transitional economies will be global power players. Technology will be revolutionizing
the methods of governance. And the next generation of leaders will be taking the helm.

CURRICULUM

Emerging Leaders is designed in three parts: skill building, integrated communications,


and policy analysis. A one-day interactive simulation will allow you and your peers to confront
and diagnose a crisis, and develop cooperative strategies to advance your own solutions.
Faculty will focus on advancing your skill sets in the areas of negotiation, persuasion, coalition
building, and leveraging internet technologies. Lectures will address how countries grow and
develop in the global economy, the infrastructure of modern government, political power in
a cyber world, and nonmilitary global crisis management.

Throughout the program, the curriculum will focus on developing
and expanding your abilities to:

negotiations strategies

FACULTY CHAIRS

Elaine C. Kamarck is a Lecturer in Public Policy at Harvard Kennedy School. She is a leading expert on American
electoral politics and government innovation and reform in the United States, OECD nations, and developing
countries. In the 1980s, Dr. Kamarck was one of the founders of the New Democrat movement that helped elect
Bill Clinton president. She served in the White House from 1993 to 1997, where she created and managed the
Clinton administration’s National Performance Review, also known as reinventing government. Kamarck’s research
focuses on government performance and on American politics. She received her PhD in political science from
the University of California, Berkeley, and is the author of The End of Government As We Know It: Policy Implementation in the 21st
Century; Primary Politics: Everything You Need to Know About How America Nominates Its Presidential Candidates; How Change
Happens – Or Doesn’t: The Politics of U.S. Public Policy; and Why Presidents Fail and How They Can Succeed Again.

Christopher Robichaud is a Lecturer in Ethics and Public Policy at Harvard Kennedy School. His interests surround
ethics, political philosophy, and social epistemology, with a focus on examining the role of truth and knowledge
in well-functioning democracies, and understanding the post-truth age of politics. Dr. Robichaud develops ethics
pedagogy for professional policymakers, including creating simulations that provide opportunities to explore
ethical decision making in the context of practicing leadership skills and engaging in negotiations. He is also
dedicated to bringing philosophical ideas to a wider audience, and pursues this goal by looking at issues in
moral and political philosophy that arise in pop culture stories, especially superhero narratives. Dr. Robichaud has a doctorate
in philosophy from MIT. He has been a member of the Harvard Kennedy School faculty since 2006, and in 2015 he was the school’s
first recipient of the Innovations in Teaching Award. Previously, he taught philosophy courses at Texas A&M University,
the University of Vermont, and Tufts University.
