SIR, reported are the following significant incidents that transpired within our
AOR;

1) Violation of RA 10883 (Carnapping of Motor Vehicle)

Victim- Mark Javi Nada y Castillo, 19 y/o, single, student, (DOB: June
2, 2003), POB- Lucena City, and resident of Cadeliña st, Brgy. 9
Lucban Quezon.
Suspect- Jomark Viñegas y Lagaya, male, legal age, single, jobless,
and a resident of Fabie sub. Brgy. Ayuti. Lucban Quezon.(AT LARGE)
TDPO: OOA 12:10 AM September 25, 2022 / sitio banban Brgy. ayuti
Lucban, Quezon.
On the above TDPO victim personally appeared and reported to
Lucban MPS and reported re above-mentioned incident transpired on
the said DTPO wherein his motorcycle was carted away by the
suspect. Thus, personnel of Lucban MPS together with the victim, and
the witnesses immediately proceeded and responded to the said place
and conducted immediate hot pursuit and dragnet operation that
resulted in the recovery of said motorcycle within the vicinity of Brgy.
Tinamnan, Lucban Quezon, wherein, said motorcycle was left
unattended by the said suspect at the grassy portion of the road. The
said motorcycle was brought to the said station for proper disposition.
While the suspect managed to escape after the incident in unknown
direction

F. ARREST OF MOST WANTED PERSON – 18

1) Liezl Awing y Morales, (Arrested Most Wanted Person (Regional

Level), 36 y/o, (DOB: Dec 9,1985) married, businesswoman and
resident of Brgy., Lipahan, San Juan, Batangas with IR NO.
PRO4A-SJMPS-09-25-22-17. The accused was arrested by virtue
of Warrant of Arrest issued by Hon. Ryan Philipp Liao Bartolome,
Presiding Judge of MTC in Cities, Br 1, San Jose del Monte
 Bulacan dated September 6, 2022, with Criminal Case number
2022-0327 to 2022-0343 for BP 22 (17 counts) with a total of bail
recommended Php 462,000.00 Four hundred sixty-two thousand
pesos.

2) Marvin Inciong y Ruizon “Alias Inok”, (Arrested Most Wanted

Person (Regional Level). The said accused was arrested by virtue
of warrant of arrest for Violation of Anti-Carnapping Act under R.A.
6539 as Amended by R.A. 10883 (2 Counts) and Frustrated
Murder.

3) Voltair Mendoza y Asi, (Arrested Most Wanted Person Rank No.

2 (Municipal Level) , 41 y/o DOB: October 12, 1981, vendor,
married, and resident of Brgy. Poblacion Lobo, Batangas. The said
accused was arrested by virtue of Warrant of Arrest issued by HON.
ROSE MARIE J MANALANG-AUSTRIA for Violation of RA 9262
with CC No. 2022-5135 and 2022-5136. The said operation was
recorded by Alternative Recording Device (ARD).

4) Mario Lugos y Leonor, (Most Wanted Person Regional Level),

65 y/o, (DOB: April 9, 1956) married, jobless, resident of Brgy
Balagbag, San Juan, Batangas. The said accused was arrested
upon verification of e-warrant for the crime of Forcible Abduction
with Rape under CC No. 05-0350-2022 issued by Presiding Judge
Hon. Judge PAMELA TORRES CHAVEZ-IZON dated May 18,
2022, of RTC Branch 13, Lipa City, Batangas with no bail
recommended.

5.) Mario Lugos y Leonor, (Most Wanted Person regional level),

65 y/o, (DOB: April 9, 1956) married, jobless, resident of Brgy
Balagbag, San Juan, Batangas. The said accused was arrested by
virtue of Warrant of Arrest issued by Hon. Judge Rose Marie J.
Manalang-Austria, dated September 19, 2022, of RTC Branch 87,
Rosario, Batangas under Criminal Case number 2022-5113 to 2022-
5118 for Acts of Lasciviousness in relation to RA 76190 (6 counts)
with bail recommended Php 180,000.00 One hundred eighty
thousand pesos each. ARD was used during the said operation.

5) Richard Neve y Aragon, (Arrested Most Wanted Person Rank

No. 4 City Level), 40 years old, single, born on September 7, 1981,
mechanic, native and resident of Barangay Halang, Biñan City,
Laguna (habitual offender). The suspect was arrested for the crime
of Robbery with CC# 22-09-1031 issued by Hon. Nevic Cordillo
Adolfo, Branch 83, Tanauan City, Batangas with bail recommended
of Php 10,000.00. ARD was utilized during the said operation.

6) Amiel John Sumadsad Y Tabrilla @ Amiel, (Arrested Most

Wanted Person (Rank 4 Provincial Level), 19 y/o, born on May 31,
2003, single, student and presently residing Brgy Putting Bato, Eas
Calaca Batangas. The said accused was arrested by virtue of WOA
 issued by Hon. Judge Janalyn Beton Gainza- Tang, Presiding
Judge, RTC, 11, Balayan Batangas dated September 22, 2022, for
2 counts of Rape under criminal case number 11262 and 11263
and with bail recommended amounting to Php 80,000.00 each
case. Further, ARD was utilized during the operation.

7) Jeremias Aragon y King, (Arrested Most Wanted Person Rank

No. 6 City Level), 33 years old, single, born on November 14,
1988, mechanic, native, and resident of Barangay Halang, Biñan
City, Laguna. The said accused was arrested by virtue of warrant of
arrest issued by HON. NEVIC C. ADOLFO, Presiding Judge, RTC
Branch 83, Tanauan City, Batangas for the crime of Robbery with
CC# 22-09-1031 with bail recommended of Php 10,000.00. ARD
was utilized during the said operation.

8) Juanito Maullon Y Perez @ Nitoy, (Arrested MWP Provincial

Level for Murder) 62 y/o, born on May 27, 1960, married, Farmer
and presently residing Brgy Sucol, Balayan Batangas. The said
accused was arrested by virtue of WOA issued by Hon. Judge
Cristiano Judit, Presiding Judge, RTC, 10, Balayan Batangas dated
January 30, 2008, for Murder under criminal case number 5798 and
with no bail recommended. Further, ARD was utilized during the
operation

9) Christian Marcellana y Cuarto, (Arrested Most Wanted Person

(Provincial Level), 29 years old, born on November 4, 1992,
married, native, and resident at Brgy. Cawit, Taal, Batangas. The
said accused was arrested by virtue of warrant of arrest for the
crime of Rape with CC No. 97-2019 issued by Hon. Juanita G.
Areta, Presiding Judge of RTC Fourth Judicial Region Branch 86,
Taal, Batangas dated March 9, 2020 with no bail recommended.

10) Benjamin Vicencio y Dimapilis, (Service of Warrant(MWP-

Regional Level). The said accused was arrested by virtue of
warrant of arrest for Rape issued by Honorable Nevic C Adolfo,
Presiding Judge, Regional Trial Court Br 83, Tanauan City,
docketed under Criminal Case Numbers 22-06-713 with No bail
recommended.

11) Manolo Caadan y Caraig, (Service of Warrant of Arrest (most

wanted person regional level), 45 y/o, DOB- October 25, 1976,
Married, farmer, residence of Brgy. Carenahan, Balayan, Batangas.
The said accused who is person under custody was arrested by
virtue of warrant of arrest issued and signed by Hon. Elmer
Hernandez Alea Presiding Judge of MTC San Jose, Batangas
dated June 27, 2022, for the crime of Falsification of Commercial
Documents (165 counts) under criminal case nos. 2022-18, to
2022-182 with fixed bail recommended of PHP 36, 000.00. for each
count or a total of Php 5,940,000.00, an Alternative Recording
Device (ARD) was used during the serving of WOA.
12) Fernan Mayoga y Elisan, (Arrested Most Wanted Person
(Rank No. 7 City Level), 24 years old, single, born on December
19, 1997, mechanic, native Negros Occidental and resident of
Barangay Sto Tomas, Biñan City, Laguna. The said accused was
arrested by virtue of warrant of arrest issued by HON. NEVIC C.
ADOLFO, Presiding Judge, RTC Branch 83, Tanauan City,
Batangas for the crime of Robbery with CC# 22-09-1031 with bail
recommended of Php 10,000.00. ARD was utilized during the said
operation.

13) Cristian Peñamante Lucero, (Arrest of Most Wanted Person

Regional level) a.k.a Batoy, Male, Single ,32 Y/O, presently
residing at Blk 112 Phase 7 Bahay Pari Meycauayan, Bulacan. In
line with the directive of our Regional Director, PBGEN JOSE
MELENCIO C NARTATEZ JR in the campaign against criminality
particularly in the arrest of Most Wanted Persons, personnel of RID-
RSOU4A Team Quezon/RIT Quezon under the direct supervision of
PLTCOL EDMAR CHRISTIAN ALLEN D TUBURAN, Chief, RSOU
and adherence to guidance of PLTCOL MELVIN R MONTANTE ,
OIC, RID and personnel of Infanta MPS, served above mentioned
warrant of arrest for Violation of Sec 5 Art. II of R.A 9165 also
known as COMPREHENSIVE DANGEROUS DRUGS ACT OF
2002 with Crim Case Nr. 2017-153-I with NO BAIL
RECOMMENDED issued signed by Hon. Agripino Morga Acting
Presiding Judge RTC Branch 65 Infanta, Quezon dated May 18,
2018.

14) Rosendo Verzosa y Solayao, (Arrested Most Wanted Person in

Regional Level), 53 years old, single, fisherman, a native of
Tarangnan Northern Samar and resident of P. Herrera St., Brgy. 4,
Batangas City. The said accused was arrested by virtue of Warrant
of Arrest for the crime of Rape (3 Counts) with CC No. 22-30015,
22-30016, 22-30017, issued by Hon. Myla Villavicencio Olan, Acting
Presiding Judge of FC, Branch 1, Batangas City, dated September
19, 2022, with no bail recommended.

15) Naumie Garcia y Sangalang, (Arrested Most Wanted Person

for Qualified Theft 15 Counts Rank No.4 Provincial Level),
23y/old, DOB Nov. 13, 1998, single, Teacher, a native of Brgy.
Pansipit, San Nicolas, Batangas and presently residing at Project 8,
Quezon City. The said accused was arrested by virtue of Warrant of
Arrest issued by Hon. Jose Ricuerdo Policarpio Flores, RTC, Fourth
Judicial Region, Branch 6, Tanauan City, Batangas dated Feb.8
and 9,2022 with Criminal Case Numbers: from 22-01-064 to 22-01-
070; and from 22-01-073 to 22-01-080 for the crime of Qualified
Theft (15 Counts) with fixed bail in the amount of Php 40,000.00
each case. ARD/ BWC was utilized during the said operation.
 16) Amor Funtanar y Latre, (Arrested Most Wanted Person
(Regional Level), of Brgy. Namunga, Rosario Batangas. The said
accused was arrested by virtue of a Warrant of Arrest with CC #
2022-5131 for the crime of Murder with no bail recommended for
the crime charged issued by Hon. Erwin Vergilio Poblete Ferrer,
Presiding Judge of Regional Trial Court, Branch 63, Calabanga,
Camarines Sur dated June 18, 2021. Said operation was recorded
using ARD.

17) Aljon Borlagdaton y Marteja, (AMWP (Provincial Level), 24 y/o,

construction worker and a resident of Blk 4 Lot 1, Ph. 1, Brgy.
Paliparan 3, Dasmariñas City and 2. @ Jay, 17 y/o, construction
worker and a resident of Blk 40 Lot 12, Ph. 1, Brgy. Paliparan 3,
Dasmariñas City. The said accused was arrested for the crime of
Homicide with CC#. DC-12069-22. The said operation was
recorded by an Alternative Recording Device (ARD)/Body Worn
Camera (BWC).

18) VICTORIOUS BAYLOSIS y BLANCA @ Victor, (ARRESTED

MWP Provincial Level), male, high school graduate (ALS), single,
29 years old, born on May 14, 1993, in Jose Fabella Memorial
Hospital, security guard and a resident of Brgy. Yakal, Silang,
Cavite. In line with the directives of our Regional Director PBGEN
JOSE MELENCIO C NARTATEZ JR in the fight against all forms of
criminality, particularly in the campaign against Most Wanted
Person within the Region, that on the above-cited TDPO, personnel
of RMFB 4A-Headquarters led by PEMS Paquito Chan Jr under the
direct supervision of PLTCOL AGOSTO ASUNCION, FC together
with RID 4A (RIT-Cavite) and Silang MPS with the used of
alternative recording devices (ARD) conducted operation against
MWP that resulted to the arrest of the above mentioned accused for
the crime of Robbery with Violence Against or Intimidation of
Person with CC number TG-22-855(AS), issued and signed by Hon.
Minnelli Rocio-Carvajal, Assisting Judge of RTC, Br18 in Tagaytay
City, Cavite with bail fixed at Php. 100, 000.00 pesos.
