Notice

Disaster Management, Relief and Rehabilitation Department, Government of Maharashtra is


implementing a World Bank Funded Project, National Cyclone Risk Mitigation Project-II
(NCRMP-II) and two other schemes by the National Disaster Management Authority
(NDMA) viz. Implementation of Sendai Framework for Disaster Risk Reduction (here by
referred to as NDMA Scheme 1) and Strengthening of District Disaster Management
Authorities (DDMAs) of hazard prone districts out of the 115 districts (hereby referred to as
NDMA Scheme 2).
Further details of Qualification and Terms of Reference of all the positions to be appointed
are available on the Government.

Guideline for Application
1. Since all the positions are pertaining to the World Bank Project and the
National Disaster Management Authority, fluent knowledge is English
along with Marathi is required. The application must be made in English
language.

2. The Application must include, covering letter (max 500 words) and
CV/Resume (not more than 3 to 5 pages) both in PDF format. The
Resume must have two professional references. The Resume must clearly
mention the the ‘caste categories’ (Open, SC, ST, NT, SEBC, OBC, etc.)

3. The subject line of the email must be as follows:


<Candidate’s name>, <Name of the Position>, <Name of the
Project/scheme>

Term of Reference (ToR) for Hiring of Sector Expert-Procurement in State Project
Implementation Unit (SPIU) for National Cyclone Risk Mitigation Project (NCRMP)-II,
Maharashtra

Background
The National Cyclone Risk Mitigation Project (NCRMP) is a pioneer project drawn up by
Ministry of Home Affairs (MHA), Government of India (GOI) to be implemented in 13 Cyclone
prone coastal States/UTs with World Bank assistance. The overall objective of the project is to
minimized risk and vulnerabilities to cyclones, to strengthen the structural and non-structural
cyclone mitigation efforts and to build capabilities and capacities of people for cyclone risk
mitigation in harmony with the conservation of coastal ecosystems in coastal cyclone hazard prone
States and Union Territories.
Considering the vulnerability of the state, Maharashtra is chosen as one of the states under
the National Cyclone Risk Mitigation Project, Phase II. The main Components of the project are
for construction of Multipurpose Cyclone Shelters (MPCS), Saline Embankment and Underground
Cabling. The project in Maharashtra will be implemented in the six coastal districts by Relief and
Rehabilitation Department, Government of Maharashtra through three line departments.
To support the timely implementation of the project, SPIU, NCRMP proposes to recruit
Sector experts/specialists.
Overview of the position
The Procurements Specialist will be part of the Project Implementation Unit to achieve the
targets of NCRMP -II in the six coastal districts of Maharashtra. The Procurement Specialist will
be responsible for the overall coordination of all procurement related project activities to ensure
that the related Project objectives are achieved within the time schedule and within the financial
plan.
Scope of work
1) To prepare year-wise procurement plan for the project to ensure efficiency and get it
approved from PMU and monitor/update the same regularly.
2) To provide procurement support during project preparation;
3) To assist all implementing agencies and staff in procurement capacity building activities
including support during procurement assessment and procurement system development.
4) To prepare operational guidelines on concepts, policies and procedures of procurement for
all levels;
5) To prepare guidelines for negotiating and resolving difficult procurement issues with
agencies particularly bidding and award issues;
6) To design capacity building modules for procurement professionals in implementing
agencies at levels on approach to procurement, as well as on specialized procurement
topics.
7) To prepare a range of procurement-related documents and reports;
8) To develop a strong web- based procurement management system in coordination with the
M&E Specialist and IT Consultant and to analyse management related information for
improving efficiency and effectiveness of service delivery in the project.
9) To co-ordinate with all implementing agencies, SPIU, and the World Bank in general and
with task counterpart in the WB Team.
10) To be fully conversant with all aspects of project implementation activities and to be
responsible for timely reporting to the Project Director.
11) To ensure publication of the procurement plan on the PIU/PMU website.
12) To ensure that procurement under the project is conducted in accordance with the
procedures and timetables as approved by the PMU.
13) To invite expressions of interest (EOI) for consultancy assignments through advertisements
in newspapers and/or through e-procurement system, to coordinate for the evaluation of
the EOI and finalization of shortlist
14) To support the SPIU in procurement matters, especially on technical matters, such as
preparation of technical specifications, preparing all types of advertisements, bidding
documents, letters of invitation, expression of interests, preparing RfP documents, draft
contracts, evaluation reports, etc., in the procurement of goods/works/
equipment/consultancies/trainings/services etc.
15) To maintain up-to-date and accurate procurement records for each project component.
16) To prepare and submit procurement progress reports periodically for the review of the
Project Director.
17) To handle procurement related grievances/complaints received by the SPIU as per
guidelines.
18) To be responsible for any other related task/tasks assigned by the Project Director
Qualification:
• The Procurement Specialist should have a post graduate degree either in M.B.A.(Finance.)
or M.B.A.(Supply Chain Management.) M.M.M. or a B.Tech./B.E. or M.Tech./M.E.
degree from a recognized university or a Chartered Accountant.
• At least 10 years experience in World Bank and similar International Financial Institutional
procurement guidelines / procedures
• At least 5-7 years of direct relevant work experience as Procurement Specialist;
• Good knowledge of all concepts and principles of and approaches to procurement, and of
public procurement systems followed by the state Government. Knowledge and
understanding of technical, commercial and legal aspects of procurement at all phases
• Strong communication skills in presenting, discussing and resolving difficult issues and
proficiency in English, Marathi languages
• Knowledge and experience in e-procurement and procurement
Remuneration: Rs.75 000/-per month (Consolidated)
Terms of appointment
• Appointment is purely on contract basis
• The individual will report to the Project Manager, SPIU and work in close coordination
with the staff of SPIU
• Individuals will be located at the office of SPIU and will travel to project areas as required
under the direction of Project Manager
• SPIU, NCRMP, Department of Relief and Rehabilitation reserves the right to recruit or not
to recruit against any position advertised.
