L. Bahadurabad are that on 18.10.2007, the welcoming procession to Mohtaima Benazir Bhutto,
£55 Chairperson Pakistan Peoples Party was on his way from Karachi Airport to Quaid-e-Azam's
‐ Mausoleum, through Shahrah-e-Faisal. On 19.10.2007 at about 0010‐0012 hours when the
: procession reached in front of ideal! Petroleum (P80) Main Shahrah-e-Faisal near Karsaz Flyover
two consecutive blasts made which results into‘death of 149 persons, injuries to 402 persons.
damages to float truck of Mohtarma Benazir Bhutto, 3 police mobiles and three private vehicles.
“1he injured / deceased persons were immediately snifted to hospitals by various ambulances and

SUBJECT: SECURITY ARRANGMENETS ON ARRIVAL OF THE CHAIRPERSON OF PPP

INFORMATION
a) On 18-102007 at 1100 hours Ex-Prime Minister and the Chairperson of Pakistan Peoples
Party, Mohtarma Benazir Bhutto will bearriving at QIAP Karachi lTerminal‐I and will proceed
to QuaideAzam Mazar on a party branded float i n the form of procession via Star Gate
Sharea Faisal and Sh: Quaideen where she will address a public meeting (jalsa) at Missile
Chowrangi. Thereafter she will proceed to Bilawal House, Clifton tor slay.
b) The gathering / entry into Terminal‐l to receive her will be through passes issued by ASE.
Hewever, a large number of PPP leaders, worker and supporters are expected to gather at the
Karachi Airport Terminal~l to receive their leader. Only those will be allowed to go beyond 2nd
gate who are identified and cleared by part leadership in coordination with administration.

c) Big groups of PPP supporters are expected to come from up country, interior oi Sindh and
from various parts of Karachi city to AirportII form of rallies through mainly Sharea Faisal;wt
other routes as well as large number of general publicIs expected on route of the procession.

MEMO REGARDING SCENE OFOFFENCE AND SEIZURE OF
PROPERTY ON 19.10.2007
In presence of us the undersigned mashirs I DSP Muhammad Nawaz
Ranjha SPO New Town “gulshan Town East Zone Capital City Police
Karachi alongwith poiice party with bomb disposal squad and F.I.A. SIG
Team of PIA in connection with case crime No.183/2007 U/s.302, 324,
427/24, PPC 3/4 Explosive Substance Act, 7 Anti-Terrorist Act, P.S.
Bahadurabad, Gulshan Town East zone Karachi on the pointation of the
case complainant SI/SHO Syed Abid Hussain Shah the scene of offence
was inspected and found the following circumstances.

It is stated that scene ‘of offence is situated opposite PSO Ideal Petrol
Pump near Karsaz fly iover on the track leading from Shahrea‐e‐Faisal
Saddar to AirPort. Due to bomb explosion smell of gun powder is emitting.
Two way metalled road is built on main Shahrea-E-Faisal. Bungalow
No.B~1l/2, KDA Scheme-I is situated towards south, ideal petrol pump
towards P.S.O, Karsaz flyover towards east while to the west of the scene
of offence a road is coming towards main Shahrea-E-Faisal while another _‘
is leading towards Airport. Pellets marks were found on the road. Police
mobile bearing No.8P-6510 towards south of the scene of offence at
distance of about 4 feet‘ which sustained much loss is parked. One jeep at
distance of about one feet is completely burnt out. A Centro car is parked
which sustained loss due to pellets of bomb explosion is parked at distance
of about 6 feet to the said jeep. Just behind the said jeep, a red colored
Suzuki bearing Nomi-9067 is parked, which has also sustained loss.
Mobile bearing N0.SP-6510 is parked at a distance of 9 feet, on which
pellets hits are visible tciwards left side. Just behind the said, at distance of
about 7 feet mobile SPi‐6472 is parked on which pellet marks were also
found towards the right of the said three mobiles, welcome truck maker
Nissan of Mohatanna Benazir Bhutto, chairman person Pakistan People‘s
Party is parked which was damaged withipellets from its left side, the
measurement of midway between mobile No.8P-6510 and Trios kid jeep
length whereof is 4 feet and width 3 feet which was affected in the
surrounding of the said 197 ellets marks were found first born explosion
I is stated to be occurred here, therefi'om it is the first scene of offence where
burnt pieces of silver and pellets and two mobile phones were lying in
scattered position, it is stated to beoccurred of 2"; bomb explosion on road
adjacent to green belt at a distance of about 24 feet towards west side here
also smell of gun powder is also emitting and sufficient number of human
organ, quantity of blood and large number of shoes are found in scattering
position from place to place. Three police constables were martyredin first

jeep and centre car and police mobile above numbered SP-6510 was
seriously damaged welcome truck police mobile Nos.SP-6501, SP‐6472
and Suzuki pick up No. KB‐9067 has bee partially damaged. It is revealed
from the inspection of other bomb explosion that sufficient damages to the
lives of human has occurred, some leaves of the plants in green belt has
also burnt, lear pellets marks have been found on electric polls and P80
petrol pump and also glass window of bungalow No.B-ll/2 mobile SP- ‘
6510 was inspected thelength of mobile 15 feet width 5-3 inch and height
6-10 inch back side of mobile with roof has badly damaged blood has been
found inside the mobile and 22 pellets , police card namely Haroon in
which six holes are visible and buckle No.20858 has been broken into
pieces, 260 pellets marks and one has pierced whereas 7 pellets marks has
been found, total number of pellets marks are 268 Terios kid above
numbered chasis No.111-GOO4248 was inspected length of mobile 10 feet
10 inch and 4-9 inch Width and height 10 on which 97 pellets marks are
visible and 419 pellets marks are visible and glass are broken.

People's party was inspected having chasis No.CP-87-H-OSOO9 which was
damaged from left of front side width 8 feet length 32 feet height with
hedge 16/6 inch. 7
' , In the rear side of truck a room is made which was damaged from
inside due to bomb explosion body of truck is bullet proof. A cabin is
made consist of 3 bullet proof glasses, one pellet mark is visible on the
front side glass of said cabin. (5) pellets marks are visible on the middle
belt and left side glass and in addition to this (4) pellets adjacent to said
cabin on roof are also found. (26) pellets marks have also been found on
hedge and exterior unit of split A.C. in between driver cabin and container
like room whereas 259 pellets marks have also been found on front side of
truck and on left side of truck on which two pellets are pierced. (3) black
upper echo system speaker are found on the frame of driver cabin and one
black echo system speaker is found on the back side of the truck beside left
in the frame one camera towards left front side in the basket, in the said
back side two cameras towards right wide , two cameras on the. roof of
truck on the front side of hedge, one camera under the both front tyres in
which glasses of five cameas are found, broken and also glasses of truck
have also been found. Mobile No.8P-6501 was inspected length of mobile '
15 feet, width 5-3 inch, height 6-10 inch which was damaged from front
right side. (33) pellets marks (7) pellets pierced on mobile, 17 pellets found
and glass of said mobile were also found. Mobile SP-6472 was inspected
length 15 feet, width 5-3 inch, height 6-10inch, which was damaged from
left front side, glass of mobile was broken, (4) pellets, (2) pellets pieced
and (5) pellets marks were found. Mobile SP-6472 was inspected length 15
feet width 5-3 inch, height 6-10 inch, which was damaged from left front
side, glass of mobile was broken (4) pellets marks, (2) pierced in body and
(5) pellets marks. Red colored Suzuki pick up No.KB-9067 was inspected
its length 10‐3 inch, width 4-4height 5-3 inch was damaged fiom right side
glasses of Suzuki pick were broken, two pellets marks were visible out of
which one was passed through and through. PSO ideal petrol pump was
inspected which is situated towards south at a distance of about 97 feet
from which” pellets marks have been found at 37 different places and on the
road leading from Shahrea‐e-Faisal to Airport towards north of scene,
width of scene road is 47-6 inch, width of mid green belt is 14 feet and
width of road leading from Air port to Saddar is 46.8 Karsaz flyover is
located at a distance of about 82 feet towards Bungalow NO.B‐l 1/2
scheme-I to the scene. Karsaz flyover is located'at a distance of about
349.6 feet towards east from scene. Ideal PSO petrol pump is situated at a
distance of about 97 feet towards south from scene and two tracks are
situated from AirPort to «Saddar towards south and from Saddar to Airport
through Shahrea-e-Faisal.
Case complainant told that the has taken o w fi W d

towards south and second bomb explosion at a distance of about 29.6 feet
on main Shahrea-e-Faisalleading from Airport to Saddar into police
custody and reached to Jinnah Hospital for further legal proceedings. It is
stated that mobile SP6510 was parked at distance of about 4 feet towards _
south and welcome truck was parked at distance of about 13.3 feet towards
east, mobile No.8P6472, mobile No.8P6501 at a distance of 29 feet
mobile No. 6472towards south, Trios kidjeep at a distance of about 1 foot
toward south Centro car towards east a distance of about 7 feet and Suzuki
pick up No. KB~9067 at a distance of 20 feet, (7) cameras were removed
from welcome truck out of which (5) cameras glass were broken. (3) police
mobiles, trios kid jeep Centro car and Suzuki pick were taken into police
custody. The adhesive substance on welcome truck mobile No.8P6510 (4)
pellets on glass cabin on truck, silver pieces scattered on scene (34) pellets.
Mobile phone maker Nokia 3310 [ M E I NO. 355003007652006, have been
completely been burnt out were scattered on road pieces of clothes and
shoes out which 115 besmeared with blood 160 without blood were east
and at a distance of 21 feet, (22) pellets inside mobile SP-6510 one police

card named Haroon in which 6 holes of pellets one broken pieces of buckle (539
No.20858 into police custody, in addition to vehicles above mentioned
parcel were sealed up in presence ofcase complainant and witnesses on
spot. This memo has been prepared on street light, head light of police
mobile and day light which was read over to mashir who admitted it to be
correct and signed thereon.

progress of such cases in courts of law. He stated that news of acquittal of
Akram Lahori was read by him in news papers whereas there should have
been institutional arrangements which should have informed the senior officers
well in advance about the likely outcome of appeals in high‐profile cases o r ,

moved very slowly from the Jinnah
International Airport. The convoy crossed
Karsaz fly over and moved about 100 meters
towards the city. At about 0010hrs an explosion
occurred. Within a minutes time another loéler
blast occurred which badly damaged two police
mobiles on the left flank, and two private
vehicles also adjacent to the police mobiles. The
blast damaged another police mobile and a
Suzuki pickup. The driver cabin of the truck

of the truck remained safe. The bullet proof
chamber withstood the force of blast and the
pellets did not penetrate the iron sheets, As a
result of the blast about 117 persons died and
310 received injuries. Benazir Bhutto and her
party leaders on the truck mainly remained safe.

11. Current Findings: SIG Team visited the crime scene,


Photographed and sketched the area.- The bomb
expert Major Shafqat also inspected the scene
and thoroughly analysed the crime scene and
has submitted his report. He recovered the
striker sleeve from the epicenter. This
confirmed that the bomb had a manual
triggering mechanism further proving it as a
suicide blast.

12. Analysis: On the basis of analysis of crime scene the SIG
team has concluded it as a suicide attack. The
first blast took place and after one minute of it
another louder blast took place. Investigations
are underway to establish the cause of the first
blast. No evidence of a hand grenade was found
from the scene. The S‘IG team photographed one
half facial skin with one eye, some hair, skull
bone and nose at the crime scene. There was no
crater at the scene. The officers recovered
multitude of steel balls used in ball bearings
which caused major casualties, similar to
previous blasts in the country. The motive
appears political (iihadi. The likely suspects are
Taliban militants fighting the government forces

Explosive Expert Report on Suicidal
Attack in Karachi on 19-10-2007

, i 1. General

1 Reportedly, a suicide bomber blew himself at the caravan of ex‐ Prime


Ti Minister Benazir Bhutto near Karsaz Bridge at Shara ‐e ‐Faisal at about 0010
hours on 19 October 2007; Resultantly 117 persons were killed including suicide
.- bomber and 310 persons were injured. Amongst killed, six police personnel are
A; 1'ncluded who were escorting the special truck being used by Benazir and the senior
leaders of the party. It is pertinent to mention here that brunt of the attack was
1 borne by police vehicles escorting VIP bullet proof t r u c k The blast occurred
near Karsaz flyover, when the caravan was crossing it on its way to Mazar-i~Quaid.
l . The VIP truck was escorted by 08 police Toyota Hilux mobiles along with two
i;, jammer vehicles. The jammer vehicles also got little damage under the influence of
L" blast wave. Three private vehicles also came under the blast wave and got
damaged. One vehicle was burnt completely but no sign of detonation was
i“ observed inside the vehicle during inspection.
2. Visual Observations

a. Two sounds were heard by the witnesses within the interval of one minute.
The intensity of first blast was low whereas other blast was of high intensity
with cracking sonnd.
Li? b. Body of striker sleeve MUV-2 was recovered from the epicenter buried
131 under the debris of blast but damaged due to heavy traffic flow on the busy
' road of Shahra e Faisal. Its lot number was not legible most probably due
to effects of burning and flow of traffic. There is likely chance that

terrorists group has intentionally removed the markings to avoid any


. linkages and identification.
. Damaged vehicles were examined. Eight police mobiles were escorting the
VIP truck. Three mobiles near the epicenter at the left side of the truck got
the maximum brunt. The mobile no SP 6510 right at the epicenter
completely collapsed from the rear side. Most probably, suicide bomber was
intercepted by the police mobile which got maximum damage. The mobile
created a barricade between the suicide bomber and VIP truck, thus saving
the latter fiom lethal effect of the blast. Three private vehicles driving near
the epicenter at the left side of the VIP truck also came under blast wave and
got damaged. One private vehicle gotfire and was burnt completely. It was
examined thoroughly but no traces of explosives and effect of detonation
were observed. The floor of the car was intact which negate the assumption
that any explosive was placed inside the vehicle, More over, the body of the
car was observed bulging inwards which substantiated the evidence that it
surfaced the blast pressure from outside. The VIP truck also received blast
wave, but its effect was localized mainly due to two reasons. Armour plate
has been used and truck was made bullet proof. More over its height was
measured 16.2 feet where open atmospheric pressure would decrease the
intensity to bare minimum. Around sixty three pellets struck the body of
truck but could not penetrate into it. Reportedly, few persons riding on
the rooftop of truck got minor injuries.
. Reportedly, facial scalp of one suicide bomber was found at a distance of 78

feet from the epicenter. A complete head with lower part of body was a so
examined in the hospital.» Pellet holes were observed which revealed that
these were struck from the ‘outside3 which negate the assumption that it
was a head of suicide bomber.
e. No crater of any size was observed at the epicentér-of suicide attack.
f. No piece of any type of hand grenade was observed.

5. Type of Explosive

N, High explosive ap rox' 2 k has been used by "the second suicide


bomber. Whereas first suicide bomber if any has used less explosive but its exact
quantity can not be presumed With the factors of detonation and blast waves as
both the blasts almost occurred in the same vicinity with interval. The only
lei indicator to assume quantity of first explosive is the intensity of sound Which was
i,J observed less besides its effects on men and material. Its effects were also less than
the 211d blast as the latter suicide bomber survived after the first blast. The exact
nomenclature of explosives would be ascertained from the laboratory.
Opinion / Linkages:

1. It is a target suicide bombing with definite motive and aim. The target was
well rehearsed and reconnaianse was carried out. The deception plan using
the {idea of primary and secondary devices was organized to achieve
completely positive results but tight security and use of bullet proof truck by
the management for ex-Prime Minister has foiled the objectives of
concerned terrorist organization. The suicide bomber has used manual
triggering mechanism which is more accurate and “Could not be jammed by
any sort of j ammer. It clearly revealed that terrori ° ' " was in the
knowledg at caravan will be secured with the ammers. They also have
the expertise that manual triggering mechanism cannot be addressed with
electronic jamrners.
. It is first suicide attack in Karachi in Sindh Province of the current year
2007. Chronologically, this suicide bombing is 28Lh of the year and first in
the month of October 2007. The intensity of suicide bombing has increased .
many folds after the Lal Mosque episode with small break in the month of
October most probably due to holy month of Ramazan. Since that incidents
18 suicide bombings have occurred in Islamabad, Punjab, NWFP and
now in Sindh. Eight times, explosives laden cars have been used by the

The striker sleeve was used in City Court Quetta, Dalgrim Bazar Peshawar,
Marhabba hotel Peshawar, EME Mosque Attack Kohat, Charsadda blast,

involved in at least 11 cases including this one.

Subject: REGISTRATION OF CASE tFIR). The Pakistan Peoples Party government which I led“
was undemocratically dismissed from power during my second term in ofiice in l996 although I
enjoyed the confidence of the Parliament and the people. ‘Nith a view to eliminate my
leadership, special laws, bureaus and cou1ts were established to prosecute and keep me trapped
in £1web of“ litigation and prevent me from having a fair chance to contest elections or promote
the views of my party Consequently l was compelled to go into exile in 1999 due to this
persecution by the state apparatus. From exile 1 led my party, which obtained the highest
number of votes in the general election of 2002 proving that the people of Pakistan had
confidence'in my leadership ’I o prevent my party and the people lrom forming the Government '
the session of the parliament was indefinitely postponed and coalition government with only one
majority vote was installed after forcing defections from my party. 1 continued striving for the
rights of the people and announced my home coming for the I?“ of October 2007. l was
informed by the Government that certain militants groups wanted to attack me. After receiving
this information I wrote a letter dated 16'h October 2007 to the President of Pakistan infOl'lllil1
him of my grave concern regarding my security and specified the forces and persons behind
them whom I suspected were likely to harm me physically On 18“ October 2007 1 took off from
Dubai via Emirates Air Lines reaching Karachi Airport around 1:40 PM After necessary
fdrmalities, l with my patty men boarded the truck which proceeded slowly due to‘ millions of
people who had came from across the country to receive me. We traveled only a couple of miles
towards Mazar of Quaid Azam where a public address was scheduled reaching near “Karsaz” in .
about 10 hours. While I was on the truck t w o powerful bombs exploded in quick succession. The
human shield around my truck bore the brunt. About l40 people including the police. squad were
killed and several hundred gravely wounded. Vehicle near the front left side of my truck were
blown and burnt. 1 narrowly escaped the assassination attempt on my life. The dastardly attack
Was aimed at my physical elimination and elimination of the top leadership of the party and
devoted selfless supporters in an attempt to derail the democratic process and stop the people of
Pakistan voting for a leader of their choice. This attracts offences under the Pakistan Penal Code,..
Anti Termrism Act as well as Explosive Act resulting in the death of nearly 140 and injuring-‑
more than 350 innocent Pakistanis, You may please register the case and investigate so that the
accused and their conspirators may be brought to buck and punished according to the law.,

Karachi witnessed the first ever suicide bomb blast in

2/ Ever since 2002, Karachi has been target of suicide


bombers in nine instances till to date (annex‐A). It is worth
mentioning that out of nine cases H.M.A has been involved in two
cases in year 2002. While in remainder 6 cases of suicide bombing
Lashkar-e-Jhangvi has been culprit in five cases> while AJ-Qaeda’s
affiliate has been involved in suicide bombing of US Consulate in
the year 2006

3/ Lashkar‐e-Jhangvi mainly targeted Shia Mosques and


Religious leaders in Karachi. In majority of the cases the suicide
bombers were residents of Karachi hailing from different ethnic
groups from Punjabi Memon ancrengalis These suicide bombers
were in turn brain-washed by “USTADS” mainly from Karachi
who had earlier trained and fought ih».1§ftfghm}etiad.

4/ Its worth mentioning here that all the previous suicide


bombing cases have been detected and mostly the perpetrators/
masterminds/ associates have been nabbed.
5/ However, after hiatus of almost one and a half year
the suicide bombers appears to have staged a powerful resurgence
by targeting Mohtarma Benazir Bhutto’s rally on 18/19th October.
In cider to attain maximum casualties the two explosions took
place within space of 30-50 seconds in close proximity of truck
carrying Benazir Bhutto. Likewise due to tight security of Police
the suicide bombers could not achieVe their nefarious aim but their
attempt caused horrendous casualties i.e. 140 plus dead and more
than five hundred injured. According to the experts, the suicide
bombers used 12 to lSkgs of high explosives in the latest case
along with baiiiEI-iugeformflizmg the lethal effect.

6/ Most of the impact in the 2“1 blast at (annex:-B) was


sustained by the police mobile which effectively shielded the
Mohtarma’s truck. A head without 'a torso was recovered (annex:‑
C) from the scene which has been duly photographed with the help
of NADRA’S experts with the objective of obtaining positive
match through its data. Likewise yet another severed head in two
halves has also been recovered from the scene of suicide bombing
which has been duly photographed at (annex:-D). The earlier head
recovered of the suspected bomber has been given wide publicity
in the national press along withincentive of 5 million reward
money at (annexz-E).

7/ Presently, hectic efforts by various investigative teams


are being made which will Inshallah bear fruit soon in positive
detection of the perpetrators of this heinous crime.
8/ A list of prime suspects in the latest ease is being
attached herewith as (annex:~F). It is not out of place to mention
here that Bait-ullah‐Mehsud, an Al-Qaeda affiliate, had threatened
lBenazir Bhutto publicly with suicide bombings. In “View of the
above, there is a strong likelihood of! Al‐Qaeda or its affiliate’s
involvement in the present case.

Benazir Bhutto arrived in Karachi on 18th
October sour-min Dubai after self imposed
exile“ of eight years at 1338 hours. Her convoy
moved very slowly from the Jinnah
Internatidnal Airport. The convoy crossed
Karsaz fly over and moved about 100 meters
towards the city. At about OOthrs an explosion
occurred. Within a minutes time another louder
blast occurred which badly damaged two police
mobiles: on the left flank, and two private
vehiclcs‘also adjacent to the police mobiles. The
blast damaged another police mobile and 3
Suzuki pickup. The driver cabin of the truck
carrying Benazir Bhutto also got damaged. Rest
of the truck remained safe. The bullet proof
chamber withstood the force of blast and the
pellets did not penetrate the iron sheets. As a

11. Current Findings: SIG' Team visited the crime scene,


Photographed and sketched the area. The bomb"
expertvMajor Shafqat also inspected the scene
and thoroughly analysed the crime scene and
has submitted his report. He recovered the
striker“ sleeve from the epicenter. This
confirmed that the bomb had a manual

are underway to establish the cause of the first
blast. No evidence of a hand grenade was found
from the scene. The SIG team photographed one
half facial skin with one eye, some hair, skull
bone and nose at the crime scene. There was no
crater at the scene. The officers recovered
multitude of steel balls used in ball bearings
which caused major casualties, similar to
previous blasts in the country. The motive
appears political /jihadi. The likely suspects are
Taliban militants fighting the government forces?
in the FATA.
