INTRODUCTION

Under the guidelines for the implementation of CMO No. 32 s. 2017, the Bachelor of
Arts in Economics is designed to equip students with knowledge of economic theory
and its applications and essential skills in undertaking analysis. The program
requires a minimum of 105 units which is based on the following categorization:
1. Basic courses
2. Required courses
3. Elective courses
4. Free Electives
5. Physical Education
6. National Service Training Program (NSTP)
One of the Elective courses is the Economic Practicum, which is usually offered in
the second semester of the fourth-year level. The Practicum Program is defined in
the CMO No. 104 s. 2017 refers to the practical application of classroom learning to
the actual in a regular work environment such as but not limited to commercial and
industrial services, government or non-government agencies.
The time to narrow the gap between the academe and the industry should be done
early in the Bachelor of Arts in Economics program. For the learning process to
impact the day-to-day life of the students, there is a need to understand the realities
of the actual working environment.
Students have to be aware that the classroom setting is entirely different from the
actual work setting through real exposure in the workplace. This is a way to condition
them for life after completing the course program indirectly.
The following matrix, after taking into account the CMO No. 32 s. 2017, shows
information for the Economic Practicum of the BA in Economics program of the
university:

PROCEDURES AND GUIDELINES
A. Before Deployment
1. Before graduation, a qualified student must enroll in the subject Pract 421 to
be admitted to the OJT Program.
2. Before seeking enrollment in the practicum subject, the student should submit
for grade evaluation to determine whether they are academically qualified for
an internship.
3. After enrolment, the stipulated requirements should be prepared in three
copies and seek the signature of the concerned university officials.
4. Coordinate with the OJT Coordinator for the agency assignment and
arrangement.
5. Attend the training organized by the school to acquire skills and knowledge.
6. Attend the Pre-departure Orientation Seminar (PDOS) to be facilitated by the
External Affairs Office. The PDOS aims to:
a. Raise the awareness of the trainees about the goals and objectives of
the internship program;
b. Inform the students on the process of the conduct of the on-the-job
training;
c. Instill in the students the desirable attitudes and values at work.
d. Teach the students about the preparation of reports as a course
requirement.
B. Economic Practicum Proper
1. The institution, in coordination with the assigned OJT Coordinator, takes
charge of the assignment of the students to the different departments within
the institution.
2. The trainee is expected to comply with and observe the institution’s policies.
3. The trainee should always wear the uniform during duty hours and in any
other official functions unless not required.
4. A trainee seeking absence from duty should ask the supervisor and OJT
coordinator permission. The absence with valid reasons shall be allowed for
an excused absence. A policy of 1 absence equals three days of make-up
duty should be observed for unexcused absences.
5. The trainee must complete the minimum number of duty hours of three
hundred fifty hours.
6. Monitoring will be done regularly under Section 7, Article IV of the CMO 23,
series of 2009.
C. Post-Practicum Practice
1. Before completing the required number of hours, the trainee should report to
their respective supervisor or the human resource officer to compute the total
number of hours.
2. After completion, the trainee should seek the performance evaluation rating
and certificate of completion from the immediate supervisor.

University).

RECITALS

WHEREAS, I acknowledge that the CHED mandates the Biliran Province


State University to provide students with work immersion/ office internship
opportunities to promote and provide me with competitive skills and attitude for my
future employment; and

WHEREAS, I acknowledge that the University is concerned about my


continued growth and development; therefore, I am sent for my on-the-job training;
and

WHEREAS, I acknowledge that the Biliran Province State University, as a


facilitator of the on-the-job training, holds the responsibilities as follows:

1. Establish linkage and execute agreements with the partner industry/


institution;
2. Maintain the quality of the training contract by assisting students to attain the
training objectives;
3. Provide teaching support and guidance by communicating with the student
regularly and by the most direct means possible;
4. Maintain communication with the Work Supervisor for consultation and
collaboration in guiding the student’s learning and evaluating the student’s
performance.
5. Assess the student’s learning based on the Learning Objectives; and

Annex 9: Guidelines for the Student’s PowerPoint Presentation

All student should create a presentation which provides an overview of their
internship experience. It should be between 5-10 minutes in length and include four
major components.
Part 1
This is the executive summary of your internship. This should not be a diary of every
day’s activities, but rather summarize your experience into 3-5 categories. Please
present any particular or extraordinary event that occurred, but do not try to present
every daily activity.
Part 2
This section should relate your internship experience to the positive aspects of your
prior academic preparation. For example, identify courses that you have taken that
were especially helpful in your internship activities. Also, indicate any particular
economic concepts, principles, and tools that you have previously learned that were
useful during your internship.
Part 3
This part should identify any academic needs that your internship brought to light.
For example, did you need more real estate principles, accounting, or marketing, etc.
to effectively do your internship? What did you not know that you wish you had and
now want to know?
Part 4
The final section should discuss your future career plans and the impact the
internship may have had on those plans. Some students return from their internship
thinking this is exactly what they want to do for their career. Others realize that the
career they have had a chance to explore may not be for them at all. Therefore, this
part of your presentation is to talk about what impact this work experience may have
had on your career plans.

Your PowerPoint presentation should include a minimum of 10 slides, but no more


than 20 slides. Prepare 3 sets of hard copy handouts, six slides per page, and bring
them with you to your presentation.

Obligations and/or Responsibilities of Partners Involved in Student Internship


Higher Education Institutions (HEIs)
Planning/Engaging/Orientation
1. Assume full responsibility for the students during their internship in the
Philippines;
2. Formulate local school internship policies and guidelines on selection,
placement, monitoring, and assessment of student interns;
3. Select HTEs and ensure acceptability of internship plan and internship venues
in order to protect student intern interest;
4. Develop collaboration with the duly selected HTE an internship plan for the
student specifying goals and objectives;
5. Ensure that the student intern will acquire actual and relevant competencies in
each learning area, assignment, and schedule of activities. The internship
plan shall be part of the internship contract signed by the student intern, HTE,
and HEI.
6. Execute duly notarized Memorandum of Agreement (MOA) with HTE;
7. Provide free medical and dental services and certification by a duly licensed
medical doctor and dentist to the student interns;
8. Provide appropriate insurance coverage to include travel, medical, and health
to the student interns during the duration of the internship;
9. Assign a SIPP Coordinator for the student internship programs; and
10. Conduct pre-internship orientation/training to student interns, as a pre-
requisite to their deployment to internship venues, on work environment
issues, including, but not limited to, proper work ethics and laws against
sexual harassment.
Monitoring and Evaluation
1. Safeguard student interns undergoing internship from harassment,
exploitation, deplorable training conditions, and other conditions that
contravene or defeat the purpose of the internship;
2. Take appropriate action on any complaint against the student intern in
accordance with the HEI’s policies;
3. Conduct initial and regular visits/inspections of their HTE to ensure the safety
of the student interns;
4. Monitor and evaluate the performance of the student intern jointly with the
HTE based on the prescribed internship plan;
5. Monitor the student intern and attend to his/her needs and concerns by
coordination with the HTE, CHED, and other concerned government
authorities if necessary;
6. Conduct monitoring and evaluation of the HTE to gauge the overall
performance of HTE and provide feedback mechanism;
7. Conduct a post-training review and evaluation of the program and the
performance as well as with the partner HTE;
8. Evaluate and assess related prior training experience and provide credits for
the internship, when applicable; and
9. Issue a final grade to the student intern upon completion of requirements
within the prescribed period in accordance with the HEI’s regulations on the
grading system and performance assessment of the HTE.
Monitoring
Submit to CHED through the CHED Regional Office (CHEDRO) the following
documents:
1. Annual report per school year on the implementation of SIPP on the number
of student interns per program, their issues and concerns, and actions to be
taken to address the issues among others, to be signed by the school head or
authorized representatives such as deans of the concerned program and/or
registrar;
2. Copy of duly notarized MOA of training agreement; and
3. List of partner HTEs and student interns duly certified by an authorized school
official to have completed an internship.

Student Internship Program in the Philippines (SIPP) Coordinator


1. Provide pre-internship orientation before deployment to internship venues,
including, among others, work ethics and anti-sexual harassment laws as pre-
requirement;
2. Coordinate with the dean or authorized school coordinator for internship
orientation;
3. Inspect internship venues and sites;
4. Monitor and assess student interns periodically;
5. Coach or mentor student interns;
6. Consult and assist student interns in resolving problems/issues encountered;
and
7. Validate the result of students’ internship per batch, at the end of the
internship period.
Student Intern
1. Enter into an internship contract and/or agreement with the participating HTE;
2. Sign all the required documents necessary for his or her participation in the
internship program, including the acceptance letter, internship contract, and/or
agreement;
3. Comply with the provisions of the contract and/or agreement, including the
rules and regulations of the HEI, HTE, and CHED at all times;
4. Undergo the required orientation/internship program conducted by the HEI
and HTE;
5. Report for internship in the HTE based on the schedule indicated in the
internship contract and/or agreement;
6. Perform tasks and activities indicated in the internship plan;
7. Maintain confidentiality, when and where appropriate, during and after the
internship period of all the data, business, or trade secrets where such
information is not within the public domain and is indicated or understood to
be confidential;
8. Adhere to the existing rules and regulations of the HTE, including the proper
use of tools, instruments, machines, and equipment;
9. Submit a journal of internship as required by THE, reflecting on the approved
internship plan, his or her experiences describing the internship activities, any
problem/s encountered, and his or her reflections on the internship experience
of the SIPP coordinator;
10. Complete the agreed duration of his or her internship; In case the student
intern will be unable to finish his or her internship within the designated
period, he or shall inform the SIPP coordinator in writing of his or her intent
and reasons to prematurely end his or her internship at least three (3) working
days before his or her last day of internship. Failure to complete the internship
program without a valid cause disqualifies the student intern from retaking the
program with the concerned HTE; and
11. Report to the SIPP coordinator for an exit assessment after the completion of
the internship period.
Host Training Establishments (HTEs)
1. Designs and implements the internship plan in partnership with the HEI;
2. Encourages student interns to develop their personality and professionalism,
and to the extent possible, protect them from physical or moral danger;
3. Assigns a point/focal person responsible for the implementation of all phases
of the internship;
4. Orients the student intern on the standard rules and regulations of their
establishment before signing the contract;
5. Enters into an internship contract/agreement with the student intern;
6. Facilitates the processing of the documents of the student intern in
coordination with the HEIs;
7. Provides practical training or work experience in accordance with the agreed
internship plan and schedule of activities;
8. May provide necessary incentives to the student interns as contained in the
MOA, such as free duty meals, travel allowance, and uniform, if applicable;
9. Ensures the student interns do not perform tasks and duties of a regular
position in HTEs;
10. Provides supervised applied learning experience for student interns in
accordance with the agreed Internship Plan and schedule of activities;
11. Develops feedback mechanism to the student intern;
12. Develops feedback mechanism to HEI of the overall implementation of the
internship and the student performance;
13. Provides monitoring and evaluation reports or other information on the student
intern’s performance as may be required by the HEI;
14. Make available, accurate and current records and provide access to HEI of
such records while on internship;
15. Notifies and provides at least 30 working days written notice to the HEI of a
student intern’s breach of contract or misconduct in the internship premises
prior to HTE’s decision to suspend or terminate the contract; and
16. Issues certificates of completion for the student interns not later than two
weeks after the completion of the internship.
Parent/Guardian
1. Issues and signs the written consent; and
2. Co-signs the internship contract and/or agreement to manifest approval or
consent to the internship of their child.
