REGULATION SULFUR IN INDONESIA WATER

Reffering to Circullar No 35 Year 2019 regarding “Mandatory of Using Low Sulfur and
Guidelines for the discharge of Exhaust Gas Recirculation from Vessel” stating that:
“ All Vessels under Indonesian Flag and Foreign Flag Vessels which operated in Indonesian
water must use her fuel with Sulfur contents maximum 0,5% m/m;  or all vessels under
Indonesian Flag which still used her fuel with sulphur content more than 0,5% m/m so that
must be fitted with Exhaust Gas cleaning System/ Scrubber with type approved by Minister
Transportation.
Meanwhile, reffering to Regulation Minister Transportation No 29. / 2014 regarding
Prevention of Pollution Maritime Environtment, stating that sulphur contents of fuel must
comply with the requirement with maximum sulphur contens is 0,5% m/m.

Refers to Seacom Circular No. SE 35 Year 2019 , its state starting 1 January 2020, all
Indonesian-flagged vessels both for domestic and foreign shipping should use fuel with a
maximum 0.5% sulfur content.
All Indonesian-flagged vessels both for domestic that still use a fuel with Sulphur content more
than 0.5 % should be fitted with Exhaust Gas Cleaning system / Scrubber with type of scrubber
has been approved by Seacom.

However , there is exemption for Indonesia-Flagged vessel in complying Sulphur 2020


regulation , on article 2 , point d of Seacom Circular ,  its state , due to safety reason , 
Indonesian-flagged vessels can be exempted in complying with Sulphur 2020 regulation.

It seems due to limited supply of low Sulphur Fuel in Indonesia ports;   local Port Authority still
allow Indonesia-flagged vessels using High Sulphur Fuel IF there is No available Low Sulphur
Fuel in this area.  As far as we know , the supply of low Sulphur Fuel only available in Jakarta ,
Surabaya, Balikpapan and Cilegon.  

But for Foreign vessels sailing in Indonesia waters and Indonesia-flagged vessels with trading
area international waters should be complied with Sulphur 2020 regulation.
