The powers and duties of the Council of

Ministers of the Federal Democratic Republic

6. y¸nþSTéC MKR b¤T xƧT 6. Members of the Council of Ministers

1/ y¸nþSTéC MKR b¤T y¸ktlùT xƧT 1/ The Council of Ministers shall have the

l) MKTL «Q§Y ¸nþSTR\ b) the Deputy Prime Minister,

specified under article 9 hereunder;

d) other officials to be designated by the

¸nþSTR Áx¤¬ wYM MKTL ¸nþSTR has been given, take part in the meeting of
bMKR b¤tÜ SBsÆ §Y YútÍL”” the Council.

7. y¸nþSTéC MKR b¤T xƧT ySBsÆ on oR›T 7. Meeting Procedure of the Council of Ministers

1/ y¸nþSTéC MKR b¤T# 1/ The Council of Ministers shall:

h) y‰sù yWS_ dNB YñrêL\ a) have its own rules of procedure;


l) bWS_ dNbù b¸wsnW m¿rT md b) conduct ordinary and extraordinary
b¾Â xScµ*Y SBsÆãC ÃdRUL\ meetings in accordance with its rules
of procedure;
¼) MLxt gùÆx¤ y¸ñrW kxÆlÖcÜ c) have a quorum where more than half

1/ y¸nþSTéC MKR b¤T oLÈNÂ tGÆ„N 1/ The Council of Ministers may, with a view
lmwÈT YrÄW zND yMKR b¤tÜ to exercising its powers and duties, have
xƧT y¸gßùÆcW L† L† ̸ various standing committees comprising
÷¸t½ãC lþñ„T YC§L”” of its members.

2/ y̸ ÷¸t½ãC oLÈN tGÆR bMKR 2/ The powers and duties of standing
b¤tÜ yWS_ dNB YwsÂL”” committees shall be defined in the
manuals of the Council.

XÃNÄNÇ ¸nþSTR# Each Minister shall:

1/ t«¶ntÜ l«Q§Y ¸nþST„ l¸nþS 1/ be accountable to the Prime Minister and

may be observed from time to time;

èC btqÂj hùn¤¬ mqrÚcWN mt coordinated implementation of the
Gb‰cWN ÃrUGÈL\ necessary reform programs and projects;

3/ L† L† y¥ššÃ PéG‰äCN W«¤¬¥ 3/ establish a general monitoring and


l¥DrG y¸ÃSCL x«Ý§Y yKTT evaluation system to ensure the
LÂ yGMg¥ oR›T YzrUL\ effectiveness of various reform programs;

4/ yxQM mgNbþÃ xQäC XNÄþgnbùÂ 4/ cause the creation and optimum utilization
b¸gÆ _QM §Y XNÄþWlù ÃdRUL\ of capacity building capabilities;

ytৠysW hBT xm‰R oR›T implementation of modern and
mzRUtÜNÂ btGÆR §Y mêlùN comprehensive system for human resource

yTMHRT ¸nþSt½R y¸ktlùT oLÈNÂ The Ministry of Education shall have the

h) x«Ý§Y yoR›t TMHRT ¥XqF a) formulate a general framework of

yNGDÂ xþNÇST¶ ¸nþSt½R y¸ktlùT The Ministry of Trade and Industry shall
oLÈN tGÆéC Yñ„¬L\ have the powers and duties to:

1/ NGD# xþNÇST¶Â xþNvSTmNT 1/ promote the expansion of trade, industry

country’s export trade;

yT‰NzþT xgLGlÖT SMMnèCN relations and negotiate and implement
Yd‰d‰L# ÃSfA¥L\ trade, port and transit agreements;

4/ yxgR WS_ NGDN l¥SÍÍTÂ 4/ maintain efficient marketing systems


l¥«ÂkR qLÈÍ yGBYT oR›T and fair trade practices to promote and
tgbþ yNGD x¿‰R XNÄþsFN develop domestic trade;
