A feasibility report for the construction of 18 number shops at Daura L.G.A


postal office Katsina state, for further assessments and recommendation to
NIPOST management.

IDENTIFICATION OF THE PROJECT AND PROJECT PROPONENTS

PROJECT NAME: Proposed Construction Of 18 Number Shops at the Premises


of Daura Postal Office.
CLIENT: N.S & Sons Nigeria Limited.

LOCATION: DAURA L.G.A NIPOST OFFICE

SIZE OF THE PROJECT: 18 Number Small Sized Street Shops

TYPE OF PROJECT: As already mentioned, it’s a 18 number shops at Daura


postal office to provide additional revenue to NIPOST.
PROJECT DESCRIBTION

Land Requirement: the available land size is 48msqr

Water Requirement: For a stable water supply borehole is required, and a tank
for storage.

Power Requirement: shop will be connected to KEDCO (Kano electricity


distribution company) and each shop may have it separate generator if so needed.

Project Cost and Time of Completion: The project cost comprises of cost of
design and supervision and project management, construction works, plant and
machinery, the cost of labour which are all estimated in the bill of quantities. With
a stable cash flow, the project can be completed in one month.

DESCRIPTION OF MITIGATION MEASURES

The Following mitigation measures are conceived in the design, to meet


the environmental standards and environmental operation conditions.

Air pollution mitigation measure: Though, there is exhaust from Vehicular


movement from the crowded access road, the dust generated during construction
period and the frequent used of electric generators during operation of the shops
may not be in such quantity that can affect human health.

Air Environment/Quality: Ambient air quality though this project is too small
to measure the air quality there are no reported cases of disease associated to air
pollution in the area.

Water pollution mitigation measure: A properly design sewage tanks will be


provided for the toilets, any liquid was generated during construction or operation
of the completed shops will be drain throw an existing drainage.
Water quality: The two main source of water, the ground water and the tap
water. The ground source usually serve as the main source is generally believe to
be acceptable for use so also the tap water.

Solid waste management: During the operation and construction period solid
waste will be generated. a proper method of disposal will be provided for easy
conveyance by the state environmental protection agency.

Noise pollution: Being a commercial area there is noise generated from the
crowd and the vehicular movement in the area, the construction and the operation
ofthe shops may not add any significance on the existing effect on the
environment.

Noise level data: From the monitored data it can be inferred that the noise level
in and around the site generally meets the ambient air quality standard as specified
in the schedule of noise pollution rules of year 2000.

Site Analysis: Important features on site have been critically studied and
analyzed to enhance proper planning and designing. These features include:
Temperature, Humidity. Rainfall Climate, Soil nature, Topography as well as
vegetation in the proposed site. Temperature is relatively high all year round,
running between 22°C - 31°C (mean temperature). its effect can be reduced by
adequate soft landscaping to cool the environment, shading devices and careful
choice of building material while raining season begins from May to October and
last for about four months, with annual rainfall between 500mm - 1200mm.
Adequate drainage System for water falling is recommended, building orientation
and choice at resistant building material can help in reducing it effects. The site
is generally having a gentle slope towards the Southern part. This sloping pattern
is to be used in channeling drainage pattern with Relative humidity also relatively
low. Mean annual relative humanity runs between 20% - 75%.
Soil characteristics: from the analysed data oftop soil around the site, load bearing
capacity of the soil is acceptable for the construction.

IDENTIFICATION OF IMPACTS

Environmental and social impacts can induce both during construction and
operational phases some impacts are short term while others are long term. Impact
during construction is usually short term they include: possession of land, site
development, civil engineering work, electrical and mechanical engineering,
source and storage of construction materials and labour requirement such as
toilets all needs to be considered before and during construction. While
operational impacts such as air quality. water quality, physical impact, human and
ecological impacts also need to be considered from the design stage. Measures to
minimised impacts includes construction phasing, site planning, dust suppression
and waste management.

Environmental Impact Matrix

The overall environmental impact of the project can be quantitatively


assessed through Environmental Impact Matrix (EIM). Here the activities are
concise to fewer in number. The environmental parameters are given some
weighted value based on consultant's experience totaling to 100. The weighted
values are subjective but arrived after considering inter-disciplinary judgments.
keeping in view the type and specifications of a project. Impact of the activities
have been marked positive (+) or negative (-) depending on its beneficial or
adverse effects respectively on the environment. The degree of impact has been
assessed as per internationally adopted practice. The finding is that the project on
the whole will be environmentally beneficial.
Alternatives Considered

This section analyses various alternatives to meet the objective of the


project from certain identified angles as recommended in the EIA Manual
published by the MOEF.

Siting of the Project

The analyses of the alternatives of site of a commercial project is mainly


done on the basis of the following criteria for this project is its present land use,
availability of water, nearest towns and upcoming habitation. Moreover, the site
is surrounded by heavily populated agglomeration. There is no national park,
biosphere reserve etc. within the l0 km radius of the site. Therefore, the present
site fulfils all the basic requirements for the proposed development and the project
meets all the required siting criteria.

CONCLUSION

From the above EIA analysis this project will not contribute any danger
what so ever to the surrounding environment or to the occupants of the shops
during and after completion of the project.
