by
considering organizational structure. Because of that they can improve
employee involvement attitudes of employees.
o Giving chances to operational employees for present their opinions
According to the average opinion of employees, they have not advance
opportunities to present their opinions. Organization can provide hands-up
opportunities in discussion panels can maintain suggestion boxes, can held
valuable idea competitions within the organization. Because of that they can
improve employee involvement attitudes of employees.
o Establishing and maintaining proper discussion schemes
According to the average opinion of employees, there are not advance and
proper discussion scheme. Therefore, organization should forecast future events,
evaluate current capabilities, investigate the need of internal group discussions
and document the group discussion schemes at top management level. Because
of that they can improve employee involvement attitudes of employees.
o Maintaining continuous and updated information network
Employees have moderate opinion regarding information network. It means
organization has some regular information network. But organization should be

tried to enhance the validity of existing information network. The organization
can add new digital devices and new technological knowledge into information
network (self-working public computers, working area-based data base systems,
separate technical committee for maintaining the information network). Thus,
organization can enhance the operational employees’ ability of obtaining needed
information. Because of that they can improve employee involvement attitudes
of employees.
o Establishing easy access points for operational employees to obtain relevant
information
Employees have moderate opinion regarding access points. It means
organization has some easy access points for information obtaining. The
organization should be tried to expand the information obtaining access points.
Regarding this matter, organization can prove the knowledge of operational
employees regarding database usage and they also can establish manufacturing
machine-based devices for data obtaining. Because of that they can improve
employee involvement attitudes of employees.
o Confirming experienced employees for help and guide operational employees
Employees also have moderate opinion regarding this. It means operational
employees can obtain their needed information from experienced employees.
But organization should be tried to do this activity in proper manner.
Organizational products can appoint suitable experienced persons into group
discussions. Thus, each operational employee can obtain relevant information
from them easily. As well as, organization can create regular information
framework and guidelines for experienced employees and provide salary
increments for them. Because of that they can improve employee involvement
attitudes of employees.
 To determine the relationship between power sharing and Total Quality
Management
o Provided sufficient guide for operational employees without pressure
According to the average opinion of employees, they have been guided from
leaders with some pressure. The organization can shift leadership among several
suitable persons. Because of that organization can launch various leadership

styles. It helps to reduce working pressure. Because of that they can improve
employee involvement attitudes of employees.
o Encouraging employees to build up their skills and capabilities for doing the job
well
Employees have moderate opinion regarding using their real skills and
capabilities for doing the job well. It means organization has been encouraged
employees to use their real skills. But it should be done according to some well-
planned framework. Organization can create a data base regarding employee
skills. They can categorize various skills and various skill needs of the
organization. Thus, organization can find most suitable employees to perform
specific tasks as well as organization should be offered adequate power to them.
Because of that they can improve employee involvement attitudes of employees.
o Taking actions regarding professional development of operational employees
Employees have moderate opinion regarding their professional development. It
means the organization has been provided sufficient opportunities for
professional development of operational employees. But it should be done
according to some proper, well-documented procedure. Organization should be
planned and documented professional development paths, professional
achievement goals, extra benefits for professional achievements, top
management’ contribution for professional developments. As well as
organization should be created employment contracts accordance with above
matters. Because of that they can improve employee involvement attitudes of
employees.
o Establishing appropriate facilities and knowledge bases for self-improvements
of operational employees.
Employees have moderate opinion regarding self-improvements. It means the
organization currently offering some freedom for self-improvements of
operational employees. But organization should be launched training programs
with the purpose of making well knowledgeable employees. Organization
should try to enhance their existing facilities for self-improvements. The
organization can offer extra benefits for most successful self-improved

employees. Because of that they can improve employee involvement attitudes of
employees.
 To determine the relationship between reward and recognition and Total Quality
Management
o Recognizing the employee activities in favorable and fair manner
According to the average opinion of employees, there is not advance
recognition system within the organization. The organization should be
established a proper employee recognition scheme and procedure. Then
operational employees can understand their value to the organization. As
well as organization should be reserved salary increments for recognized
tasks of operational employees. Top management has an ultimate
responsibility regarding recognition system. By considering various working
conditions, organization can create a favorable recognition scheme. Because

o Organizing programs regarding innovative and creative thinking
Employees have moderate opinion regarding, their creative knowledge. It means
average number of employees have self-confidence regarding their creative
knowledge. Organization should be improved this ability by organizing
programs regarding innovative and creative thinking with the participation of
successful innovators. Because of that they can improve employee involvement
attitudes of employees.
o Maintaining regular data sources regarding successful innovations
According to the average opinion of employees, there are not proper data
sources regarding previous innovations. The organization can establish a
database including guidance and directions for innovations. Top management
can introduce some model innovations and they also can include them into the
database. Because of that they can improve employee involvement attitudes of
employees.
o Establishing easy access for innovative data sources
Employees have moderate opinion regarding, getting support from previous
studies. It means the organization allowing operational employees to obtain
needed information from previous studies. But organization should be
maintained well documented innovative knowledge sources and facilitated
employees to obtain relevant information from them (digital or physical library,
exhibition rooms with innovative products). Because of that they can improve
